Following the thematic divisions of the first three volumes of Alfred Schutz's Collected Papers into The Problem of Social Reality, Studies in Social Theory and Phenomenological Philosophy, this fourth volume contains drafts of unfinished writings, drafts of published writings, translations of essays previously published in German, and some largely unpublished correspondence. The drafts of published writings contain important material omitted from the published versions, and the unfinished writings offer important insights into Schutz's otherwise unpublished ideas about economic and political theory as well as the theory of law and the state. In addition, a large group contains Schutz's reflections on problems in phenomenological philosophy, including music, which both supplement and add new dimensions to his published thought. All together, the writings in this volume cover Schutz's last 15 years in Europe as well as manuscripts written after his arrival in the USA in 1939. Audience: Students and scholars of phenomenology, social theory and the human sciences in general.

History is one of the main aspects that shapes a country's culture and leaves its traces on the built environment in the form of an architectural heritage. Such a heritage records the existence of humans, their past endeavours and in doing so preserves their cultures and traditions for future generations and contributes to the formation of their identities by acting as an inspiration for their architectural achievements. From this perspective, conservation of architectural heritage becomes important to both current and future architectural endeavours. This book discusses several topics of great importance and relevance to the conservation of worldwide architectural heritage. From historic cities and cultural landscapes to some of the largest archaeological sites in the world, conserving such a legacy is a challenging task that requires commitment, effort and international cooperation that this book proves possible. The book has an abundance of information thatundoubtedly covers major areas in the field of architecture heritage. It discusses the challenges faced in the field and demonstrates the importance of such an undertaking to individuals, communities, and cities'identity all over the world. It also highlights the role of individuals and organizations in the precise and complex process of conserving architectural heritage.

In the essays that follow, Fred Berger argues for freedom of expression, civil disobedience, affirmative action and what he calls liberal judicial activism and against sex-role stereotyping, paternalism and the censorship of pornography. Underlying his liberalism is a unified theory. That theory consists of a conception of rights, a theory of value and a theory of government. The conception of a right that Berger defends derives from J ohn Stuart Mill and is captured by what he calls'the rights­ formula': to have a right is to have important interests that society ought to protect as a matter of general rule (pp. 2, 7, 17-18, 19, 95). Since rights are to be protected by general rule, case-by-case consideration of consequences is ruled out (pp. 3, 18, 96) and neither modest increases in the general welfare, nor majority opinion, can justify the violation of a right (pp. 14-15; 17-18). Berger combines this view of the nature of a right with an objective theory of value according to which the important interests that ought to be protected are ones that people have'whether they know them or not, whether they desire that in which they have an interest or not'(p.

I. Until about a dozen years ago, the economic analysis of the relationship between political preferences and political demands was a rather straightforward, if dull, subject. The most common assumption was that the only political instrument available to citizens was the vote. Given this assumption, the analyst could express the outcome of the voting process in one of two ways. One possibility was to make the heroic assumptions necessary to obtain the median voter theorem, in which case, the political demands of the citizenry are simply the preferences of the median voter. The alternative was to make Arrow's Impossibility Theorem in which case even though individual preferences are well ordered, no collective preference function exists. On either of these approaches, institutions such as interest groups, political parties, or the structures ofpolitical representation played no role in the analysis. The work of'Chicago'scholars especially George Stigler, Gary Becker and Sam Peltzman took a different approach and emphasized the importanceoforganizationinmakingpoliticaldemandseffective, shifting thefocus from voting topolitical'pressure'byinterestgroups. However, in these models, voting as an instrument of political action simply disappears and the relationship between interest group pressures and electoral processes has never been clarified.

Monetary Policy in a Converging Europe covers the most important monetary issues in the transition towards an Economic and Monetary Union in Europe, containing contributions from renowned experts in relevant research and policy areas. Among other things, the contributions discuss the scope for inflation targeting, monetary interdependencies within the `core'ERM countries, money demand within the European Union, the difference between the monetary transmission mechanisms in the various European countries, and the preferred exchange rate policy in Stage Two of EMU. The book provides an excellent overview of current issues for anyone interested in monetary policy in a converging Europe.

This book comprises the proceedings of the TEQIP III Sponsored 2nd International Conference on “Gender Equity: Challenges and Opportunities” (2nd ICOGECAO 2020 -Virtual Mode), held at Sardar Vallabhbhai National Institute of Technology, Surat, Gujarat, India, from 25 to 27 November 2020. ICOGECAO provided a platform for researchers from multiple countries to present their views about the challenges associated with gender equity. Gender equity is one of the seventeen Sustainable Development Goals (SDG 5) set up by the United Nations in 2015, to promote and empower all genders equally. The proceedings strongly support the ideas of gender neutrality and blow out the mind-set of limiting gender studies to only women rights. They offer a collection of articles that break the stereotypes and myths often wrongly associated with gender. The ideas in the presented papers highlight gender-based discriminations, ask important questions and share facts that encompass beyond the so-called boundary lines. The authors contributed on various topics including but not limited to violence, crime, discrimination, and abuse against women and LGBTQ+ community. The basic motive of the presented book is to incorporate ideas and contribute to the sensitization and education about the important yet often neglected issues of gender equality. Thus, this book proves to be an essential resource for educators and researchers working in the field of gender studies. The work presents challenges caused due to COVID-19, social media, popular culture and work–life balance and explores empowerment through law, skills, technology and media. Some interesting case studies highlighted gender discrimination in science, sports and law. A variety of papers on literary texts were examined from a gender lens. The proceeding is divided into five subsections: 1. law, 2. literature, 3. management, 4. sociology and 5. social studies. The proceeding provides a wider perceptive and visuals about the scenarios which needs attention. The ideas presented will be helpful for achieving the sustainable development goal of gender equity to a greater extent.

This proceedings book presents papers from the 10th Cambridge Workshops on Universal Access and Assistive Technology. The CWUAAT series of workshops have celebrated a long history of interdisciplinarity, including design disciplines, computer scientists, engineers, architects, ergonomists, ethnographers, ethicists, policymakers, practitioners, and user communities. This reflects the wider increasing realisation over the long duration of the series that design for inclusion is not limited to technology, engineering disciplines, and computer science but instead requires an interdisciplinary approach. The key to this is providing a platform upon which the different disciplines can engage and see each other's antecedents, methods, and point of view.This proceedings book of the 10th CWUAAT conference presents papers in a variety of topics includingReconciling usability, accessibility, and inclusive design;Designing inclusive assistive and rehabilitationsystems;Designing cognitive interaction with emerging technologies;Designing inclusive architecture;Data mining and visualising inclusion;Legislation, standards, and policy in inclusive design;Situational inclusive interfaces; andThe historical perspective: 20 years of CWUAAT.CWUAAT has always aimed to be inclusive in the fields that it invites to the workshop. Business cases and urgent environmental issues such as sustainability and transportation should now be a focus point for inclusion in an increasingly challenging world. This proceedings book continues the goal of designing for inclusion, as set out by the CWUAAT when it first started.

This book is based on an initiative made by the European Space Policy Institute, the European Centre for Space Law and the German Aerospace Center. Students and young professionals worlwide were invited to submit a paper on this topic analyzing and discussing relevant aspects on either environment, economy, security, licencing, or control. The best papers have been included in this volume.

This Festschrift was'presented'in electronic form to Buchanan on the occasion of his eightieth birthday on October 3, 1999, after dinner in Fairfax, Virginia. As one might have expected, the response to our call for papers was vo­ luminous. In looking over the many contributions, we felt that a'published'Festschrift was also possible and fitting for the eightieth birthday of so prodi­ gious and influential a scholar as Professor Buchanan. To that end we have assembled the following volume. In selecting the papers to be included here we have basically tried to choose those papers which in some way bear on Buchanan's contributions. Perfectly good papers about issues not related to Buchanan's research agenda or not referring directly to Buchanan's work were not included. Space constraints did not allow universal coverage, so choices had to be made. It should be stated clearly that these were our choices based on the criterion that the contribution be relevant to Buchanan's work. Buchanan had nothing whatsoever to do with the selection of papers for this volume. Once choices had been made, we arranged the papers by subject matter ranging from various aspects of Buchanan's work in economics, political science, philosophy, and related areas, to some more personal recollections of Jim as a professor, friend, and colleague. Including the latter material was also our decision, and this probably represents a choice with which Jim would not have agreed. We think, however, that the reader will find these pieces interesting and informative.

Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

European Consumer Policy after Maastricht raises both `horizontal'and `vertical'issues of consumer policy in the European Community and associated countries. The work was prompted by three important `constitutional'events in Europe: the completion of the Internal Market on 31 December 1992, the adoption of the Maastricht Treaty on Political Union, and the conclusion of the Agreement on the European Economic Area (EEA). The `horizontal'papers in Part I are concerned both with analyzing the `acquis'of consumer policy in Europe and with new directions as well as obstacles. The keynote paper by Micklitz and Weatherill gives an overall analysis of the political and legal bases of consumer policy from both the Internal Market and the Political Union perspectives. It is followed by two papers on subsidiarity by Gibson and Dahl which take up and clarify a somewhat confusing and irritating discussion in the EC. Lothar Maier is concerned with the function and role of the Consumer's Consultative Council in the EC of which he is the President; Monique Goyens with the opportunities and especially the shortcomings of consumer interest lobbying in the EC by her association, BEUC. The papers by Schmitz, Micklitz, Wilhelmsson and Krämer raise controversial and still unresolved policy and legal issues which go beyond traditional consumer policy via directives, e.g. in commercial marketing, cross-border litigation, contract law matters and conflicts between consumer and conflicts between consumer and environmental policy. Part II is concerned with national perspectives. The individual country reports relate to the EC and EEA countries and to Switzerland. They document the diverse -- sometimes protective, sometimes disturbing -- impact of EC lawmaking on national legislation, court practice and enforcement. They demonstrate that law harmonization is a painstaking process towards the goal of creating a European legal area withcommon protective standards.

An Approach to Rights contains fifteen previously published but mostly inaccessible papers that together show the development of one of the more important contemporary theories of the nature, grounds and practical implications of rights. In a long retrospective essay, Carl Wellman explains what he was trying to accomplish in each paper, how far he believes that he succeeded and where he failed. Thus the author provides a critical perspective both on his own theory and on alternative theories from which he borrows, or that he rejects. These essays identify the problems any adequate theory of rights must solve, describe the more plausible solutions and weigh the merits of each. They will be of special interest to any reader concerned with legal theory, moral philosophy or any branch of applied ethics or social policy in which appeals to rights are frequently made but seldom rationally satisfactory.

It has taken a long time to make this book. Many initial drafts of the chapters published in this book were presented in November 2000 during a two-day conference on Interactive governance: towards a post-parliamentary democracy held in Enschede (The Netherlands). The Netherlands Institute of Governance (NIG) sponsored the. conference. After this conference the organisers discussed the possibility of making a book on the basis of papers presented at this event. In the end it was agreed that such a publication would indeed be worthwhile provided the initial papers were fundamentally revised. Moreover it was agreed that also supplementary chapters should be included, in order to strengthen the international comparative perspective. On this basis authors of the conference papers chapters and envisioned new chapters were invited to (re)submit drafts. The completion of the book, however, was unexpectedly halted by the tragic sudden death of our co-editor and dear friend Oscar van Heffen. In his lifetime he was the driving force behind this project. Without his efforts, insightful comments and helpful suggestions this book, in its present form, would never have been published. As such we dedicate this volume to his memory, the completion of the book being an honorary debt to our friend and his wife Mirjan.

This volume is the proceedings of a symposium entitled'Bottom Line Results from Strategic Human Resource Planning'which was held at Salve Regina University, Newport, Rhode Island on June 11-14, 1991. The meeting was sponsored by the Research Committee of the Human Resource Planning Society (HRPS). In developing the agenda, the Research Committee continued the approach used in previous HRPS research symposia. The focus of these meetings is on the linkage ofthe state-of-practice with the state-of-the-art. Particular attention was placed on research studies which were application oriented so that member organizations can see examples of ways to extend current practices with the knowledge presented by the applications. The meeting had sessions on: (1) The Strategic Role of Human Resources, (2) Globalization, (3) Downsizing, (4) Quality as a Strategic Human Resource Issue, (5) Forecasting Human Resource Needs, and (6) Managing People to Build Competitive Advantage. Twenty six papers were presented with discussion periods at appropriate points in the meeting. This volume contains twenty two ofthese papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arranged. Thanks are in order for all who contributed to the success of the meeting.

This book contains the papers that were presented in 1994 at the conference'Transaction Cost Economics and Beyond'organized by GRASP at the Tinbergen Institute in Rotterdam. It is generally recognized that transaction cost economics (TCE) is at the heart of the new theory of the firm. It is a well established research program with a well developed theoretical framework and good results in empirical testing. However, critics consider the approach too limited to understand the essential characteristics of such complex organizations like firms. Critics plea convincingly for the need to go beyond the original TCE framework and to develop a more pluralistic approach towards issues of economic organization. The new theory of the firm can only be further developed when scholars are willing to debate the issues in an open-minded, academic way. I thank the participants of the conference very much for putting so much effort in writing their papers and for their contribution to an open and stimulating discussion. It is my wish that this book contributes to the further deve­ lopment of the theory of the firm and that it helps us to a better understan­ ding of the complexities of economic organization. The papers for this special issue were selected from a pool of nearly 700 presentations which were made at the 10th Congress of the World Council of Comparative Education Societies (WCCES), which was held in Cape Town, South Africa, from 12 to 17 July 1998. The congress was hosted by the Southern African Comparative and History of Education Society (SACHES) and held on the campuses of the University of the Western Cape and the University of Cape Town. The papers were selected by the convenors of the conference's standing commissions, which provided a significant focus for the conference proceedings. These commissions were on the following themes: Teachers and teacher education Curriculum - Higher education - Lifelong learning - Language, literacy and basic education - Gender and education Policy - Theory and theory shifts Basic education in Africa Peace and Justice Dependency European Education Policy Research in Africa Culture, Indigenous Knowledge and Learning The papers presented, as the discussion below makes clear, ranged widely in subject matter and theoretical perspective and addressed issues of concern both to individual countries and to regions of the world. While some of the papers use comparison as an approach, it remains a matter of concern that the comparative perspective is so little in evidence. It is hoped that the com­ parative research approach will be more in evidence in the future.

Between 4-7 September 1979, an international workshop on Appropriate Technology (AT) was organized in Delft, Netherlands, by the Center for Appropriate Technology of the Delft University of Technology. Representatives of 24 AT organisations from allover the world held discussions on the role of AT as a factor in development. There were two main objectives of the workshop - to enlarge the understanding of, and knowledge about the processes and conditions essential for the introduction of AT in regional deve­ lopment programs. This was formally referred to as'the implementation of the results of AT research'. -secondly, an evaluation of the theories and models which have been applied for the establishment of these regional development programs. This was formally referred to as'an inventory of AT concepts.'The workshop discussions focussed essentially on three issue areas: technology and development, organisational framework, and education and research. A summary of the conclusions and recommendatjons made by the workshop can be found in Chapter One of this report of the proceedings. All participants were invited, prior to the workshop, to outline their ideas on the subjects listed above, in position papers. Condensed versions of these papers are presented in Chapter Three.

On September 17 and 18, 1998, a conference took place at Mont Tremblant on the theme'Doing Business in a Knowledge-Based Economy.'This conference brought together some hundred participants from government, business and academia, with backgrounds in business administration, engineering, public administration and economics, to provide a multidisciplinary analysis of what has come to be known as the'Knowledge-Based Economy'(KBE). The aim was to come up with suggestions and recommendations about how to do business in a knowledge­ based economy, both at the firm level and at the government level. All presenters were explicitly asked to conclude with policy recommendations. The conference was sponsored by Industry Canada and organized by the Centre of Interuniversity Research on the Analysis of Organizations (CIRANO). The conference papers offered U.S., Canadian and European perspectives on the management of a knowledge-based economy. This volume is divided into three parts. The papers in part I set the stage by describing the salient features of the KBE. What is so special about it? What are its economic underpinnings? What are its technological characteristics? Knowledge plays a crucial role in a KBE, hence its name. Whereas, in the past, growth was determined primarily by the availability of land, natural resources, labour and capital successively, at the end of the twentieth century, knowledge has become a (if not the) major factor of economic growth.

The International Society for Quality of Life Studies held its first conference in Charlotte, North Carolina in 1997. Participants at the conference were allowed to submit their papers for the present volume. The submitted manuscripts went through a review and revision process, and the papers in this book represent the best articles from that process. Because the society sponsoring this volume is international in character, it is not sur­ prising that the 11 contributions are from 4 different countries: Canada (3), India (1), Netherlands (3), and the United States (4). Thus, the volume is cross-national in authorship, although we hope that future works can include more papers from additional nations. Ten of the eleven papers consider quality of life in terms of some aspect of subjective well-being. The book is broken into three sections: the first section presenting material on broad theories of subjective well­ being, the second section covering how work and income are related to subjective well-being, and the third section containing one chapter on health and one on political representation. I am proud to present these broad-ranging chapters on quality of life.

In May 1999, over 50 distinguished scholars from all over the world gathered to honor Gordon Tullock, one of the most prolific, original, and versatile scholars of his generation. Tullock is best known for his pioneering work in Public Choice, the study of how self-interested individuals interact with governments. Tullock's research in public choice has contributed to the understanding of the decisions made by elected officials and bureaucrats, as well as knowledge and how individuals and pressure groups both inside and outside the government seek to shape it. Public Choice Essays in Honor of a Maverick Scholar: Gordon Tullock includes contributions that were strongly influenced by Tullock's work. His influence on studies of governance is well illustrated by the nine papers in this volume. These papers and the discussion touch upon a broad array of aspects of public choice and of Tullock's research.

Much of the preparation of this book has been generously supported by the Lincoln Institute of Land Policy, Cambridge, Massachusetts. It evolved from a colloquium held in October 1977, under the sponsorship of the Lincoln Institute. The three-day symposium entitled'Land Policy: Making the Value Choices'involved the preparation of major papers and formal discussions, most of which appear here in considerably revised form, along with additional pieces commis­ sioned later. The colloquium was an idea jointly conceived by myself and Edward Wood, a colleague at the time in the Tufts University Program in Urban Social and Environmental Policy. We were concerned about two major limitations in the literature and debates over land use. On the one hand, there was little explicit recognition of the latent values that motivated land use policy. On the other, there was no common forum where people from the different land use fields could discuss the issues and learn from one another. A small group of about two dozen people was invited to the colloquium. Each member was a leading spokesman for a different perspective and area of expertise. All participated formally in some fashion. All the papers were written expressly for the col­ loquium, with the exception of Ann Strong's, which was a keynote address to the American Society of Planning Officials earlier in the year. None of the papers has been published elsewhere.

The meeting was sponsored by the Research Committee of the Human Resource Planning Society (HRPS). In developing the agenda, the Research Committee built upon the format of the previous HRPS research symposia. The intent in these meetings is on the linkage of the state-of-practice with the state-of-the-art. Particular attention was placed on research studies which were application oriented so that member organizations can see examples of ways to extend current practices with the knowledge presented by the applications. The meeting has sessions on: (1) Reshaping the Organization for the Twenty-first Century, (2) Coping with Major Organizational Change, (3) Organization Downsizing, (4) Evaluating the Human Resource Function and (5) The Impact of Corporate Culture on Future Human Resource Practices. Thirty papers were presented with discussion sessions at appropriate points in the meeting. This volume contains twenty one of these papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arranged.

Rolf R. Strauch and Jiirgen von Hagen Center for European Integration Studies (ZEI), University of Bonn; ZEI, University of Bonn, Indiana University, and CEPR The large and persistent deficits, rising levels of debt and growing levels of public spending observed in many DECO economies during the past 25 years have stimulated much theoretical and empirical research on the political economy of public finance. Although a number of issues have been studied extensively, certain areas are still at an exploratory stage and need further theorizing and thorough empirical research. During the last two decades, the theoretical debate on budgeting has been dominated by the controversy between partisan and institutionalist approaches. Within the more political-science oriented, institutionalist literature, a controversy exists between the distributive and the informational perspectives, each setting forth a distinctive organizational rationale of parliaments with different fiscal implications. The papers in this volume cover these different perspectives, extend previous models, and test their empirical validity. The papers were originally written for a conference on'Institutions, Politics, and Fiscal Policy'organized by the Center for European Integration Studies at the University of Bonn, Germany, in July 1998. The book is organized in three parts each focusing on a distinctive aspect. The first part is dedicated to the partisan perspective. The second part focuses on budget institutions. The third part consists of three case studies of institutional reform of the budget process. This book is directed to academics and practitioners alike.

The theme ofthe conference at which the papers in this book were presented was'Systems Thinking in Europe'. Members of the United Kingdom Systems Society (UKSS) were conscious that the systems movementflourishes notonly in the UK, America and the Antipodes, but also in continental Europe, both East and West, and in the USSR, a nation increasingly being welcomed by the European comity. Membership of the UKSS had not perhaps had the opportunity, however, of hearing important new ideas from continental Europe, and this conference provided an opportunity to do so. Some interesting papers are to be found here from both the West and the East, if the editors may be forgiven for perpetuating what may be an increasingly irrelevant dichotomy. One lesson to be learned from this conference, though, is that systems thinking is truly international. This is not to say that there is one systems paradigm unifonnly applied, however. Perhaps the core of systems thinking is that one is interested in complex'wholes'with emergent properties, to which cybernetic ideas can be applied. Examples of such systems thinking can be found in these proceedings, for example in the section entitled'Applications of Systems Thinking'. Attempts to bring about change with these ideas, however, have given rise to a diversity of approaches, as is evidenced by the papers dealing with the application of methodologies in the'hard'and'soft'systems traditions.

Background In July of 1992, approximately sixty scholars and researchers met for a week at the'Fritz Erler Akademie'in Freudenstadt, Germany, to participate in a workshop entitled'Cross-National Lon­ gitudinal Research on Human Development and Criminal Behavior'. The participants represented 15 nations and 45 universities and research centers. Although longitudinal research in criminology has a long history, this workshop represented the first one in the field of criminology in which it was attempted to get together the main scholars in this field from around the world. The largest group of the workshop represented American scholars (19), a reflection of the fact that longitudi­ nal research in criminology is predominantly conducted in North America. This volume is the result of the workshop process and in particular of the invitations to participants to prepare pre­ or conference papers. The chapters in this volume were selected from a larger set of pre- or conference papers. As workshop conveners and volume editors, it falls to us to set some of the context for this enter­ prise. Longitudinal research in criminology became a major approach after the publication of the land­ mark study by Wolfgang, Figlio, and Sellin'Delinquency in a Birth Cohort'in 1972. Around the same time, when Wolfgang, Figlio, and Sellin started their Philadelphia cohort study, were longi­ tudinal studies, although different in scope and aim, launched by Shannon in the USA, West in England, Janson in Sweden, and Goppinger in Germany.

Global Instability: Uncertainty and New Visions in Political Economy presents a series of papers that address the political consequences of globalization for states and their populations, while exploring the issue of alternatives to the model of globalization we are presently experiencing. The focus moves from the world of international agreements to the national and sub-national dilemmas that are posed by attempting to manage a set of global developments within a given territory. The initial chapter, by Daniel Drache, explores a still-born post-war international organization, the International Trade Organization, that offers a different vision of how a globally integrated economy might operate. A number of papers then explore the challenges posed by today's globalization, including currency instability in an environment of financial deregulation, the rights conferred on investors by the North American Free Trade Agreement, and the progressive liberalization of trade in services built into the General Agreement on Trade in Services.

Altruistic Reveries is a unique volume, which arises out of an Interdisciplinary Conference on Perspectives on Altruism from the Humanities and Social Sciences organized by the Centre for Advanced Studies, Faculty of Arts and Social Sciences, National University of Singapore, in October 1999. Altruism is a deep, multi-faceted phenomenon, of great interest and relevance to scholars across the entire range of disciplines in the Humanities and Social Sciences. The Centre therefore brought together experts in diverse disciplines - Philosophy, Literature, Psychology, Sociology, Economics, and Political science - to examine and discuss the significance and role of altruism from their respective perspectives. A total of 10 papers in all were presented, and the volume is completed by an Introduction by the editors, and a final Concluding Chapter by one of the editors. Among the issues discussed are: the efficacy of motivational altruism in the resolution of public issues; the genetic origins of altruism and its attendant risks; the metaphysical basis of altruism; empathy and altruism; altruism or social exchange; altruism in wartime; and the welfare state. A notable feature of the volume is that the various authors have not `talked past'one another. Although each is a specialist in his field, the papers are accessible to those in other fields, and to non-specialists. Both individually and together, they provide a rich set of insights and perspectives on altruism as a fundamental human and social phenomenon, which will edify, interest, and stimulate all readers of the volume.

In 10 parts, 75 chapters address the theoretical, philosophical, ethical and religious and spatial context of security; discuss the relationship between security, peace, development and environment; review the reconceptualization of security in philosophy, international law, economics and political science and for the political, military, economic, social and environmental security dimension and the adaptation of the institutional security concepts of the UN, EU and NATO; analyze the reconceptualization of regional security and alternative security futures and draw conclusions for future research and action.This book contains carefully revised papers from three workshops at ISA (Montreal), IPRA (Sopron) and the Fourth Pan European Conference on International Relations (The Hague) and additional commissioned papers. All chapters were anonymously peer reviewed.

This book arose from a conversation between Lars Engwall and Richard Whitley during the 2003 European Group for Organization Studies Colloquium in Copenhagen about important topics for future research. We agreed then, and this has been amply confirmed by subsequent events, that the proliferation of research eval- tion schemes, especially in Europe, was an important feature of the changing re- tionships between the state, universities and scientific research more generally, which needed systematic and comparative analysis. With the support of the Bank of Sweden Tercentenary Foundation, this discussion led to workshops in Uppsala and Manchester involving colleagues from Australia, Germany and the Netherlands at which the main framework for such an analysis was developed. This framework then formed the basis for the conference at Bielefeld in 2005 at which earlier versions of most of the papers in this volume were presented and extensively discussed. We are very grateful for the support of the PRIME network of the European Commission and the Max Planck Institute for the History of Science for this c- ference, as well as the invaluable efforts of Peter Weingart of the University of Bielefeld. This book examines the Europeanisation of party politics in Malta. It evaluates the influence of Europeanisation on the political system, which is based on two party-system, polarisation, and clientelism. Malta is the smallest European Union (EU) member state, which joined the EU in 2004. The road toward membership was fraught with contentious and emotionally charged debates. This book explores the relationship between Maltese political parties and the EU, the politicisation and framing of the European Union by political parties, and the impact of the European Union on Malta's political system. The book further discusses more contentious recent events which made headlines at the EU level, including the Panama Papers scandals, the Individual Investment Programme, and the assassination of journalist Daphne Caruana Galizia. This book looks at Chester I. Barnard's theoretical and practical contributions to organization theory by examining his life, career, experience, intellectual relationships, philosophy, method, and theory.Barnard (1886–1961) is considered an innovator in the field with the publication of his seminal work, The Functions of the Executive, in 1938. But why was Barnard able to publish such a groundbreaking book despite the fact that he was a practitioner, not an academic researcher? In pursuit of that question, this book carefully investigates the background of his ideas about management, such as his experience, philosophy, and method. It then traces the process of how Barnard built his concepts of organization as it examines his books, published papers, unpublished manuscripts, and correspondence and systematically summarizes how he built his theory of organization and management. Finally, the author explores how Barnard's theory has the potential to be developed and put into practice by examining his important works after his publication of The Functions of the Executive, which is well known as abstract and difficult. Readers of this present book will come away with a clearer and more systematic understanding of Barnard's theoretical and practical contributions to the field.

This book discusses prominent and controversial gender-related issues across the fields of family law, tort law, labour law, civil procedure law, ADR and private international law. An important critical assumption made by the authors is that the gender equality perspective has been largely neglected in several branches of private law, since scholars researching the intersection between gender and legal studies are mostly focused on public law and human rights law. In light of that, the book contributes not only to the deconstruction of gender-blind private law, but also to the development of a gender-competent analysis of the key branches of private law, starting with private international law. Gender perspective in family law is analyzed on the basis of gendered and heteronormative operations of family law with reference to the formation of legally recognized relationships, the establishment of legal parenthood, the division of marital property after a divorce, and the arrangements for post-separation parenting. Also, regulation of family matters in Indian society and the gender equality perspective from the principle of the child's best interest are considered. As far as tort law is concerned, the book addresses compensation for damages suffered by women performing unpaid household work. Further, it contains papers dedicated to the following labour law issues: the genesis of labor law and its capacity to contribute either to worsening gender inequality in the world of work or to promoting gender equality; gender segregation in the labour market and its connection to family-friendly policies in the European Union; sexual harassment at work; and the impact of work digitalization on gender-related labour law issues. Lastly, the authors analyze gender equality in civil procedural law, as well as in mediation as a tool for encouraging the peaceful settlement of disputes. The book is intended to improve awareness of the wide range of private law issues that are important for understanding the ways in which gender inequality shapes everyday experiences, while also presenting critical considerations of the key private law instruments for achieving gender equality.

Issues of global justice dominate our contemporary world. Incre- ingly, philosophers are turning their attention to thinking about particular issues of global justice and the accounts that would best facilitate theorizing about these. This volume of papers on global justice derives from a mini-conference held in conjunction with the Paci?c Division meeting of the American Philosophical Association in Pasadena, California, in 2004. The idea of holding a mini-c- ference on global justice was inspired by the growth of interest in such questions, and it was hoped that organizing the mini-conference 1 would stimulate further good writing in this area. We believe that our mission has been accomplished! We received a number of thoughtful papers on both theoretical and more applied issues, showing excellent coverage of a range of topics in the domain of global justice. A selection of some of the very best papers is published in this special issue of The Journal of Ethics. In particular, we tried to include papers that would re?ect some of the range of topics that were covered at the conference, to give readers a sense of both the scope of the?eld as it is currently emerging and the direction that the debates seem to be taking. As a result of increased attention to theorizing about global j- tice, cosmopolitanism has enjoyed a resurgence of interest as well.

This book offers a new perspective on public law and public policies. The collection of papers gathered here begins with an in-depth discussion on gender perspectives in constitutional law, which can support gender justice, but also perpetuate patriarchal norms. The book then analyzes the role of the European Ombudsman in the area of gender discrimination. Despite its limited jurisdiction, this institution has become a significant complementary tool in the protection of gender equality and the elimination of gender discrimination at the EU level. Particular attention is paid to the importance of mainstreaming gender into public policies. Thus, the legal and institutional frameworks of Spain and Serbia are presented, which can serve as an inspiration to other countries. Another important aspect covered in the book is an analysis of systemic differences between the average wages of women and men in the six countries of the Western Balkans. In turn, the book presents a discussion on female genital mutilation as a highly gendered crime based on extreme versions of rigid, patriarchal ethnic and religious norms and customs. It is analyzed through the lenses of the Istanbul Convention, as a tool for combating violence against women. Particular attention is paid to femicide, its definitions, forms, and phenomenological characteristics. Having been only recently acknowledged, femicide is still characterized by an inadequate judicial response in many countries. In this regard, a special focus is on German and Serbian experiences in acknowledging femicide and combating it through various measures. Finally, the importance of stalking laws is discussed, as stalking is a highly gendered crime that many states fail to combat adequately. The collection of essays offered in this book will be of interest to all those working in the field of public law, to policymakers, and to students and academics looking to broaden and deepen their research on various issues in public law and policies from gender perspectives.

This book includes up-to-date contributions in the broadly defined area of probabilistic analysis of voting rules and decision mechanisms. Featuring papers from all fields of social choice and game theory, it presents probability arguments to allow readers to gain a better understanding of the properties of decision rules and of the functioning of modern democracies. In particular, it focuses on the legacy of William Gehrlein and Dominique Lepelley, two prominent scholars who have made important contributions to this field over the last fifty years. It covers a range of topics, including (but not limited to) computational and technical aspects of probability approaches, evaluation of the likelihood of voting paradoxes, power indices, empirical evaluations of voting rules, models of voters'behavior, and strategic voting. The book gathers articles written in honor of Gehrlein and Lepelley along with original works written by the two scholars themselves.

The papers which make up this volume have for the most part emerged from the work of a team of young researchers based for varying periods at the Department of Educational Studies of the University of Oxford as part of an international network funded by the European Union. The network, known as PRESTiGE (Problems of Educational Standardisation and Transition in a Global Environment), involves teams at six European universities, each of which can only employ young researchers from Member States other than that in which it is situated. The Oxford part of PRESTiGE has been concerned with the interpretation, transmission and implementation of European Union education and training policy in four Member States: France, Germany, Sweden and the United Kingdom. As the leader of the Oxford team I had the good fortune to work with young researchers from Denmark, Germany, Greece, Sweden and Portugal. Their work is included here. So too are contributions from Jake Murdoch (a member of the Dijon team, based at the Université de Bourgogne) and Professor António Nóvoa, the leader of the Lisbon team. Together the papers (which we have allowed to overlap to some extent, so that each one can be read independently) represent a genuinely international collaborative effort to understand the intentions and the effects of EU education and training policy, and we hope that they will contribute to further discussion of the important issues that those with an interest in European co-operation and development will wish to pursue.

This book examines examples of contemporary situation of historic regions in the Middle East and its broader geographic context connected to the historic trade routes, offering cross-disciplinary and cross-sectoral perspectives. This book is a collection of papers that address a fundamental question: What is the role of civil justice and civil procedure in the various national traditions in the contemporary world? The book presents striking differences among a range of countries and legal traditions, but also points to common trends and open issues. It brings together prominent experts, professionals and scholars from both civil and common law jurisdictions. It represents all main legal traditions ranging from Europe (Germanic and Romanic countries, Scandinavia, ex-Socialist countries) and Russia to the Americas (North and South) and China (Mainland and Hong Kong). While addressing the main issue – the goals of civil justice – the book discusses the most topical concerns regarding the functioning and efficiency of national systems of civil justice. These include concerns such as finding the appropriate balance between accurate fact-finding and the right to a fair trial within a reasonable time, the processing of hard cases and the function of civil justice as a specific public service. In the mosaic of contrasts and oppositions special place is devoted to the continuing battle between the individualistic/liberal approach and the collectivist/paternalistic approach – the battle in which, seemingly, paternalistic tendencies regain momentum in a number of contemporary justice systems.

The World Commission on Dams (WCD) report (2000) “Dams and Development: A New Framework for Decision-Making” set a landmark in the ongoing controversy over large dams. Now that more than ten years have passed, one has to realize that the WCD norms matter. However, their real chance of becoming implemented relies on whether their core values, strategic priorities and guidelines are accepted by national decision-makers and are translated into official policies and practices. The book's major concern is whether the big hydropower states have improved their standards for environment and resettlement, and whether international standards are applied or exist only on paper. The introductory and synthesis chapters present the methodological approach and discuss the findings. Other chapters analyze changes in dam policies in the big hydropower states Brazil, China, India and Turkey; the role of non-governmental organizations in advocating against the Turkish Ilisu Dam project on the Tigris River; the strategies of International Rivers and World Wildlife Fund for Nature in the global hydropower game; the policies of the German government and its positioning in the dam debate, and the engagement of Chinese actors in building the Bui Dam (Ghana) and the Kamchay Dam (Cambodia).

​​​​This book examines the role of economic violence (violations of economic and social rights, corruption, and plunder of natural resources) within the transitional justice agenda. Because economic violence often leads to conflict, is perpetrated during conflict, and continues afterwards as a legacy of conflict, a greater focus on economic and social rights issues in the transitional justice context is critical. One might add that insofar as transitional justice is increasingly seen as an instrument of peacebuilding rather than a simple political transition, focus on economic violence as the crucial “root cause” is key to preventing re-lapse into conflict. Recent increasing attention to economic issues by academics and truth commissions suggest this may be slowly changing, and that economic and social rights may represent the “next frontier” of transitional justice concerns. There remain difficult questions that have yet to be worked out at the level of theory, policy, and practice. Further scholarship in this regard is both timely, and necessary. This volume therefore presents an opportunity to fill an important gap. The project will bring together new papers by recognized and emerging scholars and policy experts in the field.​

The four volumes of Game Equilibrium Models present applications of non-cooperative game theory. Problems of strategic interaction arising in biology, economics, political science and the social sciences in general are treated in 42 papers on a wide variety of subjects. Volume IV Social and Political Interaction contains game equilibrium models focussing on social and political interaction within communities or states or between states, i.e. national and international social and political interaction. Specific aspects of those interactions are modelled as non-cooperative games and their equilibria are analysed.

This book is based on the conference'EMU and the Outside World', held at the Swiss Federal Institute of Technology (ETH), December 11, 1998. The conference was organized by the Swiss Institute for Business Cycle Research (KOF), which is supported jointly by the ETH and the Swiss Society for Business Cycle Research (SGK), an organization comprising representatives from private industry, the Swiss National Bank and public authorities. On the eve of the final stage of European Economic and Mone­ tary Union (EMU), Zurich seemed to be a particularly appropriate place for such a conference. On the one hand, given its location and economic and financial links with the euro area, Switzerland is one of the'outside coun­ tries'most affected by EMU. On the other hand, it was nowhere else than in Zurich where the vision of'a United States of Europe'was expressed for the first time by Winston Churchill in his speech on September 19, 1946. For many EMU is a step in that direction, whether welcome or not. Most of the papers appearing in this volume were presented at the con­ ference and have been revised and updated. Three contributions, chapter 11- 13, were commissioned specially for this publication. The telephone is not a secure instrument.'During the 1960s, foreign banks had flooded into London in pursuit of Eurodollar deposits. Arabs were spending their new found oil wealth in West End casinos. Ex­ change Control regulations were tight. In 1971, when our story begins, new'banks'on the fringe took advantage of the property boom, fuelled by Tory Chancellor Barber's first Budget. The discount houses (whose functions and special privileges at the Bank were soon arcane) became active traders in US dollar and foreign currency paper, and took stakes in the new money brokers (or'barrow boys,'as the snobs called them, since the sharpest brokers were mainly Cockney Eastenders). While the'gentleman's club'was quickly being replaced by the fast growing'interbank swaps'market (now LIFFE), the discount houses had found a new role to pla- opening representative offices overseas (Gillett Brothers, where I was then chairman, in Southern Africa, UAE, Australia and Singapore, with brokering subsidiaries in Europe, Far East, and North America) - gathering market intelligence around the world, as the invisible'eyes and ears'of the Bank of England.

This book is the immediate result of the co-operation of a great number of scholars in the Netherlands Institute of Government (NIG). NIG is an interuniversity research school. As such it has a double task. In addition to offering a Ph.D program to students in Public Administration it also is a research institute in which a great number of scholars from seven Dutch universities participate and work on a common research program. The chapters in this book are all products of the research program that started in 1995. This program had the ambition to explore the frontiers of the discipline in two respects. First by studying a number of recent developments in society and their consequences for the functioning of government. These consequences can be summarised as the development of a system of multi level and multi actor governance. Second, by contributing to the knowledge of institutions, both by studying what factors are most important in the formation and change of institutions and by studying the effects of institutions on the behaviour of actors in different political and administrative settings. Most contributions to this volume either have their origin in conferences organized by the NIG or were published as an NIG working paper.
