This essay explores the material imperatives of nineteenth-century statistical ambition, at a time when the nature of paper itself underwent rapid change. It expands the concept of paper technologies to include knowledge about the materials themselves, as well as the infrastructures, techniques, and agreements that made it possible for the right kind of paper to be made available for particular purposes. Taking the production of the forms for the Prussian census as a case in point, it argues that the enumeration effort of Prussian census statisticians went far beyond designing a form, collecting information, noting and compiling figures, or creating tables. Ultrasound practice is a longstanding tradition for radiology departments, being part of the family of imaging techniques. Ultrasound is widely practiced by non-radiologists but becoming less popular within radiology. The position of ultrasound in radiology is reviewed, and a possible long-term solution to manage radiologist expectations is proposed. An international group of experts in the practice of ultrasound was invited to describe the current organisation of ultrasound within the radiology departments in their own countries and comment on the interaction with non-radiologists and training arrangements. Issues related to regulation, non-medical practitioners, and training principles are detailed. A consensus view was sought from the experts regarding the position of ultrasound within radiology, with the vision of the best scenario for the continuing dominance of radiologists practising ultrasound. Comments were collated from nine different countries. Variable levels of training, practice, and interaction with non-radiologist were reported, with some countries relying on non-physician input to manage the service. All experts recognised there was a diminished desire to practice ultrasound by radiologists. Models varied from practising solely ultrasound and no other imaging techniques to radiology departments being central to the practice of ultrasound by radiologists and non-radiologist, housed within radiology. The consensus view was that the model favoured in select hospitals in Germany would be the most likely setup for ultrasound radiologist to develop and maintain practice. The vision for 20 years hence is for a central ultrasound section within radiology, headed by a trained expert radiologist, with non-radiologist using the facilities. Critical relevance statement The future of ultrasound within the radiology department should encompass all ultrasound users, with radiologists expert in ultrasound, managing the ultrasound section within the radiology department. The German school system employs centrally organized performance assessments (some of which are called "VERA") as a way of promoting lesson development. In recent years, several German federal states introduced a computer-based performance testing system which will replace the paper-pencil testing system in the future. Scores from computer-based testing are required to be equivalent to paper-pencil testing scores so that the new testing medium does not lead to disadvantages for students. Therefore, the current study aimed at investigating the size of the mode effect and the moderating impact of students' gender, academic achievement and mainly spoken language in everyday life. In addition, the variance of the mode effect across tasks was investigated. The study was conducted in four German federal states in 2019 using a field experimental design. The test scores of 5140 eighth-graders from 165 schools in the subject German were analysed. The results of multi-level modelling revealed that students' test scores in the computerized version of the VERA test were significantly lower than in the paper-pencil version. Students with a lower academic achievement were more disadvantaged by the VERA computerized test. The results were inconsistent regarding the interactions between testing mode and students' gender and mainly spoken language in everyday life. The variance of the mode effect across tasks was high. Research into different subjects and in other federal states and countries under different testing conditions might yield further evidence about the generalizability of these results. Seemingly mundane bureaucratic papers – such as birth and marriage certificates – are official proof of legal identities and relations to kin, usually issued by the state of origin. For Syrians who have sought asylum in Germany, these documents are necessary during the asylum procedure and beyond, for certain bureaucratic procedures and the recording of crucial life events. Retracing the crafting of these documents in Syria, and their encounter with German bureaucracy, captures the depth of the entanglement between the Syrian and German citizenship regimes, as well as their discrepancies in relation to paperwork and legality. Drawing on ethnographic research with Syrians in Lebanon and in Germany, this article argues that the legal production of legality in Germany can only be achieved through legally ambiguous, if not so-called illegal, practices in Syria. Background: A large part of the population in Germany makes use of naturopathic, complementary and integrative medical treatments. There are now numerous scientific studies that provide evidence of efficacy for certain indications. At German medical faculties, selected procedures and their application are taught within the cross-sectoral unit called QB 12 and some elective courses, with a focus on specific aspects are offered. So far, however, there has been no structured curriculum that longitudinally anchors teaching across medical studies and enables all students to consider naturopathic and complementary medical options for patient care later on and to integrate them effectively into the diagnostic and treatment process. Objective: The aim of this position paper is to show the relevance of this topic for medical education, to clarify terminology and to present core competencies and possible implementation options for training. Method: The Integrative Medicine and Perspective Pluralism Committee of the German Association for Medical Education developed this position paper in a multi-stage consensual process, in cooperation with the Forum of University Work Groups on Naturopathic Treatment and Complementary Medicine. Results: First, different umbrella terms were discussed and an existing definition of integrative medicine and health was chosen for subsequent use. Building on this step, the status of education and its scientific foundation in Germany was considered in an international context. In the next step, a competency profile for medical training, consisting of seven areas of competency, was developed and described in detail with regard to naturopathic, complementary and integrative medicine. Implementation options were identified using possible starting points in the curriculum and using established examples of best practice. Conclusion: Despite different priorities at each faculty, it was possible to find an agreement on the development of competencies and anchoring them in medical education on the basis of a common definition of terms. Currently, the implementation in the mandatory and elective areas is very heterogeneous. As part of the current revision of the Medical Licensure Act, there are many possible starting points for the integration of naturopathic and complementary medical teaching content, especially in interprofessional and general practice courses. The implementation and accompanying research of targeted teaching settings should lay the foundations for a long-term and binding integration into medical education. Overall, it is clear that medical education in the field of naturopathy and complementary and integrative medicine has the potential to develop comprehensive core medical competencies. In the wake of local initiatives and developmental funding programs, interprofessionality is now included in national curricula in the German-speaking countries. Based on the 3P model (presage, process, product), this position paper presents the development of interprofessional education in recent years in Germany, Austria and Switzerland and places it in an international context. Core aspects as legal frameworks, including amendments to occupational regulations as well as the formation of networks and faculty development are basic requirements for interprofessional education. New topics and educational settings take shape in the process of interprofessional education: patient perspectives and teaching formats, such as online courses, become more important or are newly established. The influence of the COVID-19 pandemic on interprofessional education is explored as well. Among many new interprofessional courses, particularly the implementation of interprofessional training wards in Germany and Switzerland are positive examples of successful interprofessional education. The objective of interprofessional education continues to be the acquisition of interprofessional competencies. The main focus is now centered on evaluating this educational format and testing for the corresponding competencies. In the future, more capacities will be required for interprofessional continuing education and post-graduate education. Structured research programs are essential to ascertain the effects of interprofessional education in the German-speaking countries. In this position paper the GMA committee on interprofessional education encourages further advancement of this topic and expresses the aim to continue cooperating with other networks to strengthen and intensify interprofessional education and collaboration in healthcare. Since the first statement of the German Society of Oto-Rhino-Laryngology, hypoglossal nerve stimulation (HNS) is meanwhile an established treatment option for obstructive sleep apnea (OSA). There are three HNS systems available in Germany which differ in their technical details of the underlying comparable basic principle. For the unilateral HNS with respiratory sensing, several comparative studies, high-volume register analysis and long-term reports exist. The continuous HNS without respiratory sensing does not require a sleep endoscopy for indication. For the bilateral continuous HNS as the single partially implantable device, a feasibility study exists. For indication, the assessment of positive airway pressure failure by sleep medicine is crucial, and the decision for HNS should be made in discussion of other treatment options for at least moderate OSA. The implantation center holds primarily responsibility among the interdisciplinary sleep team and is primary contact for the patient in problems. This depicts why structural processes are required to secure outcome quality and minimize the complications. The aftercare of HNS patients can be provided interdisciplinary and by different medical institutions, whereat, minimal reporting standards to document outcome and usage are recommended. Veterinarians have to face many communicative challenges in their professional capacity. Successful professional communication increases satisfaction among pet owners, staff members and colleagues, and ultimately also the veterinarians' own satisfaction. On the other hand, unsuccessful communication can easily lead to rejection, distrust and dissatisfaction. However, communicative skills are not explicitly taught as part of the compulsory courses in veterinary medicine in Germany. The position paper of the GMA Veterinary Medicine Committee and the DVG work group Didactics and Communication Competence describes the importance of successful communication for working veterinarians as well as the training situation in Germany and addresses topics that are often discussed in connection with the implementation. The authors come to the conclusion that there is both a necessity and a possibility for the introduction of communicative training contentand provide recommendations thatare intended to support the sustainable introduction of courses and exams to develop the communicative skills of veterinary students. Bacteriocins are antimicrobial compounds with targeted activities that are produced by a variety of bacterial species. Different aspects of bacteriocins were intensively studied and highlighted in previous research publications. Developments in this field are best demonstrated through analysis of the most cited scientific literature concerning bacteriocins. The objective of this report was to identify and establish main characteristics of the 100 top-cited papers presenting research on bacteriocins. Publications regarding bacteriocins between 1970 and 12th May 2017 were retrieved from the Web of Knowledge database of the Institute of Scientific Information. From this list, the top-cited 100 papers in the field of bacteriocins were established. The top-cited papers in this field were published from 1991 to 2013 and, as of this date, they have received from 85 to 1097 citations. The average citation rate of the 100 top-cited papers was 166.23 times (SD 136.87). The most common fields of study were microbiology (45%), biochemistry and molecular biology (35%), and biotechnology and applied microbiology (26%). Among the top-cited papers, 24 and 17 papers originated from the United States and Germany, respectively. Among these top-cited papers close to 80% concerned mainly bacteriocins from Gram-positive bacteria, whereas, only nine of the top-cited papers described bacteriocins of Gram-negative bacteria. This paper examines new forms of study-abroad expertise on social media and their role in mediating Indian student mobility to Germany. Firstly, it explores how mutual-support Facebook and WhatsApp groups—used by prospective international students in India to support each other through the process of applying to German universities—have contributed to the emergence of new forms of education consultancy, offered by Indian students or graduates of German universities, whom I call 'Student Guides'. In addition, it shows how some Indians studying in Germany have started 'Study in Germany' YouTube channels, aimed at aspirant student migrants, and have become important 'study-abroad influencers'. The paper analyses how these new forms of study-abroad expertise offer prospective international students social and cultural capital important for successful student migration, apart from shaping their imaginative geographies of Germany, and embedding them in cultures of mobility. Furthermore, the paper highlights how these new forms of study-abroad expertise intersect with, and critique, a more 'traditional' study-abroad expert: the professional education consultant. In France and Germany, significant networks of local initiatives have developed around energy issues. This article brings practitioners' viewpoints into discussion. It presents the way in which two of these networks – the CLER-network for the energy transition (France) and the 100% – Regions network (Germany) – each identifies itself, describes its action and build-up process in relation to government action, and conceives of justice issues in the field of climate energy policy. The analysis shows that these two networks share a lot, including political ends (localisation of energy production, empowerment of rural territories), but practice quite differently as intermediaries for local initiatives. This suggests overcoming the transition management vs grassroots divide present in the literature and paying more attention to hybrids. It also brings emphasis on a type of intermediary's work, which has not been covered by the academic literature, namely that of tinkering with multiple supports and embedding action in local-national-supranational networking in order to maintain continuity. In discussing justice dimensions, we emphasize that motives or ends of action are only reflectively related to ideas of justice: justice issues seem bound up with a politics of assembling, either as a marker of federative action (all fighting for justice) or as a potentially divisive issue. Purpose: The main purpose of the paper is to offer a personal view on the development of documentation/information and documentation (IuD) in Germany, while pointing out the need to further investigate the specific features of its development paths. The methodology is based on critical review of the available literature sources in the German language. Design/methodology/approach: The paper uses the method of critical review of published documents in journals (especially in Nachrichten für Dokumentation), books and reports of state and provincial administrations that are directly related to monitoring and/or encouraging the development of the young field of documentation. Findings: The paper offers a review and interpretation of the most significant development phases, the contributions of individuals and the influence of the official state and information policy based on the consulted sources. Research limitations/implications: This research is limited to the literature written in German language. Practical implications: The paper could be of interest to researchers and professionals who are interested in the development of documentation. Social implications: The paper covers the period after the World War II until the end of 1980s that is especially interesting from the social point of view in divided Germany. Originality/value: To the author's knowledge, there is no comprehensive history of documentation in German-speaking countries written in English. This paper is the result of a research project started three years ago with colleagues from Germany, Austria and Switzerland, that aims to cover all phases of the appearance and development of information science in German-speaking countries and could be understood as a kind of introduction to papers planned to follow. How do far-right actors and issues structure public debates and become mainstream over time? Previous research has shown that far-right actors are central actors in political conflicts in Western Europe, partly due to their dominance in struggles on cultural issues. The entrenchment of the far right substantially depends on their networks and public visibility. However, we still lack a long-term understanding of public debates about far-right actors and their discursive interconnections across issues. In this paper, we deliver the first longitudinal analysis of the evolution and structure of far-right discourse networks and the diffusion of far-right ideas in public debates since the 1990s. Methodologically, this paper innovates by combining discourse network analysis with automated text analysis to investigate how the relations between far-right actors and issues are represented in mass media. We analyze more than 500,000 newspaper articles in six different mass media outlets in Germany. The results show that far-right actors have gained more public visibility since the 1990s. The study demonstrates that the mass media debates have introduced and amplified cultural issues "owned" by the far right. Far-right discourse networks in mass media have grown, discursive interactions have intensified and discourse networks have become more centralized. Our results indicate that the discursive mainstreaming of the far right evolved in the context of the "refugee crisis" in 2015, and was linked to the AfD's institutional access. • Drivers on slip roads want vehicles on the target lane to decelerate. • Drivers in target lanes rate the behaviour of vehicles on slip roads ambiguously. • AVs are rated identically or even more positively than MVs with identical behaviour. • No different safety distance is kept from automated vehicles. • Results show that cross-border traffic between Germany and UK with AVs is feasible. • Intercultural aspects must still be considered in the development of AVs. To ensure safe and uninterrupted traffic flow, (semi-)automated vehicles must be capable of providing comprehensible and agreeable implicit communication cues to human drivers. This driving simulator study investigated the assessment of implicit communication at a motorway slip road through longitudinal driving dynamics (acceleration, deceleration, and maintaining speed). The second aim of the study was to determine whether expectations of automated vehicles are different from those of human drivers. And thirdly, we investigated whether these findings are country-specific or can be (partially) generalised to other countries. The perception of three means of communication in connection with the presence of a labelling as an automated vehicle (eHMI) was examined in two samples in Germany and England. 27 participants drove from a slip road onto the motorway and interacted with another vehicle. After a stretch on the motorway, they passed a second slip road on which there was a vehicle merging onto the participants lane. This was repeated six times to test all variables. After each situation, the perceived cooperativity and criticality was recorded, as well as the time headway (THW) to the other vehicle. This paper presents the findings from the UK sample and compares them with the German results, which were previously published. Results show, that when the cooperating vehicles are on the slip road, participants from both countries prefer this vehicle to decelerate. However, when participants themselves are on the slip road, expectations for vehicles on the target lane are ambiguous in the UK sample. Except for one aspect (perceived cooperativity of decelerating vehicles on the slip road), the perception of automated vehicles is similar to those of manual drivers. Also, UK participants do not maintain a different safety distance from these vehicles, while this is the case in the German sample. This paper contributes valuable insights into the cross-cultural evaluation of driving dynamics, shedding light on implications for the development and acceptance of automated vehicles. In times of economic crisis, academics, policy-makers, and pundits often debate the correct level and best use of government debt. This paper argues structural political and economic factors grant core economies more fiscal space than peripheral economies. While the federal governments of the US, Germany, and other core economies may easily issue and sell debt in private markets, smaller economies, both municipalities within countries, and countries in the global periphery, are more vulnerable to demand fluctuations. All economies may benefit from explicit commitments by monetary authorities to resume their historic roles as governments' banks, especially during crises. By highlighting present political constraints, monetary structures, and market factors that may inhibit governments' successful placement of bonds, this paper deepens present debate about the potential feasibility of functional finance to facilitate fiscal activity, even in unprecedented times. The context for this paper is a shift in the way citizens engage in democratic processes which has received increasing attention in the literature. Building on previously conducted research, this paper contributes to the conceptualisation of citizenship activities in terms of young people below the voting age from rural communities. Based on reviewing current research, seven emerging contexts that can assist with exploring young people's citizenship activities are proposed, namely unofficial, individual, glocal, sporadic, online, issues-based, and justice-oriented. These contexts were translated into a framework which is introduced and explored in this paper. To explore this framework, focus groups (n = 26) and a qualitative questionnaire (n = 106) were conducted with young people aged 13–16 from a secondary school in Germany. The proposed framework extends previous conceptualisations of emerging citizenship contexts by looking beyond citizen types and taxonomies to explore the spaces, modes, goals, and the frequency of participants' citizenship activities. Results indicate that the proposed framework was useful in exploring multiple emerging citizenship contexts. Focus group and questionnaire participants were particularly engaged in glocal, unofficial, sporadic, and issues-based contexts and to a lower degree in individual, online, and justice-oriented contexts. This review focuses particularly on specified geographic contexts, with an emphasis on understanding the unique energy policies related to renewable energy in Brazil, Austria, and Germany. Given their distinct social systems and developmental stages, this paper aims to delineate the nuanced approaches these countries adopt in their pursuit of renewable energy and the integration of hydrogen within their energy frameworks. Brazil exhibits vast renewable energy potential, particularly in wind and solar energy sectors, positioning itself for substantial growth in the coming years. Germany showcases a regulatory framework that promotes innovation and technological expansion, reflecting its highly developed social system and commitment to transitioning away from fossil fuels. This paper asks the question, 'What does Islamic education mean for the 21st century university?' To begin with, the paper addresses the modern university as an institution facing numerous challenges, which can be conceived of by understanding the nature of the 'academic imagination'. In so doing, this argument draws on the fundamental elements of thought itself by foregrounding imagination as a primary route by which knowledge is conceived, created and disseminated. At root, it is an argument that suggests that to understand the university is to apprehend its imaginative functions. 'Problems of the imagination' are thereafter defined as 'depth perception', 'vertigo' and 'paralysis', respectively. In light of these challenges, the rise of Centers of Islamic Theology in Germany, and Islamic education as a discipline in particular, are considered as uncharted paths towards a discussion of the dilemmas of contemporary academia. Methodologically, the paper is a philosophical reflection on the role of the future of the university and the place of Islamic Theology and Islamic education therein. As such, use of the contemporary literature on higher education, as well as classical works on Islamic education, shall be employed for the purposes of the argument. In so doing, this paper turns the normative discussion of contemporary Islamic education on its head: from how we may make room for such education in the modern university, to consider how its presence may help the institution and its imaginative conundrums. Pursued by authorities throughout the 1930s, Heinrich Habitz left behind a significant paper trail of official documentation, arrest warrants and imprisonment records. As Germany slipped further under National Socialist oppression, Habitz's status as a homosexual man who sold sex marked him as a target of police repression. Even after the end of the war, the Hamburg Prosecutor's Office attempted to locate and again prosecute him under the infamous §175 'sodomy law'. By rights, the study of Habitz should provide insights into the continuities of anti-queer repression between authoritarianism and democracy, but for one key point: 'Heinrich Habitz' existed only as a paper identity in official bureaucracy, and the 'man' authorities repeatedly persecuted was, in fact, a self-identified woman named 'Liddy Bacroff'. Through a series of semi-autobiographical writings, alongside official paperwork, Liddy Bacroff presents the value of but also the difficulties facing the (re)construction of queer and, in particular, transgender (pre)histories. In this instance, the historian is not just faced with the problem of how this life, and others like it, should be represented in historiographical terms. We are left also with the question of how this victim of National Socialist barbarity should (or rather, can) be remembered: as the paper identity that provided a succession of carceral authorities with the justification to persecute and ultimately murder a cisgender gay man, or as the lived experience of a woman whose unique self-understanding allowed her to carve out her place in a society that otherwise relegated her to its margins. The 5th International Conference on Behavioral Addictions was held in Cologne, Germany, April 23–25, 2018. It featured one of the largest concentrations of papers on pornography and sexual research presented in a single venue to date. Several key themes emerged from the conference. The theoretical basis for developing pornography and sexuality studies as components within the behavioral addiction research landscape is beginning to mature. Core components are the I-PACE theory and the development, validation, and employment in field studies of a steadily growing set of assessment tools including the Problematic Pornography Use Scale, the Brief Pornography Screener, and the Hypersexual Behavior Inventory. The field also benefitted from a keynote speech and a formal pro/con debate. The other principal debate was around the imminent release of ICD-11 by the World Health Organization and the way that Compulsive Sexual Behavior Disorder (CSBD) would be handled. There was a selection of papers looking at the debate from a variety of theoretical and practical points of view. Fieldwork from Poland suggested that well over 80% of people seeking treatment for CSBD had a problem with pornography use, rather than issues from acting out with real sexual partners. Events as urban development formats have been relevant strategies for cities for several decades. They may have diverse economic, political, social and ecological effects on the host cities and are accordingly used in a variety of ways and closely linked to urban development and renewal. Complex processes can be identified in the context of the application, planning, implementation and after-use of an event. Furthermore, the planning of events is subject to an extensive multilevel governance of actor constellations and interactions. Against this background, in this paper we introduce a multi-level governance phase framework for formats of event-led urban development in order to create a better understanding of the structures and processes involved. For this purpose, we first use regional garden shows as a case study, which are event formats with a focus on small and medium-sized cities in Germany and on the (further) development of urban green spaces. We then generalize the framework using the governance capacity concept for events and approaches of event-led urban development. The model is well suited to illustrate the relevance of different actors in the process as well as the complexity of diverse processes that occur in the course of event planning. Hemp is a primary substance for papermaking, having been used for 2,000 years in this capacity. In the 20th century wood pulp came to replace hemp and other long fibres, and this has been an environmental disaster. Recent efforts to re-introduce hemp fibres into paper pulp are under way, with a number of writing papers having been manufactured in Europe and North America. However, most of these were done in small batches. Most papermills in southeast Asia produce 500,000 tons or more annually, whilst mills in the West tend to be small, specialty paper mills. Hemp is used rather consistently for fine papers, including cigarette paper and cosmetic tissue paper, but writing paper may continue to be made from trees until we run out and are forced to use other material. One large papermill in Germany, Gmund (which is distributed in the UK by The Hemp Shop) is starting to catch up, with a number of different papers including writing paper now being made in increasingly larger batches. A number of other companies are also offering hemp papers, ranging from writing paper to wallpaper. This paper investigates the politics of refugee arrival and integration at urban level in Germany following the migration influx in summer 2015. How have cities redefined themselves? How have newcomers and residents with different subjectivities constructed their identity, social belonging, and justified their rights-claiming? What kind of changes can be observed in city's social spaces? Supported by critical geography, securitization, ethnographic approaches, the paper aims to identify the grey areas of the urban social spaces and presents two accounts centred on: (1) city as sites of bureaucratic politics, austerity urbanism and surveillance; (2) city as sites of sanctuary/solidarity practices. It argues that the refugees' arrival offers the chance for German cities to envision a social project through engaging a politics of 'bounding' which involves the re-framing of refugee displacement in relation to urban development by covering both the lived (camp) experiences of those on the move and local population's needs. The present paper is the second of a series of publications that aim at investigating relevant directions to turn the nuclear energy density functional (EDF) method as an effective field theory (EFT). The EDF approach has known numerous successes in nuclear theory over the past decades [1] and is currently the only microscopic technique that can be applied to all atomic nuclei. However, the phenomenological character of the EDF method also comes with important limitations, such as the lack of an explicit connection with quantum chromodynamics (QCD). As was argued in the first paper of this series [2], reformulating the EDF framework as an EFT would enable us to overcome these limitations. In particular, path-integral (PI) techniques are suited to achieve such a purpose as they allow us to design numerous non-perturbative approximations and can take Lagrangians possibly derived from EFTs of QCD as inputs. In our previous paper [2], we have illustrated such technical features for diagrammatic PI techniques in a study of the (0+0)-D O(N)-symmetric φ 4 -theory. In the present work, we consider another class of PI techniques, i.e. functional renormalization group (FRG) approaches, that we apply to the same toy model. Despite our explicit interest for the nuclear many-body problem, the presented study is also directed towards FRG practitioners from various fields: technical details are provided for FRG techniques based on 1-particle-irreducible (1PI), 2-particle-irreducible (2PI) and 2-particle-point-irreducible (2PPI) effective actions, coined respectively as 1PI-, 2PI- and 2PPI-FRGs, and the treatment of the O(N) symmetry is also addressed thoroughly. The German government appointed an advisory committee to negotiate the design of a structural change prompted by energy and climate policy. The Coal Exit Commission was assigned with this complex mandate on how to end coal-fired power generation. Against many expectations, the Commission, comprised of stakeholders with competing interests, achieved a consensus outlining the coal exit in Germany by 2038. Considering that the result of this compromise serves as the basis for a major policy change, it is legitimate to ask if the final recommendations of the Coal Exit Commission were balanced, reliable and socially robust, and if the Commissions' advice satisfies the need for quality standards in negotiated multi-source policy advice? This paper investigates the Commission in that regard, while testing a framework for hybrid multi-source stakeholder advisory committees. The research shows broad compatibility with the framework. Simultaneously, this paper argues for additional factors such as the careful reflection of the composition of a hybrid advisory group, a precise, clear-cut mandate, development of trust between group members, independence of the adviser from the appointing authority. This paper introduces a theoretical perspective for the comparative analysis of the advocacy behavior of political parties and interest groups in legislative policy-making. It conceptualizes the policy-centered and group-centered statements of political actors as policy frames and constituency frames, respectively. In order to gauge the analytical leverage provided by policy and constituency frames, I will theorize the extent to which political parties and interest groups rely on these two types of frames respectively. The empirical relevance of both types of frames is assessed in two cases of legislative policy-making in Germany. Drawing on parliamentary debates, position papers presented in committee hearings, and press statements released by interest groups, I show, amongst others, that constituency frames play a significant role in these actors' advocacy. The question of whether 21st-century urbanization dynamics are leading to a suburbanization of poverty in Western city regions has been on the agenda of spatial researchers and housing policymakers for over a decade now. Persistent reurbanization trends are putting increased pressure on innercity housing markets, resulting in affordability problems for low-income households. Evidence from the US and the UK shows that financing mechanisms in the real estate sector were severely disrupted in the aftermath of the financial crisis in 2009 and subsequent years, with many households losing their homes and being forced to move. Though social security systems and social housing policies generally have a moderating effect, they vary widely across Western countries. Against this background, this paper presents three spatial observation methods tailored to the spatial analysis of poverty concentrations in Germany. The methods are based on three popular conceptualizations of poverty: material poverty, relative poverty, and the concept of neighbourhood deprivation. The main novelty presented in this paper is a cold-spot analysis of purchasing power in 33 city regions using interactive map visualizations and complemented by socioeconomic indicators. Expert feedback verifies the validity of the approach which addresses a 'blind spot' in assessing poverty in Germany, where many low-income households are increasingly exposed to risks of poverty despite not qualifying for social benefits. The purpose, aim and goals of higher education itself have been discussed and researched in the context of massified and marketised higher education in Germany, with a focus mainly on higher education national policies or the view of faculty staff. By shifting the perspective instead to the students, this article asks what higher education means to them nowadays. This study is based on 95 interviews with German graduate students from three disciplines (i.e. business administration/management, medicine and musicology) and it offers a typology of what students understand as the purpose of higher education. Six types were reconstructed from the empirical material, along three main lines of higher education's purpose (i.e. occupational, personal and societal). This paper also shows how the chosen discipline becomes more salient for the student's perception of higher education purpose than their social background. This questions previous research that found strong ties between instrumentalism and social background in higher education. This paper also demonstrates that social differences do matter in their egalitarian or elitist variation of understanding within non‐instrumentalist types. The paper analyses implications and challenges of Germany's upcoming military deployment in Lithuania. A permanent stationing of brigade-sized military unit on NATO's Eastern frontier represents a major change in its force posture and a significant shift in Germany's defence policy. Despite the official German position that the implementation of its military commitments is contingent on Lithuania's timely improvement of its host nation support infrastructure, the paper suggests that the speed, quantity, and structure of Germany's deployment also depends on the progress made in rearming the Bundeswehr and its defence policy priorities. Purpose: Hospital information systems (HIS) play a critical role in modern healthcare by facilitating the management and delivery of patient care services. We aimed to evaluate the current landscape of HIS in the specialty of gynecology and obstetrics in Germany. Methods: An anonymous questionnaire was distributed via the German Society of Gynecology and Obstetrics newsletter in December 2022. The questionnaire covered the domains baseline demographic information, satisfaction with daily use, satisfaction with implementation, and degree of digitization. Results: Ninety-one participants completed the survey. Median age was 34 years; 67.4% (60 of 89) were female, and 32.6% (29 of 89) were male. Of the survey participants, 47.7% (42 of 88) were residents, 26.1% (23 of 91) senior physicians, and 9.1% (8 of 88) medical directors. The degree of digitization of clinical documentation is mainly mixed digital and paper-based (64.0%, 57 of 89) while 16.9% (15 of 89) operate mainly paper-based. The current HIS has been in use on average for 9 years. The median number of different software systems used in daily routine is 4. About 33.7% (30 of 89) would likely or very likely recommend their current HIS to a colleague. Conclusions: The current landscape of HIS in gynecology and obstetrics in Germany is characterized by a high heterogeneity of systems with low interoperability and long service life; thus, many healthcare professionals are not satisfied. We examine the price ambivalence of low quality waste paper (grades 1.02 and 1.04) on the German market. Since 1990 the price of these grades is at times positive and at times negative. The underlying reason is the combination of three institutional and technical characteristics of the market: (i) As a result of waste management legislation the supply of waste paper is mostly independent of its price and its demand. Supply is bounded from below by collection and utilization quotas fixed by the Regulation on Packaging Waste enacted in 1991. (ii) The only alternative to costly disposal of waste paper by dumping or incineration is its use as a secondary resource in the production of new paper, as only the paper industry is capable of using waste paper in a productive manner in significant amount. (iii) Yet, its use as a substitute for primary inputs is technically limited. In this article, we describe the technical and institutional conditions leading to price ambivalence and discuss the consequences for supply, demand and trade of waste paper. Construct: In this study, we examine the differences in test performance between the paper-based and the computer-based version of the Berlin formative Progress Test. In this context it is the first study that allows controlling for students’ prior performance.Background: Computer-based tests make possible a more efficient examination procedure for test administration and review. Although university staff will benefit largely from computer-based tests, the question arises if computer-based tests influence students’ test performance.Approach: A total of 266 German students from the 9th and 10th semester of medicine (comparable with the 4th-year North American medical school schedule) participated in the study (paper = 132, computer = 134). The allocation of the test format was conducted as a randomized matched-pair design in which students were first sorted according to their prior test results. The organizational procedure, the examination conditions, the room, and seating arrangements, as well as the order of questions and answers, were identical in both groups.Results: The sociodemographic variables and pretest scores of both groups were comparable. The test results from the paper and computer versions did not differ. The groups remained within the allotted time, but students using the computer version (particularly the high performers) needed significantly less time to complete the test. In addition, we found significant differences in guessing behavior. Low performers using the computer version guess significantly more than low-performing students in the paper-pencil version.Conclusions: Participants in computer-based tests are not at a disadvantage in terms of their test results. The computer-based test required less processing time. The reason for the longer processing time when using the paper-pencil version might be due to the time needed to write the answer down, controlling for transferring the answer correctly. It is still not known why students using the computer version (particularly low-performing students) guess at a higher rate. Further studies are necessary to understand this finding. The global trend in manufacturing has shifted from a manufacturing-centric process toward a user-centric process. This has resulted in a shorter lifespan and a high product replacement rate of any consumer product. Germany has introduced the concept of Industry Revolution 4.0 (IR 4.0) to convert manufacturing processes and mechanisms into cyber-physical systems (CPS). Digital factory, being the first step into CPS and IR4.0, is being targeted as the most important evolution of the manufacturing industry. This paper defines digital factories and their differences between other similar domains such as smart factories, CPS, and virtual factories. The requirements and goals of a digital factory are explained in detail to facilitate future digital factory tool developments. Furthermore, the current challenges faced in the implementation of the digital factory are proposed to be approached by adapting an interoperable virtual reality technology. This paper emphasizes the usage of virtual reality (VR) in simulating a digital factory that aids in the decision-making and efficient operation of a manufacturing facility. On the one hand, unemployment is known to have detrimental effects on individuals' mental health. On the other hand, poor mental health reduces re‐employment chances quite drastically, creating a vicious cycle. Active labour market policies (ALMPs) such as training programs or wage subsidies have been shown to ameliorate negative effects on mental health and improve labour market integration on average for the general unemployed population. In the context of individuals with severe mental health issues, however, it is unclear whether these interventions can be expected to deliver similar positive effects. In fact, one may argue that they have the potential to worsen employment prospects of individuals by adding additional stress to their pre‐existing mental health problems. Hence, this paper estimates the long‐term causal effects of ALMPs on the labour market integration of individuals with self‐reported severe mental health issues and compares estimates to individuals without such issues using unique combined survey and administrative data. Effects are estimated using the innovative double machine learning method and show that ALMPs do not only improve labour market integration of unemployed individuals with severe mental health issues, but they do so more effectively than for other unemployed individuals. Religiosity influences economic behavior in various domains, but what determines religiosity? Using data from the representative Socio‐Economic Panel Study for Germany (SOEP), this paper shows that religious activity increases after a family member's death. The life event's effect is larger after a partner's death when compared to a parent's death. With its ability to store and transport energy without releasing greenhouse gases, hydrogen is considered an important driver for the decarbonisation of energy systems. As future hydrogen import prices from global markets are subject to large uncertainties, it is unclear what impact different hydrogen and derivative import prices will have on the future German energy system. To answer that research question, this paper explores the impact of three different import price scenarios for hydrogen and its derivatives on the German energy system in a climate-neutral setting for Europe in 2045 using three different energy system models. The analysis shows that the quantities of electricity generated as well as the installed capacities for electricity generation and electrolysis increase as the hydrogen import price rises. However, the resulting differences between the import price scenarios vary across the models. Background: Establishing successful lactation in mothers of very low birth weight (VLBW, <1500g) infants requires structured lactation support. Little is known about mothers' perspectives on lactation support in German neonatal intensive care units (NICUs). Methods: This paper features a convergent mixed-method approach that includes a retrospective, cross-sectional questionnaire and interview data to showcase mothers' perceptions of lactation support in NICUs. Content analysis of the interviews (n = 12) and a descriptive analysis of quantitative data (n = 533) were performed to illustrate the current status and need for lactation support in German NICUs. Results: The results show that lactation support in German NICUs is often inadequate and does not comply with recommendations based on the existing literature to encourage pumping and breastfeeding in mothers. The data imply that even if lactation is successfully initiated in most cases, it is often not maintained over time, which may be due to a lack of personal support and consistent information. Conclusion: The overall structures and institutional guidelines for lactation support should be encouraged to promote nutrition with mother´s own milk in German NICUs. [ABSTRACT FROM AUTHOR]

Background: Students often show unfavourable attribution: they attribute poor school performance to stable factors such as lack of ability and good school performance to variable factors such as effort. However, attribution can be influenced by individualized digital re‐attributional feedback leading to positive motivational effects and higher learning outcomes. This is very promising, but it still is unclear, whether this digital re‐attributional feedback can also be successfully integrated in everyday classroom activities. Objectives: The present field experiment investigated how integrating digital re‐attributional feedback into classroom instruction affects student attribution, motivation and learning outcomes. Methods: In the experiment, 8th–10th grade high school students (N = 322) worked with a digital mathematics learning program which was integrated in a three‐week teaching unit. Half the students in each classroom received only standard feedback after each practice task (SF group); the other half received additionally an individual re‐attributional feedback (RF group) after every third task. Attribution, mathematics self‐concept, and self‐efficacy were measured by an online questionnaire twice a week; learning outcomes in mathematics were measured weekly. Results and Conclusion: Hierarchical analyses showed that re‐attributional feedback led to a more favourable attribution in case of success on stable factors. Especially low‐performing students benefited from this feedback. No effects on attribution in case of failure, self‐efficacy or learning outcomes could be found. Further research could investigate if certain adaptations to the digital re‐attributional feedback is more effective in a real classroom setting and has a broader impact on different students. Background: Germany's medical specialist shortage is an acute challenge, especially in the rehabilitation segment. One countermeasure is to recruit foreign trained physicians (FTP), but the high turnover of FTP is a burden on the departments that train them and integrate them professionally. Preliminary research showed that currently one in three physician positions in German Pension Insurance (DRV) contract facilities is filled by FTP.This paper examines factors related to turnover intention of FTP in German rehabilitative departments. Methodology: In spring 2022, we surveyed FTP across all inpatient and outpatient rehabilitation departments under the German Pension Insurance, using a two-stage cross-sectional approach. We conducted an online survey of FTP and developed a specialized questionnaire that captured sociodemographic, occupation related and professional biographical data, turnover intention, satisfaction, difficulties with professional integration and departmental structural characteristics. To analyze retention within the rehabilitation field, we used a measure of turnover intention, taking into account the direction of potential turnover, residency requirements and considerations of returning to the rehabilitation field. The data was evaluated in a subgroup analysis comparing FTP with and without turnover intention using Fisher's exact tests. Results: The sample includes n = 145 FTP, 119 stating no turnover intention and 27 with turnover intention. More than half of FTP with turnover intention wished to move to an acute care hospital. FTP with turnover intention are comparatively younger and came to Germany and were employed in the rehabilitation departments more recently, indicating an earlier career stage. Besides, career-related and regional factors show the strongest relation to turnover intention. Discussion and conclusion: The results reveal a group of "established FTP" whose professional integration has been successfully completed. FTP with turnover intention are comparatively younger, career-oriented physicians for whom work in a rehabilitative facility is a career springboard to gain a foothold in acute care clinics. To investigate determinants of willingness to adopt telerehabilitation, willingness of technology use, core affect regarding using telerehabilitation, and digital competencies in rehabilitation professionals in Austria and Germany before and during the COVID-19 pandemic. A cross-sectional paper-based and online survey was conducted before and during COVID-19, respectively, with three cohorts of rehabilitation professionals. Outcomes were the willingness to adopt telerehabilitation evaluated using the extended Unified Theory of Acceptance and Use of Technology; willingness of technology use using the short scale for assessing the willingness of technology use; digital competencies and core affect using the Digital Competence Framework and semantic differential, respectively. Multivariate ordinal regression analysis was performed to determine predictors. Included were 603 rehabilitation professionals. Analysis revealed differences between Austria and Germany and before and during the pandemic for most outcomes. German residency, the pandemic, and a higher educational level were most important predictors of higher willingness to adopt telerehabilitation, willingness of technology use, digital competencies, and positive core affect. The pandemic increased most aspects of willingness to adopt telerehabilitation, willingness of technology use, digital competencies, and positive core affect. Results confirm that rehabilitation professionals with higher degrees are more prone to adopt innovations in healthcare.Registration: German Clinical Trials Register (DRKS00021464) The willingness to adopt telerehabilitation is associated with external factors increasing the need for alternative rehabilitation delivery, such as COVID-19, and with financial facilitators, such as reimbursement. As the willingness to adopt telerehabilitation is higher among speech and language therapists and dietitians, efforts are necessary to enhance its use in physiotherapists and occupational therapists. As a higher willingness to adopt telerehabilitation was observed in younger rehabilitation professionals and those with higher education, increasing the importance of telerehabilitation in education curricula and further knowledge transfer into practice for those already working in the field seems necessary. Status or relative concerns (as in the idiom 'keeping up with the Joneses') can lead to negative feelings such as stress and anxiety. One key question is whether these concerns relate to daily smoking behaviour. The conjecture is that status concerns and the accompanying stress and anxiety might be associated with a higher likelihood of smoking and a higher number of cigarettes smoked, generating a higher instant physical reward and reducing the stress and anxiety. The literature aiming to identify this relationship focuses mostly on a single cross section of individuals, ignoring potential differences in unobserved characteristics of smokers and non-smokers (e.g., genetic factors, personality differences, parental smoking during childhood). This paper investigates the role of unobserved individual characteristics on this relationship, which has not been done in previous studies. Using a long panel data of smoking information in Germany and a variety of panel data model specifications, we show that there is no statistically significant association between relative income concerns and the likelihood of smoking or the number of cigarettes smoked among the overall population. We find a positive and significant relationship only among people who smoked at least one cigarette in the past. A 10% appreciation in the income of comparable other individuals relates to about 3.5 more cigarettes per month among these people. Importantly, failing to allow for the unobserved influences of smoking leads to three times larger estimates than when using models with unobserved factors correlating to the income and smoking behaviour. The results are robust with respect to alternative assumptions and specifications where we use different functional forms of unobserved heterogeneity, definitions of relative concerns, incomes, and reference groups. The diagnosis related groups (DRG) payment system was implemented to address the cost issue, challenging hospital physicians to provide services within predefined prices and an economic target corridor to reduce costs. This study examines the extent of cost awareness among medical personnel in German hospitals and its influencing factors. Methods: We developed an online survey in which participants across all specialties in hospitals estimated the prices in euros of four common interventions and answered questions about their human capital and perceived stress on the workplace. As a measure of cost awareness, we used the probability of estimating the prices correctly within a reasonable margin. We employed logit logistic regression estimators to identify influencing factors in a sample of 86 participants. Results: The results revealed that most of the respondents were unaware of the costs of common interventions. General human capital, acquired through prior education, and job-specific human capital had no influence on cost awareness, whereas domain-specific human capital, that is, gaining economic knowledge based on self-interest, had a positive nonlinear effect on cost awareness. Furthermore, an increased stress level negatively influenced cost awareness. Conclusions: This paper is the first of its kind for the German health care sector that contributes responses to the question whether health care professionals in German hospitals have cost awareness and if not, what reasons lie behind this lack of knowledge. This paper presents the preliminary results of an investigation on the unexplored topic of polychromy on provincial stone sculptures from the Roman provinces in Germania through the innovative application of heritage materials science techniques. A group of three life-sized statues dating to the 1st Century CE recovered from Ingelheim, near Mainz, retains remarkably well-preserved traces of pigments. These are ripe for emerging non-invasive technologies supplemented by micro-sampling to validate results and provide information relating to mixing and layering not available to the naked eye. The most strikingly visible areas of extant polychromy were retained on the sculpture of a young woman, reported on here as the first phase of this programme of research. The results suggest that the statue was originally covered in a gypsum layer before the application of complex and diverse recipes of pigment applied as mixtures and in layers to create required hues and shadowing on sculpted features. The palette includes ochres and green earth mixed with small amounts of minium (red lead), realgar and lapis lazuli (ultramarine blue) added to create skin tones, and a vibrant blue-green tunic created from Egyptian blue, bone black, ochres, cinnabar and green earth; the palla and peplos contained ochres, bone black, and orpiment, and mixes of these created the detail of coloured jewellery. Of great interest was the detection of bone black on many features, particularly as a shading agent to enhance sculpted features, such as folds in cloth, providing a more realistic and flowing articulation. The quantification of emissions of greenhouse gases and air pollutants through the inversion of plumes in satellite images remains a complex problem that current methods can only assess with significant uncertainties. The anticipated launch of the CO2M (Copernicus Anthropogenic Carbon Dioxide Monitoring) satellite constellation in 2026 is expected to provide high-resolution images of CO2 (carbon dioxide) column-averaged mole fractions (XCO2), opening up new possibilities. However, the inversion of future CO2 plumes from CO2M will encounter various obstacles. A challenge is the low CO2 plume signal-to-noise ratio due to the variability in the background and instrumental errors in satellite measurements. Moreover, uncertainties in the transport and dispersion processes further complicate the inversion task. To address these challenges, deep learning techniques, such as neural networks, offer promising solutions for retrieving emissions from plumes in XCO2 images. Deep learning models can be trained to identify emissions from plume dynamics simulated using a transport model. It then becomes possible to extract relevant information from new plumes and predict their emissions. In this paper, we develop a strategy employing convolutional neural networks (CNNs) to estimate the emission fluxes from a plume in a pseudo- XCO2 image. Our dataset used to train and test such methods includes pseudo-images based on simulations of hourly XCO2 , NO2 (nitrogen dioxide), and wind fields near various power plants in eastern Germany, tracing plumes from anthropogenic and biogenic sources. CNN models are trained to predict emissions from three power plants that exhibit diverse characteristics. The power plants used to assess the deep learning model's performance are not used to train the model. We find that the CNN model outperforms state-of-the-art plume inversion approaches, achieving highly accurate results with an absolute error about half of that of the cross-sectional flux method and an absolute relative error of ∼ 20 % when only the XCO2 and wind fields are used as inputs. Furthermore, we show that our estimations are only slightly affected by the absence of NO2 fields or a detection mechanism as additional information. Finally, interpretability techniques applied to our models confirm that the CNN automatically learns to identify the XCO2 plume and to assess emissions from the plume concentrations. Our paper analyzes the role of public employment agencies in job matching, in particular the effects of the restructuring of the Federal Employment Agency in Germany (Hartz III labor market reform) for aggregate matching and unemployment. Based on two microeconomic datasets, we show that the market share of the Federal Employment Agency as job intermediary declined after the Hartz reforms. We propose a macroeconomic model of the labor market with a private and a public search channel and fit the model to various dimensions of the data. We show that direct intermediation activities of the Federal Employment Agency did not contribute to the decline in unemployment in Germany. By contrast, improved activation of unemployed workers reduced unemployed by 0.8 percentage points.
