The article reports on the notification sent to Yibin Paper Industry Co. Ltd. by the Sichuan Environmental Protection Bureau on December 12, 2007 which stated the bureau's approval to restore the company's production in China. The paper mill began its normal production and operation on January 6, 2008, months after it discontinued production because of the need to repair its environmental protection equipment.

Three major rare earth product ion bases have been developed by China including Liangshan of Sichuan Province, Baotou of Inner Mongolia and Ganzhou of Jiangxi Province.
