This article contextualises Education in Pakistan, a White Paper (2007), an influential education policy paper in Pakistan. The focus is on the ways the White Paper constructs its own contexts as a complement to the policy solutions proffered. Here we recognise Seddon's point about the discursive work of policy in constructing context. We focus on the way the White Paper constructs its political/ideological context and its global/national context. The White Paper works with the trope of a binary construction of Islam - fundamentalist or moderate - which rearticulates Orientalist Western constructions. The analysis of the construction of the global/national contexts demonstrates the framing of the policy by the Millennium Development Goals, and the Washington and post-Washington consensus. A major admissions reform was carried out in Finnish higher education at the end of the last decade. This paper focuses on three main policy papers connected to the reform and examines the use and production of evidence therein. Drawing on bibliometric research and research on educational policy, we aim to provide insight into how to utilize citation analysis when examining evidence in educational policymaking. In the three policy papers, domestic legislature was cited the most frequently, and research from higher education institutions was cited the least. Affirmational citations were the most prominent; perfunctory, assumptive, conceptual, persuasive, contrastive, and negational citations were found to a lesser extent. When cross-examined in relation to citation types, sources were mostly cited as affirmational, with the exception of research from higher education institutions, which was cited as conceptual information. We also found that the writers cited their own previously written ministry-affiliated policy brief as central information in one of the policy papers connected to the reform. Our study is in line with the earlier literature showing that certain sources, such as domestic publications, are favoured over others. James Callaghan's speech at Ruskin College, Oxford in October 1976 is widely considered a pivotal moment in modern English educational policy. Whilst it is not our intention to challenge this fundamental point, the paper will critically interrogate some long‐held assumptions about the motivation that led Callaghan to deliver his speech at Ruskin College. Specifically, the paper will argue that the Ruskin Speech, which spawned a subsequent great debate on education, was motivated by a desire to protect and support comprehensive education, rather than generate more fundamental and radical educational reform away from those principles. Where successive governments have referred back to the ideals espoused by the speech as justification for subsequent educational transformation away from comprehensive ideals, this has only served to imbue the Ruskin Speech and Great Debate with motivations that were not shared at the time by Callaghan and his Labour government. This paper draws on research conducted in four state schools with sixth forms to problematise two flagship 'disadvantage' policy agendas in the English context: the Pupil Premium (focusing on the narrowing of attainment gaps) and widening participation (focusing on fairer university access). While such 'priority' policies necessarily incorporate the promise of change, it argues that multiple forms of incoherence militate against this, including: their relative agenda-setting power in a highly marketised system; the contested, constitutive power of different proxy indicators; competing policy preferences that under-attend to the intersections between educational opportunities and material disadvantage. In contrast, interviews with school staff highlighted the transformative potential of lived experiences of disadvantage and reinforced the importance of adopting a wider lens than that of the school. As technical and vocational education and training (TVET) continue to occupy a prominent position in Africa's development, addressing the growing concerns about young women's under-participation in science, technology, engineering, and mathematics (STEM)-related TVET has become urgent. This paper draws on the critical capability approach of vocational education and training (CCA-VET) to critique the TVET policy discourse on the participation of girls and women in STEM-related TVET. The paper employed the practical argumentation approach, a critical discourse analysis approach to achieve the paper's aims. The paper's central thesis is that for education policies to transform young women's under-participation in STEM-related TVET, it is urgent to move beyond human rights-based, and human capital approaches to adopt a comprehensive theoretical approach, such as the critical capabilities approach. The paper concludes that breaking this hegemony of human rights and human capital approaches to TVET policy can be achieved by re-conceptualising TVET policy discourses. The re-conceptualisation of TVET policy discourses can be achieved by admitting the critiques of these dominant theories that underpin most TVET policies and then adopting the CCA-VET as a better alternative approach to framing TVET policies. This is a quantitative study that focuses on the language education policy of distance learning classes with particular attention to the policies regarding the use of the first language in teaching the second language. Previous studies show that the viewpoint of teachers and students, who are involved in distance learning, towards policies of the English language departments of Saudi universities has not been explored before. The main objective of this paper is investigating teachers’ and students’ awareness of the English department’s policy regarding L1 in distance learning classes and the participants’ attitudes towards using L1 in the distance learning classes of L2. Teachers of English as a foreign language with various academic ranks and undergraduate students from different colleges took part in this study. The main research tool of this study is an online questionnaire. The same questionnaire was given to the two types of participants. Data analysis shows that the majority of the participants were not familiar with the policy of the English language department regarding the use of L1 in distance learning classes. Data analysis indicates that both teachers and students acknowledged that they use L1 in the distance learning classes. On the other hand, half of the teachers contended that L1 enhances students’ comprehension in the distance learning classes whereas the vast majority of the students supported this argument. Policy-makers in the English language department are invited to implement an “English-mainly” policy that perceives students as bilinguals. [ABSTRACT FROM AUTHOR]

Purpose: Using sentiment analysis (SA), this study aims to examine the impact of COVID-19 on mental health and virtual learning experiences among 1,125 students at a public Argentinean faculty. Design/methodology/approach: A study was conducted during the COVID-19 pandemic, surveying 1,125 students to gather their opinions. The survey data was analysed using text mining tools and SA. SA was used to extract the students' emotions, views and feelings computationally and identify co-occurrences and patterns in related words. The study also examines educational policies implemented after the pandemic. Findings: The prevalent emotions expressed in the comments were trust, sadness, anticipation and fear. A combination of trust and fear resulted in submission. Negative comments often included the words "virtual", "virtual classroom", "virtual classes" and "professor". Two significant issues were identified: teachers' inexperience with virtual classes and inadequate server infrastructure, leading to frequent crashes. The most effective educational policies addressed vital issues related to the "virtual classroom". Practical implications: Text mining and SA are valuable tools for decision-making during uncertain times, such as the COVID-19 pandemic. They can also provide insights to recover quality assurance processes at universities impacted by health concerns or external shocks. Originality/value: The paper makes two main contributions: it conducts a SA to gain insights from comments and analyses the relationship between emotions and sentiments to identify optimal educational policies. Purpose: The global landscape of higher education has witnessed a steady increase in the mobility of international students, as more individuals seek diverse academic experiences and cross-cultural learning opportunities. This paper conducts a systematic literature review to investigate trends, research directions and key themes in the literature. By utilising the push–pull factor model the aim is to provide a comprehensive understanding of the factors influencing international students' choices to pursue higher education and future career opportunities abroad. Design/methodology/approach: A systematic literature review approach was applied. The selection was made using PRISMA framework-based inclusion and exclusion criteria. The review includes 43 publications from 2010 to 2022. Findings: The review results revealed five themes of scholarly conversations labelled as (1) betterment of life, (2) policy of the host country, (3) role of institutions, (4) return to home country and (5) social, economic, environmental, individual and cultural factors. The findings emphasise on the significance of factors such as the quality of education, visa requirements, academic reputation, tuition fees, availability of scholarships, job opportunities, social, economic, environmental, individual and cultural factors. The paper also identifies language barriers, visa policies and social integration difficulties as major barriers to international students' stay in the host country after graduation. Originality/value: This research enhances the current body of literature by conducting a comprehensive analysis of the empirical evidence available in literature that investigates the mobility of international students. The outcomes of this study will make a valuable contribution towards developing a more profound comprehension of the primary factors that influence international students' decision to pursue their education abroad. The historiography of education in South Asia has been held back by a semantic focus on institutions and policy. This article aims to widen the definition of ‘education’ by examining the transition pre-colonial forms of learning underwent during the period of state formation in early modern India. It explores particular communities of learning which straddled the Mughal and early British periods, the educational economy of pen and paper, and the role subordinate pensmen played in supporting both the late Mughal and early East India Company's empires in their agrarian reach into the Indian economy. Lowly, clerical castes served as pillars for the Company in enacting revenue settlements as they had under a wider Mughal political culture. The importance of the skills of paper management and accountancy were accelerated by British interests and provided the seeds for the emergence of not only the structures of north Indian education, but also some of the mid-nineteenth century colonial state's own forms of modern state organization. Abstract: This paper has two main objectives. First, it aims to analyse the connections between education and poverty established by the Poverty Reduction Strategy Papers (PRSPs), a central policy tool for the articulation of the Post Washington Consensus. Second, it intends to study how the PRSPs have been consolidated and expanded through different international organisations. With these objectives, the paper includes four sections: the first and second sections present the ‘model of poverty’ and the ‘model of education’ defined in the PRSPs. The third analyses how different international actors have adopted the PRSPs as a guide to orient their strategies and policies in the field of education, development and poverty reduction. The fourth and final section critically explores the current global development agenda and identifies some of its main challenges in terms of conceptualisation and implementation. Education reform is increasingly portrayed as a quest to achieve a ‘world class’ education system through a process of identifying and adopting the practices of those systems whose pupils perform best in league tables of achievement. This is the rationale for the range of new policies proposed by the coalition government in the schools White Paper published in November 2010, which promotes whole-system reform in England. This article examines the White Paper and analyses the sources and nature of the evidence for reform and the congruence between the policy intentions and their associated policy actions. The analysis suggests that the evidence for the proposed reforms and policy actions is at best tenuous. Both the White Paper and its key sources of evidence are characterised by: a selective use of data: a propensity to mix and match the sources of comparison; and an overall tendency to employ comparisons with high-performing systems elsewhere as a façade to legitimate preferred policy options. Nationally and internationally equity in education has become a key goal. In Norway, a White Paper has been tabled to address how equity can be improved through education. In this paper the pedagogic and knowledge orientation of the initiatives are analyzed and discussed in relation to two models of equity: “equity through equality” and “equity through diversity.” The paper finds that although contradictions are present, the Norwegian ministry clearly favors the equality model. The author claims that the presented policies can be understood as a response to the global educational trend that Apple refers to as “conservative modernization.” This can further be related to Bernstein's “Totally Pedagogised Society,” where the adaptable, trainable individual is a key notion. The paper concludes that the lack of attention given to the diversity of citizens may be a major shortcoming, as lack of recognition is in many ways what causes educational failure in the first place. Fair access and widening participation currently occupy a prominent position in the UK higher education agenda, but these terms remain ambiguous. In this paper we identify two prominent strands of policy in the government's approach to access and the widening of participation and contrast these with a third, more progressive perspective. The academic strand seeks to attract 'gifted and talented' young people into an unreformed higher education system. The second strand, which we term the utilitarian approach, posits a need for reform. However, this is undertaken largely to meet the requirements of employers and the economy. In contrast, a transformative approach values diversity and focuses on creating a system of higher education that does not place the burden of change upon potential entrants. This framework is used to explore some of the implications of the government's White Paper The future of higher education. First, the purpose of higher education is discussed, with particular reference to the distinction between economic and social objectives. Second, the government's view of the structure of the higher education sector is examined, by scrutinizing the notion of institutional differentiation and the role of the access regulator. We conclude that within a more differentiated higher education sector different aspects of the access discourse will become dominant in different types of institutions. [ABSTRACT FROM AUTHOR]

Teacher professionalism in England may be considered to have been shaped by the set of professional standards, and the accompanying statutory performance management system, introduced by the Labour government in 2007. More recently the coalition government’s 2010 White Paper, The Importance of Teaching, announced reforms that will potentially re-shape teacher professionalism. In this article I examine the ‘shape’ of teacher professionalism in England, as defined by the professional standards. I reveal it to be a lop-sided shape, indicating a professionalism that focuses predominantly on teachers’ behaviour, rather than on their attitudes and their intellectuality. Presenting my conceptual analysis of professionalism, and examination of its link with professional development, I consider whether—and to what extent—teacher professionalism may in fact be shaped by government-imposed reform. I conclude that ‘enacted’ professionalism may be quite different from ‘demanded’ professionalism, and shaping professionalism involves a complex and indecipherable process that is better understood by examining the process whereby individuals develop professionally. The private papers of Sir Philip Morris reveal how he prepared himself for the chairmanship of the 1959 Oxford Conference on Commonwealth Education with briefing from the Commonwealth Relations Office, what he brought to the meeting from his own experience, and what he learnt from the chair. British ministers and officials as hosts of the conference were ambivalent about its outcome. They could not disentangle the prospect of educational co-operation across the Commonwealth from all that was being done to set up a system for giving development assistance to the new states created by decolonisation. It may be good to remind ourselves that ICAE was created in 1973 as an international non-governmental organisation in the context of CONFINTEA III which was held in Tokyo in 1972. Ever since it has grown as a global network. The ICAE Executive took the initiative to start a process to prepare for CONFINTEA VI in Brazil via a virtual seminar to discuss key issues to be looked by governments and civil society. For a long time, rural revitalization has been a topic of concern. After it was put forward in the form of a policy in 2017, it has further received research feedback in many fields, and the education field is no exception. This article is based on the quantitative analysis of the reports in the CNKI database, with rural revitalization as the theme of educational research from 2000 to 2021. We summarized its development trends and research priorities. We found that after 2017, there has been a surge in education research related to rural revitalization, focusing on three aspects: vocational education, teacher plight, and education construction. At present, the rural revitalization strategy is still in its infancy. Grasping the research focus in time and referring to international experience can provide a more comprehensive theoretical basis for the realization of rural revitalization, promote the flexible change of research focus, and facilitate the effective implementation of policies.
