The British Government's economic strategy for post‐Brexit Britain of achieving balanced regional growth by "driving growth across the whole country" echoes the objectives set by the Barlow Report of 1940. The regional policies that followed the Barlow Report were heavily influenced by papers written for the Commission by G D A (later Sir Donald) MacDougall. The first of these papers was included as an appendix to the report itself and introduced the shift‐share methodology to the analysis of regional employment growth, and subsequently shown to be flawed. The second paper considered the urban hierarchy and growth but was never fully developed. Consequently post‐war regional policy focussed on the contribution of industrial structure to employment growth without fully taking into account the urban hierarchy or regional locations of that employment. This article replaces the flawed shift‐share methodology with multifactor partitioning (MFP) and applies it to regional employment growth for the period 1971‐2012, a span of special interest because it largely coincides with British membership of the European Union (EU). The deficiencies in the second paper are addressed by introducing allometry to measure the employment growth of each region relative to that of Great Britain and then regression analysis to relate the allometries to distance from London. The results of the two sets of analyses highlight the need for a multiple‐factor, comprehensive, and integrated approach to regional policy and provide a benchmark against which to gauge the success of Britain's post‐Brexit policy of driving future growth across the whole country. Abstract: The purpose of this paper is to confront the notion of “decline” at the village level by illustrating a more immersive approach to sociological and demographic research within rural and remote communities. The research uses case studies of three villages in Australia, Canada, and Sweden, all of which have been labeled as “declining villages,” typified by population loss, an aging population, high rates of youth outmigration, and loss of businesses and services. This paper argues that focusing solely on quantitative indicators of demographic change provides a narrow view of rural village trajectories and ignores subtle processes of local adaptation that are hidden from quantitative data sets. Our research integrates quantitative data from the “outside” with qualitative data from the “inside,” including visual ethnography, to develop a more balanced perspective on how villages have been changing and what change could mean locally. Abstract: The debate on whether institutions or geography prevail in driving economic growth has been rife (e.g., Sachs 2003 vs. Rodrik et al. 2004). Most of the empirical analyses delving into this debate have focused on world countries, whose geographical and institutional conditions differ widely. Subnational analyses considering groups of countries with, in principle, more similar institutional and geographical conditions have been limited and tended to highlight that geography is more important than institutions at subnational level. This paper aims to address whether this is the case by investigating how differences in institutional and ‘first‐nature’ geographical conditions have affected economic growth in Europe's regions in the period 1995–2009. In the analysis we use a newly developed dataset including regional quality of government indicators and geographical characteristics and employ two‐stage least squares (2SLS) and instrumental variables‐generalized method of moments (IV‐GMM) estimation techniques with a number of regional historical variables as instruments. Our results indicate that at a regional level in Europe institutions rule. Regional institutional conditions – and, particularly, government effectiveness and the fight against corruption – play an important role in shaping regional economic growth prospects. This does not imply, however, that geography is irrelevant. Between 1957 and 1990, nearly 100 nuclear reactors were constructed throughout the U.S., and nuclear power currently accounts for 20 percent of electricity production nationwide. Nuclear plants are often constructed in small communities for which they constitute a large source of employment and income. To date, 24 nuclear reactors have undergone decommissioning, and more are expected in the future, particularly as nuclear reactors age and face increasingly strict regulations. This paper examines the effects of nuclear decommissioning over time at the county-level on measures of employment, income, and population using difference-in-differences regression and propensity score matching. Panel data are obtained from the U.S. Census Bureau, and cover the years 1975-2014. The analysis finds that nuclear decommissioning is associated with positive and statistically significant increases in employment and per capita income over time. Results suggest that nuclear decommissioning may actually be a positive force in regional economic development, and concludes with limitations of the approach and implications for future research. As an emerging area of research, this paper is meant to build on previous work, as well as to provide a basis for further discussion and debate on the economic future of nuclear host communities and regional economies. This paper presents an intra-metropolitan approach to analyse the impact of urban spatial structure on local economic growth. Focusing on the Barcelona metropolitan region (BMR) between 1986 and 2001, we estimate a municipal employment growth model in which dynamic agglomeration economies related to urban spatial structure are considered using distance to employment centres, to assess metropolitan effects, and distance-weighted variables, to measure neighbourhood effects. The results obtained show the existence of neighbourhood specialization economies and metropolitan urbanization-localization economies fostering local growth. In this paper we combine two strands of the empirical literature on agglomeration economics. We calculate two indices to identify local industries where agglomeration externalities could be expected to be particularly strong. The main part of the paper is an econometric analysis using a dynamic panel data model to test whether dynamic employment growth is indeed stronger in these observations. Spatial dependence is taken into account by including spatially lagged exogenous variables. We use panel data on all Western German employees subject to social security from 1989 to 2006 in 326 districts and 191 industries. The objective of this paper is to develop a coherent approach to describe the agri-food and other bio-based accounts in the European Union. The paper presents a case study of Spain based on a Social Accounting Matrix with a highly disaggregated agricultural account for the year 2000. The analysis of multipliers allows identifying backward and forward linkages, key sectors, and employment multipliers of the Spanish agri-food and other bio-based accounts. This analysis helps us to better understand the extended agri-food account's economic linkages. No primary agricultural account emerges as key for the Spanish economy, while the production of (renewable) energy appears the only key sector related to agri-food and other bio-based accounts. This paper examines the degree to which creative industries stimulate regional productivity growth in a developing country, Indonesia. The Indonesian government promotes long-established 'traditional' craft businesses as creative industries, but they pay less attention to new knowledge creation and focus on highlighting heritage values as selling points. Our findings show that the 'real' creative industries are still scarce and found mostly in fairly advanced urban regions. These industries are more likely to be an indicator than a driver of regional economic development. Meanwhile, those traditional businesses are much larger than creative industries and potentially contribute to regional productivity through consumption activities, thereby requiring different policy strategies. Recent literature suggests two mechanisms through which the start-up of new firms contributes to economic development: the growth of start-ups and competition among incumbent firms induced by the start-ups. While existing studies derive the competition effect indirectly, this paper deploys a direct measure, called market mobility, to approximate the induced competition effect. The empirical results are consistent with the idea that both effects are important in explaining the long-term economic impact of start-ups. ABSTRACT Low rates of internal migration in many European countries contribute to the persistence of significant regional labor market differences. I use the Mikrozensus, a large annual sample of households living in Germany, to further our understanding of the underlying reasons. This paper makes two main contributions: first, the paper quantifies the disutility of migrating. To this end, I estimate conditional logit models of the migration decision across the German federal states. Second, I then focus on the differences between immigrants and natives. I find significantly higher responsiveness to labor market differentials in the immigrant population than in the native population. Unobserved moving costs for immigrants are estimated to be only about 31 percent of this same cost for natives. The findings bear on the assessment of the economic impact of immigration, and the paper contributes to the current immigration-related policy debates that feature prominently in many European countries, and that likely will continue to be important in light of the ongoing EU expansion and the resulting east-west migration. This paper empirically studies the key drivers of gender equality in youth employment over the period, 1991 and 2011. Using the pooled OLS method with year, sub-regional, and oil fixed-effects, our results suggest that for Africa as a whole and Sub-Saharan Africa (SSA), quadratic levels of real per capita GDP, gender equality in primary education, trade openness, FDI inflows, political globalization, economic growth, urbanization, female population, and being a net oil-exporting country are significantly positively associated with gender equality in youth employment. The level of real GDP per capita, equality in secondary education, gross domestic investment, access to telephone, youth unemployment, and Muslim faith tend to lower it. Government consumption expenditure also lowers it in SSA. However, North Africa is different: the level of real GDP per capita, gender equality in secondary education, and government consumption expenditure tend to increase gender equality in youth employment, while being an oil-exporting country and youth unemployment tend to lower it. ABSTRACT This paper investigates regional development dynamics in a sample of 254 NUTS 2 European Union regions over the period 2000-2010. To that end, we propose a new version of the regional Lisbon index containing changes with respect the index developed by Dijkstra. The regional Lisbon index includes employment, education and R&D indicators. Targets for these indicators are related to an action and economic development plan for the EU regions and have been incorporated into European Regional Policy programming. The analysis of regional development is based on the estimation of the spatial Durbin model, containing endogenous and exogenous interaction effects. We compare the performance of different specifications of the spatial weights matrix describing the spatial arrangement of the sample regions finding evidence in favour of an exponential-decay distance matrix. This paper reviews recent research on the changing spatial structure of Australia's major cities from the early 1990s, concentrating on (a) the location of employment and journey to work patterns, (b) the changing nature of housing, and (c) patterns of residential differentiation and disadvantage. The paper argues that the 1990s was a watershed decade during which some taken-for-granted aspects of Australian urban character experienced significant change. It then examines the latest generation of strategic planning documents for these major metropolitan areas, all published between 2002 and 2005, and argues that there is a mismatch between the strategies’ consensus view of desirable future urban structure, based on containment, consolidation and centres, and the complex realities of the evolving urban structures. In particular, the current metropolitan strategies do not come to terms with the dispersed, suburbanised nature of much economic activity and employment and the environmental and social issues that flow from that, and they are unconvincing in their approaches to the emerging issues of housing affordability and new, finer-grained patterns of suburban inequality and disadvantage. Overall, the paper contends that current metropolitan planning strategies suggest an inflexible, over-neat vision for the future that is at odds with the picture of increasing geographical complexity that emerges from recent research on the changing internal structure of our major cities. This paper explores the idea that in the Asia-Pacific region the relationship between economic growth, industrial transformation and the rise of service industries in general, and producer services in particular, appears to be different to that found in North America or Europe. After an exploration of the context for producer services growth, some simple indices for measuring the relative position of Asia-Pacific producer services in the global context are used to demonstrate that they are apparently less prominent than expected. For decades, industry groups and many media outlets have propagated the notion that environmental protection is bad for business. However, missing from this public debate has been a detailed accounting of the U.S. economic output and employment that are created through conservation, restoration, and mitigation actions, which we call the "Restoration Economy." In this paper, we review related literature, including 14 local and state-level case studies of privately funded environmental restoration projects. We also review federal and state government programs that fund restoration throughout the United States, revealing the complex nature of this sector. We find growing evidence that the restoration industry not only protects public environmental goods but also contributes to national economic growth and employment, supporting asmany as 33 jobs per $1 million invested, with an employment multiplier of between 1.48 and 3.8 (the number of jobs supported by every restoration job) and an output multiplier of between 1.6 and 2.59 (multiplier for total economic output from investments). The existing literature also shows that restoration investments lead to significant positive economic and employment impacts and appear to have particularly localized benefits, which can be attributed to the tendency for projects to employ local labor and materials. While these initial figures are promising, the extent of environmental restoration activities and benefits at a national level is not yet well understood. Our findings reveal the need for a methodological framework for more accurately and broadly estimating the size of the U.S. restoration sector and its impact on the U.S. economy. ABSTRACT This paper investigates the role of the business size distribution on income and employment growth in U.S. counties from 1990 to 2000. We measure the business size distribution as the share of employees across nine establishment size categories that range from microfirms (one to four employees) to large firms (1,000+ employees) and using three indices similar to a Gini coefficient. Results show that the business size distribution has a significant impact on county-level growth patterns. Employment shares in small firms increase employment growth, but decrease income growth. Disasters produce winners and losers. This paper evaluates such winners and losers in a spatial context. The hypothesis is that, because of severe damage to the core disaster area and the constraints associated with the cost of transportation, economic demand would shift to the immediate edge of the disaster zone where either minor or no damage is observed. Empirical analysis of growth patterns in counties/parishes in the states of Alabama, Louisiana, and Mississippi in the United States after Hurricane Katrina (August 2005) verified the spatial demand shift hypothesis. The study found that the post-Katrina core disaster area became a 'doughnut hole' of low income and employment growth, surrounded by a ring of high growth counties/parishes on the edge of the hole. The short-run adjustment in growth rates may have altered permanently the spatial distribution of employment and income both at the core and in the areas at the edge. [ABSTRACT FROM AUTHOR]

Abstract: The role of creativity in local economic development has been widely discussed. The evidence on this linkage is, however, mixed. This work tries to highlight the nexus by taking into consideration a new aspect, that is, the multidimensional nature of creativity and the potential synergic and complementary effects of creative talents of different nature. The merging of talents is, indeed, a source of original, complex and synergic ideas which are at the basis of the positive relation between creativity and local development. Egypt has been unable to sustain rapid economic growth in the past, nor has it been able to generate employment opportunities at a fast enough rate to keep unemployment from rising. It will be argued in this paper that this has been the result of significant implicit taxation of the agricultural sector. The latter has slowed the structural transformation of the Egyptian economy, increased the capital intensity of production in the urban sector, and slowed overall economic growth. The Egyptian experience is contrasted with that of South Korea and Taiwan. The results indicate that indeed structural change in Egypt has been slowed by the implicit taxation of agriculture. This paper uses recent advances in dynamic panel econometrics to examine the impact of highway infrastructure on aggregate county-level employment using data for all 100 North Carolina counties from 1985 through 1997. Results are compared to models that do not take endogeneity of highway investment and dynamics of employment adjustment into account. Fully specified dynamic models are found to give insignificant results compared to these other models. Thus, when these issues are properly modeled, the results show that improvements in highways have no discernible impact on employment. [ABSTRACT FROM AUTHOR]

Recent research has highlighted that in the last few years, the evolution of regional disparities in many European states has become pro-cyclical. This represents a change with respect to the predominantly anti-cyclical pattern of the 1960s and 1970s. This paper addresses the question of whether and when this change has taken place in the southern periphery of Europe, before analysing the factors that may have played a role in such a change. The analysis relies on a regional database that includes the evolution of the GDP per capita of NUTS II regions in five European countries (France, Greece, Italy, Portugal, and Spain) between 1980 and 2000. The results of the analysis support the hypothesis of a change towards a pro-cyclical evolution of regional disparities in the cases of Italy, Portugal, and Spain, but not in those of Greece and France. A relationship between these pro-cyclical patterns and the emergence of less dynamic sheltered economies is also detected in peripheral regions. This lack of dynamism is related to the fact that numerous peripheral areas in southern Europe have become increasingly dependent on factors such as transfers or public investment and employment, and therefore are less exposed to changes in market conditions. It is common in empirical regional economics to use total employment as an explanatory variable while investigating issues such as the level and distribution of income and migration. This paper argues that sector-specific changes in employment and labor market performance can have different effects on economic growth, the collection of tax revenue, migration, and the level and distribution of household income. As such, it is important to model sectors separately. We find that expansions in employment opportunities for a high-wage sector such as computer manufacturing or bioengineering, a medium-wage sector manufacturing, and the lower-wage sector of retailing have differing economic consequences for a small city. Using a ‘transitional’ perspective on migration, which combines three theoretical approaches on dynamic development-migration linkages, this paper interprets the evolution of migration within, from, and to Morocco over the twentieth century. Colonization and the incorporation of rural areas, along with a certain level of socio-economic development, have spurred internal and international wage labour migration both within Morocco and from Morocco to Europe. Migration seems to be the result of development rather than the lack of development. Populations from highly marginalized regions were less likely to participate in migration than populations from the three, moderately enclosed “migration belts” which had established traditions of pre-modern, largely circular migration. At the onset of large-scale emigration in the 1960s, the spatial patterns of labour migration were significantly infuenced by colonial bonds with Spain and France, selective labour recruitment, and Moroccan selective passport issuance policies. However, the influence of such policies rapidly decreased due to the effects of migration-facilitating networks. Increasingly restrictive policies coincided with a growing reliance on family migration, permanent settlement, undocumented migration, and the exploration of new migration itineraries, and had no success in reducing migration levels.Alongside patterns of decentralizing internal migration, a spatial diffusion of international out-migration has expanded beyond the historical migration belts in response to new labour opportunities in southern Europe. Persistent demand for migrant labour, along with demographic factors and increasing aspirations, suggest that migration over formally closed borders is likely to remain high in the near future. However, in the longer term, out-migration might decrease and Morocco could increasingly develop into a migration destination for migrants from sub-Saharan Africa, a transition process which may already have een set in motion. The rapid economic growth after economic reform, known in Viet Nam as “ Doi Moi”, and the growing scope of urban migration raise specific questions for social policy, including migration and health policies. This paper compares issues of health status and its determinants as they affect temporary urban migrants versus permanent urban migrants and non-migrants. The analyses utilize multivariate logistic regression and data from the 1997 Vietnam Migration and Health Survey. The results show that temporary migrants staying in guest houses are most vulnerable to health problems. Though most of them are initially healthier, their reported health deteriorates faster than other groups of urban residents. The findings also present important implications for the current migration and health policies in Vietnam: 1) A special attention should be given to temporary migrants in guest houses; 2) Different priorities in health policy should be applied to different groups of migrants and non-migrants; 3) The current population management policy by registration system needs to be reviewed; 4) Providing clean water is one of the most important ways to improve health of temporary migrants; 5) Targeting educational investments and reducing unemployment would likely to improve overall health; 6) A higher priority on health policies targeting women would likely pay dividends, and; 7) Improving management and collaboration between government offices and interested partners is important to improving health status and reducing inequity. State and local economic development efforts have grown during the last three decades in the United States. Some public incentives for companies may be effective, including those for high unemployment areas; others may be wasteful, especially if they retain corporations that merely threaten to leave. As companies increasingly expect incentives, however, governments find themselves in a ‘race to the bottom’– the only way to remain competitive is to offer more. Having identified arguments for and against incentives, this paper considers the prospects for addressing wasteful competition, including, in the absence of Congressional action, the US Supreme Court's application of the Commerce Clause to strike down incentives that discriminate against interstate commerce. A review of a lawsuit challenging the constitutionality of incentives for the DaimlerChrysler Toledo Jeep plant finds that the Commerce Clause is not a solution for wasteful competition. Australia and some European countries experienced economic “miracles” in the 1990s that reversed prior poor export, employment, and fiscal performance. The miracles might provide transferable lessons about economic governance if it were true that economic governance institutions are malleable, and that actors deliberately changed those institutions in ways that contributed to the miracles. This paper analyzes Australian policy responses to see whether remediation should be attributed to pluck (intentional, strategic remediation of dysfunctional institutions to make them conform with the external environment), luck (environmental change that makes formerly dysfunctional institutions suddenly functional), or just being stuck (endogenous or path-dependent change that brings institutions into conformity with the environment). These distinctions help establish whether actors can consciously engineer institutional change that is “off-path.” While pluck appears to explain more than either stuck or luck in the Australian case, the analysis suggests that both off-path behavior and policy transfer are probably rare. ‘Policymakers’ efforts to boost trend output growth may be hampered by the presence of a trade-off between productivity gains and job creation. This paper presents empirical evidence that the negative relationship between productivity growth and employment growth that prevailed in the 1960s and 1970s has disappeared since then. This finding is robust to using alternative measures and including other explanatory variables. Cultural industries are becoming in general more important in advanced economies as sources of employment and economic growth. In this paper, a quantitative exploration is given of recent trends in cultural industries in the Netherlands. The data show a rapid rise of employment in the cultural industries in the last decade. Moreover, the four largest cities, although losing some terrain, are important sites for cultural production. Furthermore, in terms of employment Amsterdam still turns out to be the undisputed cultural capital of the Netherlands. The Dutch capital clearly has the edge in all but one of the selected cultural industries. The one notable exception is architectural services. Rotterdam, home base of many famous international architectural firms, is asserting its status as the most important place for this kind of cultural industry in the Netherlands. The open method of coordination (OMC) has emerged as a new policy instrument in the European context. While it was initially confined to the employment field, it has recently been applied to several other areas. The aim of this article is to provide a reconstruction of the OMC. The focus is in particular on the structure and process of the OMC, but also on the new approach to law that it proposes. The OMC differs from traditional EC methods but also from traditional soft-law mechanisms. In order to highlight those original features, the paper analyses the key steps in the evolution of a strategy, the European employment strategy, which slowly became a new mode of governance. Are the independent economic activities of poor people “petty commodity production”—an informal way to earn a subsistence wage? Or are they “microentrepreneurship”, a launching point for capital accumulation and growth? This paper draws on fieldwork in Bolivia, Peru and Guatemala, focusing specifically on the poorest businesses. In–depth interviews indicate that even the smallest–scale producers, merchants and service providers have goals of “improving” their business and “growing” their capital, not unlike their capitalist counterparts. Yet, while growth is desirable, maintaining one’s business as a steady source of income is a sufficient achievement for many. Poor self–employed people are both “labourers” and “entrepreneurs”; the key macro–level question becomes, not “Do petty–commodity producers have different goals than capitalist entrepreneurs”, but “What resources are lacking, and what obstacles exist, that keep many microentrepreneurs in low–yield activities, with little opportunity to grow their resources?”. This paper examines the effects of state economic development incentives on the growth of 366 Ohio manufacturing and nonmanufacturing establishments that launched major expansions between 1993 and 1995. Growth is measured as the actual employment change that occurred in these establishments and as the employment growth announced when expansions were launched. Empirical findings indicate that incentives have very little (or even a negative) effect on actual growth and they have a substantial positive effect on announced growth. Findings also suggest that establishments that received incentives overestimated their announced employment targets more than establishments that did not receive incentives. [ABSTRACT FROM AUTHOR]

ABSTRACT This paper develops a two-sector endogenous growth model with a dual labor market caused by the operation of trade unions. Trade unions strive for the extraction of rents from the growth generating imperfectly competitive primary sector. This union behavior results in a non-competitive wage differential between the primary and secondary (perfectly competitive) sector. How the relationship between growth and unemployment depends on the institutional details of the labor market is analyzed. In general, growth and unemployment are intimately related for two reasons. Unemployment affects the scale of operation of the economy and thereby the growth rate. Growth affects inter-temporal decisions of workers about where to allocate on the labor market once they are laid off, and thereby it affects equilibrium unemployment. [ABSTRACT FROM AUTHOR]

Economically active private sector organizations and individuals in South Wales are able to draw on a wide range of Local Economic Development Measures (LEDMs) to promote increased employment, investment and a number of more widely specified public sector economic development aims. The bodies providing LEDMs often document "positive" outcomes from these LEDMs with some care. The most frequently used criterion for assessing LEDM effectiveness is the "cost-per-job" ratio. This paper reports on a study which considered the influence of LEDMs on a group of practical business development patterns within the Cardiff area, very much from the point of view of the businesses themselves.

During the 90th and 20th century, India underwent a remarkable phase of growth and employment generation. Unlike the usual pattern of structural shift, India experienced a shift away from agriculture to services, which become the backbone of India's growth trajectory. Using shift‐share analysis, this paper tries to find out the pattern of structural change in India's five Southern States and contribution of labour productivity towards this structural shift. I find that all the South Indian states witnessed a service lead growth with a high‐labour productivity growth. I also find that the main driver of productivity surge in all the Southern States of India was within‐sector productivity growth whereas sectorial reallocation effects being the important part of productivity growth. Both large-scale immigration and rapid expansion of the railroad network played major roles in the economic development of the United States during the second half of the 19th century. Although the romance of the settlement of the West has received much attention in the literature, the northeast remained the industrial powerhouse of the continent, attracting large numbers of immigrants to work in its mines, factories and mills, despite the growing ascendancy of Chicago. However, new research using the complete count US 1880 census dataset demonstrates that until the latter part of the period, the US railroad industry and its associated employment opportunities were also heavily concentrated in the northeast region. This paper examines the interrelationships between processes of immigration and railroad development, in terms of the movement of people and the availability of employment opportunities, and presents evidence that different ethnic groups participated in the railroad industry to markedly varying degrees.
