Australia's construction industry throughout the last two decades has seen an increase in the number of women pursuing careers. The percentage it has increased by between 1998 and 2020 is a disappointing 0.2% despite the research, strategies, and initiatives the Australian Government has implemented during the interval. The purpose of this study is to evaluate and support the legislative notion of required gender percentages on tendering documents and how this change could increase the number of women in public projects. A systematic literature review of scholarly sources from the database Scopus was applied to develop a thematic analysis of women in the industry. The results found four themes: underrepresentation, barriers to career, education pathways, and opportunities for employment. These themes reinforced the need to introduce legislation such as gender requirements for public projects. Connections made were that gender legislation would increase the number of job opportunities, more jobs would encourage all levels of education to promote women in construction, more women in construction would improve their underrepresentation, and thus make women-centric problems in the workforce a more common issue and more likely to improve. The paper concludes that to see an increase in the number of women in Australia's construction industry, the government must take enforceable legislative change. This change must start by creating legislation that requires organisations that want to tender with the government to have a minimum percentage of women in any proposed public works submission before it can be awarded. Building operations use 45% of the total energy in Australia, and Net-Zero Energy Buildings (NZEBs) are instrumental in achieving net zero emissions by 2050. However, research reveals that various factors hinder NZEB adoption in Australia, and it is imperative to contextualise the barriers, thereby highlighting clear gaps that can be addressed to enhance the implementation of NZEB in Australia. This study presents a systematic literature review and bibliometric analysis to examine the barriers that hinder the implementation of NZEB contextualised within the Australian building industry. The paper's novelty resides in its contextualisation of barriers to NZEB thereby highlighting clear gaps that can be addressed to enhance the implementation of NZEB in Australia. Emergent results reveal the most impactful barriers experienced and the inter-relatedness between barriers and their effects on each other. These identified barriers are also compared with comparable countries, including the UK, China, Italy and the US. New insight and knowledge acquired provide a basis for assessing potential solutions to the main barriers. Findings show that a lack of knowledge, climate issues, and cost issues, in addition to government policy factors, are considered primary barriers encountered by the industry, hindering the achievement of NZEBs. The law of contract is changing. "Good faith" and "relational contracts" are used by parties more than ever before in commercial disputes. Yet, their definition and what it really means to act in good faith are still unsettled in the UK and Australia, reducing the (judicial and doctrinal) utility and impact of such conceptual tools. In contrast, the construction industry is trying to move forward in policy terms. Over the last 30 years, industry-led initiatives have been working to improve collaboration. In the UK and Australia, new collaborative frameworks contain express provisions asking parties to act with mutual trust and cooperation among other collaborative schemes. Examination of the judicial approach and industry initiatives demonstrates that there is – underpinning both – a project-centric approach (even if that is yet to be fully recognised or articulated). The objective of this research was to present a platform to identify the optimal staffing of a multiskilled workforce in the construction industry. The novelty of our model is its capability in developing a customized and context specific multiskilled workforce staffing strategy that identifies the best compromise between multiskilling costs and benefits with consideration of unique features of different production environments. Another novelty of our multiskilled workforce staffing is its capacity to explore every possible schedule associate with every possible staffing strategy. Our model chooses the multiskilling staffing strategy corresponding to the schedule that leads to the best results in terms of cost and time. The paper examined optimal multiskilling staffing and scheduling and compared it with well-regarded existing multiskilling strategies in the construction industry, such as chaining and direct capacity balancing, using an optimization technique. The parameters of the optimization model were informed by a small hypothetical case and a real case off-site construction factory producing bathroom pods in Australia. Developed an optimal multiskilling staffing strategy continuously and in some cases significantly outweighed the existing well-regarded multiskilling strategies. The optimal multiskilling staffing strategy is highly context-specific and can be very complex because achieving it needs having an appropriate staffing platform. Subjective decision making on a multi skilling staffing strategy that does not deploy the workforce to the most appropriate workstations can lead to a significant productivity loss. To fulfil the hunger for sustainable development, Australian construction sector seems to contemplate toward green design. Green-Star environmental rating system, one of the active building rating systems in Australia, has also been employed in New Zealand, and South Africa. To help engineers and designers obtain comprehensive visualisation on sustainable projects, this paper develops a model to evaluate energy consumption and greenhouse-gas emissions based on typical Australian commercial building alternatives. From that, this paper explains how to achieve points for “Energy” and “Life-cycle impacts” categories of this rating system. The model uses GaBi 8.1 platforms and shows relationships between building's energy consumption, and greenhouse-gas emissions released during the building lifetime. This paper provides insight into life-cycle greenhouse-gas emissions assessment for several typical commercial building fabrics in Australia. The developed model can also be conveniently modified to automate calculations for other credits under the Green-Star environmental rating system, and other environmental rating systems around the world. The study suggests that designers should consider the inverse relationship between building envelopes' total R-value with energy consumption and greenhouse-gas emissions. Another finding shows that materials used for building envelopes play a significant role to manage energy consumption as well as greenhouse-gas emissions amount during the building's life-cycle. Poor safety is a perennial problem for the construction industry worldwide. The concept of safety climate has been strongly linked to safety performance, yet inconsistent methodologies make international comparisons problematic. In addressing this gap in research, a comparative safety climate survey of 515 construction operatives and managers in Australia, Indonesia, and China is presented using a standardized tool. The results highlight interesting similarities and differences between safety climate in each country and question taken–for–granted assumptions that safety climate in countries with relatively mature regulatory structures like Australia are more positive than in less developed countries like Indonesia and China. Results also highlight the intermediating effects of factors such as management commitment and cultural differences in shaping safety climate. Highlighting the potential value of theories of new institutionalism and cultural and ethical relativism, the paper concludes by raising important new practical, theoretical, and methodological questions about the merits and challenges of making international comparisons of safety climate, even when using standardized measurement tools. Highlights • Compulsory safety training is ineffective in changing safety attitudes. • Risk knowledge and intent to behave safely increases but caring about safety does not. • Gender, age and education are intervening variables in safety attitude formation. Abstract Poor safety is a perennial problem for the construction industry worldwide. While there has been a large amount of research on construction safety training and its importance in developing positive safety attitudes, much of the evidence has been anecdotal. To address this gap in knowledge, this paper presents the results of an attitudinal survey of 228 construction employees from a variety of professional and trade backgrounds operatives in Australia who went through mandatory site safety training. It was found that the training was largely ineffective in changing workers' safety attitudes. The minor change in safety attitudes that did occur were largely cognitive and behavioural in nature while the affective component of safety attitudes remained virtually unchanged. In other words, construction operatives emerged from the training with a slightly better knowledge of safety risks, a better intention to behave safely but not caring any more about safety as an issue. It was also found that gender, age and education are potential mediators in the safety attitude formation process. It is recommended that when developing safety training programs in the future, more attention should be paid to tailoring programs to the demographic characteristics of the people being trained and to the use of new interactive and immersive technologies and learner-centric andragogical pedagogies. Carbon reduction has become one of the most significant challenges for economic growth. This paper presents the preliminary analysis of undesirable output reduction targets and emission schedules in temporal–spatial comparisons based on Data Envelopment Analysis. The reduction targets of undesirable outputs are investigated, including the maximum, input, technical and ideal reduction targets. Four Data Envelopment Analysis models that are based on a sequential benchmark technology and variable returns to scale are introduced to measure these reduction percentages. In order to formulate the optimal emission schedule of undesirable outputs, an optimal model is provided without inflation. Data from the Australian construction industry from 2000 to 2010 are employed to develop the models. The results of the analysis indicate that the Australian Government could achieve its promised carbon reduction targets in the construction industry. Most Australian regions' construction industries possess carbon mitigation potential and some of them could increase their desirable outputs if carbon were decreased. This paper suggests that policymakers can benefit from formulating various suitable undesirable output reduction objectives and schedules through the models developed. Statistics on causes of death gathered by the Australian Bureau of Statistics (2010) report that suicide was the leading cause amongst young men in Australia between the ages of 15-24. The figures have been similarly high for over a decade. In Australia these alarming statistics have led to the funding of a range of programmes tackling youth suicide and more recently programmes that are aimed at improving help-seeking behaviours of young men. The programme reported in this paper is one such programme that is working with young men in the building and construction industry who are regarded at even greater risk of poor mental health outcomes. The research that was undertaken uncovered some of the impact of a universal programme on improving the protective factors of young men in this industry. Young men can present themselves in a very positive light as robust and resilient human beings, contrary to much of the research that has been undertaken with a focus on young men in building and construction and living in rural and remote communities. Sadly, they are the homes of the Lacrosse building, the Torch Tower and the Grenfell Tower and the most significant façade fires in recent history; none so sad as Grenfell with the tragic loss of so many lives. As these cities, and in fact the world, set about identifying and replacing the non-compliant aluminium composite cladding façades of thousands of high-rise buildings, you might ask 'what does this have to do with glazed façades and windows?' Cladding systems may include additional components such as windows and glazed doors or buildings may simply be clad in glazed systems. This paper seeks to identify where glazing and glazed façades fit within the Australian regulatory framework for building and construction and how conformity is validated and compliance policed. The commercial refurbishment sector is widely gaining popularity, particularly in industries such as the Western Australian construction industry in order to effectively house commercial businesses and operations. Unfortunately, commercial refurbishments have long been characterised by its added complexity, risk and uncertainty facing the management and delivery of such projects. The uncertainties are largely attributed to the segregated relationship between design and construction processes. Among a multitude of options in procuring refurbishment projects, the early contractor involvement (ECI) emerged as a procurement route that bridges this typical gap between design and construction, promotes a collaborative design process and offers opportunity for risk mitigation and certainty of delivery. Whilst appearing as a worthy candidate to procure refurbishment of commercial buildings, anecdotal evidence have indicted the potential of ECI to reduce design risks through synergising the contractor’s construction expertise into the design process. In light of this, the paper aims to report the findings from a recent research project conducted in Western Australia on this topic through case study approach. The findings revealed the specific points and activities during design of commercial building refurbishment where the contributions of the contractor are optimum in reducing design risks. This is captured in the resultant process map specifically developed for this type of projects under the ECI scheme. The process map is expected to further support project teams at the early design stage of a commercial building refurbishment projects to devise a robust strategy to fully benefit from procuring their project through ECI. The increasing awareness of the undesirable environmental impact of cement-based products has led to rethinking earth construction within the digitally mechanised framework of Industry 4.0. The attempts to mechanise earth construction started nearly a decade ago, yet, the past four years have seen a surge in the intensity of research on the advanced manufacturing of earth construction. Additive manufacturing of clay-rich soil, like in cob and adobe methods, has been attracting the primary attention, while on the contrary, considerably limited research has been conducted to mechanise other methods such as rammed earth. This paper collected, reviewed, and analysed the state-of-the-art research on the advanced manufacturing of rammed earth construction, with a focus on process design aspects and machine development. Two case studies of recent digitally manufactured rammed earth projects in Australia and Switzerland were comprehensively analysed to provide a realistic feasibility assessment of the potential and technical challenges. This paper presents the findings of an evaluation of the mandatory Construction Induction Training initiative (CIT). The paper details a pilot study conducted in 2010 with the commercial construction sector and a subsequent study in 2011 of the housing and civil sectors conducting business in the metropolitan area of Perth and in regional Western Australia. The international literature on safety training evaluations and the impact on safety performance is reviewed. We argue that formal evaluation of safety training and evidence of a link with safety culture improvement is limited. The analysis of the study includes discussion of the transfer of safety knowledge through training participation into the construction safety culture. The findings include evidence of a decreasing trend in work-related injuries and significant support for the CIT. Participants were supportive of the mandatory nature of the CIT and believed that the training had not only increased their personal safety awareness but had also contributed to a positive improvement in the safety culture in construction worksites and in the industry. Although the training has been designed for construction workers there is evidence of extended uptake of the CIT as a generic safety course for preparation for those wishing to work in the other industry sectors. A financial awareness education program was implemented with construction industry apprentices in Victoria, Australia. The program included face-to-face delivery of education around a range of financial management issues that apprentices face as they begin their apprenticeship. The paper reports on an evaluation of the program, which included surveys at completion of the presentation, as well as focus group follow-up two months later. Both intended behaviour change and actual behaviour change, including knowledge retention, are noted in the results. The program evaluation highlights factors such as relevance and immediacy of need as crucial to determining appropriate content and successful implementation. The paper concludes by recommending inclusion of financial awareness in vocational education curricula on an ongoing basis, rather than as ad hoc delivered programs, to ensure sustainable knowledge gains and behaviour change outcomes. Recent research undertaken revealed that a significant positive relationship exists between quality and safety performance. A major limitation of this research, however, was the nature of the sample; it was heterogeneous (i.e., a combination of U.S. and international projects) and the sample was restricted to 18 projects. Building upon initial research, this paper re-examines the association between quality and safety using a homogeneous sample of 569 projects, which were derived from an Australian construction company with an annual turnover in excess of $1 billion Australian dollars (AU$). A total of 19,314 nonconformances and 17,783 injuries were used to determine the validity and reliability of previous research. A weak association between quality and safety performance was found (p < 0.01). The p-values did not indicate any significant association between first aid and quality rates, except for the injury rate and rework frequency per million scope, which yielded an r-value of 0.307 and p-value 0.046 that is significant at 0.01 level. An association, however, between injuries and rework was identified (r² = 0.70). The discrepancy between this research's findings and that of previous work led to an examination of the issues of using ratios in correlation analysis. Thus, the statistical and arithmetic issues associated with the use of ratios are discussed, and it is recommended that estimating the relationships between quality and safety should be examined using regression techniques or analysis of covariance. Linear regression, therefore, was performed with the injury data as the dependent variable, and rework frequency and personnel hours as the independent variables. The regression results demonstrated that there is a significant association between injuries, and rework and personnel hours; it was revealed that both predictors accounted for 68.2% of the explained variability in injury frequency. Concrete is the second most used material after water and the production of cement is responsible for 5–8% of global carbon dioxide emissions. The development of low-carbon concretes is pursued worldwide to help the construction industry make its contribution to decarbonising the built environment and achieving carbon reduction targets agreed under the Paris Climate Agreement. However, there is uncertainty around the actual amount of greenhouse gas emissions that can be avoided by employing alternative types of concrete. This study quantifies the carbon footprint intensities of Australian cement and concrete production, including ordinary Portland cement, standard ordinary Portland cement concrete, blended cement-based concrete and geopolymer concrete production. For the first time, an input-output based hybrid life-cycle assessment method is used for these products. The main goal of this paper is therefore to make a methodological comparison between process-based and hybrid life cycle assessment using the Australian cement and concrete production as a case study. A comparison with published results from process-based life-cycle inventories as well as a decomposition of results into product categories is provided. The hybrid life cycle assessment resulted in higher greenhouse gas emissions for ordinary Portland cement and all types of concrete due to the methodology incorporating an economy-wide system boundary, which includes the emissions from upstream processes. For geopolymer concrete in particular, the results were also dependent on the method applied for allocating greenhouse gas emissions from fly ash and slag. The last decades have witnessed a rapid development of green building developments at a global scale, as a measure to deal with various challenges related to climate change especially environmental issues. Australia is no exception. It is not unusual that extra resources such as cost are required for developing green buildings compared to conventional buildings. To justify extra upfront resources required for green building developments, a variety of tools have been developed such as life cycle assessment and life cycle costing. These two tools have been used in some projects in order to evaluate the cost and benefits of green buildings from a life cycle perspective. However, the uptake of life cycle assessment and life cycle costing are generally slow in the construction industry. This paper presents a critical review of green building evaluation from life cycle perspective. In particular, the use of life cycle assessment and life cycle costing in green building evaluation in Australia is reviewed. Knowledge gap is presented and future research agenda is proposed. The paper explores ways that vocational education and training (VET) might become involved in the development of moral 'know-how, ready for workplace practice. The primary concern here is the transformation of earlier-learnt ethical principles to their applied moral behaviour, essential for appropriate practice within workplace environments. The argument is grounded in literature and a research study of 14 construction workers from various sectors of the industry in Queensland, Australia. The study identified four influential factors that frame the reports of the study participants' learning to judge, decide and act morally within the construction industry workplace: (1) upbringing, (2) schooling, (3) social contexts, and (4) workplace experience. The paper discusses the less-than-adequate way participants learnt their morals for workplace application and goes on to outline a potentially better way to train them through such paths. The conclusion from the study is that it is necessary to present moral contextualisation through sustained learning over time to gradually develop moral 'know-how', and that VET has a role to play in this process. Rework is a pervasive problem within the construction industry, but many firms are reluctant to openly acknowledge it is an issue because it can potentially damage their reputations. Using a case study approach, this paper aims to examine how an AU$375 million program alliance, which experienced cost and schedule overruns and an increase in safety incidents as a result of rework, addressed this problem. The case analysis revealed that rework could be significantly reduced by having an authentic leadership style in place, empowering as well as actively engaging with contractors, and focusing on continuous improvement. As a result, the alliance was able go beyond lessons that were superficial (i.e., identifying procedures that were not followed) and undertake new and improved ways of doing business that encompassed context-specific learning. The novelty of the case study findings highlights the need to reduce rework by focusing greater attention on changing behaviors, particularly the motivations of alliance team members, by cultivating an error management culture. Such a culture needs to be harnessed in construction projects if rework is to be reduced and adopted industrywide, which necessitates the need for significant steps toward improving performance and productivity. Abstract: Building Information Modelling (BIM) is one of the important areas in current Virtual Reality (VR) research. VR research considers not only the technological development, a very important part of the research also concerns the application of the technologies and their adoption by the practices. This paper firstly presents an analysis of the current state of BIM in the Architecture, Engineering and Construction (AEC) industry and a re-assessment of its role and potential contribution in the near future. The paper analyses the readiness of the industry with respect to the (1) product, (2) processes and (3) people, to position BIM adoption in terms of current status and expectations across disciplines. The findings indicate that there were both technical and non-technical issues that need consideration. The evidence also suggests that there are varying levels of adoption and therefore the need for a specific tool to facilitate BIM adoption. The study revealed that even the market leaders who are early technology adopters in the Australian industry in many cases have varying degrees of practical experiential knowledge of BIM and hence at times different understandings and different levels of confidence regarding the future diffusion of BIM technology throughout the industry. There have been numerous factors affecting BIM adoption, which can be grouped into two main areas: technical tool functional requirements and needs, and non-technical strategic issues. There are varying levels of adoption and understanding within countries — from discipline to discipline and client to client. There are also varying levels of adoption from country to country and although many researchers and practitioners espouse collaborative working environments there are still challenges to be met in many parts of the world, particularly, in relation to a fully integrated collaborative multidisciplinary mode of operation. The challenges for the research community lie not only in addressing the technical solutions or addressing human centred issues but it is also in creating the enabling environment of a decision framework, which integrates both the technical and non-technical challenges. The need for guidance on where to start, what tools are available and how to work through the legal, procurement and cultural challenges was evidenced in the exploratory study. Therefore the Collaborative BIM Decision Framework has been initiated to facilitate the BIM adoption in the AEC industry, based upon these industry concerns, which consists of four interrelated key elements. The civil construction industry in Australia is under pressure to attract, train and retain high numbers of skilled personnel. At the same time it is recognized as one of the most dangerous industries in the country. To counteract the safety issues and the labor shortages, plant operator training augmented by simulation is being investigated as an alternative to current training methods. Construction worksites using heavy excavation and earthmoving equipment are at risk of a multitude of potentially dangerous situations. A review of the literature on simulation reveals high benefits across other areas of industry using heavy, human-operated machinery such as rail and mining. This paper presents an initial preliminary case study to investigate the benefits and drawbacks experienced in the use of simulation in a current construction training program prior to the commencement of a rigorous larger-scale study being undertaken to investigate the human factors benefits of simulator training in construction. While building and construction’s use of simulation is in its infancy, a major training provider in Australia has introduced simulation as a key feature in their training programs to attract new entrants into construction careers, enhance safety and introduce the benefits of technology to a traditional area of training. Abstract: This paper presents the results of an experimental program investigating blind bolted T-stub connections to unfilled hollow section columns in the tension and compression regions under static loading. The T-stub connection is proposed as an alternative connection to the welded connection currently used as a moment connection for unfilled hollow section columns in the Australian construction industry. The flexural performance of the T-stub connection, in terms of stiffness, has been evaluated in accordance with EC3 classifications and was found to behave as a semi rigid connection under serviceability loading. Results from the experiments have been compared with existing theoretical models that predict the maximum load the flexible column face can carry in the tension region before yielding occurs, and good agreement has been achieved. Furthermore, the experimental results have been used to validate a detailed three dimensional finite element (FE) model which simulates the proposed connection. The developed FE model in turn has been used to perform a sensitivity analysis which is presented in this paper. [Copyright &y& Elsevier]

This paper examines the uptake of environmentally sustainable housing in two major cities in Australia. The paper responds to literature that suggests sustainability is not so much a technological problem as an institutional one, and to theories of innovation which focus on innovation diffusion through chains of production. The disaggregation and piecemeal nature of innovation within the building industry is underpinned by unfamiliarity with new technologies, a lack of consistent legislation and pricing and unclear channels of communication. Value-added trade has increased rapidly in recent decades in the context of globalisation. This paper aims to measure the energy embodied in the value-added trade and the ecological relationships in the networks of the international construction industries. A hybrid method which combines ecological network analysis and the input–output method has been adopted. The direct energy intensities in most countries ranged from 0 to 3.0 trillion joules per million US$ and the dominant relationships were control and exploitation in the selected 15 years. For the construction sector, the negative relationships were dominant at 63.9% in Australia and 79.19% in China. The ratio of positive relationships increased from 24.3% to 31.5%, while the ratio of negative relationships declined from 75.7% to 68.5% over the 15 years. The mutualism index ranged from 0.72 to 0.98 over the 15 years, maintaining a value less than 1. In contrast, the synergism index had an increase of 12.2 over the 15 years. The results indicate that both direct energy intensity and the value-added ratio are important factors in relation to the energy embodied in value-added trade. Work-life conflict has a damaging effect on job satisfaction, organizational commitment, productivity turnover, and absenteeism. On an individual level, work-life conflict is associated with employee burnout, mental health issues, substance abuse, and diminished family functioning. Thus, work-life balance is an important issue to the construction industry, in terms of both organizational effectiveness and occupational health. Long and inflexible work hours are the most consistent predictor of work-life conflict among construction employees, particularly those working on-site or in a project office. There is considerable resistance to the adoption of new ways of scheduling work within the industry. This paper describes the post hoc evaluation of a compressed work week (reducing the length of the working week, but increasing the length of the working day) in a case study project alliance in Queensland, Australia. Quantitative and qualitative data are presented to demonstrate the beneficial impact of the initiative on employees’ work-life balance. The evaluation provides prima facie evidence that alternative work schedules can improve construction employees’ work-life balance, creating benefits for construction employees and organizations. The paper concludes that project alliances provide an ideal environment in which work-life balance initiatives can help to create high-performance work systems in the construction sector. This paper reports on a self-reported survey of performance in international construction joint ventures formed and operated by Australian and British contracting organizations. Based on previous studies, a questionnaire survey was developed to investigate the relationships between reported risk and success factors, and the performance of ventures. Through structural equation modeling, the paper empirically examines the effect of key processes such as partner selection, venture formation, and operation on venture performance. The results provide evidence that local partner attributes influence venture formation which, in turn, is strongly and positively related to its operation. These results also suggest that the negative impact of host government-related risks on venture formation is direct, while their impact on venture performance is indirect, through creating a “less certain” operating environment. Project-related risks appear to have strong and negative dual “direct and indirect” effects on venture performance. Based on these empirical results, the paper advocates that selecting a suitable complementary local partner and adopting a proactive risk management strategy are vital antecedents to successful venture performance. To be sustainable in energy usage in the future, there are two aspects that need to be considered: the energy supply or generation and the consumption side, including the closely linked construction and building industries which consume a large amount of energy. Essential requirements for energy efficiency are to produce less greenhouse gas emissions and to rely more on renewable energy sources for future sustainability. Policies for mitigation of the environment impact are having effects on both the supply and demand. While the former requires more alternate sources in smart grids and improved technologies for carbon capture and storage, the latter involves the reduction of energy wastes and greenhouse gas (GHG) emissions as prerequisites to green certification within the construction and building sector. Thus, access to sustainable, affordable, and secure energy is one of the major global strategic priorities to maintain and improve public health, sustain economic growth, and mitigate the effects of climate change. Toward this goal, many countries, including Australia, are investing in clean, efficient, reliable energy systems for a prosperous and environmentally sustainable future. Hence, exploring various options to ensure energy security by diversification of energy sources is an important step in meeting the future requirements and delivering clean energy to different industry sectors. The potential for primary energy savings is greatest in the building sector. A very relevant way to save energy is to increase the rates and depths of building renovations. In order to reach such goals, building owners need to be convinced to invest in high-performance sustainable renovation. With the purpose of overcoming such barriers, a new scheme was proposed: the Integrated Renovation Process. In this paper, the scheme is applied to two single-family homes and is called the Integrated Renovation Process for Homes (IRP4homes). In both case studies, the newly developed methodology successfully led the project stakeholders to overcome most informational barriers to sustainable home renovation such as lack of knowledge, lack of interest, lack of support, and lack of social and emotional understanding. The homeowners were able to perceive the new and numerous qualities they were getting in their newly renovated home. Most homeowners' needs, preferences and personal values were fulfilled. The present paper is the first to conceptually assess the viability of mass timber construction (MTC) as an alternative construction material/method in Australia. It fulfills an identified need to examine an innovative construction process providing much needed information concerning the technologies current position and future disruption to traditional construction methods. A common tool used in business management studies, the PESTEL model, Political, Economic, Social, Technological, Environmental and Legal is employed to provide structure for a strategic analysis of the technology. Mass timber construction clearly demonstrates some advantages including cost savings, primarily in the reduction in on-site labour costs; a lower environmental impact and use of a renewable resource; and possibility of improved amenity and reduced running costs for owners and occupiers. The survival of businesses is very much dependent on their ability to adapt and transition to a business model that addresses important sustainability 'megaforces' such as climate change, energy and fuel, material resource scarcity, water scarcity, population growth, urbanisation, wealth, food security, ecosystem decline and deforestation. This research identifies megaforces that are most important to the construction industry sector and examines the level of preparedness of Australian construction companies in responding to these megaforces. It also identifies the value drivers behind these megaforces through content analysis. The last 30 years has seen significant developments in the Australian housing sector for people with disabilities. Despite much change in the sector, and advancements in disability services, the range of current supported housing options for younger Australian adults with a neurological disability remains vastly under-developed. This is despite a widely accepted and endorsed recognition that, as is the general population, people with all forms of disability have a right to housing of their choice. This paper presents a timely critique of the key actions made by the Australian disability and housing sectors and subsequently proposes a more informed approach to supported housing design and development: one that is based on a comprehensive understanding of consumer housing priorities and preferences, and is conducive to a person’s biopsychosocial health. Abstract Traditional militant displays of proud working-class masculinity are no longer an advantage in union (or Labor Party) campaigns to win public support. This paper examines the contested masculinities within the construction industry, and specifically those deployed within the campaign by construction unions to achieve workers' rights on site, together with the strategic limitations for their campaigning options. The question of how unions in this sector can effectively campaign to protect their rights is considered, as is the dilemma for union leaders in managing members' legitimate outrage when its usual expression will replicate behaviour demonised by the unions' opponents. In the era of mediated political campaigning, and third-wave labour politics, unions are having to reinvent their public image and campaigning tactics. Research into performance measures for relationship-based construction projects becomes crucial because of an increasing trend of client organizations to adopt a relationship-based (or relational contracting) approach to their construction projects worldwide over the last decade. However, few, if any, comprehensive and systematic research studies focus on developing a comprehensive, objective, reliable, and practical performance evaluation model for relationship-based construction projects. A performance index (PI), which comprises eight weighted key performance indicators (KPIs) and a set of corresponding quantitative indicators (QIs) for measuring the performance of relationship-based construction projects have been developed in Australia. The PI and QIs can assist in developing a benchmark for measuring the performance of relationship-based construction projects. However, the establishment of a set of QIs cannot fully solve the subjectivity of performance evaluation. To remedy this deficiency, the aim of this paper is to adopt a fuzzy set theory (FST) approach to establish a well-defined range of quantitative requirements (QRs) for each QI within each of the five performance levels. By using the modified horizontal approach, fuzzy membership functions (FMFs) have been constructed through three various methods, namely constrained regression line with the vertical error method (VEM), the horizontal error method (HEM), and the bisector error method (BEM). It was shown that the results derived from the three methods were similar, and it seems that the BEM is the best technique to construct the FMFs because it considers both the errors created by the residual sum of squares by both vertical and horizontal distances. The newly developed performance evaluation model is not only innovative in nature, but it can also improve the objectiveness, reliability, and practicality in evaluating the performance of relationship-based construction projects. The article presents a research paper which examines the role played by Bills of Quantities (BoQs) and their effectiveness as a post-contract and pre-contract tool in the Australian construction industry. An exploratory approach is used to obtain views from industry practitioners on BoQs and a questionnaire survey is developed. Over the past decade, an increasing trend of client organizations has been observed to adopt relationship-based approaches to run their building and construction projects internationally. Since there are numerous benefits of adopting relationship-based projects in construction, it is important to conduct research in the area of key performance indicators (KPIs) because it can help set a benchmark for measuring the performance of relationship-based projects. Nevertheless, few, if any, comprehensive and systematic research studies in this area have been conducted. This paper reports an empirical study which applies the Delphi survey technique to formulate a model to assess the success of relationship-based construction projects in Australia. Four rounds of Delphi survey questionnaires were conducted with 22 construction experts in Australia. The Delphi survey selected eight KPIs to evaluate the success of relationship-based projects in Australia. These KPIs included: (1) client’s satisfaction; (2) cost performance; (3) quality performance; (4) time performance; (5) effective communications; (6) safety performance; (7) trust and respect; and (8) innovation and improvement. A statistically significant consensus on the eight selected KPIs was also obtained from the Delphi experts. A formula for calculating a performance index for relationship-based projects in Australia has been finally derived. Construction senior executives and project managers can use the index to measure, monitor, and improve the performance of their individual relationship-based projects. It also broadens the existing body of knowledge of both academics and practitioners in the construction industry because the research method could be replicated in other geographical locations to create similar indices for international comparisons, thus assisting in the understanding of managing relationship-based projects across different countries. The aim of this paper is to gain a better understanding of the context, practice, benefits and critical success factors in assessing safety risks and opportunities at the design stage of building projects in Australia. Through case studies and interviews, it is found that the assessment and management of risks and opportunities at the design stage of building projects in relation to safety issues could be effectively implemented with a number of benefits including safety performance improvement through the 'think tank' processes (safety knowledge sharing and application), buildability check, value management and quality improvement. Construction professionals recognize that rework is a significant factor contributing to poor project performance, yet little is known about its antecedents and consequently it remains an innate problem. Because factors that contribute to its occurrence are not fully understood, the derivation of appropriate strategies for its reduction is problematic. Therefore, a comprehensive appreciation of the mechanisms that cause rework will enable project performance improvements to be made. Two longitudinal case studies were undertaken to determine the antecedents of rework. Based on the findings presented, strategies for reducing the incidence of rework are identified and discussed. The Australian government has issued several calls to improve the performance of the construction industry. A lack of available benchmark metrics has made it difficult, if not impossible, for organizations to identify areas to target for process improvement. A significant factor that has been found to contribute to poor organizational and project performance is rework. Using the results of a questionnaire survey, the paper presents and discusses a series of benchmark metrics for the causes and costs of rework for 161 construction projects. A generic framework for benchmarking rework at the interfaces of a project’s life cycle is proposed, and unstructured interviews are used to subject the proposed framework to validation by industry practitioners. The Construction Industry Institute in Australia, modeled on the U.S. group of the same title, published a "Constructability Principles File" in November 1992. These principles include precepts used in conducting a postconstruction analysis by a project team drawn from the staff of Prince-Bisley Pty. Ltd., Toowoomba, Queensland, Australia, and the University of Southern Queensland. There may be a danger in conducting such an evaluation if participants wrongly believe that managers will seek to apportion blame for disappointing outcomes. A protocol was therefore established and is presented in this paper; the protocol clearly sets out guidelines and states that the aim is not to seek scapegoats but to improve company performance. Case-study material is presented for a feed mill project, that was designed and fabricated in Australia for erection in China, which ran over budget and was late in shipment. Feedback from participants in the review is summarized, together with recommendations for action by management to improve the organization's performance on similar future projects. The aim of this paper is to present a control structure model of construction in Australia to provide an improved understanding of the construction operating system. The model was developed by applying and extending the Systems Theoretic and Accident Model and Processes (STAMP) method to show the actors, organisations, controls, communication loops and relationships that are involved in managing safety throughout the Australian construction industry. The control structure was validated by subject matter experts from across all levels of the system. The analysis highlights a disconnect between the upper and lower levels of the system in terms of feedback mechanisms and relationships that limit the understanding and effectiveness of safety controls. To demonstrate the limitations of current approaches to understanding accident causation in the construction domain, the model is used to represent the findings from a recent Coronial investigation into a fatal construction incident.
