This book constitutes the extended and revised versions of a set of selected papers from the 13th International Joint Conference on Knowledge Discovery, Knowledge Engineering and Knowledge Management, IC3K 2021, on October 25–27, 2021. The conference was held virtually due to the COVID-19 crisis.The 9 full papers included in this book were carefully reviewed and selected from 103 submissions. Providing computer support for tasks in civil engineering and architecture is hard. Projects can be complex, long and costly. Firms that contribute to design, construction and maintenance are often worth less than the value of their projects. Everyone in the field is justifiably risk adverse. Contextual variables have a strong influence making generalization difficult. The product life cycle may exceed one hundred years and functional requirements may evolve during the service life. It is therefore no wonder that practitioners in this area have been so reluctant to adopt advanced computing systems. After decades of research and industrial pilot projects, advanced computing s- tems are now being recognized by many leading practitioners to be strategically - portant for the future profitability of firms involved in engineering and architecture. Engineers and architects with advanced computing knowledge are hired quickly in the market place. Closer collaboration between research and practice is leading to more comprehensive validation processes for new research ideas. This is feeding devel- ment of more useful systems, thus accelerating progress. These are exciting times. th This volume contains papers that were presented at the 13 Workshop of the Eu- pean Group for Intelligent Computing in Engineering. Over five days, 70 participants from around the world listened to 59 paper presentations in a single session format.

This volume is based on the contributions to the International Workshop on the Web and Databases (WebDB'98), held in Valencia, Spain, March 27 and 28, 1998, in conjunction with the Sixth International Conference on Extending Database Technology (EDBT'98). In response to the workshop call for papers, 37 manuscripts were submitted to the program committee. The review process was conducted entirely by- mail. While the quality of submissions was generally high, only 16 papers could be accepted for presentation within the limited time allowed by the workshop schedule. Authors of workshop papers were invited to submit extended versions oftheirpapersforpublicationinthesepost-workshopproceedings.The13papers appearing in this volume were submitted and selected after a second round of reviews. As software engineering (SE) becomes specialized and fragmented, it is easy to lose sight that many topics in SE have common threads and because of this, advances in one sub-discipline may transmit to another. The presentation of results between diff- ent sub-disciplines of SE encourages this interchange for the advancement of SE as a whole. Of particular interest is the hybrid approach of combining ideas from one d- cipline with those of another to achieve a result that is more significant than the sum of the individual parts. Through this hybrid philosophy, a new or common principle can be discovered which has the propensity to propagate throughout this multifaceted discipline. The Constraint Solving and Language Processing (CSLP) workshop considers the role of constraints in the representation of language and the implementation of language processing applications. This theme should be interpreted inclusively: it includes contributions from linguistics, computer science, psycholinguistics and related areas, with a particular interest in interdisciplinary perspectives. Constraints are widely used in linguistics, computer science, and psychology. How they are used, however, varies widely according to the research domain: knowledge representation, cognitive modelling, problem solving mechanisms, etc. These different perspectives are complementary, each one adding a piece to the puzzle.

The 19 revised full papers presented together with 3 keynote papers were carefully selected during 2 rounds of reviewing and improvement. This book includes the papers presented at the fifth International Conference on Application of Natural Language to Information Systems (NLDB 2000) which was held in Versailles (France) on June 28-30. Following NLDB95 in Versailles, NLDB96 i n Amsterdam, NLDB97 i n Vancouver, and NLDB99 i n Klagenfurt, NLDB 2000 was a forum for exchanging new research results and trends on the benefits of integrating Natural Language resources in Information System Engineering. Since the first NLDB workshop in 1995 it has become apparent that each aspect of an information system life cycle may be improved by natural language techniques: database design (specification, validation, conflict resolution), database query languages, and application programming that use new software engineering research (natural language program specifications). As information systems are now evolving into the communication area, the term databases should be considered in the broader sense of information and communication systems. The main new trend in NLDB 2000 is related to the WEB wave: WEB querying, WEB answering, and information retrieval. Among 47 papers submitted from 18 countries, the program committee selected 29 papers to be presented during the conference. Besides these regular papers, two invited talks (given by Pr. Reind P. van de Riet and Pr. Maurice Gross), and a set of posters and demonstrations are also included in these proceedings.

The 20 revised full papers presented in this book together with 4 section surveys were carefully reviewed and selected from the papers contributed to the 14th International Conference on Applications of Prolog, INAP 2001, held in Tokyo, Japan, in October 2002. The papers in this volume were presented at the workshop “Innovative Internet Community Systems 2003” held on June 19–21, 2003 in Leipzig. IICS 2003 was the thirdworkshopintheIICSseries.Thepurposeofthese workshopsisto bring together researchers in the area of system and information management for the Next Generation Internet (NGI). Like the preceding two workshops, IICS 2001 and IICS 2002, this year's workshop was organized by the Gesellschaft fur ¨ Informatik (GI) in Germany to support the exchange of experiences, results and technology in the area of focus. This book constitutes the proceedings of the International Workshop on Vagueness in Communication, VIC 2009, held as part of ESSLLI 2009, in Bordeaux, France, July 20-24, 2009. The 11 contributions presented shed a light on new aspects in the area of vagueness in natural language communication. In contrast to the classical instruments of dealing with vagueness - like multi-valued logics, truth value gaps or gluts, or supervaluations - this volume presents new approaches like context-sensitivity of vagueness, the sharpening of vague predicates in context, and the modeling of precision levels.

The Turkish Artificial Intelligence and Neural Network Symposium (TAINN) is an annual meeting where scientists present their new ideas and algorithms on artificial intelligence and neural networks with either oral or poster presentation. The TAINN- Turkish Conference on AI and NN Series started in 1992 at Bilkent University in Ankara, envisioned by various researchers in AI and NN then at the Bilkent, Middle East Technical, Bo aziçi and Ege universities as a forum for local researchers to get together and communicate. Since then, TAINN has been held annually around early summer. This year the 14th TAINN conference was organized by the EE and CE departments of the zmir Institute of Technology with an emphasis on international contributions. Among the 75 papers, 41 were accepted for oral presentation and 12 for poster presen-tation. In addition to the presentations, invited lectures were given by Burhan Türk en (Knowledge/Intelligence Systems Laboratory, University of Toronto) and Joerg Siekmann (German Research Center for Artificial Intelligence DFKI, Saarland University), providing us with new developments in the field. We are very grateful to the contributions of such pioneer scientists.

In today's competitive and highly dynamic environment, organizations need new so- tions to enable them to solve modern business problems and to make decisions using integrated, trustworthy, and up-to-date data. Modern real-time enterprises need to act on events as they happen. They need new, easy-to-use intelligent solutions capable of analyzing heterogeneous real-time enterprise data to provide insight and actionable information at the right time. To enable real-time enterprises, we need fundamental advancements in the science and engineering that underlie intelligent information management including: the management of streaming data; the modeling, analysis and management of unstructured data; along with the integrated use of unstructured, se- structured, and structure data. We need new models and paradigms that raise the level of abstraction used in such critical technologies as ETL, data warehousing, and event and business process modeling. The series of BIRTE workshops aims to provide a forum to discuss and advance the foundational science and engineering required to enable real-time business intel- gence and the novel applications and solutions that build on these foundational te- niques. Following the success of our first workshop, BIRTE 2006, held in Seoul, Korea, in conjunction with VLDB 2006, and our second workshop, BIRTE 2008, held in Auckland, New Zealand, with VLDB 2008, our third workshop was held in Lyon, France on August 24, 2009 with VLDB 2009.

This book constitutes the thoroughly refereed post-proceedings of the Second International Workshop on Semantics in Databases, held in Dagstuhl Castle, Germany, in January 2001. The 10 revised full papers presented together with an introduction by the volume editors were carefully selected during two rounds of reviewing. Among the aspects of database semantics discussed are semantic constraints, paraconsistency, logic foundations of databases, ER modeling, type hierarchies, null values, consistency enforcement, logic-based pattern languages, and semantic classification of queries. Among the classes of databases dealt with are deductive databases, relational databases, distributed information systems, and tree-structured data.

The interest in mobile information technology for emergency response (ER) comes from the simple fact that an important part of this work is done in the?eld. With little or no infrastructure to rely on, ER operatives have to make do with the tools they bring along. Of course, ER organizations build, invest in and do rely on infrastructure for their operations and this includes sophisticated stationary information technology. The systems used for dispatching ER units are a good example for this. While such systems are very important to support strategic planning and decision making, the e?ects of emergency response work eventuallyhaveto be createdonsite. And this includes bothobtaining the inf- mation required for taking informed decisions as well as implementing decisions through targeted actions in the?eld. All of this is of course not new. The tra- o? between responding quickly with the available resources to the situation at hand and responding with more deliberation to strategic goals and constraints is not inherent to the use of information technology but to responding to em- gencies in general. What is new is that current and foreseeable innovations in mobile information technology have the potential to o?er substantially better support for emergency response?eld work, resulting in better solutions for this trade-o?. By providing better gathering, communication and processing of re- vant informationbetweenall actorsinvolved,we believe that mobile information technology can be a valuable tool in the hands of ER professionals to increase the speed, precision, e?ciency and e?ectiveness of their operations.
