This book discusses several important issues related to corporate governance reporting, corporate social responsibility (CSR), fraud and bankruptcy. It gathers papers presented at the 6th International Conference on Governance, Fraud, Ethics and Social Responsibility, which was held in Penang, Malaysia on 18–19 November 2015. The content is divided into three major sub-themes: Corporate Governance and Accountability; Corporate Social Responsibility (CSR) and Sustainable Development; and Ethics, Risk and Fraud. The first sub-theme addresses recently identified issues, such as corporate governance reporting, corporate governance regulation differences between countries, governance and financial market economics, financial market supervision, and control and risk management. In turn, the second sub-theme focuses on international auditing standards, green/socially responsible investment, environmental and social accounting and auditing, CSR-related matters, legislation and CSR reportingdifferences for public listed companies, accounting for sustainable development performance, and sustainability assessment models. The third sub-theme puts the spotlight on financial assessment and diagnosis, modeling, hedging, fraud, bankruptcy, accounting and auditing ethics and ethical problems in financial markets. This volume reproduces some important contributions to regional and urban economics made by Noboru Sakashita - one of the lead ing scholars in this field. Since graduation from the University of Tokyo, Noboru Sakashita has been teaching and advancing the re search at Hokkaido University, Tohoku University, Osaka University and the'University of Tsukuba. The career of Noboru Sakashita as a regional and urban econo mist started in 1965 when he visited the University of Pennsylvania's Regional Science Department as a Fulbright scholar. While staying there, he concentrated on research on regional science in a stimula tive atmosphere surrounded by Walter Isard, the founder of Region al Science, and Isard's young colleagues, all of who were full of pas sion for this newborn research field. The first two papers in this vo lume were written during his stay at the University of Pennsylvania. Since returning to Japan, he has been carrying out his own research activities as well as fostering many promising disciplines in the field of regional and urban economics. Of course, Noboru Sakashita is a world renowned famous scholar, presenting many influential papers at World Congress, North American and European Meetings of the Regional Science Association, and other conferences, and publishing many articles in respected journals. He was elected president of the Regional Science Association International for 1987-88, and served as the first president of the Applied Regional Science Conference from 1987 to 1989.

The chapters in this book are based on papers prepared for a conference organized by the Federal Reserve Bank of San Francisco, held at the bank September 23-25, 1987, to review and compare monetary policy experiences of Pacific Basin countries during the past 15 years. The theme of the conference was conceived with two purposes in mind. First, there was (and still is) a great need to enhance knowledge on the workings of economies in the Pacific Basin, which has been the fastest growing region in the world economy during the past 30 years. While much has been written on Pacific Basin trade and economic growth, relatively few studies have been published on the conduct of monetary policy in these economies. Second, as we in the United States and others elsewhere have learned, rapid financial market changes over the last 15 years have led to considerable adjustment in the conduct of monetary policy. A comparative study of various national experiences can yield insights into the inter actions between monetary policy and financial market changes more than is obtainable by examining indi vidual national experiences separately.

I. The concept of competition played a central role in the very first attempts to apply the tools of economics to the analysis of politics. Adopting Hotelling's (1929) industrial organization model of imperfect competition in markets in which space has a predominant role, Downs (1957), following on some perceptive insights of Schumpeter (1942), was able to formulate a model of electoral competition in which political parties, seeking the support of citizens, compete against each other in offering policies designed to elicit their vote. Downs'model and the numerous variants to which it gave birth soon became the major component of what was to become Public Choice Theory. The enormous efforts of the last 30 years devoted to modelling electoral competition have helped improve our understanding of politics and have contributed a basic element that undoubtedly will remain essential to any reasonably complete theory of politics. But whatever may have been early expectations, it is now clear that electoral competition will only be one such element. More recently, the idea of competition has been used to model interest-group behavior. Becker (1983), building on earlier work by Bentley (1908), Truman (1958), Olson (1965), Stigler (1971) and Peltzman (1976), applied the Public Finance analysis of the excess-burden of taxes and subsidies - to which, incidentally, Hotelling (1938) had made pioneering contribution- to produce a model in which competition between interest groups determines an equilibrium distribution of income.

This volume considers novel emerging issues in international economic law, as well as new methodological approaches to more familiar topics. It brings together a diverse range of contributors from five continents, who share invaluable perspectives on a wide range of issues in international economic governance.In doing so, this volume delves deeply into some of the most challenging emerging areas in international economic law, approaching them from an interdisciplinary perspective that brings together legal, economic, and political analysis. Intended for academics and practitioners at all stages of their careers, many of the areas considered in this volume are either entirely new or are being revisited after periods of dormancy. It is our hope that these contributions will yield fresh insights into these new and “classic” areas of IEL.We consider diversity and inclusivity foundational values in IEL. The wealth of ideas showcased in this volume present us with an opportunity to appreciate different facets of originality and rigour in legal academic writing, further highlighting the range of methodological and stylistic preferences of emerging legal scholars in IEL. In June 2022, forty emerging international economic law scholars were selected to present their papers at PEPA/SIEL, where they received feedback from senior members of the SIEL community and beyond. The discussions were lively, stimulating and enriching, leading the editors of this volume to propose putting a selection of the papers into a published book.

This volume collects papers that explore institutionalisation in contemporary transatlantic relations. Policymakers, lawyers, and political scientists reflect on contemporary understandings of the process as an integration of regimes and orders from an EU perspective. The papers assess whether contemporary transatlantic relations call for a different approach to global governance with a heightened emphasis on institutionalisation. The book explores a diverse range of case studies of interest to a broad readership. In particular, it focuses upon two cutting-edge issues: transatlantic data privacy rules that are emerging after the post-Edward Snowdon / NSA / PRISM revelations; and trade aspects, especially the Transatlantic Trade and Investment Partnership (TTIP) Agreement. The contributors consider these case studies from a variety of perspectives, honing in on the dynamism, method, and high politics of transatlantic relations as they have recently evolved. This book was written in honour of Professor Kalyan K. Sanyal, who was an excellent educator and renowned scholar in the field of international economics. One of his research papers co-authored with Ronald Jones, entitled “The Theory of Trade in Middle Products” and published in American Economic Review in 1982, was a seminal work in the field of international trade theory. This paper would go on to inspire many subsequent significant works by researchers across the globe on trade in intermediate goods. The larger impact of any paper, beyond the number of citations, lies in terms of the passion it sparks among younger researchers to pursue new questions. Measured by this yardstick, Sanyal's contribution in trade theory will undoubtedly be regarded as historic.After completing his Ph.D. at the University of Rochester he joined the Department of Economics at Calcutta University in the early 1980s and taught trade theory there for almost three decades. His insights,articulation and brilliance in teaching international economics have influenced and shaped the intellectual development of many of his students. After his sudden passing in February 2012, his students and colleagues organized a symposium in his honour at the Department of Economics, Jadavpur University from April 19 to 20, 2012. This book, a small tribute to his intellect and contribution, has been a follow-up on that endeavour, and a collective effort of many people including his teachers, friends, colleagues and students. In a nutshell it discusses intermediation of various kinds with significant implications for market integration through trade and finance. That trade can generate many non-trade-service sector links has recently emerged as a topic of growing concern and can trace its lineage back to the idea of the middle product, a recurring concept in Prof. Sanyal's work.

Hans-Jtlrgen Vosgerau The world economy has been subjected to extreme changes during the last three years. These changes affect not only trade flows, financial transfers and movements of people, but also the institutional framework. The ongoing process of European integration has to be viewed in this global context, and that is what the present volume tries to do for six important problem areas, viz. the field of Money, Currency and International Stabilization; Federal Tax Systems and the European Community; the area of International Factor Mobility; the International Debt Problem; the Econometrics of Internation~ Trade; and aspects of International Political Economy. In each chapter an effort is made to direct attention to the connections between international economic transactions of various kinds and the political and legal institutions which constitute the organizational framework. The 26 contributions are revised versions of papers originally presented at the Second Konstanz Symposium on International Economics and Institutions which was organized by the Long-term Research Programme (Sonderfor schungsbereich)'Internationalization of the Economy'on October 1 and 2, 1990. The majority of contributions are reports on research conducted in the Sonderforschungsbereich during the preceding years, and in most cases supple mented by comments from invited guests. In addition there are some important papers contributed by colleagues from outside, most of whom have close co operative relations with members of the Sonderforschungsbereich.

Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

This book maps the latest developments in the policy relevant analysis on poverty, inclusion and the social agenda in the Western Balkans. It does so by presenting a selection of recent papers which explore from a methodological and analytical point of view how the inclusion agenda can be monitored and adapted to understand the challenges in the region. The volume includes an overview and four sections, covering respectively: (1) innovations in terms of measurement of poverty and inclusion in the region (the concept of inclusion as elaborated at the EU level, innovations in survey design to suit the measurement of inclusion, methodological insights from qualitative work); (2) innovative country level analysis (updating poverty mapping in inter-censual years, the analysis of material deprivation, the analysis of determinants of social inclusion, subjective wellbeing of public work programs participants); (3) examples of country level analysis of drivers of exclusion (barriers to formalization in the labour market, gender disparities in the labour market, disruption in social networks following urbanizations, attitudes towards multi-ethnic states); (4) building inclusive safety nets (an assessment of safety nets in the region, the political economy of welfare reform, micro-simulations of social assistance reform, the adoption of better tools to improve targeting performance). The chapters combine sophisticated techniques which are at the frontiers of poverty analysis (small area estimation, efficiency analysis applied to household welfare, micro-simulations) with less ground-breaking papers which take advantage of innovative datasets or perspectives deeply grounded in the policy dialogue in the countries of the region. By providing a wide spectrum of innovative and policy relevant analytical contributions this book will be of broader interest than for observers of the region.

Technology, Growth, and the Labor Market brings together research by economists from academia and the Federal Reserve System. The first section of the volume includes discussions by monetary policymakers with firsthand experience in determining how technology affects productivity, inequality, and macroeconomic growth. Papers in the second section discuss the sources of the surge in labor productivity growth during the latter half of the 1990s and present forecasts of labor productivity growth rates during the next few years. In the third section, the papers focus on the role of technological advances in changes in earnings inequality in the labor market. The authors examine whether inequality should be viewed as a causal result of skill-biased technological change or whether there is a missing link - or perhaps no link - between changes in technology and changes in wage inequality. This conference brought together an international group of fisheries economists from academia, business, government, and inter-governmentalagencies, to consider a coordinated project to build an econometric model of the world trade in groundfish. A number of the conference participants had just spent up to six weeks at Memorial University of Newfoundland working and preparing papers on the project. This volume presents the papers that these scholars produced, plus additional papers prepared by other conference participants. In addition, various lectures and discussionswhich were transcribed from tapes made of the proceedings are included. The introductory essay explains the genesis of the conference, describes the approach taken to modelling the groundfish trade, very briefly summarizes the technical papers, and describes future plans. The project is continuing as planned, and a second conference was held in St. John's in August 1990. The conference was a NATO Advanced Research Workshop and we wish to thank the ScientificAffairs Division ofNATO for their financial support. The results include five papers on topics in international finance; two of these papers, as well as the panel discussion, focus on speculative attacks and financial crises. The other three take new directions in exploring topics in which existing models leave much to be desired.

This book contains the key-note lectures and a selection of papers that were presented at the 15th Conference of the European Association for Research in Industrial Econo mics (EARlE) held under the auspices of GRASP at Erasmus University Rotterdam in 1988, plus an introductory chapter by the Editors. Upon suggestions by the Editors, all papers have been revised for this book, some more extensively than others. Robin Marris has added to his lecture a synopsis of the contributions to the Round Table on the Micro-Macro Interface which he chaired during the Conference. The papers cover issues that seem to be both interesting and relevant for the 1990s. While some of the papers are cast in a rather established research frame -enabling the use of regular academic routines - others are first attempts at delineating the contours of areas that are peripheral to what is often considered as the core of Industrial Organization. In their introductory chapter, the Editors set forth that a neglect of those areas may well relegate Industrial Organization to social irrelevancy. Therefore, it is hoped that the book will also contribute to a reflection on the main lines of Industrial Organization research for the 1990s -thus helping to create a healthy perspective for this part of economics at a time when macroeconomics is undergoing a severe crisis.

In this volume we collected some of the papers that were presented at the RIEB (The Research Institute for Economics and Business Administration) International Conference at Kobe University on March 25 and 26, 2000. The contributions invited for presentation all dealt with specific aspects of the conference topic'Trade Policy: Political Economy and Dynamic Issues'. In the meantime the papers collected in this volume have been revised, and some of them have been published in professional journals. This volume thus contains published as well as hitherto unpublished contributions. We are grateful to all the authors and the conference participants, espe cially to those who cheerfully served as discussants and chairpersons. Our thanks also go to our colleagues at the RIEB for their encouragement, and especially to the RIEB's Director, Professor Shoji Nishijima for his support of the project. Strauch and Jiirgen von Hagen Center for European Integration Studies (ZEI), University of Bonn; ZEI, University of Bonn, Indiana University, and CEPR The large and persistent deficits, rising levels of debt and growing levels of public spending observed in many DECO economies during the past 25 years have stimulated much theoretical and empirical research on the political economy of public finance. Although a number of issues have been studied extensively, certain areas are still at an exploratory stage and need further theorizing and thorough empirical research. During the last two decades, the theoretical debate on budgeting has been dominated by the controversy between partisan and institutionalist approaches. Within the more political-science oriented, institutionalist literature, a controversy exists between the distributive and the informational perspectives, each setting forth a distinctive organizational rationale of parliaments with different fiscal implications. The papers in this volume cover these different perspectives, extend previous models, and test their empirical validity. The papers were originally written for a conference on'Institutions, Politics, and Fiscal Policy'organized by the Center for European Integration Studies at the University of Bonn, Germany, in July 1998. The book is organized in three parts each focusing on a distinctive aspect. The first part is dedicated to the partisan perspective. The second part focuses on budget institutions. The third part consists of three case studies of institutional reform of the budget process. This book is directed to academics and practitioners alike.
