The genetic load hypothesis of Hermann Muller raised the profound question of possible species extinction, even for humans, following a prolonged accumulation of recessive genes due to ionizing radiation exposure within the population. Two major mouse radiation research teams in the United States provided the most extensive tests of Muller's hypothesis. One group continued its study for more than two decades, over 82 consecutive generations, approximating 2500 human years. Even though Muller had stressed for decades his fear of species-threatening effects, no significant effects were observed for related factors such as reproductive fitness and longevity. Yet, the paper presenting the data of the 82-generation negative study has only been cited five times in 45 years. Altogether numerous laboratories worldwide collected vast amounts of data on mice, rats, and swine in an unsuccessful attempt to see if there was convincing evidence to support the genetic load theory and claims that species might deteriorate or be rendered extinct. This paper re-examines Muller's genetic load hypothesis with a new evaluation of how that hypothesis was tested and the significance of the findings, with most of those studies being completed before the BEIR I Committee Report in 1972. That committee briefly discussed the available evidence, mostly ignoring those results as they proceeded to make hereditary risk estimates both for (1) the first generation after a radiation exposure and (2) for the time, in the distant future, when a hypothetical genetic equilibrium would be reached. Their estimates assumed accumulation of harmful mutations and a linear no-threshold dose response extending all of the way down to a single ionization. The adoption rate for Leadership in Energy and Environmental Design – Neighborhood Development (LEED-ND) projects has varied considerably across the United States. Local governments and developers face variation in the incentives and barriers while implementing LEED-ND projects across four key dimensions – economic, policy, public awareness, and organizational. This paper investigated the drivers of variation using a mixed-methods approach including a two-stage Heckman model, a survey of Texas subdivision developers and interviews with local planning officials. Results indicate that initial public funding may lead to more LEED-ND projects being completed, but with a diminishing return as these projects become established within the region. Support for local programs including tax abatement, public-private partnerships, and other incentives were also demonstrated to help facilitate LEED-ND project adoption. Hydraulic fracturing is an increasingly common method of oil and gas extraction across the United States. Many of the chemicals used in hydraulic fracturing processes have been proven detrimental to human and environmental health. While disclosure frameworks have advanced significantly in the last 20 years, the practice of withholding chemical identities as "trade secrets" or "proprietary claims" continues to represent a major absence in the data available on hydraulic fracturing. Here, we analyze rates of trade secret claims using FracFocus, a nationwide database of hydraulic fracturing data, from January 1, 2014 to December 31, 2022. We use the open-source tool Open-FF, which collates FracFocus data, makes it accessible for systematic analysis, and performs several quality-control measures. We found that the use by mass of chemicals designated as trade secrets has increased over the study time period, from 728 million pounds in 2014 to 2.96 billion pounds in 2022 (or a 43.7% average yearly increase). A total of 10.4 billion pounds of chemicals were withheld as trade secrets in this time period. The water volume used (and therefore total mass of fracturing fluid) per fracturing job has shown a large increase from 2014 to 2022, which partly explains the increase in mass of chemicals withheld as trade secrets over this time period, even as total fracturing jobs and individual counts of proprietary records have decreased. Our analysis also shows increasing rates of claiming proppants (which can include small grains of sand, ceramic, or other mineral substances used to prop open fractures) as proprietary. However, the mean and median masses of non-proppant constituents designated as trade secrets have also increased over the study period. We also find that the total proportion of all disclosures including proprietary designations has increased by 1.1% per year, from 79.3% in 2014 to 87.5% in 2022. In addition, most disclosures designate more than one chemical record as proprietary: trade secret withholding is most likely to apply to 10–25% of all records in an individual disclosure. We also show the top ten reported purposes that most commonly include proprietary designations, after removing vague or multiple entries, the first three of which are corrosion inhibitors, friction reducers, and surfactants. Finally, we report the top ten operators and suppliers using and supplying proprietary chemicals, ranked by mass used or supplied, over our study period. The topic of algorithmic fairness is of increasing importance to the Human–Computer Interaction research community following accumulating concerns regarding the use and deployment of Artificial Intelligence-based systems. How we conduct research on algorithmic fairness directly influences our inferences and conclusions regarding algorithmic fairness. To better understand the methodological decisions of studies focused on people's perceptions of algorithmic fairness, we systematic analysed relevant papers from the CHI and FAccT conferences. We identified 200 relevant papers published between 1993 and 2022 and assessed their study design, participant sample, and geographical location of participants and authors. Our results highlight that studies are predominantly cross-sectional, cover a wide range of participant roles, and that both authors and participants are primarily from the United States. This paper aims to investigate the responsiveness of renewable energy production (REP) to fluctuations in geopolitical risks, oil prices and economic policy uncertainty (EPU). It applies a cross-quantilogram framework to examine monthly data of the US economy for the period of 1986–2022. The findings illustrate the asymmetric effect of historical geopolitical risk (GPRH) on REP under long memory. The findings also hold after different subcategories of GPRH, including geopolitical threats and geopolitical acts, are considered. A positive shock in GPRH has the most decisive positive impact on REP when the policies are driven by both energy security and environmental commitments. A positive shock in GPRH can negatively impact REP when policies are driven by energy security causes only. EPU exerts strong negative effects on REP in bearish and bullish states of the market under medium and long memory across different measures of EPU. Dynamic connectedness analysis applying TVP-VAR method between pairwise variables indicates that net REP is a volatility receiver to the changes in GPRH, its subcomponents, oil prices and different measures of EPU. Opioid Use Disorder (OUD) is a chronic and relapsing condition characterized by the misuse of opioid drugs, causing significant morbidity and mortality in the United States. Existing medications for OUD are limited, and there is an immediate need to discover treatments with enhanced safety and efficacy. Drug repurposing aims to find new indications for existing medications, offering a time-saving and cost-efficient alternative strategy to traditional drug discovery. Computational approaches have been developed to further facilitate the drug repurposing process. In this paper, we reviewed state-of-the-art data-driven computational drug repurposing approaches for OUD and discussed their advantages and potential challenges. We also highlighted promising repurposed candidate drugs for OUD that were identified by computational drug repurposing techniques and reviewed studies supporting their potential mechanisms of action in treating OUD. To effectively manage species and habitats at multiple scales, population and land managers require rapid information on wildlife use of managed areas and responses to landscape conditions and management actions. GPS tracking studies of wildlife are particularly informative to species ecology, habitat use, and conservation. Combining GPS data with administrative data and a diverse suite of remotely sensed, geo-referenced environmental (e.g., climatic) data, would more comprehensively inform how animals interact with and utilize habitats and ecosystems and our goal was to create a conceptual model for a system that would accomplish this – the 'Automated Interactive Monitoring System (AIMS) for Wildlife'. Our objective for this study was to develop a Customized Wildlife Report (CWR) - the first AIMS for Wildlife deliverable product. CWRs collate and summarize our 8-year GPS tracking dataset of ∼11 million locations from 1338 individual (16 species) avifauna and make actionable, real-time data on animal movements and trends in a specific area of interest available to managers and stakeholders for rapid application in day-to-day management. The CWR exemplar presented in this paper was developed to address needs identified by habitat managers of Sacramento National Wildlife Refuge and illustrates the highly specific, information offered and how it contributes to assessing the efficacy of conservation actions while allowing for near real-time adaptive management. The report can be easily customized for any of the thousands of wildlife refuges or regional areas of interest in the United States, emphasizing the broad application of an animal movement data stream. Utilizing diverse, extensive telemetry data streams through scientific collaboration can aid managers and conservation stakeholders with short and long-term research and conservation planning and help address a cadre of issues from local-scale habitat management to improving the understanding of landscape level impacts like drought, wildfire, and climate change on wildlife populations. This paper assembles heating fuel prices for the U.S. state of Vermont, from the colonial era to the present, in order to test whether energy fuel prices and energy service prices have diverged over this time period. Prior authors have reported evidence of a significant difference between long run energy fuel prices and energy service prices. However, this is the first analysis to pose this question beginning in the context of colonial America. In accord with earlier work focused in the U.K. the paper reports a significant divergence in fuel and service prices. In this setting real heating fuel prices increased over the 220 year time period by a factor of between 15 and 20. In contrast, heating service prices increased by a factor of two. Expressed in labor units, heating service prices have fallen in Vermont by 25%, while fuel prices were essentially flat. Finally, over this two century time period in Vermont and the U.K., the rate of change in service prices expressed in labor units is remarkably similar: − 1.1% and − 0.9%, per annum, respectively. In 2013, around 1336 desalination plants in the United States (US) provided purified water mainly to municipalities, the industry sector and for power generation. In 2013 alone, ∼200 million m 3 of water were desalinated; the amount that could satisfy annual municipal water consumption of more than 1.5 million people in the US. Desalination has proven to be a reliable water supply source in many countries around the world, with the total global desalination capacity of ∼60 million m 3 /day in 2013. Desalination has been used to mitigate water scarcity and lessen the pressure on water resources. Currently, data and information about desalination are still limited, while extensive socio-economic analyses are missing. This paper presents an econometric model to fill this gap. It evaluates the impact of selected socio-economic variables on desalination development in the US in the time span 1970–2013. The results show that the GDP and population growth have significantly impacted the desalination sector over the analyzed time period. The insights into the economics of desalination provided with this paper can be used to further evaluate cost-effectiveness of desalination both in the US and in other countries around the world. This paper is an historical assessment of how prominent radiation geneticists in the United States during the 1940s and 1950s successfully worked to build acceptance for the linear no-threshold (LNT) dose–response model in risk assessment, significantly impacting environmental, occupational and medical exposure standards and practices to the present time. Detailed documentation indicates that actions taken in support of this policy revolution were ideologically driven and deliberately and deceptively misleading; that scientific records were artfully misrepresented; and that people and organizations in positions of public trust failed to perform the duties expected of them. Key activities are described and the roles of specific individuals are documented. These actions culminated in a 1956 report by a Genetics Panel of the U.S. National Academy of Sciences (NAS) on Biological Effects of Atomic Radiation (BEAR). In this report the Genetics Panel recommended that a linear dose response model be adopted for the purpose of risk assessment, a recommendation that was rapidly and widely promulgated. The paper argues that current international cancer risk assessment policies are based on fraudulent actions of the U.S. NAS BEAR I Committee, Genetics Panel and on the uncritical, unquestioning and blind-faith acceptance by regulatory agencies and the scientific community. This paper reexamines the first viable and a still leading explanation for mid-twentieth century baby booms: Richard Easterlin's relative income hypothesis. He suggested that when incomes are higher than material aspirations (formed in childhood), birth rates would rise. This paper uses microeconomic data to formulate a measure of an individual's relative income. The use of microeconomic data allows the researcher to control for both state fixed effects and cohort fixed effects, both have been absent in previous examinations of Easterlin's hypothesis. The results of the empirical analysis are consistent with Easterlin's assertion that relative income influenced fertility decisions, although the effect operates only through childhood income. The impact of international trade on greenhouse gas (GHG) emissions has primarily been viewed through the lens of emissions embodied in goods, which flow from lower-income to higher-income countries. This trade has been interpreted as allowing the high-income countries to shirk their responsibilities to address the global climate challenge by offshoring emissions. However, international trade may also have an impact on climate through flows from higher-income to lower-income countries, particularly long-lived capital and durable goods that have the potential to avoid future emissions. Given the innovation resources concentrated in higher-income countries and their historic domination of trade in such long-lived goods, this concept may balance the scales to some degree. This paper briefly develops the concept of future avoided emissions and illustrates it with the empirical case of the United States' trade in battery electric vehicles (BEVs) from 2017 to 2020. • Trade in capital goods may reduce future emissions in importing countries. • Such trade may balance trade in goods that embody emissions. • Trade in BEVs is an example, reducing future emissions from conventional cars. • A case study of US BEV trade reveals a surplus in future avoided emissions. Extensive research has been conducted on the concept of jobless recoveries and their potential causes, primarily focused on the United States from the 1990s. This paper finds that the prolonged employment downturn following the brief 1980–1981 recession in Britain qualifies as a jobless recovery and then investigates possible contributing factors: labor reallocation across industries, regional employment changes, and job polarization. The United States, which did not have a jobless recovery from the early 1980s recession, is taken as a comparison case. I find that the leading candidate explanation for this jobless recovery is the reallocation of labor across industries. Elongate mineral particles, including asbestos, have long been screened in talc and other mineral powders. In recent years, there has been a renewed scrutiny of talc containing asbestos due to allegations in civil litigation in the United States as well as reports, proposals, and white papers by international laboratories and government bodies related to this subject. This study demonstrates the importance of the fundamental understanding of both mineralogy and its application, using microscopy with empirical examples from conflicting analyses of the same talc powders by two independent laboratories in civil litigation in the United States. Methods include polarized light microscopy (PLM), scanning electron microscopy (SEM), and transmission electron microscopy (TEM) in the accurate measurement of morphological, optical, compositional, and structural data to characterize mineral-based samples. Discussions in this study include: 1) contrasting the interlaboratory findings of amphibole and amphibole asbestos by PLM and TEM using various preparation techniques, 2) the use of multiple analytical tools on a singular particle for identification, 3) the misidentification of anthophyllite asbestos by inexpert use of electron diffraction using TEM, and 4) the misidentification of chrysotile in talc by PLM. The use of biomonitoring data as an indicator of national levels of human exposure to environmental chemicals has grown in importance and prevalence. Nationally representative urinary bisphenol A (BPA) data are now available for Canada, the United States and Korea. Here we address the following questions: Are urinary BPA data from these countries comparable? What can be discerned regarding geographic and/or temporal similarities or differences? Are there generalizable lessons to be learned regarding comparison of biomonitoring results from different countries? We examined underlying methods and resultant urinary BPA data from national surveys of three countries: Canada (Canadian Health Measures Survey, CHMS, 2009-2015); United States (National Health and Nutrition Examination Survey, NHANES, 2009–2014); and Korea (Korean National Environmental Health Survey, KoNEHS, 2009–2014). We estimated BPA daily intakes on both a volume- and creatinine-adjusted basis. The three countries use similar methods for analyzing urine samples for BPA and participate in external proficiency testing with acceptable results. Field blanks are only used in the CHMS program. There were program-specific differences in fasting times of participants. Median urinary BPA levels in Canada remained relatively constant over the three cycles (1.1–1.2 ng/ml), while US levels decreased (from 1.9 to 1.3 ng/ml) and Korean levels increased (from 0.7 to 1.1 ng/ml) over similar time periods. The most recent survey year data indicate that levels do not differ substantially across countries. Canadian urinary BPA levels have been stable; the subtle, non-significant decrease in intakes may be due to higher body weight in the more recent Canadian surveys. In contrast, the decrease in intakes in the US appears to be due to decreases in urinary BPA as body weights in the US have been stable. Estimated 95th percentile intakes are over an order of magnitude below current health-based guidance values. Our assessment of urinary BPA data from Canada, the US and Korea indicates that methodological differences, methods for dilution adjustment, and population characteristics should be carefully considered when interpreting biomonitoring data. Despite the plethora of publications describing issues with use of creatinine levels for urinary dilution adjustment, there have been no major methodological advances that would assist in interpreting urinary chemical data. A combination of biomonitoring and traditional exposure assessment approaches may be needed to fully assess human exposures to BPA and other chemicals. National biomonitoring surveys provide important information on population levels of chemicals such as BPA and can assist in understanding temporal and geographic similarities, differences, and trends. However, caution must be exercised when using these data to draw anything but broad conclusions, due to both intercountry methodological differences and factors affecting urinary chemical levels that are still poorly understood. While the issues raised in this paper do not appear to be a major concern specifically for the national-scale monitoring of BPA described here, they must be considered when comparing data for other chemicals measured as part of both national and smaller-scale biomonitoring-based research as well as for BPA data from other studies. Abstract This article further develops the literature on the local consequences of natural resource extraction by using newly collected county data from 1964 to 1988 to capture both short- and long-term mortality effects. The article identifies the net impact on mortality and provides evidence that throughout the majority of its distribution, increases in extractive industry activity are associated with small decreases in total and cancer mortality on a year-to-year basis. However, increases in extractive activity are associated with net increases in county-level total, cancer, and infant mortality in the long run, and at very high levels of activity, and are strongly impacted by coal mining activity. Additional analysis is required regarding the short- and long-run mechanisms, but the paper provides preliminary evidence that extractive activity and local community pollution are positively related. Abstract Extreme weather events often disrupt the operation of public transit systems, and challenge the capacity of transit agencies to effectively respond to them. In this paper, we draw upon a recent nationwide survey of 273 public transit agencies in metropolitan regions across the United States to understand the factors that influence their scope of adaptation to anticipated climate risks. We find that a transit agency undertakes more adaptation measures when transit officials perceive greater risks and greater adaptive capacity of the agency, or when it experiences more severe extreme weather events. We also show that local institutional environment, in particular, political ideology, affects the scope of transit adaptation activities. Transit agencies that operate in more politically liberal counties tend to engage in more adaptation actions, while the effect of state-level ideology depends on the level of perceived influence from state governments. The emergence of the novel coronavirus has necessitated immense research efforts to understand how several non-environmental and environmental factors affect transmission. With the United States leading the path in terms of case incidence, it is important to investigate how weather variables influence the spread of the disease in the country. This paper assembles a detailed and comprehensive dataset comprising COVID-19 cases and climatological variables for all counties in the continental U.S. and uses a developed econometric approach to estimate the causal effect of certain weather factors on the growth rate of infection. The results indicate a non-linear and significant negative relationship between the individual weather measures and the growth rate of COVID-19 in the U.S. Specifically, the paper finds that a 1 °C rise in daily temperature will reduce daily covid growth rate in the U.S. by approximately 6 percent in the following week, while a marginal increase in relative humidity reduces the same outcome by 1 percent over a similar period. In comparison, a 1 m/s increase in daily wind speed will bring about an 8 percent drop in daily growth rate of COVID-19 in the country. This paper presents a Stormwater Emergency Response Framework (SERF) for use in the containment and treatment of stormwater runoff following a hazardous material release. The framework consists of four high level process steps and a decision tree. These resources are intended to assist stormwater managers in fulfilling their emergency response responsibilities within the United States' National Incident Management System. Robust hydraulic and watershed modeling may take weeks to months to develop for a contaminated site, whereas decisions made in the initial hours can have a significant impact on limiting contamination spread. Many web resources are publicly available to assist responders in visualizing stormwater runoff flow paths. A case study provided in this paper also demonstrates how simple calculations may be utilized to estimate peak flows and storage volumes necessary to respond to precipitation events immediately. These calculations are useful for decision makers' allocation of containment and treatment resources within the impacted area. Mounting evidence over the past several decades has demonstrated inequitable distribution of pollutants of ambient origin between sociodemographic groups in the United States. Most environmental inequality studies to date are cross-sectional and used proximity-based methods rather than modeled air pollution concentrations, limiting the ability to examine trends over time or the factors that drive exposure inequalities. In this paper, we use 1 km 2 modeled PM 2.5 and NO 2 concentrations in Massachusetts over an 8-year period and Census demographic data to quantify inequality between sociodemographic groups and to develop a more nuanced understanding of the drivers and trends in longitudinal air pollution inequality. Annual-average population-weighted PM 2.5 and NO 2 concentrations were highest for urban non-Hispanic black populations (11.8 µg/m 3 in 2003 and 8.4 µg/m 3 in 2010, vs. 11.3 µg/m 3 and 8.1 µg/m 3 for urban non-Hispanic whites) and urban Hispanic populations (15.9 ppb in 2005 and 13.0 ppb in 2010, vs. 13.0 ppb and 10.2 ppb for urban non-Hispanic whites), respectively. While population groups experienced similar absolute decreases in exposure over time, disparities in population-weighted concentrations increased over time when quantified by the Atkinson Index, a relative inequality measure. Exposure inequalities were approximately one order of magnitude greater for NO 2 compared to PM 2.5 , were more pronounced in urban compared to rural geographies, and between racial/ethnic groups compared to income and educational attainment groups. Our results also revealed similar longitudinal PM 2.5 and NO 2 inequality trends using Census 2000 and Census 2010 data, indicating that spatio-temporal shifts in air pollution may best explain observed trends in inequality. These findings enhance our understanding of factors that contribute to persistent inequalities and underscore the importance of targeted exposure reduction strategies aimed at vulnerable populations and neighborhoods. A surprising number of U.S. cities have drinking water with unhealthy levels of chemicals and contaminants. The city of Jacksonville (Florida), the location for this study, owns the dubious distinction of being ranked among the worst major American cities in water quality according to water quality tests conducted between 2005 and 2009 by the Environmental Working Group (EWG). This report of toxic chemicals in the Jacksonville water supply generated considerable negative publicity and coincides with a frequent and common complaint among residents of foul-smelling water. System revenues from water supply and program subsidies from government are often inadequate in mitigating the problems, perceived or real, with water quality. Therefore, this paper investigates how much residents will be willing to pay for improvements in the quality of tap water. The commonly known economic metric willingness-to-pay (WTP) is applied to estimate any possible rate hikes public utility can assess in any effort to improve real or perceived water quality. The study shows that the estimated weighted average of WTP is $6.22, which can be added to the regular water bill without eliciting much negative reaction from residents. This paper examines the impact of mechanical refrigeration on temporal and spatial price relationships for regional egg markets in the United States, 1880–1911. Notably, this period encompasses an era in which widespread adoption of mechanical refrigeration facilitated the ability to store otherwise perishable commodities. This development in turn altered observed price dynamics for many perishables, including fresh eggs. We use a class of time series models, time–varying autoregressions (TVARs), to document both the structural change and the corresponding impact on spatial price dynamics for U.S. regional egg price relationships during the late 19th and early 20th centuries. Our results reveal that, while spatially distinct markets remained integrated, the opportunity to store eggs over time often resulted in weaker spatial price relationships for eggs. Lake Erie is one of the most valuable natural resources in the United States, providing billions of dollars in benefits each year to recreationalists, homeowners and local governments. The ecosystem services provided by Lake Erie, however, are under threat due to harmful algal blooms. This paper provides recreational damage estimates using spatially and temporally varying algae measures and monthly fishing permit sales collected between 2011 and 2014. Results indicate that fishing license sales drop between 10% and 13% when algal conditions surpass the World Health's Organization's moderate health risk advisory threshold of 20,000 cyanobacteria cells/mL. For Lake Erie adjacent counties experiencing a large, summer-long algal bloom, this would result in approximately 3600 fewer fishing licenses issued and approximately $2.25 million to $5.58 million in lost fishing expenditures. Our results show a discrete jump in reduced angling activity upon crossing this threshold, with limited additional impacts associated with more severe algal blooms. This study aimed to explore and analyze research trends and frontiers on functional near-infrared spectroscopy (fNIRS) in the past 20 years and identify collaboration networks. fNIRS-related publications from 2000 to 2019 were retrieved from the Web of Science database. A total of 1727 publications satisfied the search criteria. Bibliometric visualization analysis of active authors, journals, institutions, countries, references, and keywords were conducted. The number of annual related publications remarkably increased over the years. Fallgatter published the largest number of fNIRS-related papers (83). Neuroimage not only had the largest number of papers published in the first 10 journals (157 articles) but also had the highest impact factor (IF, 2018 ​= ​5.812). The University of Tubingen had the highest number of fNIRS-related publications in the past 20 years. The United States ranked first in terms of comprehensive influence in this field. As the need for multicore-aware programmers rises in both science and industry, Computer Science departments in universities around the USA are having to rethink their parallel computing curriculum. At Rice University, this rethinking took the shape of COMP 322, an introductory parallel programming course that is required for all Bachelors students. COMP 322 teaches students to reason about the behavior of parallel programs, educating them in both the high level abstractions of task-parallel programming as well as the nitty gritty details of working with threads in Java. In this paper, we detail the structure, principles, and experiences of COMP 322, gained from 6 years of teaching parallel programming to second-year undergraduates. We describe in detail two particularly useful tools that have been integrated into the curriculum: the HJlibparallel programming library and the Habanero Autograder for parallel programs. Asthma in the United States has become an important public health issue, with many physicians, regulators, and scientists elsewhere expressing concern that criterion air pollutants have contributed to a rising tide of asthma cases and symptoms. This paper studies recent associations (from 2008 to 2012) between self-reported asthma experiences and potential predictors, including age, sex, income, education, smoking, and county-level average annual ambient concentrations of ozone (O3) and fine particulate matter (PM2.5) levels recorded by the U.S. Environmental Protection Agency, for adults 50 years old or older for whom survey data are available from the Centers for Disease Control and Prevention (CDC) Behavioral Risk Factor Surveillance System (BRFSS). We also examine associations between these variables and self-reported heart attack and stroke experience; all three health outcomes are positively associated with each other. Young divorced women with low incomes are at greatest risk of asthma, especially if they are ever-smokers. Income is an important confounder of other relations. For example, in logistic regression modeling, PM2.5 is positively associated ( p <0.06) with both stroke risk and heart attack risk when these are regressed only against PM2.5, sex, age, and ever-smoking status, but not when they are regressed against these variables and income. In this data set, PM2.5 is significantly negatively associated with asthma risk in regression models, with a 10 μg/m 3 decrease in PM2.5 corresponding to about a 6% increase in the probability of asthma, possibly because of confounding by smoking, which is negatively associated with PM2.5 and positively associated with asthma risk. In this paper, we quantify the difference between public and private prices of residential electricity immediately before and after major federal reforms in the 1930s and 1940s. Previous research found that public prices were lower in a sample of large, urban markets. Based on new data covering over 15,000 markets and nearly all electricity generated for residential consumption, we find that the difference between public and private prices was small in 1935 and negligible in 1940 for typical levels of monthly consumption. These findings are consistent with a market for ownership that helped to discipline electricity prices during this period. That is, private rents were mitigated by the threat that municipalities would use public ownership to respond to constituent complaints and public rents were limited by electoral competition and the growth of private provision. It is generally acknowledged that willingness-to-pay (WTP) estimates for environmental goods exhibit some degree of spatial variation. In a policy context, spatial variation in threatened and endangered species values is important to understand, as the benefit stream from policies affecting threatened and endangered species may vary locally, regionally, or among certain population segments. In this paper we present WTP estimates for eight different threatened and endangered marine species estimated from a stated preference choice experiment. WTP is estimated at two different spatial scales: (a) a random sample of over 5000 U.S. households and (b) geographically embedded samples (relative to the U.S. household sample) of nine U.S. Census regions. We conduct region-to-region and region-to-nation statistical comparisons to determine whether species values differ among regions and between each region and the entire U.S. Our results show limited spatial variation between national values and values estimated from regionally embedded samples, and differences are only found for three of the eight species. More variation exists between regions, and for all species there is a significant difference in at least one region-to-region comparison. Given that policy analyses involving threatened and endangered marine species can often be regional in scope (e.g., ecosystem management) or may disparately affect different regions, our results should be of high interest to the marine management community. This investigation explores whether sustainable finance and renewable energy could facilitate U.S. carbon neutrality. We perform the time-varying parameter-stochastic volatility-vector auto-regression (TVP-SV-VAR) model to obtain the changing relations among U.S. sustainable finance (SF), renewable energy (RE) and carbon dioxide emission (CO2). The empirical outcomes reveal a short-term negative effect from RE to CO2, indicating that renewable energy consumption could promote U.S. carbon neutrality. This effect is asymmetrical, and it could be observed that RE increase has a greater effect on CO2 than RE reduction. Also, the development of sustainable finance could facilitate U.S. carbon neutrality, and the direct impact is longer and more significant than RE, but the indirect effect of SF on CO2 by influencing RE is hysteretic. Besides, the asymmetric effect reveals that the negative direct impact of SF increase on CO2 is smaller than SF reduction, and the latter's indirect effect is more rapid than the former. Against the backdrop of global warming and frequent extreme weather, the above conclusions have meaningful practical applications for the U.S. to achieve carbon neutrality targets through developing sustainable finance and renewable energy. This paper based on quantile stochastic frontier framework constructs quantile eco-efficiency measures. Using the estimates from the quantile stochastic frontier, the eco-performance of the U.S. states for nitrogen oxides (NO X), carbon dioxide (CO 2), and sulfur dioxide (SO 2) emissions is evaluated. A decoupling analysis involving the evaluation of the nonsynchronous change among states' economic output and environmental degradation levels is also performed. The findings suggest that U.S. states have followed a decoupling process among their GDP and emission levels over the period 1990–2017. In addition, a quantile eco-productivity change estimator is presented alongside with its main components (i.e. quantile eco-technical change and quantile eco-efficiency change). Recovery from the Great Depression began in March 1933, simultaneous to Franklin Roosevelt's inauguration. However, the pace of that recovery between that date and the Second World War was extremely uneven with some dramatic starts and stops. Between March and July 1933, manufacturing production rose 78%, production of durable goods was up 199%, total industrial production rose 57%, and the Dow Jones Industrial Average rose 71%. Then the economy contracted sharply again beginning in August 1933–the July 1933 level of industrial production was not reached again until August 1935. This paper addresses two questions. Economists have increasingly turned to height data to gain insight into a population's standard of living. Because height measures are used when other data are unavailable, testing their reliability can be difficult, and concerns over sample selection have led to several vigorous debates within the heights literature. In this paper, I use a unique contemporaneous census to gauge the extent of selection into a contested sample of American Indian heights. I have linked people from the 1892 Boas sample of the Cherokee Nation to the 1890 Cherokee Census. An initial analysis finds evidence of negative selection into the Boas sample. A detailed examination of those measured reveals a more complex story. Two distinct groups are present within the data. The first group consists of 64 members of the Cherokee elite. Their households owned more land, invested more in improvements to their land, and had higher literacy rates. The remainder of the Boas sample is poor relative to both the elite and the rest of the Cherokee Nation. Part, but not all, of this difference is due to their residential location. Forty percent of the Boas sample lived in poorest district of Cherokee Nation. These differences in wealth between the two groups were mirrored by a fairly dramatic difference in average heights. The average height of all men in elite group was 173.9 cm while the non-elite were several centimeters shorter at just 171.2 cm. [ABSTRACT FROM AUTHOR]

Environmental regulations often have the objective of eliminating the lower tail of an index of environmental quality. That part of the distribution of environmental quality moves somewhere above a threshold and where in the original distribution it moves is a function of the control strategy chosen. This paper provides an approach for estimating the economic benefits of different distributional changes as the worst environmental conditions are removed. The proposed approach is illustrated by examining shifts in visibility at Class I visibility areas (National Parks and wilderness areas) that would occur with implementation of the U.S. Environmental Protection Agency's Regional Haze Program. In this application we show that people value shifts in the distribution of visibility and place a higher value on the removal of a low visibility day than on the addition of a high visibility day. We found that respondents would pay about $120 per year in the Southeast U.S. and about $80 per year in the Southwest U.S. for improvement programs that remove the 20% worst visibility days. Several factors influenced the composition of migrants in the early 20th century, including World War I, the Literacy Act of 1917, and the implementation of strict immigration quotas. This paper examines whether the United States' first immigration quota, established under the Emergency Immigration Act of 1921, affected migrant selection. The Emergency Immigration Act of 1921 severely capped the number of admittable migrants by nationality. Canadian migrants, or any migrants who resided in Canada for five consecutive years, were unrestricted by the quota and could freely migrate to the U.S. Using transcribed ship records from states bordering Canada (specifically New York, Alaska, and Washington), I compare the skills of restricted migrants to the skills of unrestricted Canadian migrants, before and after establishment of the 1921 quota. Nationally representative data on urinary levels of BPA and its metabolites in the United States from the 2003–2004 to 2011–2012 National Health and Nutrition Examination Surveys (NHANES) were used to estimate daily BPA intakes and examine temporal trends. Additionally, NHANES data on lifestyle/demographic/dietary factors previously reported to be associated with BPA exposures were examined to assess the resiliency of the reported associations (whether the association is maintained across the five surveys). Finally, various approaches for addressing issues with the use of BPA concentration data from spot urine samples were examined for their effect on trends and associations. Three approaches were assessed here: (i) use of generic literature-based 24-h urine excretion volumes, (ii) use of creatinine adjustments, and (iii) use of individual urine flow rate data from NHANES. Based on 2011–2012 NHANES urinary BPA data and assumptions described in this paper, the median daily intake for the overall population is approximately 25 ng/kg day; median intake estimates were approximately two to three orders of magnitude below current health-based guidance values. Estimates of daily BPA intake have decreased significantly compared to those from the 2003–2004 NHANES. Estimates of associations between lifestyle/demographic/dietary factors and BPA exposure revealed inconsistencies related to both NHANES survey year and the three approaches listed above; these results demonstrate the difficulties in interpreting urinary BPA data, despite efforts to account for urine dilution and translation of spot sample data to 24-h data. The results further underscore the importance of continued research on how to best utilize urinary measures of environmental chemicals in exposure research. Until a consensus is achieved regarding the best biomonitoring approaches for assessing exposures to short-lived chemicals using urine samples, research on factors associated with BPA exposures should include – and report results from - assessments using both volume-based urinary BPA and creatinine-adjusted urinary BPA data. Biodiversity is an essential part of properly functioning ecosystems, yet the loss of biodiversity currently occurs at rates unparalleled in the modern era. One of the major causes of this phenomenon is habitat loss and modification as a result of intensified agricultural practices. This paper provides a starting point for considering biodiversity within dairy production, and, although focusing primarily on the United States, findings are applicable broadly. Biodiversity definitions and assessments (e.g., indicators, tools) are proposed and reviewed. Although no single indicator or tool currently meets all the needs of comprehensive assessment, many sustainable practices are readily adoptable as ways to conserve and promote biodiversity. These practices, as well as potential funding opportunities are identified. Given the state of uncertainty in addressing the complex nature of biodiversity assessments, the adoption of generally sustainable environmental practices may be the best currently available option for protecting biodiversity on dairy lands. At an estimated 206 million gallons, the Deepwater Horizon (DWH) is the largest marine oil spill in the history of the United States. In this paper we develop a series of random utility models of site choice by saltwater anglers in the Southeast US and estimate monetary compensation for recreational losses due to the DWH oil spill. Heterogeneity in angler preferences is accounted for by using mixed logit models, and different compensation measures for shore-based, private boat, and for-hire anglers are estimated. Results indicate that willingness to pay for oil spill prevention varies by fishing mode and anglers fishing from shore and private boats exhibit heterogeneous preferences for oil spill avoidance. The effectiveness of air pollution emission control policies can be evaluated by examining ambient pollutant concentration trends that are observed at a large number of ground monitoring sites over time. In this paper, we used ground monitoring measurements in conjunction with satellite aerosol optical depth (AOD) data to investigate fine particulate matter (PM 2.5 ; particulate matter with aerodynamic diameter≤2.5 µm) trends and their spatial patterns over a large U.S. region, New England, during 2000–2008. We examined the trends in rural and urban areas to get a better insight about the trends of regional and local source emissions. Decreases in PM 2.5 concentrations (µg/m 3 ) were more pronounced in urban areas than in rural ones. In addition, the highest and lowest PM 2.5 decreases (µg/m 3 ) were observed for winter and summer, respectively. Together, these findings suggest that primary particle concentrations decreased more relative to secondary ones. This is also supported by the analysis of the speciation data which showed that downward trends of primary pollutants including black carbon were stronger than those of secondary pollutants including sulfate. Furthermore, this study found that ambient primary pollutants decreased at the same rate as their respective source emissions. This was not the case for secondary pollutants which decreased at a slower rate than that of their precursor emissions. This indicates that concentrations of secondary pollutants depend not only on the primary emissions but also on the availability of atmospheric oxidants which might not change during the study period. This paper explores the extent to which unskilled internal migrants in the United States were motivated by the possibility of upward occupational mobility. Drawing on the literature on contemporary migrant selection and sorting, I argue that workers with greater potential for occupational upgrading may have selected themselves out of counties with low skill premiums and sorted themselves into counties with high skill premiums. Using linked data from the U.S. Census and county-level wage data, I present results consistent with this argument, with a focus on shorter distance movers. Conditioning on migrant status, I find that unskilled migrants who moved to places with high skill premiums were most likely to upgrade. 1 offer some evidence that migrant sorting explains much of this result. My results imply that previous research focusing solely on wage gains provides an incomplete picture of the factors motivating east-west migration in nineteenth century America. A cohort of n = 11,880 children aged 9–10 years (and their parents/guardians) were recruited across 22 sites and are being followed with in-person visits on an annual basis for at least 10 years. The study approximates the US population on several key sociodemographic variables, including sex, race, ethnicity, household income, and parental education. Data collected include assessments of health, mental health, substance use, culture and environment and neurocognition, as well as geocoded exposures, structural and functional magnetic resonance imaging (MRI), and whole-genome genotyping. Estimated labor force participation rates among free women in the pre-Civil War period were exceedingly low. This is due, in part, to cultural or societal expectations of the role of women and the lack of thorough enumeration by Census takers. This paper develops an augmented labor force participation rate for free women in 1860 and compares it with the augmented rate for 1920 and today. Our methodology identifies women who are likely providing informal and unenumerated labor for market production in support of a family business, that is, unreported family workers. These individuals are not coded in the original data as formally working, but are likely to be engaged in the labor force on the basis of the self-employment of other relatives in their household. Unreported family workers are classified into four categories: farm, merchant, craft, and boardinghouse keepers. Using microdata, the inclusion of these workers more than triples the free female labor force participation rate in the 1860 Census from 16 percent to 57 percent, more than doubles the participation rate in the 1920 Census from 24 percent to 50 percent, and has a small effect on the currently measured rate of 56 percent (2015-2019 American Community Survey). This suggests that rather than a steep rise from a very low level in the female labor force participation rate since 1860, it has in fact always been high and fairly stable over time. Hybrid institutions share features common to other ideal type organizations, but serve as an important focus of innovation, often combining features of charity, public service, and business. Where they exist, hybrid organizations are abundant, playing crucial roles in the management and governance of public goods and common pool resources. This is particularly true in the cooperative business sector, the United States (U.S.) in particular. U.S. cooperatives comprise a significant share of the agriculture, electricity, telecom, and consumer finance sectors. Yet the entrepreneurial support systems catalyzing U.S. cooperatives remains under-studied. This paper undertakes two case studies to present widely divergent forms of entrepreneurship: the institutional entrepreneurial support system of the electric cooperative sector, and; the broker's entrepreneurial role in starting The Veterinary Cooperative in support of independent veterinary clinics. The cases find that with proper support systems and actors, hybrids can not only flourish, but also provide for significant impacts with their stakeholders, as well as the broader market context. This demonstrates a need for incorporating institutional diversity vis-à-vis hybrids in environmental management, as well as the provision of the support for their growth. • Hybrid organizations are abundant, but their contributions to the management and governance of quasi-public goods are understudied despite their reach into those arenas. • The manner in which hybrid organizations startup -and their systems of entrepreneurial support- are little understood and researched, but addressed here. • One hybrid, the cooperative, is robust in key industries despite little entrepreneurial support, making them a valuable study subject for overcoming these barriers. • Two cases studies of U.S. co-ops provide insights as to how to overcome the gap in support for hybrid entrepreneurship: electric cooperatives; and The Veterinary Cooperative. • The cases demonstrate that with proper support systems and brokers for entrepreneurship, cooperatives and deliver significant economic benefit to their stakeholders. A critical reason for China-United States trade friction is that China has a huge trade balance, especially the trade balance of goods. However, this huge trade balance is based on the results of official statistics and does not reflect the real economic benefits and environmental costs embodied in China-US trade, where both refer to trade in value-added and embodied CO 2 emission costs, respectively. This paper calculates the trade in value-added and carbon emission transfer between China and the United States based on the World Input-Output Database. Results demonstrate that: (1) Gross trade statistics seriously overestimate China's benefits in China-US trade. The China-US trade surplus, based on gross trade statistics, is 20% higher than when based on trade in value-added accounting. (2) In China-US bilateral trade, China mainly adopts the trade model of importing intermediate products and exporting final products，whereas the United States mainly adopts the trade model of importing final products and exporting intermediate products. China's exports to the United States contain many of value-added in Korea, Taiwan, and Japan. (3) From 2000 through 2014, China maintained a large surplus of CO 2 emissions exports to the United States, and China paid a huge environmental cost in its trade with the United States. Short-term contracts were a staple of the American residential mortgage market until the Great Depression, after which policymakers pushed for longer terms in order to eliminate refinancing risk. Using a first-of-its-kind data set on mortgages outstanding in 1930, this paper suggests that short-term contracts had remained popular until the Depression because of their appeal to a class of well-off sophisticated borrowers who were undeterred by refinancing risk, and who valued flexible amortization. This paper shows that conditional cash transfers under Aid to Dependent Children (ADC), a main program of the 1935 Social Security Act, reduced infant, children and adult mortality. I take advantage of the transition from mothers' pensions to ADC and the large differences in ADC payments and eligibility across 104 cities, 2,260 counties, and 49 states to estimate the impacts of cash transfers on mortality rates, by age, sex, race, and cause between 1929 and 1944. I find that ADC's expansion reduced infant and adult mortality by between 10 and 20 percent. This finding, based on an event-study design, is robust to a range of specifications, difference-and-differences, an instrumental variable strategy, a range of fixed effects, placebo tests and a border-pair policy discontinuity design. Although municipal budgets fared well on average during the Great Depression, many suffered greatly. In newspapers and trade publications, observers blamed distress in real estate markets as well as the rise in tax delinquency and real debt obligations. This paper uses a sample of large US cities to estimate how those factors influenced municipal revenue and expenditures during the Depression. Results show that city finances were stable when facing the housing market distress that plagued many urban areas in the 1930s. The principal elements of fiscal strain were actually rising delinquency, which was associated with diminished revenue and operating expenditures, and growing real debt obligations, which were associated with reduced capital outlays. Thus local budgets were driven more by the behavior of taxpayers and obligations to city creditors than by the downturn in real estate markets. Why have occupational safety regulations in the United States not been more successful in protecting worker health from mesothelioma risks, while apparently succeeding relatively well in reducing silicosis risks? This paper briefly discusses biological bases for thresholds and nonlinearities in exposure-response functions for respirable crystalline silica (RCS) and asbestos, based on modeling a chronic inflammation mode of action (mediated by activation of the NLRP3 inflammasome, for both RCS and asbestos). It applies previously published physiologically based pharmacokinetic (PBPK) models to perform computational experiments illuminating how different time courses of exposure with the same time-weighted average (TWA) concentration affect internal doses in target tissues (lung for RCS and mesothelium for asbestos). Key conclusions are that (i) For RCS, but not asbestos, limiting average (TWA) exposure concentrations also tightly constrains internal doses and ability to trigger chronic inflammation and resulting increases in disease risks (ii) For asbestos, excursions (i.e., spikes in concentrations); and especially the times between them are crucial drivers of internal doses and time until chronic inflammation; and hence (iii) These dynamic aspects of exposure, which are not addressed by current occupational safety regulations, should be constrained to better protect worker health. Adjusting permissible average exposure concentration limits (PELs) and daily excursion limits (ELs) is predicted to have little impact on reducing mesothelioma risks, but increasing the number of days between successive excursions is predicted to be relatively effective in reducing worker risks, even if it has little or no impact on TWA average concentrations. • Silicosis mortality risks, but not mesothelioma risks, in the U.S. have fallen dramatically. • Nonlinear pharmacokinetics and pharmacodynamics offer a possible explanation. • Mathematical models suggest that times between excursions crucially affect risks. • Chronic inflammation is disproportionately caused by consecutive high exposures. • More effective protection of workers may require avoiding chronic inflammation [ABSTRACT FROM AUTHOR]
