My paper will critically analyze the Human Development Index (HDI) of the United Nations as it pertains to women in Egypt. It will then present the Alternative Human Development Index (AHDI) that was proposed by the Arab Human Development Report in 2002, which emphasized Democratic Theory. I will apply this too to the empowerment of Egyptian women. Then I will propose a new index of indicators. According to this 2002 Report “Average Income” Indicator of HDI is replaced by the “Acquisition of Freedom” Index in line with Democratic Theory. The Report emphasizes five types of general Freedoms: political, economic, social transparency guarantees, and protective security. I will utilize them, in particular, in terms of Egyptian women. The United Nations yearly Human Development Reports have a section on Gender Empowerment Measure (GEM). This GEM report has three dimensions which include: income per capita for women, women’s percentage share of professional and technical positions, and women’s percentage share of parliamentary seats; whereas in the AHDI, freedom indexes are added and income per capita is left out. My paper will show that while these freedoms are important additions, personal income per capita should not be left out especially in a developing country like Egypt, where many Egyptian women value material possessions along with authoritarianism, privilege and position along family lines; whereas the writers of the Arab Human Development Report call for an ideal of Western democracy where values center along freedom, work, knowledge and collaboration. I will elaborate on these cultural values in terms of the criteria of rural/urban, social classes, and religious groupings. For example, the AHDI leaves out the religious cultural dimension, which involves women who are Islamic Fundamentalists or Moderate Islamists. Accordingly, I will revise the United Nations Development Index Indicators in terms of the empowerment of Islamic women in Egypt. [ABSTRACT FROM AUTHOR]
