Students diagnosed with mental illness are progressively composing the makeup of our universities' student bodies. With more "mad" students making their way into the academy, this has encouraged many in Mad Studies to consider the challenges they confront in pursuing post-secondary studies. The purpose of this structured literature review of the Mad Studies canon is to tease out themes apropos to the education of adults through a critical pedagogy lens. Themal categories were organized around: Mad Studies course development and curriculum, popular culture and arts-based education, contesting the university seeped in sanism, surveilling mad bodies/minds, the university demands resilience, the politics of course instruction/teaching, mad disclosures, educational policy, and threat and risk management. The social movement for #PoliceFreeSchools (and the adjacent campaign on college and university campuses called #PoliceFreeCampuses) welcomes an opportunity to reimagine school discipline and safety in contradistinction to current carceral forms. Scholars have moved away from notions of "school to prison pipeline" by demonstrating the many ways schools are organized as carceral spaces (e.g., school-prison nexus). A conceptual framework of Anti-carceral leadership is put forward in this paper to underscore the need for a leadership paradigm that actively refuses the logics of the carceral state (e.g., social control). The paper underscores how the logics of antiblackness may sustain mechanisms of social control in education policy intended to undo racialized harm. The tensions of be(com)ing an anti-carceral leader and its significance for undoing technologies of punishment, confinement, and constraint that reinforce schooling as a site of Black pain and suffering are discussed. This paper is based on a systematic literature review of published research on the educational application of Virtual Lab. The paper focuses on the use of the mobile Virtual Lab application for learning science practicals in rural school context. This paper analyses the theoretical aspects of using VL in teaching and learning of science practical experiments. The previous studies published in national and international journals and conference proceedings on science education and technologies in education, and regarding the benefits of using VL in science education, are discussed as references for integrating VL in teaching of science practicals in the rural school context. A systematic review method was adopted in this paper to explore articles that focus on Virtual Labs and the use of Virtual labs in teaching and learning. However, the aim of this paper is to provide science teachers in rural schools and education policy makers with a better understanding of the constraints and the benefits of using VL technology in mediating learning of science practical experiments and encourage teachers to adopt the use of VL as technology for conducting science practical experiments. In addition, this paper also addresses the possible factors that may affect learners' learning of science practical experiments using VL technology in rural school educational settings, giving educational policy makers and curriculum developers enlightenment as to the effective integration of VL technology in science education. Given limited investigation into the state and status of physical education policy research internationally, we suggest there is a need for a more comprehensive empirical review of physical education policy research internationally to inform a future research agenda. The purpose of this scoping review is to map the international peer-reviewed empirical literature detailing policy research in school-based physical education between 2010 and 2020 to understand and make recommendations for extension, where appropriate, of the conceptual boundaries of how to 'do' policy research in this field. We followed a three-phase approach to the scoping review: (i) identifying relevant sources; (ii) charting of sources; and (iii) reporting the findings from the charting of sources. Results were interpreted through two theoretical lenses: (a) Rizvi and Lingard's (2010) framework of policy issues and questions and (b) Diem et al.'s (2014) traditional and critical approaches to educational policy research. Findings are discussed in relation to the charting categories which included: journal; year; affiliations; country of work; funding acknowledgements; research question; policy definition; policy issues; and traditional and/or critical research. We hope this research can be useful to those looking to enter the physical education policy research space, as it introduces them to the research landscape, and to those already engaged in this space looking to fill gaps in the literature. Following in the tradition of systematic reviews of research, this paper reports the findings of an overview of Arab scholarship in educational administration, management and leadership. We first articulated a framework for analysis anchored to a proposed 'scholarship maturity' theoretical model then applied it to analyze 20 reviews of Arab scholarship in educational administration, management and leadership. The findings suggest that reviewing Arab scholarship in educational administration, management and leadership is an emerging segment of research that is growing steadily in line with the burgeoning volume of Arab research. Taken together, the findings give the impression that this line of inquiry is promising and has the potentials and capacity to develop. However, it is still lacking maturity and impact, which descriptions apply to the Arab scholarship in educational administration, management and leadership writ large. This study examines and explores the challenges, issues, and problems with their solutions regarding Science, Technology, Engineering, and Mathematics (STEM) education along with the awareness enjoyed by science teachers. The selection of papers for this study was done through systematic literature review techniques. The 11 themes were generated through the thematic analysis of the papers that is, STEM education and its awareness; its challenges, issues, and problems; its curriculum; inquiry and learning environment; technologies; learning and models of integration; a blended learning approach; students' problem-solving abilities and skills; its implementation and evaluation; it's research and current trends; and interdisciplinary collaboration and intervention. Policy and planning, infrastructure, and the state of society were found the main factors of the poor conditions of STEM education. STEM research studies suggest that a curriculum with a blended learning approach has to be integrated by interventions of models depicting technological and inquiry-based environments to bring awareness among teachers, which strengthens the students' problem-solving abilities and skills. The recommendations of the National Academy of Sciences (NAS) panel are critiqued from a perspective of broad educational policy and legal influence. The report and the accompanying background papers are endorsed with general acceptance of problem identificaion and formulation. However, the report is challenged for recommendations that are too narrowly conceived, raising questions as ro viability of implementation. Specific issues addressed include treating disproportionate placement as a symptom versus problem, legal and professional policy barriers to implementing the report's recommendations, and the role of courts in resolving scientific disputes and programatic concerns. In the past two decades, there have been many thoughtful educators who have recommended the need for a paradigm shift in the design of 21 SP st sp century educational systems from the teacher-centered and textbook centered approach to the student-centered and digital instructional resources that promote active learning. This article focuses on civic education and the constitution of subjects within a complex landscape of peace and war making in Colombia. Using a genealogical approach to study the manufacturing of citizens, and drawing on a document analysis of policies, curricular guidelines, and teaching resources, this paper evidences an increasing attention to students' skills, conducts, and interpersonal relations, rather than structural inequality and injustice. Through the examination of the "integral citizen," I argue that the development of students as skillful civic subjects has become central to the aspiration of building and sustaining peace and democracy. Such citizens are described as individually embodying the virtues and skills of problem-solving, conflict-management, autonomy, and self-regulation of emotions. This research adds to our understanding of the construction of the ideal citizen in conflict-affected settings, and how education policy intersects with larger efforts for meaningful and sustained change. Teacher education is at a critical crossroads as colleges and schools of education contend with decreased student enrollment, legislative strategizing to limit what is taught, and general pushback regarding what teachers should learn about teaching and their students. As such, the field of teacher education must examine how to collectively rebuff the current movement by policy makers and elected officials who have formalized their desire to maintain the status quo in education. They continue to lobby against social justice in education, critical race theory, multicultural perspectives in teaching, and culturally responsive and relevant pedagogical approaches to classroom instruction, among others. The widespread adoption of school autonomy with accountability reforms in education has generated debate regarding the relationship between autonomy, innovation and accountability. While at the policy design level, these three elements are highly related, several authors highlight the contradictions among them. By analyzing key documents and interviews, this paper aims to identify the program ontology behind the current Italian National Evaluation System (SNV), with a focus on the way in which autonomy, accountability and innovation have been conceptualized and linked together. The paper also aims to explore whether pitfalls and/or tensions exist that might hamper the achievement of the SNV goals. The findings highlight the peculiarities of the Italian autonomy with accountability system, which has resulted from the involvement of different stakeholders in the design and implementation of the reforms. The findings also reveal contradictions regarding some of its premises. Various rationales (improvement, efficiency, equity and transparency) emerge that seem to have acted as drivers of the reforms, however, the influence of globalizing discourses on international competition and the benefits of datafication also appears significant. A number of contextual aspects are finally considered which hamper the expected change mechanisms, highlighting the discontinuous ground in which such policy dispositifs operate. Purpose: The Every Student Succeeds Act (ESSA) reduced the role of the federal government in K-12 education, giving states more flexibility while maintaining protections for marginalized groups. Despite the potential to leverage flexibility, little is known about how states are addressing equity. Research Methods: Using a critical policy analysis (CPA) approach, this qualitative case study uses semi-structured interviews and document analysis to examine the design and implementation of equity efforts by the state education agency (SEA) in North Carolina. Findings: SEA officials describe writing the state ESSA plan as an exercise in compliance and believe the plan could have gone further in pushing equitable solutions. Competing priorities within the SEA, including the struggle to fulfill its dual roles as service provider and regulatory agency, complicated ESSA implementation, as did state-level political maneuvers. A significant, unexpected finding is that participants were much more comfortable discussing the needs of economically disadvantaged students than students of color, and often avoided mentioning race specifically. Additionally, although the pandemic caused major disruptions to schooling, SEA officials identified “keeps” that were begun as a pandemic response and may continue as the SEA pushes equitable solutions for traditionally underserved students. Implications for Research and Practice: This study suggests that competing initiatives, staff turnover, and political ideology may limit the SEA's capacity to address power and resource imbalances and hinder efforts to promote greater equity in the educational system. This paper on the political sociology of school choice policies has been written as a supplement to the essays in the 2020 Politics of Education Association Yearbook and locates them in cognate literatures. In addition, the papers are situated against the changing political and global contexts of such policies, as global pressures, discourses, and policyscapes have been recently challenged to some extent by the rise of new nationalisms and ethno-nationalism in many nations across the globe. School choice policies are linked with practices of marketization, privatization, and commercialization and some conceptual clarification is proffered. Policy is defined as referring to processes, framing discourses, and specific texts. Statecraft (logics and working of the state) has been reconstituted by these changes, with one important often over-looked element of this craft being scalecraft (work creating the scales of policies), that is, policy work on constituting local, national, regional, and global relationships and scales. This paper discusses the workings of the European Semester (ES) in relation to the policy field of education. My study shows how the ES enables the steering of education policy through encouraging specific economic and employment-related actions by European Union (EU) member states. With a focus on the relationship between the EU institutions and member states, this paper examines how the ES discursively promotes certain approaches to education through country-specific recommendations (CSRs). In this study, CSRs are revealed as policy spaces where European and national interests are brought together, enabling shared problem definition and collective learning. The paper illustrates how policy moves through translation and negotiation in the construction of CSR. The evidence drawn on here comes from analysis of CSRs in 2011–2016 and 15 semi-structured interviews with key policy actors, mainly from the European Commission, Council and Parliament. This paper concludes that CSRs work through soft power to manage governing tensions through translation and by building convergence and consensus. Concerned with European Union (EU) governance of teachers since the mid-2000s, this paper makes an empirical as well as theoretical contribution to education policy studies in the context of EU governance. Drawing on neo-institutional field theory and an empirical material of policy documents and interviews, the paper analyses the consolidation and evolution of a field at the EU level that is focused on the governance of the teaching profession. We argue that this field constitutes a bridging issue field, spanning several policy domains, including education, employment and economy, and characterised by non-linear and relatively slow change. We demonstrate how the field since the mid-2000s has become elaborated via the strategic framing of teacher skills and careers as policy issues, the mobilisation of actors and networks, and an expanding institutional infrastructure of mechanisms and policy instruments. Theoretically, the paper advances the debate on EU governance by highlighting the epistemic gains of neo-institutional field theory in making sense of soft governance contexts and their trajectories as an outcome of the interplay between issue framings, different types of actors, and institutional infrastructure. This article serves as an introduction to a Special Issue focusing on the nature, trajectories, and boundaries of contemporary European Union (EU) education governance. The Special Issue comprises four papers, which draw on original empirical research and employ different theoretical outlooks and methodologies. This introductory article situates these papers in the current scholarship on EU governance and Europeanisation. Arguing that the papers together demonstrate the significant advance of Europeanisation in the governing of European education systems since the late 1990s, we discuss the epistemic gains, complementarities and emphases of the four papers. A large and growing body of literature has attempted to devise discussion frameworks for school education. However, conceptualizing deliberation able to appreciate the expression of socially disadvantaged people has received relatively little attention. Since the voices of culturally and linguistically depreciated populations would disappear in the institutionalized deliberation process, this paper aims to extend the meaning of democratic deliberation capable of putting forward marginalized accounts. The paper proposes and builds a temporal speech stage named 'generating deliberation' on which superiority-based claims can weaken through 'expressive speech' anchored in the democratic value of equality. The paper also addresses how expressive speech requires truth-telling based 'mindful speech' as a basis for the democratic value of freedom and a more attentive dialogue of generating deliberation. The article first explores divergent assumptions associated with democratic deliberation and their potential dilemmas in foregrounding socially marginalized people. Next, it examines the concept of critical awareness put to work through Rancière's ideas of dissensus and equality, followed by Foucault's parrhesia and freedom. Whilst navigating the magnitude of freedom and equality, the paper theorizes generating deliberation as an expressive/mindful conversation that illuminates the socially invisible. Existing distributed leadership (DL) theories tend to focus on distributing financial, material and human resources in order to enhance school performance. However, their impact appears controversial. Critical scholars assert that using DL to promote trust and democracy can be a self-fulfilling prophecy orchestrated by few formal leaders. When being misused as a managerial tool, DL can reinforce epistemic injustice in school. In this conceptual paper, we retheorise DL through the lens of epistemic injustice. Drawing on the concepts of testimonial, hermeneutical and systemic injustice, we analyse how DL practices potentially marginalise, silence, and reject individuals as knowledge contributors due to their deflated credibility, the lack of concepts or language, and systemic discrimination. To build epistemic justice and reciprocity into DL, we propose three moves: building trust and self-trust; re-distributing epistemic resources; and reconfiguring relational justice. This paper makes a theoretical contribution by explicating why and how epistemic injustice is done to disadvantaged individuals in DL. The activities of the European Educational Research Association (EERA) and the yearly European Conference on Educational Research (ECER) are mainly organised in standing networks. Through the example of the Policy Studies and Politics of Education network, this article takes a closer look at network activity and the ways in which it contributes to the development of educational research. Since most network activity is focused around the yearly conferences, the first part of the article discusses the conference session space, its forms and its links to the broader community of educational researchers. The second part of the article traces the origin and development of the Policy Studies and Politics of Education network, emphasising how the network has provided a space for critical analysis and discussion of education policies and forms of governance being pursued by national and trans-national actors in and beyond Europe. In the education decentralization processes, community participation in education governance has been argued to be essential for improving accountability to service beneficiaries. Therefore, this paper examined the perspectives of key actors on the impact of an educational decentralization policy on improving school quality education in Junior High Schools in Ghana. Participants in the study were 54 School Management Committee (SMC)/Parent-Teacher Association (PTA) members, 106 teachers, and 11 head teachers in 11 schools drawn from two districts in the Central Region of Ghana. Teachers filled out questionnaires and interviews were conducted with SMC/PTA members using a semi-structured interview guide and with 11 head teachers. The paper reveals that the education decentralization policy, with community participation at its heart, has given schools some autonomy in their decision-making process. However, the involvement of community members in school activities has been limited mainly to financing, with little emphasis on the decision-making process in school governance. The study recommends that there should be adequate support for communities to become more involved in the decision-making process, especially in implementing the School Performance Improvement Plan for Ghana to achieve Sustainable Development Goal (SDG) 4. The article presents a study which investigates the America Reads Challenge program of U.S. President Bill Clinton. This is a political initiative which aimed at improving the reading achievement through nonprofessional tutoring. The study showed different results. Some have positive while others have negative impact. The factors contributing in the varying results include financial support for the school to enhance the educational programs, lack of technological resources and infrastructures.

The relationship between decentralization and inequality remains puzzling. The primary objective of this paper is to study the effects of decentralization on regional education inequality in China where national higher education policies systematically prioritize large cities. We apply the Gini coefficient and the econometric model of regional convergence (i.e., Barro regressions) to study original provincial college admission data in China from 2005 to 2013. We discover that the provincial Gini coefficients have been declining throughout the period. The Barro regression results also suggest that the provincial-level college-going rates have been converging. We further demonstrate that the convergence is driven by provincial rather than national universities. Access to elite national universities remained unequal across provinces and still favored super cities. We conclude that decentralization helps to drive down the regional inequality of access to higher education that is due to national polices. Despite the growing academic interests in educational leadership recently, hardly any of it has focused on post-conflict situations. This paper seeks to generate an understanding of the perspectives of primary school leaders in post-conflict Cambodia on the issues they face in the process of educational reconstruction and development and the strategies they adopt to deal with those issues. A qualitative research approach within the interpretivist paradigm was adopted to guide the study. Semi-structured interviews were used to collect data with 20 primary school leaders. Data were analysed using grounded theory data analysis methods, namely, open coding and analytic induction. The study argues that while there has been substantial progress in educational reconstruction generally in post-conflict Cambodia, primary school leaders face multiple issues in their day-to-day work. Some of the issues may be specifically attributed to the legacies of armed conflict and genocide while others may refer to the broader context of the developing world. The findings have implications for policy and practice in educational leadership and further research in the post-conflict and developing-country contexts. [ABSTRACT FROM AUTHOR]

The approach of coloniality to analyse the impact of political-cultural power structures on mathematics teaching is currently being discussed in mathematics education, especially in Latin America. In particular, one affirms there a hierarchy between the mathematical knowledge that is to be taught in the different educational levels, and is lamenting the hierarchy: as an effect of coloniality and as an expression of a global, Eurocentric hegemony. However, such relationships between the different content parts of the educational structure have been established in each country in a specific way, that is, according to the forms in which the educational system had emerged in that country. Whether hierarchies are implied has to be investigated for each case separately. The core of the differences is constituted by the structural functions achieved in Modern Times by the former Artes Faculty of Medieval Times. It depended on these functions which requirements were instituted for the transition from secondary level to higher education and which authority had to decide whether the requirements were met. In particular, the paper will discuss how the different paths for the transition from secondary to higher education have also shaped different structures of school mathematics and to what extent power mechanisms and hierarchies can be proven in them. Unpacking the linkages between mainstream education and private tutoring is fundamental for advancing knowledge on tutoring's implications for learners and systems of learning. This paper explores the micro-processes of teaching-learning at schools and tutoring centres to provide a nuanced understanding of the dynamics between them, in the context of India. Using qualitative data from lesson observations, interviews and focus group discussions with 85 participants, the paper explicates the teaching-learning processes in these two settings. The findings and analysis illuminate how actors in one setting shape their responses based on their perceptions of the other, thus influencing their pedagogical practices. The cyclic nature of the resulting dynamics highlights the negative implications for mainstream education in terms of undermining the implementation of progressive pedagogical reforms and inhibiting the need for systemic interventions to resolve incongruities and misalignments within the larger education system. This could result in a potentially vicious feedback loop. The non-binary exploration of this feedback loop has wider global relevance in terms of the nuances added to the theme of private tutoring's negative outcomes. [ABSTRACT FROM AUTHOR]

This paper introduces the concept of infrastructure into discussions on climate change and education. We focus on the links between the increased use of digital data and the central role of data infrastructures in education, and the energy infrastructure needed to support their growing use in schools and school systems. We elaborate a need for a greater accounting of the climate and related social costs of these interwoven digital and energy infrastructures of schooling. We suggest this is part of the 'disposition' of the infrastructures of schooling that should be weighed into decisions on whether and how to continue with digital technologies in schools. By acknowledging the climate and environmental incommensurability of digital infrastructures, education leaders and young people can more fully understand their dispositions and their costs. We propose three implications for education governance that entail greater consideration of the limits of current school climate change infrastructures such as 'eco school' programs and EdTech 'AI for good' initiatives, pushes for 'computing within limits' without substantial changes, and current school governance practices which unnecessarily rely on digital infrastructures. Instead, what is needed may be a reversal of the extensive use of digital infrastructures by schools and education governance bodies. [ABSTRACT FROM AUTHOR]

In the last decade education has experienced a shift from privatization to commercialization. This paper argues that the commercialization of education has evolved more recently as a result of artificially intelligent corporate players, enabling forms of insights sales called 'Dark Advertising'. It unpacks how Dark Advertising are profiting from data-driven predictions that reveal where demand is emerging, rather than responding to perceived problems by examining reports by the Australian Competition and Consumer Commission (ACCC). Able to produce techno-solutions 'just in time' through Dark Advertising, Dark Advertising are considered to be enabling new forms of governance and influencing educational policy. Findings of the examination reveal associations in terms of teachers' privacy, ability to provide consent, and agency. Arguably, circumnavigating Codes of Conduct and Privacy legislation, the author calls for greater scrutiny into various information asymmetries associated with Insight Sales strategies that predict, nudge and experiment with teachers' behavior for profit. Background: Subnational actors and organizations are crucial mediators of policy implementation due to their proximity to schools. However, in low- and middle-income country contexts, little is known about their management practices and factors that shape the adoption of these practices to improve education delivery. Purpose: We explore the management context of five District Education Directorates in Ghana, and the factors that enable or constrain them to plan and implement policy. Participants: Forty-three interviews and focus groups with regional and district education officials, district political actors, and basic education school headteachers and teachers. Research Design: A qualitative study of semistructured interviews, focus groups, and education policy and planning documents. Analysis: To understand how policy implementation happens within complex, multitiered bureaucracies, our theoretical framework uses four management functions described in Williams et al. (2021) to explore two different paradigms of how to change public bureaucracies: target setting and prioritization; measurement and monitoring; accountability and incentives; and problem-solving. We coded and analyzed our data based on this framework and developed district-wide narrative memos to synthesize the findings. Findings: We identify three areas of (mis)alignment in management practices: across bureaucratic levels and among actors; around clear and consistent priorities for learning; in expected actions and availability of resources. These (mis)alignments can constrain or be leveraged by districts to improve education delivery in Ghana. Recognizing that there are many different sorts of school systems in the United States and noting the absence of comparative research on these systems, we sampled six such systems—two public, one not, and three at various places on the border between public and private—for a comparative study of educational system in the United States. In this introduction, we motivate the research and discuss our research questions in order to situated the four papers in this special issue. The first three papers capture how different systems inhabit their environments similarly and differently, exploring the relationship between environments on one hand and the system–instruction connection on the other. In many sub-Saharan African countries, the endorsement of the 1990 Education for All (EFA) and the 2000 Millennium Development Goals agreements have resulted in the introduction of ‘fee-free’ education policies in recent time. Yet, in 2015 it is becoming unlikely that education for all will be attained, as it has not been achieved through previous pledges. Using a ‘processual analytical approach’, this paper examines literature from disparate sources to exemplify challenges faced by countries in the sub-region in their attempt at getting children from disadvantaged communities to enrol in primary education. In the process, the paper contends that ‘new’ research is needed to examine how political imperatives and democratic processes impinge on implementation of EFA policy initiatives in the sub-region. This endeavour, the paper argues, is necessary to unearth the commitment, progress and constraints of sub-Saharan African governments (as well as commitment of international donor countries and agencies to helping the sub-region) towards meeting the EFA goals. This paper builds on geographical understandings of scalar practices and illustrates how they can enrich studies of policymaking, in particular for the area of education policy. It achieves this by integrating a focus on ‘scalecraft’ with an approach to ‘policy as practice’ featuring in critical policy studies. The paper draws on one of the few empirical studies of England’s academy schools policy and analyses the work of actors tasked with implementing the policy in two local authority case studies. Analysis presents a new critical perspective on the academies policy by revealing how policy actors’ work is underpinned by scalecraft practices. The analysis also reveals how scalecraft intersects with marketisation politics to create scalar tensions which profoundly shape the work of policy actors. The paper uses its analytical findings to conceptually develop the relationship between scalar practices and the politics of the market, and to propose new conceptual dimensions for understanding the practice of scalecraft. Purpose: Based on a systematic review of policy documents in China related to teacher training over the past four decades, this paper identifies and analyzes the main policy shifts and strategies in terms of teacher training in China. Design/Approach/Methods: Using quantitative trend analysis, high-frequency word analysis, and content analysis, this study presents the policy changes in and reform of China's national teacher training system and elucidates the reasons for such changes. Findings: Chinese teacher training and practice reforms resonate with the paradigm shifts of international teacher training and development, particularly those based on real-world scenarios. However, innovations have also been made in response to the problems of Chinese in-service teacher training and development, such as the lack of time for teachers and the separation between learning and practice. Such innovations reflect the government's efforts to narrow the gaps between theory, policy, and practice by improving China's macro policy design. With over 5 million Venezuelans fleeing their home country, Latin America is facing the largest migration crisis in its history. Colombia, Peru, and Chile host the largest numbers of Venezuelan migrants in the region. Each country has responded differently to the crisis in terms of the provision of education. Venezuelan migrants attempting to enter the primary, secondary, and higher education systems encounter a variety of barriers, from struggles with documentation, to limited availability of spaces in schools, to cultural barriers and xenophobia. This paper examines the distinct educational policy responses to Venezuelan migrants in Colombia, Peru, and Chile. It begins by contextualizing the current crisis through a sociopolitical and economic analysis of the origins of the Venezuelan migration phenomenon. Venezuelans are not officially and legally recognized as refugees by the UNHCR. Refugee status is considered on a case-by-case basis at the country level. The regional coordinating bodies tasked with promoting safe, orderly, and legal migration of Venezuelans to host countries have given uneven attention to education. The paper examines each country's response to Venezuelan migrants from a human rights perspective. It provides sociopolitical context and discusses the specific educational offerings from the primary to tertiary levels in Colombia, Peru, and Chile. It considers alternative or flexible education models, second shift schools, access to school transportation and feeding programs, and teacher training opportunities that cater to the growing migrant population. It explores barriers to entry into the educational system, including documentation challenges due to legal and enrollment requirements, constraints on the host countries' education systems, and discrimination due to lack of intercultural training and xenophobia. It also discusses challenges related to the quality of the educational opportunities for Venezuelan migrant children, and the specific needs of these children. The paper considers several ideas to protect Venezuelan migrants' rights to an education and to strengthen their integration. Finally, it offers recommendations on sustainable education solutions for Venezuelan migrants at all levels in the three countries. These recommendations include improving information sharing, addressing structural bottlenecks to school enrollment, and expanding pathways (existing and complementary) to higher education. This article is the introduction to a special issue of Educational Policy titled, "Educational Policy: Analysis, Action, and Advocacy Across Contexts." The special issue presents contemporary education policy analyses from the United States, Canada, and Australia, which collectively represent methodological, contextual, and theoretical diversity. Individually, they offer detailed examinations of education policy processes and outcomes with a common focus on equity. The articles represent a spectrum of approaches to analysing education policymaking and enactment and point out various ways that educators, scholars, policymakers, and activists can take action. In this article, the co-editors identify key themes that distinguish the special issue's contribution and explain the importance of education policy analysis that informs future advocacy toward more equitable policy processes and outcomes across contexts. This study explores a cohort of Burmese students' lived experiences at a border high school in China and demonstrates that their multilingual practices and identity positionings constitute exclusionary effects that limit their interactions with their local Chinese teachers and peers. The paper argues that these Burmese students' in-group interactions reproduce the process of exclusion, further complicating their identity positionings. This paper confirms the established fact that transnational students are marginalized in a variety of national contexts in complex ways, and draws attention to in-group differences among transnational students with diverse backgrounds. These findings have implications for multilingual practices and education policy makers, and for a more inclusive pedagogical approach to reducing marginalization and educating students of diverse linguistic, cultural, and racial backgrounds for global citizenship. Discussions on educational policy are shaped by current societal transformations associated with diversity. At the same time, the most recent reform of the Austrian National Curriculum for Physical Education (NCPE) was driven by the desire to stipulate standardised learning outcomes. Building upon Bernstein's framework, this paper explores to what extent issues of diversity are addressed in curricular documents, which inform and structure teaching and learning processes. Based on a qualitative content analysis, the General National Curriculum (GNC) and the latest NCPE were investigated. In a two-stage process, combining predetermined and emerging coding, significant themes were developed throughout the data analysis process. The findings demonstrate differing understandings of what diversity means and how it should be taken into consideration, indicating a less comprehensive way in the NCPE compared to the GNC. Since a uniform understanding of diversity is missing, this ambiguity fails to comply with a NC's function to act as a systematic framework for teachers. There is friction at the level of education policy, as the NCPE should both reflect generally acknowledged societal transformations associated with diversity and be standardised at the same time. The paper concludes that future curriculum reforms should specifically address diversity-sensitive teaching and learning within the subject in a more comprehensive way, interlink the GNC and NCPE precisely and rethink the tension between diversity and standardisation in the NCPE. Since the 2004 accession to the European Union (EU), Poland, like many other post-communist countries, have gone through a significant process of convergence to the EU institutions, laws and processes. In this process, the European values, policies and institutions have become an important reference point for the legitimacy of major national system reforms. In education, there have been a significant number of reforms aligned with 'European standards' as integration with the EU was seen as a priority for Poland's national interest. This paper is interested in the changing policy discourses that have been defining and legitimising Poland's education policy objectives, with a particular attention given to the idea of 'quality education' and the role of education. In this way, it is also interested in the processes of Europeanisation and de-Europeanisation – turning away from 'EU-isation' of policies. The emerging picture from the analysis illustrates the tensions between the neoliberal and populist policy discourses pursued by a variety of Polish governments, including significant policy shifts under the government of the Prawo i Sprawiedliwość (PiS) (Law and Justice) coalition. In this conceptual paper, the author explores the relationship between the subprime mortgage crisis and charter school expansion. By situating both cases in a structural analysis of race and political economy, this article demonstrates how Jim Crow segregation established the conditions for contemporary symbiotic relationships between segregation and economic exploitation as evidenced by the concentration of subprime mortgages and charters in Black communities. By centering Black communities, this analysis demonstrates the limitations of charters to advance educational opportunity for historically underserved communities if broader political economic contexts are considered. Lifelong education has proven to be a significant challenge in the policy arena. The combination of formal education and labor-centered institutions has pressed the development of different mechanisms to understand the role of human capital accumulation in socioeconomic mobility and organizational performance. While the narratives of lifelong education have primed labor and educational studies across developed economies, in the case of developing economies, those logics appear contested by development economics conditions. In this paper, I use the context of the expansion of the graduate educational market and its policy reforms to analyze how a developing economy copes with a change in the availability of a highly educated workforce. Using panel and pseudo-panel data, I examine the evolution of educational returns for the graduate workforce in Chile between 1990 and 2018, considering the differences between industries and public and private sectors. The results point out that there are no public-private differences and high heterogeneity across economic sectors. The policy- and individual-level consequences are discussed. [ABSTRACT FROM AUTHOR]

To afford school middle leaders meaningful opportunities to initiate change, we must provide them with the space and flexibility to engage with agentic and creative responses to policy and practice. Whilst we argue that the tensions identified in Bennett's seminal reviews persist, there may, nonetheless, be opportunities for school middle leaders to creatively influence educational agendas. Through engaging in a critical interpretative synthesis of school middle leadership literature, we consider how the subjectivities of such leaders are discursively constructed. We argue that a culture of performativity has diminished opportunities for middle leaders in English schools to develop a strong sense of agency, educational ideology and authentic professional responsibility. However, a current governmental focus on subject knowledge may have opened spaces for a collegial agency, despite the prevailing neo-conservative policy discourse. We thus identify, the potential for movement beyond a discursive position to one where school middle leaders take greater responsibility for developing practice to align more closely with their educational values. Utilising a dialogic theoretical perspective we examine how middle leadership in English schools is currently practiced and mediated in relation to the changing political landscape, and suggest that seemingly contradictory positions provide a fruitful site for new research. International Large-Scale Assessments (ILSAs) have had significant impact on education policy across the globe. But has interest in ILSAs now started to wane? This paper presents new evidence on this issue, exploring how the amount of attention three major ILSAs receive compares across countries, between studies and over time. Using information on Google searches made for ILSAs over time, we illustrate how results from TIMSS and PIRLS results receive significantly less attention than those from PISA. Globally, interest in ILSAs seems to have peaked in 2012 and has been on the decline since. There is however substantial cross-country variation, with increasing interest in some countries over the last decade (e.g. Sweden, Turkey) offsetting some of the fall in others (e.g. Japan, German). Moreover, while changes in scores seem to be related to the attention that ILSAs receive, other factors - including their current position in political and policy narratives - are also likely at play. This paper reviews systematically literature on school leadership in the context of Indonesian education from 2004 to 2019. Its purpose is to investigate major issues which exist in the school leadership practices in Indonesia and propose some sustainable solutions so that educational policymakers, stakeholders and scholars can improve their awareness and knowledge of school leadership. Eight core international EDLM (educational leadership and management) journals were used as the source of the literature. Additionally, a high-quality journal with the indexation of Scopus and Social Sciences Citation Index, Asia Pacific Journal of Education (APJE), was included. The literature search yielded 16 articles that were reviewed. This study reports several crucial issues that need to have serious attention paid to them, including a lack of capacity to lead and manage schools, insufficiency of published studies, and the inappropriateness of principal selection processes. The suggested solutions for these problems consist of developing principal training centres in all the provinces of Indonesia, conducting more collaboration with overseas scholars, and improving principal selection procedures. While research on Irish-medium immersion education (IME) has heralded benefits such as cognitive skills, academic achievement and language and literacy development, many studies have also identified challenges to its successful implementation. Immersion-specific research-validated tools can help school leaders navigate the school self-evaluation journey, critically review and evaluate the quality of aspects of their school's provision and plan for improvement. This paper reports on one theme, leadership, from a larger study, Quality indicators of best practice in Irish-medium immersion (Ó Ceallaigh and Ní Shéaghdha, 2017). Qualitative in nature, the study was guided by the following research question: What are IME educators' perceptions of best practices in IME?. The study explored 120 IME educators' perceptions of best practice in IME to inform the development of IME quality indicators. Individual interviews and focus group interviews were utilised to collect data. Data analysis revealed particular themes related to best IME leadership practices. Findings in turn informed the design of an evidence-informed school self-evaluation tool for IME settings. The various functions of the tool will be explored with a particular emphasis on building teaching and leadership capacity in IME through the school self-evaluation process. [ABSTRACT FROM AUTHOR]

Over the past several decades large philanthropies have adopted aggressive approaches to education reform that scholars have labeled venture philanthropy. These efforts focused on broad changes to schooling and education policy, borrowing techniques from the venture capital world. But many foundations have recently become convinced that market forces and macro-level policymaking alone cannot drive educational improvement, particularly in areas related to classroom teaching and learning. In response, foundations have begun to design their own instructional innovations and identify providers to implement them. This paper interprets these recent efforts as early evidence of a distinct adaptation in the evolving role of philanthropies, which we dub design philanthropy. Although this approach represents an attempt by foundations to simultaneously increase democratic engagement, directly influence the instructional core, and spur educational innovation, it poses new risks for coherence, scalability, and sustainability in education policymaking. Conflicts over education and education policy continue, and now new, diversified actors push for change while technologies expand the terrain where conflicts unfold. Conflict theories would seem best suited to address these conflicts. However, despite conflict theories' substantive contributions, they are infrequently used in the US context and have met with critique, viewed as too reductive to fully contend with the complexities of conflict in the educational arena. In this paper, we extend traditional conflict theories to address these longstanding critiques and to also incorporate contemporary complexities and developments. Our study is grounded in recent developments in sociological field theory and intersectionality theory. Our proposed extension of conflict theory was developed in conversation with twelve empirical cases of recent conflicts in P-16 education. For the last decade education policy in England has been underpinned by a dichotomisation of education into STEM versus Arts. The rationale is that STEM graduates gain more lucrative employment via the desirability of the 'STEM skills' which it is stated are increasingly in demand and imperative for economic prosperity. Through a literature review and analysis of policy documents and reports this paper examines evidence regarding the assumptions that are inherent in this claim. In doing so it reveals that the rationale for this approach is deeply flawed, particularly in relation to future skills needs. This raises questions not only for the current direction of policy but fundamentally the notion of STEM as a useful and meaningful acronym in this context. The evidence instead calls for an integrated, dynamic and strategic approach to education policy that fundamentally moves beyond the false dichotomy of STEM versus Arts. [ABSTRACT FROM AUTHOR]

Governments in Sub-Saharan Africa (SSA) are expanding access to high school education, which is a perpetuation of the previous focus on basic education. This study applies qualitative comparative analysis (QCA) using data from seven countries from 2010 to 2020 to examine the potential conditions of fee-free policies at the high school level. Five potential conditions are analyzed. They include the regime type, electoral competition, ideological lineage, economic conditions, and social context. The findings indicate the significant influence of electoral competition and a high level of lower secondary school enrolment for the adoption of fee-free policies. The absence of electoral competition leads to a lack of fee-free policy. The paper explains how elections, one indicator of representative democracy, motivate political leaders to initiate social policies. Additionally, the study challenges the relevance of two important explanations for expansionary social policy in the literature--the partisan theory of policy outcomes, and the economy.
