The post‐development school associated with the thought of Arturo Escobar treats development as a discursive invention of the West, best countered by ethnographic attention to local knowledge of people marginalised by colonial modernity. This approach promises paths to more equitable and sustainable alternatives to development. Post‐development has been criticised vigorously in the past. But despite its conceptual and political shortcomings, it remains the most popular critical approach to development and is reemerging in decolonial and pluriversal guises. This paper contends that the post‐development critique of mainstream development has run its course and deserves a fresh round of criticism. We argue that those committed to struggles for social justice must critically reassess the premises of post‐development and especially wrestle with the problem of representation. We contend that Gayatri Spivak's work is particularly important to this project. This paper evaluates the economic impact of the $14 billion preparatory infrastructure investments for the 2010 FIFA World Cup in South Africa. We use satellite data on night light luminosity at municipality and electoral district level as a proxy for economic activity, applying synthetic control methods for estimation. For the average World Cup municipality, we find significantly positive, short‐run effects before the tournament, corresponding to a reduction of unemployment by 1.3 percentage points. At the electoral district level, we reveal distinct effect heterogeneity, where especially investments in transport infrastructure are shown to have long‐lasting, positive effects, particularly in rural areas. Abstract: Contract farming (CF) has generally been understood as, essentially, a market institution—by both (approving) “mainstream” and (critical) “radical” perspectives. Analyses of relations of production have, meanwhile, tended towards a problematic “peasantist” frame, where contracts undermine farmer “autonomy” in processes of “flexible” corporate agro‐industrial restructuring. This paper argues that a materialist analysis of CF from within capital–labour relations offers a stronger conceptual foundation for re‐synthesizing questions of market‐power. It first argues that radical notions of “peasant subsumation” conceptually mirror Marx's “formal subsumption of capital” but underplay dynamics of “real subsumption” accompanying capitalism's wider development. Drawing on the “petty commodity production” concept, it then argues that CF's “flexibility” rests in its differential content. CF's fungibility to contradictory movements of “integration” and “dispersion” enables it to emphasize different methods of surplus appropriation under shifting conditions; each corresponding to a different dominant social tendency. On the one hand, conditions of market expansion inspire integration for relative surplus appropriation through raised productivity, and CF tends to act as a “tool of proletarianization” in the wider centralization of capital. On the other, conditions of contraction motivate the dispersal of unvalorized capital, prompting efforts to raise absolute surplus appropriation, and CF tends to act as a “tool of differentiation” to concentrate agricultural capital. This paper examines the Emirati attempts to revolutionize how urban development is conceptualized and operationalized through its Masdar City project. It argues that although incomplete, the city has become an ecologically friendly space that facilitates technological, economic, social, and educational development. Economic, carbon, and policy issues, however, have affected the completion and full functioning of the City. As a possible prototype for eco‐cities, location, space, and oil influence distinguish the United Arab Emirates from a lot of countries. Masdar City's structural design, solar energy techniques, and transportation plans, however, are features that can be modeled to build other eco‐cities. The United Arab Emirates can therefore use this venture as a soft power tool as Masdar City's appeal makes it more culturally, technologically, and environmentally attractive to the rest of the world. Southeast Asia is a development success story. By 2025, it is forecast that extreme poverty in the region will have been ‘eradicated’. Does this mean that the challenges so evident in the 1960s when the countries of the region began to pursue development have been met, and the objectives achieved? The paper makes a case for thinking afresh about development and the poverty project, recognising that development is never neatly achieved but, rather, re‐worked, re‐engineered and re‐imagined over time. This is done through identifying different categories of ‘poor’, each produced through different poverty‐making processes, measured and viewed in different ways, and their poverty addressed using different approaches and policies. With specific reference to the cases of Laos and Thailand, and drawing on longitudinal research in the latter country, it is argued that while economic growth does trickle down, it trickles down in quite discrete and often contingent ways. The global agenda of sustainable development (SD) will get a major boost from the successful implementation of the Sustainable Development Goals (SDGs) in developing countries. This requires effective planning and understanding of the SDGs at the national level and developing sound SDG indicators that account for country priorities. Currently, there is no formal SDG indicator set in India, but the process for it is underway. This paper has attempted to propose a unique technique for identifying the most representative indicator set for SD measurement in India based on the SDGs. Considering the needs and preferences of the country, a three‐stage process is proposed to develop the priority indicator set. The application of the approach has been presented for SDG 7, which relates to energy. This is supported with a background on India's SD progress. In this paper we combine two strands of the empirical literature on agglomeration economics. We calculate two indices to identify local industries where agglomeration externalities could be expected to be particularly strong. The main part of the paper is an econometric analysis using a dynamic panel data model to test whether dynamic employment growth is indeed stronger in these observations. Spatial dependence is taken into account by including spatially lagged exogenous variables. We use panel data on all Western German employees subject to social security from 1989 to 2006 in 326 districts and 191 industries. The impact of disasters on the macroeconomy has moved to the centre of sustainable development in a country and regions, as disasters can affect all sectors of society. It is of great practical value for comprehensive disaster reduction and sustainable development to better determine these impacts, analyse different types of disasters and different impact types, and clarify both positive and negative implications for the macroeconomy from the short term to longer term. This paper outlines the emergence of a New Washington Consensus associated with leading philanthropies of the new millennium. This emergent development paradigm by no means represents a historic break with the market rationalities of neoliberalism, nor does it represent a radical departure from older models of early 20th century philanthropy. Rather, it is new in its global ambition to foster resilient market subjects for a globalized world; and new in its employment of micro-market transformations to compensate for macro-market failures. Focusing on reforms pioneered by the new philanthropic partnerships in education and global health, the paper indicates how the targets of intervention are identified as communities that have been failed by both governments and markets. The resulting interventions are commonly justified in terms of 'return on investment'. But the problems they target keep returning because the underlying causes of failure are left unaddressed. This paper provides an empirical assessment of the driving forces behind structural transformation in sub-Saharan Africa, and to further access the role of structural reforms in accounting for cross-country differences in transformation. Evidence from this paper reveals that country specific fundamentals, institutions and policy reforms as well as governance and fiscal reforms are the key drivers of transformation in the region. This paper examines the influences of Malaysia's Federation Land Development Authority (FELDA) scheme in fostering inclusive rural development. Based on the model of holistic inclusive development, the paper investigates the performance of FELDA from four perspectives: social development, industrialisation, modernisation and basic needs. The main findings of the study indicate that, to a large extent, the scheme has successfully stimulated both the social and economic development of the community. Nonetheless, establishing a strong trust, social cohesion and rapport between the public authorities and community remain the main challenges in determining the success of this state-led agenda. Moreover, keeping traditional values in the modern system will be the key principle for the sustainability of the programme if plans are made to adopt the scheme in other regions. Over the past several years, the creative reuse of brownfields has played a major role in Chinese cities to give their urban landscape a so-called second development. This paper analyses the governance of the brownfield restructuring in Guangzhou (Canton). The research is based on a study of the T.I.T Creative Industry Zone, a highly successful creative space currently in danger of demolition. This paper follows DiGaetano and Strom's () analytical governance framework. This approach allows for deciphering the complexities of decision-making through a well-structured set of interdependent categories. In Guangzhou, new policies and institutions have been promoting the restructuring and have contributed to the formalisation of public-private interactions. In general, this indicates a shift towards a more corporatist governance. However, the study of T.I.T reveals a rather intricate picture: the policymaking remains influenced by a top-down authoritative style - sometimes in an arbitrary manner - and to some extent also by particularistic exchanges. This indicates a complex mode of urban governance consisting of increasingly corporatist elements but still with managerial, and to a lesser extent, clientelistic elements. Finally, the coexistence of different governance modes seems to be a typical outcome of China's transition while still remaining more adaptive, experimental and flexible in nature. This paper examines news media coverage of hydraulic fracturing in Canada over a five-year period in five newspapers. Hydraulic fracturing, or 'fracking,' has reenergized the North American oil and gas market. This technology has increased economic growth, but it also comes with unknown and uncertain environmental and public health risks. Regulation of the fracking industry varies globally. In Canada there are three provinces that engage in large volume fracking and four provinces that have placed a moratorium on fracking. This paper demonstrates that the Canadian fracking story is about five frames: water pollution, economic benefits, uncertain risks, moratoriums, and energy independence. There is a difference between coverage in the two national newspapers as well as a difference in national and provincial coverage. In Nova Scotia, where fracking is banned, the media focuses primarily on environmental issues and benefits to the local economy. In Saskatchewan, where fracking for oil is an essential part of the economy, the media focuses on economic benefits and downplays other frames. Overall, across the five papers, the media coverage is highly selective and focuses on particular stories about the economy or the environment, but not both. Cet article fait état de la couverture médiatique liée à la fracturation hydraulique au Canada par cinq journaux sur une période de cinq ans. La fracturation hydraulique a revitalisé le marché nord-américain des hydrocarbures. Cette technologie favorise la croissance économique, mais comporte également des risques écologiques et sanitaires inconnus et incertains. La réglementation régissant l'industrie de la fracturation varie selon les pays. À l'échelle canadienne, trois provinces ont réalisé d'importantes opérations de fracturation et quatre provinces ont imposé un moratoire à la fracturation hydraulique. Cet article montre que le cadrage médiatique de la fracturation hydraulique repose sur cinq thématiques : la pollution hydrique, les retombées économiques, l'incertitude liée aux risques, les moratoires et la souveraineté énergétique. The current dynamics in the Western European urban system are in marked contrast with the bourgeoning literature stressing the importance of agglomeration for economic growth. This paper explores whether this is due to the rise of 'city network economies', leading to processes of borrowed size as well as the rise of agglomeration shadows in networks of cities. The spread of metropolitan functions over Western European cities is analysed. It is found that network connectivity positively enhances the presence of metropolitan functions, but local size remains the most significant determinant for most types of functions. In this paper, we introduce network dependence in European regional growth analyses in two new ways. First, we use detailed trade-flow data across European regions to decompose regional economic growth into two components: demand-led growth due to growing export markets and structural growth due to growing market shares in those export markets. Only structural growth, constituting on average approximately 20 per cent of total growth, is potentially affected by regionally varying locational characteristics. The second network novelty we introduce is revealed competition as a measure of regional network membership in the growth analysis. Applying a neo-classical regional growth model using geographically weighted regression, we show that the degree of revealed competition in trade and services between sectors moderates regional structural growth. Regions operating on similar international markets share more favourable structural growth prospects, with locational determinants being more - albeit still limited - significant due to similar externalities. With regional characteristics being of limited sectoral and geographical importance for structural growth, our results suggest that the recently advocated place-based development strategies of European regions should be complemented with competitive regional network strategies. The main components of most economic development ( ED) strategies are very similar. The visions and aspirational goals also sound alike for most communities. Most communities have also had a series of ED strategies that, over time, were often never implemented because of poor stakeholder buy-in. This paper considers the importance of community support for an ED strategy and compares the engagement processes of the Auckland Council and the Hawke's Bay in developing their respective regional economic development strategies. In the Hawke's Bay situation, the process is more important than the actual strategy document. This paper argues that Korea, once a representative East Asian developmental state, has state characteristics that amount to 'neoliberal developmentalism', which is a combination of the government's neoliberal political rationality and the developmental state's governmentality. To elucidate this, the case of Korea's recent green growth policymaking process is analysed. The government based the policy on its neoliberal political rationality. This featured the utilisation of neoliberalism to achieve the government's specific aims in the international, political and socio-economic spheres. Furthermore, the government revealed the developmental state's governmentality, focusing on the maintenance of the developmental state's policy autonomy and capacity. Based on the findings, this paper teases out the academic implications of the post-developmental state and the policy implications regarding policymaking in the context of neoliberal developmentalism. This paper investigates the impact of growing e-car deployment on global crude oil demand, by determining the impact factors of total vehicles-in-use. It further sets out the impact on global fuel consumption and global crude oil demand. Both effects are compared with a benchmark scenario excluding e-car deployment. A 25-year simulation of the three different demand functions is performed and finds significant impact on fuel demand, but less significant impact on crude oil demand, since gasoline is just a partial fraction of crude oil and most of global crude oil demand depends on global economic development. The conclusion of this paper is that we find fuel demand to peak earliest in 2021, followed by a subsequent decline to today's levels, assuming that e-car market share development follows a Rayleigh distribution. Based on a car manufacturer survey by KPMG, which indicates a 10 per cent e-car market share in 10 years, the e-car sales function is adapted to this estimation. At the same time, global crude oil demand is found to peak in 2025 in case of 10 per cent e-car market share, in 2026 in the case of 8 per cent e-car market share and in 2030 in case of a 6 per cent e-car market share in 10 years. Until 2040, the increase in crude oil demand is found to be 25 per cent slower in the 10 per cent market share case, 20 per cent slower in the 8 per cent market share case and 15 per cent slower in the 6 per cent market share case than compared with global crude oil demand without any e-cars deployed. The service outsourcing sector is often regarded as a driver for economic growth of developing countries. The success story of India in acquiring foreign investments and building local firm capacity has led that many developing countries seek to develop an ICT-driven development agenda. Ghana actively pursues such an agenda with its ICT4AD programme that aims at developing a knowledge economy. This paper concentrates on the Ghanaian efforts to attract foreign outsourcing firms and develop local firm capacity. While the ambitions are pointed towards servicing Western markets, it is rather the domestic and regional market that attracts foreign investors to invest in the Ghanaian outsourcing sector. Second, the paper identifies the symbolic significance of the sector. The service outsourcing sector is often used as a representation of a modernising Ghana and, despite its small size, provides a good illustration of the current optimism on Africa's development potential. This paper analyses the determinants of regional economic growth in the European Union adopting a non-parametric approach. Although the local-linear kernel estimator applied does not explicitly take into account the spatial dimension of the data, it is found to be consistent in our context. In addition, the geographically weighted regression turns out to be less efficient. We obtain evidence of a non-linear relationship between regional growth and its determinants in the form of parameter heterogeneity and threshold effects. These non-linearities mainly affect the initial productivity of labour, the human capital endowment and, as a novelty, the level of infrastructures. [ABSTRACT FROM AUTHOR]

This paper analyses patterns in regional inequality within and between Malaysia's 14 states, drawing upon estimates of Kuznets/Williamson curves, σ- and β-convergence and spatial spillovers. The path of regional inequality contradicts Kuznets predictions. Regional inequality initially fell but has subsequently risen with further economic development. Entrepreneurship is considered to be one of the most important engines of growth, and its determinants are widely investigated. Several theories of entrepreneurship have been proposed and tested in the literature, most of them focusing on 'hard factors,' i.e., determinants related to the quality/quantity of inputs and to the size of the market. In this paper, I investigate how the interaction between hard and soft factors may shape the entrepreneurial behavior of individuals. In particular, the aim of the paper is to explore the links among the structure of the family, land inequality at the beginning of the twentieth century, and subsequent entrepreneurship in Italian provinces. Using a novel data set on the Gini coefficient of land inequality in 1931, sharecropping in 1911, and the classification of family structures in 1950, I test their relevance to explaining entrepreneurship. I find that high land concentration with strong family ties reduces the probability of becoming an entrepreneur. Furthermore, the diffusion of sharecropping contracts is associated with higher entrepreneurship rates. Taken together, these results point to a central role played by the organization of agriculture in promoting entrepreneurship. [ABSTRACT FROM AUTHOR]

This paper examines the long-run relationship between financial globalization and economic growth in sub-Saharan Africa using panel unit root tests, panel cointegration tests and panel multivariate ECM. The study finds that the variables are stationary at first difference - I(1). Also, the results reveal that all the variables are cointegrated, that is, they are related in the long run. The results of the ECT test within the framework of panel multivariate ECM confirm the cointegration tests. The paper concludes that there is a long-run relationship between financial globalization and economic growth in sub-Saharan Africa. The paper argues that sub-Saharan African economies will benefit from the era of financial globalization in the long run in as much as the governments promote and encourage sound macroeconomic policies and strong institutions. This paper examines the asymmetric non-linear relationship between insurance and economic growth in Nigeria between 1976 and 2010. Prior studies have examined the direction of causality between insurance and economic growth with mixed conclusions in the insurance-growth literature. Moreover, the majority of these studies assumed symmetric causal relationships by concentrating mainly on testing the supply-leading and demand-following hypothesis. This paper, therefore, contributes to the literature by examining the asymmetric causality test between insurance and economic growth in Nigeria. After the cointegration, the asymmetry causality and the asymmetric impulse responses show a robust significant relationship between high gross domestic product (GDP) and low insurance in the long run. This paper argues that democracy enhances technological change, the most important determinant of long-term economic growth. It first presents an argument on how and why dictators restrict civil liberties and diffusion of information to survive in office, even if this reduces their personal consumption. The argument predicts that autocracies have slower technological change than democracies, which in turn impairs GDP per capita growth rates. These and other implications from the argument are tested empirically, and so are implications from alternative explanations on the association between democracy and technological change. Drawing on an extensive global dataset, with some time series going back to the early 19th century, the paper reports robust evidence that democracy increases not only technology-induced growth but also net economic growth rates. This paper examines the transition of rural industry in China, particularly changes in the recent decade following the privatization of collective enterprises. Based on fieldwork in a Jiangsu county and drawing on national data, the author shows that rapid urbanization has fundamentally altered the nature of rural industry, with previous village-based rural enterprises replaced by large industrial corporations and urban real estate. While urbanization seems to many an inevitable outcome of economic development, this paper argues and shows that the current form of urbanization in China has been driven by an unsustainable accumulation regime that prioritizes the needs of local revenue, real estate development and large capital at the expense of the previous broad-based rural industry. If regional development agencies assume the cluster concept to be an adequate framework to promote regional growth and competitiveness, it is necessary to identify industrial clusters in a comprehensive manner. Previous studies used a diversity of methods to identify the predominant concentrations of economic activity in one industrial sector in a region. This paper is based on a multidimensional approach developed by Titze et al. With the help of the combination of concentration measures and input-output methods they were able to identify horizontal and vertical dimensions of industrial clusters. This paper aims to refine this approach by using a superior measure of spatial concentration and by integrating information about spatial interdependence of industrial cluster structures to contribute to a more adequate framework for industrial cluster identification. The paper empirically analyzes the financial development (FD)-growth nexus, and the financial development-total factor productivity (TFP) link in sub-Saharan Africa. The study is based on a VAR approach: Johansen cointegration tests and error correction models. The sample includes 22 countries over the period from 1960 to 2002. Results suggest that FD and economic growth and, FD and TFP are cointegrated for many countries. Moreover, in many cases, the relationship between FD and growth is characterized by bidirectional causality in the Granger sense, whereas the relation between FD and TFP is characterized by a unidirectional causality running from FD to TFP. With few exceptions, it appears that financial development spurs economic growth in countries where that growth is supported by technological progress. The implication of the findings is that any reform that causes betterment in the financial sector will foster economic growth through a sharp increase in technological progress. Cet article examine dans quelle mesure la croissance africaine est vulnérable aux chocs exogènes et quelles en sont les implications pour le financement internatìonal du développement. It montre en premier lieu la persistance de la vulnérabilité des économies africaines au regard de l'indice de vulnérabilitééconomique des Nations unies (EVI), utilisant une première série rétrospective de cet indice. En second lieu, s'appuyant sur divers travaux récents, il souligne l'importance de la vulnérabilité structurelle pour la croissance et le développement, particullèrement en Afrique. Enfin il examine le rôle du financement international pour réspondre à la vulnérabilité des économies africaines, suggérant de faire de la vulnérabilité structurelle un des critères d'allocation de l'aide de d'adapter les modailités de l'aide pour lui faire jouer de façon efficace un rôle d'assurance. While after a long stagnation growth seems to have come back in Africa, the issue remains to know whether the new African growth is sustainable. This paper examines to what extent African growth is vulnerable to exogeneous shocks and what are the implications for international developement finance. First it evidences the persistent vulnerability of African economies with regard to the U.N. Economic Vulnerability Index (EVI), using a first retrospective series of that index. Second, relying on several recent works, it unerlines that structural vulnerability matters, in particular in Africa. Finally it considers how international development finance can be used to face the vulnerability of African economies, suggesting to use structural vulnerability as one of the aid allocation criteria and to adopt modalities of aid so that it can effectively serve as an insurance. This paper uses empirical evidence to examine the causality relationship between electricity consumption and economic growth in OPEC countries by using annual data (1980-2011); this paper also utilises the panel cointegration and panel-based error correction approach models and framework. To the best of the authors' knowledge, most of the studies in this field have applied the error correction models, auto regressive distributed lag and panel data based on fixed-effect model in which coefficients obtained by these models cannot be deemed as a general finding applicable for other countries. The superiority of our article is in applying full modified ordinary least square estimation method for heterogeneous panels; our study also has stable and consistent coefficients and is also a dynamic model. Moreover, with regard to previous studies, our paper includes more countries which increase the reliability of the results. The results indicate that a long-run relationship exists between real gross domestic product ( GDP), electricity consumption and trade activities that involve export and import (control variable). The short-run results also indicate the importance of electricity consumption to economic growth and vice versa, supporting the feedback hypothesis which asserts that energy policies oriented towards improvements in electricity consumption efficiency would not adversely affect real GDP. This paper analyses non-compulsory secondary school enrolment of immigrant students in Italy. Such enrolment implies a voluntary decision and can influence future career paths in the labour market. The results show that the enrolment rates of immigrants are lower than those of Italians. Immigrant students prefer vocational schools and shorter-term education. The pattern of these preferences remains constant across the throughout Italy, even if Italy presents strong differences in the economic development of its regions, with rich Northern and poor Southern regions. The enrolment rates of second-generation immigrant students differ from those of first-generation students, but the size of this component is still too small to indicate a clear trend. The impact of nutrition on economic development has highlighted the need for evidence-based solutions and yielded substantial global momentum. However, it is now recognized that the impact of evidence-based interventions is limited by the lack of evidence on the best operational strategies for scaling up nutrition interventions. With the goal of encouraging greater engagement in implementation research in nutrition and generating evidence on implementation and utilization of nutrition interventions, this paper brings together a framework and a broad analysis of literature to frame and highlight the crucial importance of research on the delivery and utilization of nutrition interventions. The paper draws on the deliberations of a high-level working group, an e-consultation, a conference, and the published literature. It proposes a framework and areas of research that have been quite neglected, and yet are critical to better understanding through careful research to enable better translation of global and national political momentum for nutrition into public health impact. This paper reviews some of the existing food security indicators, discussing the validity of the underlying concept and the expected reliability of measures under reasonably feasible conditions. The main objective of the paper is to raise awareness on existing trade-offs between different qualities of possible food security measurement tools that must be taken into account when such tools are proposed for practical application, especially for use within an international monitoring framework. This paper introduces convergent innovation (CI) as a form of meta-innovation-an innovation in the way we innovate. CI integrates human and economic development outcomes, through behavioral and ecosystem transformation at scale, for sustainable prosperity and affordable universal health care within a whole-of-society paradigm. To this end, CI combines technological and social innovation (including organizational, social process, financial, and institutional), with a special focus on the most underserved populations. CI takes a modular approach that convenes around roadmaps for real world change-a portfolio of loosely coupled complementary partners from the business community, civil society, and the public sector. Roadmaps serve as collaborative platforms for focused, achievable, and time-bound projects to provide scalable, sustainable, and resilient solutions to complex challenges, with benefits both to participating partners and to society. In this paper, we first briefly review the literature on technological innovation that sets the foundations of CI and motivates its feasibility. We then describe CI, its building blocks, and enabling conditions for deployment and scaling up, illustrating its operational forms through examples of existing CI-sensitive innovation. The paper outlines how the principles of convergent innovation (CI) can be applied to bring about a transformation in the pulse value chain. The paper presents three pioneering CI initiatives--two in conception and one in operation--by various actors in the pulse ecosystem, which are delivering economic and human development impact in particular segments of the pulse value chain. This paper discusses contested issues in development related to Indigenous knowledge, and conventional development practice and theory. Drawing on findings from field research, this paper argues that although development aims at improving the quality of life of people concerned, the understanding of such improved life quality is different between local people and development experts. Experts emphasise economic growth as measured by per capita income, which is sometimes inadequate in explaining local people's understanding of development. The findings of the study lay bare the underlying values of local farmers in northern Malawi that contribute to improving quality of life and living standards. Indigenous knowledge developed by farmers shows that progress is understood in terms of adequate food, fresh, tasty value-laden food available for consumption and utilising more than one part of the crops grown, and not just adequate income. Drawing predominantly on the work of Butler, Rose and Walters, this paper examines the governing rationalities and technologies that characterise one particular site of aid relations. Focusing on key policy documents, economic surveys and performance reports, the paper traces the fashioning of particular subjectivities as constitutive of AusAID's development objectives and the function of problematisation and responsibilisation as central to these practices of subjectivation. While I argue the freedom on offer as part of AusAID's development objectives is a highly governed one - where the 'free' economic-rational subject adopts certain 'civilised sensibilities' (Rose, 1999: 78), I show how this process of subjectivation encompasses both 'a power exerted on a subject' and 'a power assumed by the subject' (Butler, 1997: 11). What becomes apparent through this analysis is the productive and tenuous characteristics of these practices of subject formation. This paper also foregrounds the practice of critique itself, and the very act of research; concepts adopted and explanations made, as far from innocent in their performativity in enacting some worlds and not others. The paper analyses the impact of domestic and international tourism on the economic growth process for 179 European regions. The econometric analysis is based on a spatial growth regression framework where the rate of GDP per capita growth at the regional level for the period 1999-2009 depends on tourism flows, in addition to the traditional growth variables. Besides controlling for initial conditions, we also include a wide set of covariates to account for the endowment of human and technological capital and for the geographical, social and institutional features of the regions. The response by regional and national economies to exogenous impulses has a well-established literature in both spatial econometrics and in mainstream econometrics and is of considerable importance given the post-2007 economic crisis, which is characterized by a period of severe global instability resulting from unprecedented economic shocks. This paper focuses on dynamic counterfactual predictions and impulse-response functions derived from appropriate econometric models. These provide insight regarding the question of whether responses to economic shocks are transitory or whether they have a permanent effect. Analysis shows that output shocks have had permanent effects on productivity so that economies have tended not to return to the pre-shock path but rather adjust to new levels. This study challenges existing literature which maintains that technology latecomers usually depend on imported technologies to develop emerging high-tech sectors. This paper argues that the domestic institutional environment in facilitating networking might be more important for developing academia-industry ( A- I) networks. The co-evolution of institutions and the knowledge transfer process in the Taiwanese Biopharmaceutical Innovation System ( TBPIS) is a case in point. Far from relying purely on foreign technologies, several important institutional and policy changes, which transform the institutional environment from prohibiting A- I intertwining into encouraging A- I collaborations, have enabled domestic research institutes to influence the acquisition, creation, and diffusion of knowledge in the innovation network. Nonetheless, the country continues to struggle in commercializing domestic scientific research to step into a knowledge-based economy. Therefore, this paper suggests that more productive strategies would be helpful to advance domestic academic research, sustain A- I networks, and strengthen the innovation system. This special double issue of the International Social Security Review addresses the question of the essential roles that national social security systems play in contributing to social and economic objectives and does so through the lens of the Dynamic Social Security conceptual framework. In 2007, the International Social Security Association adopted Dynamic Social Security as the strategic concept to guide its actions. The concept aims to positively influence two outcomes: improvements in social security coverage and improvements in social security administration. The set of papers comprising this issue tackle questions relating primarily to the former. On the basis of country examples, the broad aim of this special issue is to take stock of the strategic concept and its 'dimensions' as a framework to guide the sustainable development of social security systems. The objective of this paper is to develop a coherent approach to describe the agri-food and other bio-based accounts in the European Union. The paper presents a case study of Spain based on a Social Accounting Matrix with a highly disaggregated agricultural account for the year 2000. The analysis of multipliers allows identifying backward and forward linkages, key sectors, and employment multipliers of the Spanish agri-food and other bio-based accounts. This analysis helps us to better understand the extended agri-food account's economic linkages. No primary agricultural account emerges as key for the Spanish economy, while the production of (renewable) energy appears the only key sector related to agri-food and other bio-based accounts. Global multiregional input-output databases (GMRIOs) became the standard tool for tracking environmental impacts through global supply chains. To date, several GMRIOs are available, but the numerical results differ. This paper considers how GMRIOs can be made more robust and authoritative. We show that GMRIOs need detail in environmentally relevant sectors. On the basis of a review of earlier work, we conclude that the highest uncertainty in footprint analyses is caused by the environmental data used in a GMRIO, followed by the size of country measured in gross domestic product (GDP) as fraction of the global total, the structure of the national table, and only at the end the structure of trade. We suggest the following to enhance robustness of results. In the short term, we recommend using the Single country National Accounts Consistent footprint approach, that uses official data for extensions and the national table for the country in question, combined with embodiments in imports calculated using a GMRIO. In a time period of 2 to 3 years, we propose work on harmonized environmental data for water, carbon, materials, and land, and use the aggregated Organization for Economic Cooperation and Development (OECD) Inter-Country Input-Output GMRIO as default in combination with detailing procedures developed in, for example, the EXIOBASE and Eora projects. In the long term, solutions should be coordinated by the international organizations such as the United Nations (UN) Statistical Division, OECD, and Eurostat. This could ensure that when input-output tables and trade data of individual countries are combined, that the global totals are consistent and that bilateral trade asymmetries are resolved. This paper serves as an introduction to this special issue on the use of multiregional inputoutput modeling in assessments of natural resource use and resource use efficiency. Due to globalization, growth in trade has outpaced growth in global gross domestic product (GDP). As a consequence, impacts of consumption of a country increasingly take place abroad. Various methods have been developed to perform so-called footprint analyses. We argue that global multiregional input-output (GMRIO) analysis has the largest potential to provide a consistent accounting framework to calculate a variety of different footprint indicators. The state of the art in GMRIO has, however, various shortcomings, such as limited sector and regional detail and incomplete extensions. The work presented in this special issue addresses a number of such problems and how to possibly overcome them, focusing on the construction of a new GMRIO database (EXIOBASE V3). This database includes long time series in both current and constant prices, a high level of product and sector detail, a physical representation of the world economy, and allows analyzing which footprints out of the many possible indicators provide most information for policy making. Various options for empirical analyses are presented in this special issue. Abstract: Innovation in local economic development strategy is necessary to support struggling regions and foster growth across municipalities with varying resources and needs. This paper presents a case of innovation in local economic development strategy to illustrate how institutional entrepreneurship can be used as a tool to help local governments innovatively approach economic development strategy. Through the creation of the Wireless Research Center of North Carolina, institutional entrepreneurs transformed the institutionalized role for local government in economic development, while simultaneously creating a new institutional form that would support local development goals. This paper utilizes a novel dynamic propensity score matching approach for multiple cohorts of U.S. counties between 1989 and 1999 to examine local economy resilience to rare natural disasters. Affected counties are sorted based on disaster intensity and are carefully matched to similar counties that did not experience a disaster. A difference-in-difference estimator compares trends of affected counties' postdisaster business establishments, employment, and payroll to counterfactual trends in the matched counties. All affected counties experienced short-run drops in economic activity that was particularly noticeable in higher-intensity disasters. In the longer run, less distressed counties returned to their estimated counterfactual trends, but countieswith lower predisaster socioeconomic conditions still lagged in growth, particularly in cases of lowerintensity disasters. Abstract: This study examines the dynamic relationship between oil revenue, government spending and economic growth in Nigeria. Since the discovery of oil, oil proceeds have dominated the country's federation account and have improved public spending. In this paper, we analyse if the huge government spending has improved the rate of economic growth. To do this, the multivariate vector autoregression framework with special attention to Generalised Impulse Response Function is adopted in analysing the annual data of oil revenue, total government expenditure and real Gross Domestic Product from 1980 to 2015. We find evidence that oil receipts remain the major route which public spending is financed and the fundamental source for growth. Hence, there is need for the government to diversify the sources of foreign exchange inflow of the country. The diversification of the economy is required to insulate it from external shocks. It is recommended for Nigeria to explore ways of reviving its huge agricultural potential which has been neglected since the discovery of oil in addition to exploring its rich untapped solid minerals deposit in order to promote diversification of the economy away from a mono cultural product base. Abstract: This paper explores the moderating effects of absorptive capacity on the role of technology transfer in explaining cross‐country differences in national efficiency. We used data from 18 sub‐Saharan Africa countries over the period 1970–2010 and adopted a stochastic frontier approach. The empirical results show that the coefficients of the interaction terms for measures of technology transfer (trade and machinery imports) and absorptive capacity (relative R&D) are negative and statistically significant. This suggests that absorptive capacity positively influences the degree to which technology transfer affects the efficiency of countries in sub‐Saharan Africa. [ABSTRACT FROM AUTHOR]

Some regions that choose to invest in branding are looking to reposition their brand to encompass arts and culture in order to stimulate economic growth. This paper examines the relationship between immigrants' genetic diversity and economic development in the United States during the late nineteenth and the beginning of the twentieth centuries, a period commonly referred to as the age of mass migration from Europe to the New World. Our panel model estimates show that during this period, immigrants' genetic diversity is significantly positively correlated with measures of U.S. counties' economic development. There exists also a significant positive relationship between immigrants' genetic diversity in 1870 and contemporaneous measures of U.S. counties' average income.
