International negotiations and domestic institutions are mutually linked in regime formulation processes. The patterns of domestic institutions may bring on different directions in constructing global regimes. Regarding the climate change regime, Kyoto Protocol set developed country Parties’ commitments to reduce greenhouse gas emissions during the period 2008-2012. However, no international agreement after the period has been developed. International discussions on post-Kyoto frameworks are awaited. The role of domestic institutions in the processes of generating elements of future regime should not be neglected. This paper examines how domestic institutions draw elements for international negotiations by choosing a case from Japan’s policy formulation process towards the post-Kyoto framework. I will introduce proceedings and contents of discussions in the global environment sub-committee of industrial structure council during October 2002 to July 2003, and responses to them by governments and other stakeholders. Through this, this paper attempts to clarify the role of domestic institutions in regime formulation processes. [ABSTRACT FROM AUTHOR]
