Abstract

This paper seeks to track down where the North-South dialogue has gone. It argues that it has far from disappeared in that the lines of division which it used to highlight remain in the many strands of politics which still divide the interests of rich countries from those of poor countries in the global political economy. But it has become more complex and it has been dispersed across a number of policy arenas. The paper argues that the way to get to grips with the issue in its contemporary guise is via a reformulated notion of development as a universal problematic facing all countries and the consequent exploration of the impact of unequal development upon relations between states.
