Engineering professional societies in the United States are engaged in a wide range of activities involving undergraduate education. However, these activities generally are not coordinated and have not been assessed in such a way that information about their procedures and outcomes can be shared. Nor have they been assessed to determine whether they are optimally configured to mesh with corresponding initiatives undertaken by industry and academia. Engineering societies work largely independently on undergraduate education, leaving open the question of how much more effective their efforts could be if they worked more collaboratively—with each other as well as with academia and industry. To explore the potential for enhancing societies'role at the undergraduate level, the National Academy of Engineering held a workshop on the engagement of engineering societies in undergraduate engineering education. This publication summarizes the presentations and discussions from the workshop.

Engineers and ethicists participated in a workshop to discuss the responsible development of new technologies. Presenters examined four areas of engineering—sustainability, nanotechnology, neurotechnology, and energy—in terms of the ethical issues they present to engineers in particular and society as a whole. Approaches to ethical issues include: analyzing the factual, conceptual, application, and moral aspects of an issue; evaluating the risks and responsibilities of a particular course of action; and using theories of ethics or codes of ethics developed by engineering societies as a basis for decision making. Ethics can be built into the education of engineering students and professionals, either as an aspect of courses already being taught or as a component of engineering projects to be examined along with research findings. Engineering practice workshops can also be effective, particularly when they include discussions with experienced engineers. This volume includes papers on all of these topics by experts in many fields. The consensus among workshop participants is that material on ethics should be an ongoing part of engineering education and engineering practice.

This volume of Frontiers of Engineering presents papers on the topics covered at the National Academy of Engineering's 2019 US Frontiers of Engineering Symposium, hosted by Boeing in North Charleston, South Carolina, September 25-27. At the annual 2 1/2-day event, 100 of this country's best and brightest early-career engineers - from academia, industry, and government and a variety of engineering disciplines - learn from their peers about pioneering work in different areas of engineering. Frontiers of Engineering conveys the excitement of this unique meeting and highlights innovative developments in engineering research and technical work.

The papers in this collection were commissioned by the Board on Testing and Assessment (BOTA) of the National Research Council (NRC) for a workshop held on November 14, 2001, with support from the William and Flora Hewlett Foundation. Goals for the workshop were twofold. One was to share the major messages of the recently released NRC committee report, Knowing What Students Know: The Science and Design of Educational Assessment (2001), which synthesizes advances in the cognitive sciences and methods of measurement, and considers their implications for improving educational assessment. The second goal was to delve more deeply into one of the major themes of that report-the role that technology could play in bringing those advances together, which is the focus of these papers. For the workshop, selected researchers working in the intersection of technology and assessment were asked to write about some of the challenges and opportunities for more fully capitalizing on the power of information technologies to improve assessment, to illustrate those issues with examples from their own research, and to identify priorities for research and development in this area.

Recognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. These steps underscore the belief of these governments that the rising costs and risks associated with new potentially high-payoff technologies, their spillover or externality-generating effects and the growing global competition, require national R&D programs to support the innovations by new and existing high-technology firms within their borders. The National Research Council's Board on Science, Technology, and Economic Policy (STEP) has embarked on a study of selected foreign innovation programs in comparison with major U.S. programs. The'21st Century Innovation Systems for the United States and Japan: Lessons from a Decade of Change'symposium reviewed government programs and initiatives to support the development of small- and medium-sized enterprises, government-university- industry collaboration and consortia, and the impact of the intellectual property regime on innovation. This book brings together the papers presented at the conference and provides a historical context of the issues discussed at the symposium.

More than $400 billion worth of products rely on innovations in chemistry. Chemical engineering, as an academic discipline and profession, has enabled this achievement. In response to growing concerns about the future of the discipline, International Benchmarking of U.S. Chemical Engineering Research Competitiveness gauges the standing of the U.S. chemical engineering enterprise in the world. This in-depth benchmarking analysis is based on measures including numbers of published papers, citations, trends in degrees conferred, patent productivity, and awards. The book concludes that the United States is presently, and is expected to remain, among the world's leaders in all subareas of chemical engineering research. However, U.S. leadership in some classical and emerging subareas will be strongly challenged. This critical analysis will be of interest to practicing chemical engineers, professors and students in the discipline, economists, policy makers, major research university administrators, and executives in industries dependent upon innovations in chemistry.

As part of its review of Comparative National Innovation Policies: Best Practice for the 21st Century, the Board on Science, Technology, and Economic Policy convened a major symposium in Washington to examine the policy changes that have contributed to India's enhanced innovative capacity. This major event, organized in cooperation with the Confederation of Indian Industry, was particularly timely given President Bush's March 2006 visit to India and the Joint Statement issued with the Indian government calling for strategic cooperation in innovation and the development of advanced technologies. The conference, which brought together leading figures from the public and private sectors from both India and the United States, identified accomplishments and existing challenges in the Indian innovation system and reviewed synergies and opportunities for enhanced cooperation between the Indian and U.S. innovation systems. This report on the conference contains three elements: a summary of the key symposium presentations, an introductory chapter analyzing the policy issues raised at the symposium, and a research paper providing a detailed examination of India's knowledge economy, placing it in terms of overall global trends and analyzing its challenges and opportunities.

Starting in the mid 1990s, the United States economy experienced an unprecedented upsurge in economic productivity. Rapid technological change in communications, computing, and information management continue to promise further gains in productivity, a phenomenon often referred to as the New Economy. To better understand the sources of these gains and the policy measures needed to sustain these positive trends, the National Academies Board on Science, Technology, and Economic Policy (STEP) convened a series of workshops and commissioned papers on Measuring and Sustaining the New Economy. This workshop, entitled'The Telecommunications Challenge: Changing Technologies and Evolving Policies,'brought together leading industry representatives and government officials to discuss issues generated by the rapid technological change occurring in the telecommunications industry and the regulatory and policy challenges this creates. The workshop presented a variety of perspectives relating to developments in the telecommunications industry such as the potential of and impediments to broadband technology.

Hosted by Harvard University's Kennedy School of Government, this symposium brought together leading technologists and economists to review technical challenges facing the semiconductor industry, the industry's business cycle, the interconnections between the two, and the implications of growth in semiconductors for the economy as a whole. This volume includes a summary of the symposium proceedings and three major research papers. Topics reviewed encompass the industry technology roadmap, challenges to be overcome to maintain the trajectory of Moore's Law, the drivers of the continued growth in productivity in the U.S. economy, and economic models for gaining a better understanding of this leading U.S. industry.

Traditionally, counterfeit deterrent features restricted counterfeiting to only the dedicated craftsman. With the advent of highly sophisticated reprographic systems, this is no longer true. Redesign of U.S. banknotes is necessary in order to incorporate additional features aimed at discouraging counterfeiting using advanced copiers-scanners-printers. This volume evaluates a large number of such features while recommending a comprehensive national strategy for anticipating and responding to counterfeiting threats.

The Committee on Currency Features for the Visually Impaired evaluated features that could be incorporated in the production of U.S. banknotes that would enable blind and visually disabled people to more easily determine the denomination of a banknote. This volume describes several features and the assessment methodology used to determine which features could be recommended for inclusion in the short term, which could be recommended for research and possible inclusion in future currency redesigns, and which features were impractical for use in U.S. banknotes. Also included is an outline of the various types of visual disabilities that impair an individual's ability to denominate banknotes. Recommended features and areas of research are described in detail. Banknote and other security document producers, and people interested in addressing needs and opportunities for visually disabled people in the United States will find this book useful.

In 1995 the National Academy of Engineering (NAE) initiated the Frontiers of Engineering Symposium program, which every year brings together 100 of the nation's future engineering leaders to learn about cutting-edge research and technical work in different engineering fields. On September 14-16, 2000, the National Academy of Engineering held its sixth Frontiers of Engineering Symposium at the Academies'Beckman Center in Irvine, California. Symposium speakers were asked to prepare extended summaries of their presentations, and it is those papers that are contained here. The intent of this book, and of the five that precede it in the series, is to describe the content and underpinning philosophy of this unique meeting and to highlight some of the exciting developments in engineering today.

This report examines the operations of the APT, reviews its extensive assessment program, and provides NRC Committee findings concerning the ATP's operations and recommendations for potential improvements to the program. The report includes a summary of a major conference held in April 2000 as well as seven papers, including surveys of the industry participants or users of the ATP program, a summary of the results of fifty awards, detailed assessments of major joint ventures, and a description of the current selection process. It is the most comprehensive study to date of the program's origins, operations, achievements, and assessment. Its conclusion: the program works.

With discussion on how paper conservation procedures work, how they are put to use, and how deterioration may be prevented, this comprehensive volume examines how vast quantities of documentation can best be preserved. It provides detailed information and recommendations about various preservation methods, including mechanical copying, photographic film, magnetic recording, and optical disk recording, and on the expected useful lives of each. Also included are a method for scoring and assessing the condition of collections and a decision tree that provides a guide for orderly progress in preserving a collection of documents. The U.S. Army Combat Capabilities Development Command (DEVCOM) Amy Research Laboratory (ARL) focuses on cutting-edge scientific discovery, technological innovation, and transition of knowledge products that offer great potential to strengthen the U.S. Army. The mission of the ARL is to operationalize science for transformational overmatch in support of persistent Army modernization. At the request of the DEVCOM Army Research Laboratory, this report provides an assessment of the scientific and technical quality of the ARL, with findings and recommendations related to the quality of ARL research, development, and analysis programs.

Since 1959, the National Institute of Standards and Technology (NIST) has annually enlisted the National Academies of Sciences, Engineering, and Medicine to convene expert panels comprising individuals from academia, industry, and various scientific and engineering fields. Their primary task is to evaluate the quality and efficacy of the six NIST measurements and standards laboratories, as well as the sufficiency of resources available to these laboratories. This report assesses the NIST Center for Neutron Research (NCNR), with a focus on scientific and technical programs; portfolio of scientific and technical expertise; the adequacy of the budget, facilities, instrumentation, and human resources; and the effectiveness of NCNR dissemination efforts.

Facial recognition technology is increasingly used for identity verification and identification, from aiding law enforcement investigations to identifying potential security threats at large venues. However, advances in this technology have outpaced laws and regulations, raising significant concerns related to equity, privacy, and civil liberties. This report explores the current capabilities, future possibilities, and necessary governance for facial recognition technology. Facial Recognition Technology discusses legal, societal, and ethical implications of the technology, and recommends ways that federal agencies and others developing and deploying the technology can mitigate potential harms and enact more comprehensive safeguards.

Engineering advances economic growth, enhances manufacturing capacity, enhances infrastructure resilience, improves healthcare, and strengthens national security. However, the impact of engineering research - and, by extension, engineering education - is often hidden from the public eye. Promoting comprehension of how engineering affects society is thus a crucial aspect of garnering and sustaining public backing of policies aimed at ensuring that technology continues to serve the greater good of humanity. One part of this effort is highlighting the pivotal role of federal support of engineering research. Such support furnishes researchers with the necessary resources to pursue ambitious projects, fostering exploration into fundamental questions, groundbreaking technology and engineered systems developments, and practical applications. Since its inception in 1950, the National Science Foundation (NSF)—an independent federal agency—has played a critical role in funding cutting-edge research, including in engineering. At the request of NSF, Impacts of National Science Foundation Engineering Research Support on Society explores how investment in engineering research and education has led to positive societal impacts, focusing on the stories of the people responsible for these impacts. This report presents clear, compelling narratives for the public about the sources and effects of engineering innovations and offer recommendations on how to bring this information to the attention of diverse audiences.

The U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL) is the U.S. Army's sole fundamental research laboratory focused on cutting-edge scientific discovery and technological innovation that offer great potential to strengthen the U.S. Army. The mission of ARL is to operationalize science for transformational overmatch in support of persistent Army modernization. This report presents findings and recommendations related to the quality of ARL's research, development, and analysis programs for the following four ARL competencies: electromagnetic spectrum sciences, energy sciences, mechanical sciences, and military information sciences.

Schools, workplaces, businesses, and even homes are places where someone could be subjected to particulate matter (PM) – a mixture of solid particles and liquid droplets found in the air. PM is a ubiquitous pollutant comprising a complex and ever-changing combination of chemicals, dust, and biologic materials such as allergens. Of special concern is fine particulate matter (PM2.5), PM with a diameter of 2.5 microns (<0.0001 inch) or smaller. Fine PM is small enough to penetrate deep into the respiratory system, and the smallest fraction of it, ultrafine particles (UFPs), or particles with diameters less than 0.1 micron, can exert neurotoxic effects on the brain. Overwhelming evidence exists that exposure to PM2.5 of outdoor origin is associated with a range of adverse health effects, including cardiovascular, pulmonary, neurological and psychiatric, and endocrine disorders as well as poor birth outcomes, with the burden of these effects falling more heavily on underserved and marginalized communities. Health Risks of Indoor Exposure to Fine Particulate Matter and Practical Mitigation Solutions explores the state-of the-science on the health risks of exposure to fine particulate matter indoors along with engineering solutions and interventions to reduce risks of exposure to it, including practical mitigation strategies. This report offers recommendations to reduce population exposure to PM2.5, to reduce health impacts on susceptible populations including the elderly, young children, and those with pre-existing conditions, and to address important knowledge gaps.

Since 1959, the National Institute of Standards and Technology (NIST) has annually commissioned the National Academies of Sciences, Engineering, and Medicine to assess its various measurements and standards laboratories. This report appraises the Physical Measurement Laboratory (PML), assessing four divisions of PML situated at the NIST Boulder campus: the Applied Physics Division, the Time and Frequency Division, the Quantum Electromagnetics Division, and the Quantum Physics Division. The report compares the caliber of research at PML with similar international programs to determine whether programs adequately align with its objectives; assesses the range of scientific and technical expertise available within PML; considers the budget, facilities, equipment, and Human Resources to bolster PML technical endeavors and contribute to the fulfillment of its goals; and assesses the efficacy of PML methods for disseminating the products of its work.

The Materials Genome Initiative (MGI) was launched in 2011 by the White House Office of Science and Technology Policy to help accelerate the design, discovery, development and deployment of advanced materials and to reduce costs through the integration of advanced computation and data management with experimental synthesis and characterization. A broad range of federal agencies - including the National Science Foundation (NSF), the Department of Energy, and the Department of Defense - are part of the MGI effort and have invested more than $1 billion in resources and infrastructure accumulative since the start. The efforts of NSF have been focused largely within the Designing Materials to Revolutionize and Engineer Our Future (DMREF) program, which supports the development of fundamental science, computational and experimental tools for generating and managing data, and workforce that enable industry and other government agencies to develop and deploy materials that meet societal needs and national priorities. At the request of NSF, this report evaluates the goals, progress, and scientific accomplishments of the DMREF program within the context of similar efforts both within the United States and abroad. The recommendations of this report will assist NSF as it continues to increase its engagement with industry and federal agencies to transition the results from fundamental science efforts to reach the MGI goal of deploying advanced materials at least twice as fast as possible today, at a fraction of the cost that meet national priorities.

Since 1959, the National Institute of Standards and Technology (NIST) has annually engaged the National Academies of Sciences, Engineering, and Medicine to assemble panels of experts to assess the quality and effectiveness of the NIST measurements and standards laboratories as well as the adequacy of the laboratory resources. This report assesses the Material Measurement Laboratory (MML), with a focus on technical programs, quality of research, scientific and technical expertise, dissemination products and strategies, and how well budget, facilities, equipment, and human resources support technical programs and MML objectives.

The United States real property portfolio is critical infrastructure that provides places and means for the federal government to operate and generate the products, services, security, and assurances that contribute to national prosperity and values. This report identifies broad-based, practical, and compelling strategies for securing continuing investment in the renewal of federal real properties and portfolios. Strategies to Renew Federal Facilities focuses on the how- not the what - for adapting, repurposing, restoring, recapitalizing, and replacing real property assets.

Since its establishment in 1970, the mission of the Environmental Protection Agency is to protect human health and the environment. EPA develops regulations, ensures compliance, and issues policies, in coordination with state, tribal, and local governments. To accomplish its mission, EPA should be equipped to produce and access the highest quality and most advanced science. The Office of Research and Development (ORD) provides the scientific bases for regulatory and public health policies that have broad impacts on the nation's natural resources and quality of human life, and that yield economic benefits and incur compliance costs for the regulated community. In addition, ORD develops the agency core research capabilities, providing tools and methods for meeting current and anticipating future environmental challenges, such as the risks to health and the environment posed by climate change. Because challenges associated with environmental protection today are complex and affected by many interacting factors, the report points to the need for a substantially broader and better integrated approach to environmental protection. This report calls for EPA ORD to pursue all of its scientific aims in a new framework—to apply systems thinking to a One Environment? One Health approach in all aspects of ORD work. To accomplish this, the report provides actionable recommendations on how ORD might consider incorporating emerging science and systems thinking into the agency research planning, so that ORD can become an increasingly impactful organization. The report identifies a number of high-priority recommendations for ORD to pursue in taking advantage of a broad range of advanced tools, in concert with collaborators in other federal agencies and the broader scientific community. Given the resource constraints, the report recognizes that ORD will have to make decisions about priorities for implementing its recommendations, and that ORD leadership is in the best position to set those priorities as implementation begins. The report concluded by stating that shifting to a systems-thinking approach will require renewed support from science leadership, enhanced strategic planning, investment in new and broader expertise and tools, and a reimagined and inclusive commitment to communication and collaboration.

On August 18-19, 2022, the National Academy of Engineering (NAE) held a symposium to explore how support of fundamental engineering and engineering education research by the National Science Foundation (NSF) has led to positive societal and economic impacts. The symposium - which was sponsored by the NSF Directorate for Engineering - was held to provide input to the NAE Committee on Extraordinary Engineering Impacts on Society as part of a larger effort to develop clear, compelling narratives for the public about the sources and effects of engineering innovations. Speakers at the symposium shared their personal stories and provided insights on how engineers influence not only technology and the national infrastructure but the economy, population health, manufacturing, disaster resilience, and many other aspects of daily life. This publication summarizes the presentations and discussion of the symposium.

Steel is a common component of U.S. infrastructure, but that steel can corrode when buried in soil, rock, or fill. Steel corrosion is estimated to cost the United States 3-4 percent of its gross domestic product every year, and it can lead to infrastructure failure, loss of lives, property, disruption of energy and transportation systems, and damage to the environment. Although the mechanisms of steel corrosion are well understood, limited data on subsurface corrosion and the inability to measure corrosivity directly make accurate corrosion prediction through modeling a challenge. When hazardous levels of corrosion does occur, it is difficult to determine whether the cause was related to site selection, engineering decisions, changes in subsurface conditions, or a combination of these factors. This report explores the state of knowledge and technical issues regarding the corrosion of steel used for earth applications (e.g., for ground stabilization, pipelines, and infrastructure foundations) in unconsolidated earth or rock in different geologic settings. The report summarizes mechanisms of steel corrosion, assesses the state of practice for characterizing factors in the subsurface environment that influence corrosion and corrosion rates, and assesses the efficacy and uncertainties associated with quantitative, field, and laboratory methods for predicting corrosion. The industries and experts most involved with managing buried steel should collaborate to improve multidisciplinary understanding of the processes that drive buried steel corrosion. Developing a common lexicon related to buried steel corrosion, generating new data on corrosion through collaborative long-term experiments, sharing and managing data, and developing new data analytical techniques to inform infrastructure design, construction, and management decisions are key. Industries, experts, and regulators should collaboratively develop decision support systems that guide site characterization and help manage risk. These systems and new data should undergird a common clearinghouse for data on corrosion of buried steel, which will ultimately inform better and more efficient management of buried steel infrastructure, and protect safety and the environment.

The National Academies Board on Mathematical Sciences and Analytics and Board on Infrastructure and the Constructed Environment convened a 3-day public workshop on July 13, 20, and 27, 2022, to explore state-of-the-art analytical tools that could advance urban sustainability through improved prioritization of public works projects. Invited speakers included people working in urban sustainability, city planning, local public and private infrastructure, asset management, and infrastructure investment; city officials and utility officials; and statisticians, data scientists, mathematicians, economists, computer scientists, and artificial intelligence/machine learning experts. Presentations and workshop discussions provided insights into new research areas that have the potential to advance urban sustainability in public works planning, as well as the barriers to their adoption. This publication summarizes the presentation and discussion of the workshop.

Communities across the United States are subject to ever-increasing human suffering and financial impacts of disasters caused by extreme weather events and other natural hazards amplified in frequency and intensity by climate change. While media coverage sometimes paints these disasters as affecting rich and poor alike and suggests that natural disasters do not discriminate, the reality is that they do. There have been decades of discriminatory policies, practices, and embedded bias within infrastructure planning processes. Among the source of these policies and practices are the agencies that promote resilience and provide hazard mitigation and recovery services, and the funding mechanisms they employ. These practices have resulted in low-income communities, often predominantly Indigenous people and communities of color, bearing a disproportionate share of the social, economic, health, and environmental burdens caused by extreme weather and other natural disasters. At the request of the Federal Emergency Management Agency (FEMA), the Resilient America Program of the National Academies of Sciences, Engineering, and Medicine convened the Committee on Applied Research Topics for Hazard Mitigation and Resilience to assist the FEMA in reducing the immense human and financial toll of disasters caused by natural hazards and other large-scale emergencies. FEMA asked the committee to identify applied research topics, information, and expertise that can inform action and collaborative priorities within the natural hazard mitigation and resilience fields. This report explores equitable and infrastructure investments for natural hazard mitigation and resilience, focusing on: partnerships for equitable infrastructure development; systemic change toward resilient and equitable infrastructure investment; and innovations in finance and financial analysis.

Advances in materials science and engineering play a crucial role in supporting the U.S. economy and national security. To maintain its leading edge in the field, the United States relies on a rich and diverse innovation ecosystem encompassing industry, academic institutions, and government laboratories. While this ecosystem has generated numerous gains for defense agencies, the technology sector, consumers, and the country as a whole over many decades, recent years have brought new challenges and a shifting global dynamic in the field. The United States, long a global magnet for science, technology, engineering, and mathematics education and expertise, has seen its competitive edge slip as other countries in Europe and Asia have increased their investments in cultivating science and engineering talent and innovation. In 2020, the emergence of the COVID-19 pandemic caused far-reaching disruptions for both education and supply chains across the world, compounding many of the dynamics that were already affecting materials science and engineering in the United States. To explore these issues, the Workshop on Materials Science and Engineering in a Post-Pandemic World was organized as part of a workshop series on Defense Materials Manufacturing and Its Infrastructure. Hosted by the National Academies of Sciences, Engineering, and Medicine, the virtual event brought together approximately 30 speakers and attendees representing materials science, engineering, and manufacturing experts from industry, academia, and government agencies. The 3-day workshop explored education and workforce trends across the nation and the globe, with particular focus on the U.S. Department of Defense and university-government collaborations. Participants discussed how the COVID-19 pandemic has affected science and engineering education, opportunities to reimagine traditional education for the field, and the imperative to develop a more diverse workforce. Several speakers presented their views on what the post-pandemic future may hold, and many offered perspectives on key concerns and priorities for the field moving forward. This publication summarizes the presentations and discussion of the workshop.

Over the past century, the work of chemical engineers has helped transform societies and the lives of individuals, from the synthetic fertilizers that helped feed the world to the development of novel materials used in fuels, electronics, medical devices, and other products. Chemical engineers'ability to apply systems-level thinking from molecular to manufacturing scales uniquely positions them to address today's most pressing problems, including climate change and the overuse of resources by a growing population. New Directions for Chemical Engineering details a vision to guide chemical engineering research, innovation, and education over the next few decades. This report calls for new investments in U.S. chemical engineering and the interdisciplinary, cross-sector collaborations necessary to advance the societal goals of transitioning to a low-carbon energy system, ensuring our production and use of food and water is sustainable, developing medical advances and engineering solutions to health equity, and manufacturing with less waste and pollution. The report also calls for changes in chemical engineering education to ensure the next generation of chemical engineers is more diverse and equipped with the skills necessary to address the challenges ahead.

At the forum held during the 2021 annual meeting of the National Academy of Engineering, distinguished engineers gathered virtually to explore the roles that engineers can play in both mitigating and helping society adapt to climate change. Through a series of brief presentations and responses to questions from the moderator and the forum audience, the speakers discussed many of the issues at the forefront of climate-related engineering practice and policy today. This publication highlights the presentation and discussion of the event.

The Material Measurement Laboratory (MML) of the National Institute of Standards and Technology (NIST) comprises six technical divisions and two offices. The two offices manage programs related to NIST standard reference materials and NIST data products or standard reference data. The technical divisions engage in research and development of the measurement science, standards, technology, and data required to support the nation's need to design, develop, manufacture, and use materials. These divisions interact extensively with both industry and public institutions to advance the economy and provide tools for the creation of knowledge. This report assesses the scientific and technical work performed by the NIST Material Measurement Laboratory and makes actionable recommendations to support MML in the achievement of its objectives.

Climate change is creating impacts that are widespread and severe for individuals, communities, economies, and ecosystems around the world. While efforts to reduce emissions and adapt to climate impacts are the first line of defense, researchers are exploring other options to reduce warming. Solar geoengineering strategies are designed to cool Earth either by adding small reflective particles to the upper atmosphere, by increasing reflective cloud cover in the lower atmosphere, or by thinning high-altitude clouds that can absorb heat. While such strategies have the potential to reduce global temperatures, they could also introduce an array of unknown or negative consequences. This report concludes that a strategic investment in research is needed to enhance policymakers'understanding of climate response options. The United States should develop a transdisciplinary research program, in collaboration with other nations, to advance understanding of solar geoengineering's technical feasibility and effectiveness, possible impacts on society and the environment, and social dimensions such as public perceptions, political and economic dynamics, and ethical and equity considerations. The program should operate under robust research governance that includes such elements as a research code of conduct, a public registry for research, permitting systems for outdoor experiments, guidance on intellectual property, and inclusive public and stakeholder engagement processes.

At the request of the National Institute of Standards and Technology (NIST), the National Academies of Sciences, Engineering, and Medicine has, since 1959, annually assembled panels of experts from academia, industry, medicine, and other scientific and engineering environments to assess the quality and effectiveness of the NIST measurements and standards laboratories, as well as the adequacy of the laboratories'resources. This report assesses the scientific and technical work performed by the NIST Physical Measurement Laboratory in the Quantum Measurement Division, Radiation Physics Division, Sensor Science Division, Microsystems and Nanotechnology Division, and Nanoscale Device Characterization Division.

The National Academies of Sciences, Engineering, and Medicine's Army Research Laboratory Technical Assessment Board (ARLTAB) provides biennial assessments of the scientific and technical quality of the Army Research Laboratory (ARL). These assessments include the development of findings and recommendations related to the quality of ARL's research, development, and analysis programs. 2019-2020 Assessment of the Army Research Laboratory reviews the following research core competencies of ARL: human sciences, network and information sciences, computational sciences, materials and manufacturing sciences, and propulsion sciences. This biennial report summarizes the findings of the ARLTAB from reviews conducted in 2019 and 2020.

Current von Neumann style computing is energy inefficient and bandwidth limited as information is physically shuttled via electrons between processor, short term non-volatile memory, and long-term storage. Biologically inspired neuromorphic computing, with its inherent autonomous learning capabilities and much lower power requirements based on analog processing, is seen as an avenue for overcoming these limitations. The development of nanoelectronic'memory resistors', or memristors, is essential to neuromorphic architectures as they allow logic-based elements for information processing to be combined directly with nonvolatile memory for efficient emulation of neurons and synapses found in the brain. Memristors are typically composed of a switchable material with nonlinear hysteretic behavior sandwiched between two conducting encoding elements. The design, dynamic control, scaling and fundamental understanding of these materials is essential for establishing memristive devices. To explore the state-of-the-art in the materials fundamentally underlying memristor technologies: their science, their mechanisms and their functional imperatives to realize neuromorphic computing machines, the National Academies of Sciences, Engineering, and Medicine's Board on Physics and Astronomy convened a workshop on February 28, 2020. This publication summarizes the presentation and discussion of the workshop.

Emerging techniques in data analytics, including machine learning and artificial intelligence, offer exciting opportunities for advancing scientific discovery and innovation in materials science. Vast repositories of experimental data and sophisticated simulations are being utilized to predict material properties, design and test new compositions, and accelerate nearly every facet of traditional materials science. How can the materials science community take advantage of these opportunities while avoiding potential pitfalls? What roadblocks may impede progress in the coming years, and how might they be addressed? To explore these issues, the Workshop on Data Analytics and What It Means to the Materials Community was organized as part of a workshop series on Defense Materials, Manufacturing, and Its Infrastructure. Hosted by the National Academies of Sciences, Engineering, and Medicine, the 2-day workshop was organized around three main topics: materials design, data curation, and emerging applications. Speakers identified promising data analytics tools and their achievements to date, as well as key challenges related to dealing with sparse data and filling data gaps; decisions around data storage, retention, and sharing; and the need to access, combine, and use data from disparate sources. Participants discussed the complementary roles of simulation and experimentation and explored the many opportunities for data informatics to increase the efficiency of materials discovery, design, and testing by reducing the amount of experimentation required. With an eye toward the ultimate goal of enabling applications, attendees considered how to ensure that the benefits of data analytics tools carry through the entire materials development process, from exploration to validation, manufacturing, and use. This publication summarizes the presentations and discussion of the workshop.

National Institute of Standards and Technology (NIST) Engineering Laboratory has a long and distinguished record of technological leadership, innovation, and experience in providing analysis and solutions to large and small problems. Engineering Laboratory research quality is exemplified by the programs'science-based tools and outputs. This report assesses the scientific and technical work performed by the NIST Engineering Laboratory and presents findings, conclusions, and recommendations to advance the mission and vision of NIST with a focus on strategic thinking and planning to support long-term efforts.

The 2020 Annual Meeting of the National Academy of Engineering took place under the most unusual circumstances in the Academy's 56-year history. In January 2020 the first few cases of a respiratory illness caused by a newly identified coronavirus were reported in the United States. By March, COVID-19 had become a global pandemic. As soon as the first few cases were reported, engineers began working wiith scientists, medical professionals, and others in the public and private sector to address needs generated by the pandemic. They brought automation, process control, and artificial intelligence to the production of protective equipment, diagnostics, and therapeutics. They established robust supply chains of critical materials. They strengthened the communication technologies and platforms that allowed people to telework and keep in touch with friends and family members. The 2020 annual meeting was held virtually. The two main plenary presentations, delivered by David Walt, the Hansjörg Wyss Professor of Biologically Inspired Engineering at Harvard Medical School, and Pam Cheng, executive vice president of global operations and information technology for AstraZeneca, focused on the critical role of engineers in responding to the epidemic. Similarly, the annual forum, held the next day and organized by NAE executive officer Al Romig, Jr., and a distinguished organizing committee, was entitled'Engineering for Pandemics: Preparedness, Response, and Recovery'. The plenary and forum presentations, which are summarized in this volume, abundantly demonstrate the essential functions that engineers have performed in responding to the virus. They also reveal the lessons derived from engineering that must be absorbed to prepare effectively for future pandemics and for other disasters, expected and unexpected, that will certainly occur in the future.

Design and Analysis of Integrated Manufacturing Systems is a fresh look at manufacturing from a systems point of view. This collection of papers from a symposium sponsored by the National Academy of Engineering explores the need for new technologies, the more effective use of new tools of analysis, and the improved integration of all elements of manufacturing operations, including machines, information, and humans. It is one of the few volumes to include detailed proposals for research that match the needs of industry.

In an effort to develop relationships and promote dialogue and community exchange, the National Academies'Resilient America Roundtable—in partnership with the American Society of Civil Engineers (ASCE), Structural Engineering Institute (SEI), and the Advances in Information Technology Committee—co-hosted a one-day workshop on September 26, 2017. The event brought together experts, practitioners, and researchers from the public, private, and academic sectors to: 1) enhance resilience and promote faster recovery by exploring the role of advanced technologies and structural performance data in existing infrastructure and built systems; 2) discuss the future role of advanced technologies and design practice in promoting community resilience; and 3) identify research gaps or opportunities in development and use of advanced technologies and design for building resilient infrastructure. This publication summarizes the presentations and discussions from the workshop.

Global advances in medicine, food, water, energy, microelectronics, communications, defense, and other important sectors of the economy are increasingly driven by discoveries in nanoscience and the development of nanotechnologies. Engaging the nanoscience and technology community in the crafting of national priorities, developing novel approaches for translating fundamental discovery to a technology readiness level appropriate for venture/industry funding, increasing domestic student interest in nanoscience to expand the workforce pipeline, and exploring new ways of coordinating the work of the National Nanotechnology Initiative (NNI) are all imperatives if the United States is to fully reap the societal benefits of nanotechnology. A Quadrennial Review of the National Nanotechnology Initiative provides a framework for a redesign of the NNI and its coordination with the goal of achieving a U.S. resurgence in nanotechnology. This report makes recommendations to improve the value of the NNI's research and development strategy and portfolio to the economic prosperity and national security of the United States.

The National Institutes of Health (NIH) is the primary agency of the United States government responsible for biomedical and public health research. Founded in the late 1870s, NIH has produced extraordinary advances in the treatment of common and rare diseases and leads the world in biomedical research. It is a critical national resource that plays an important role in supporting national security. The 310-acre Bethesda campus supports some 20,000 employees and contractors, and it contains more than 12 million square feet of facilities divided amongst nearly 100 buildings, including the largest dedicated research hospital in the world. The Bethesda campus supports some of the most sophisticated and groundbreaking biomedical research in the world. However, while some new state-of-the-art buildings have been constructed in recent years, essential maintenance for many facilities and the campus overall has been consistently deferred for many years. The deteriorating condition of NIH's built environment is now putting its ability to fulfill its mission at substantial risk. Managing the NIH Bethesda Campus's Capital Assets for Success in a Highly Competitive Global Biomedical Research Environment identifies the facilities in greatest need of repair on the Bethesda campus and evaluates cost estimates to determine what investment is needed for the NIH to successfully accomplish its mission going forward.
