Principals (policy makers) have debated the progress in U.S. student performance for a half century or more. Informing these conversations, survey agents have administered seven million psychometrically linked tests in math and reading in 160 waves to national probability samples of selected cohorts born between 1954 and 2007. This study is the first to assess consistency of results by agency. We find results vary by agent, but consistent with Flynn effects, gains are larger in math than reading, except for the most recent period. Non-whites progress at a faster pace. Socio-economically disadvantaged white, black, and Hispanic students make greater progress when tested in elementary school, but that advantage attenuates and reverses itself as students age. We discuss potential moderators.

Though schools do not track in Brazil, I find that black/white classroom segregation in Brazil is greater than recent estimates from North Carolina high schools (Clotfelter et al., 2020). How does race-based classroom segregation occur without tracking, and in a supposed "racial paradise," no less? Using national, student-level data spanning from 2011 to 2017, I describe racial classroom segregation among Brazilian 5th and 9th graders and assess potential mechanisms identified in the literature. The findings are consistent with a segregation by chance regime in which (1) schools typically assign students to classrooms arbitrarily, producing initial assignments that are sometimes segregated by chance, and (2) schools choose to move forward with the racially segregated "draws" rather than make race-conscious adjustments.

Educational inequality due to family socioeconomic status (SES) has been the focus of both public dialogue and education research in the United States for many years. The current study aims to understand how educational inequality due to family SES has changed in the United States. Specifically, the study focuses on the changes in achievement gaps between high and low SES students between 2003 and 2017 and the changes in the performance of low-SES students over time. Data from the National Assessment of Educational Progress (NAEP) grade 8 mathematics assessment were used for the analyses. Results show that the SES achievement gap at the national level has remained the same over time. State-level results suggest that 34 of the 50 states' SES achievement gaps experienced no significant change between 2003 and 2017, 14 gaps widened, and only two SES gaps narrowed. In addition, at the national level, more low-SES students achieved at the NAEP Basic and at the NAEP Proficient levels over time with a majority of states improving their low-SES students' performance. In conclusion, the study contributes to the existing literature not only by reflecting on U.S. national trends using an effective SES index, but also by providing state-level results. It also collects trend data on states' macro-level indicators, including economic growth, social inequality, and educational expenditures, allowing state-specific findings to be presented in the context of changes in macro-level context. Initial explorations of relationships between state SES achievement gap trends and macroeconomic factors are presented to motivate future research. The trends in SES achievement gaps and the specific policy contexts are presented in greater detail for 13 states/jurisdictions.

This systematic review investigates the relevance of general pedagogical knowledge for successful teaching. It synthesises the empirical evidence of 10 769 teaching professionals and 853 452 students from primary to tertiary education in 21 countries. The meta-analysis of 20 quantitative studies revealed significant effects for teaching quality and student outcomes (Cohen's d = 0.64 and 0.26), indicating that more knowledgeable teachers achieve a three-month additional progress for students. The three themes emerging from 31 qualitative studies underline that general pedagogical knowledge is a crucial resource for teaching. Results also show that teaching requires knowledge about a range of topics, specific skills and other competences to transform knowledge into practice. Teachers need training and practical experience to acquire knowledge, which they apply according to the pedagogical situation at hand. The results allow for important conclusions for policy, practice and research.

Conventional models of democratic accountability hinge on citizens' ability to evaluate government performance accurately, yet there is little evidence on the degree to which citizen perceptions of the quality of government services correspond to actual service quality. Using nationally representative survey data, we find that citizens' perceptions of the quality of specific public schools reflect publicly available information about the level of student achievement in those schools. The relationship between actual and perceived school quality is two to three times stronger for parents of school-age children, who have the most contact with schools and arguably the strongest incentive to be informed. However, this relationship does not differ by homeowner status or by respondents' race, ethnicity, income, or education. A regression discontinuity analysis of an oversample of Florida residents confirms that public accountability systems can have a causal effect on citizen perceptions of service quality. The Decennial Census is the most important data collection activity undertaken by the U.S. federal statistical system. Because census data are used to apportion Congress and draw redistricting lines for thousands of state and local single-member districts to meet the one-person/one-vote guidelines, the census is at the heart of the political system. Also, census data are used to distribute more than $400 billion in federal funds each year, and they are widely used by other government statistical agencies to calculate rates or design surveys. Children are the age group most often missed in the Decennial Census--the reasons range from their living in hard-to-count neighborhoods to the fact that the census form only has space for complete demographic information on six household members. The fact that children are the age group missed most often in the Decennial Census comes as a surprise to many people, even those who have closely followed census issues. Despite the long-standing problem of children being missed in the Decennial Census, little has been done to examine this issue. Missed children might be referred to as the "overlooked undercount" because the undercount of children has been a persistent problem that has been given relatively little attention over time. The high undercount of children challenges the image that the undercount is made up mostly of young adults and people who dodge the census-takers for nefarious reasons. Unlike adults, who may bear some responsibility for making sure they are counted in the census, children are dependent on others to make sure they are included. Yet in 1980, 1990, and 2000, Census Bureau data show children, particularly young children, are one of the groups most likely to be missed in the census. This publication provides some background and information on the undercount of children, describes some theories about why children are missed in the census, and outlines a few ideas for reaching the parents of young children with a message about the importance of being counted in the census. "Can You Hear Me? The Right of Young Children to Participate in Decisions Affecting Them" emphasises that participation enhances children's self-esteem and confidence, promotes their overall capacities, produces better outcomes, strengthens understanding of and commitment to democratic processes and protects children more effectively. Participation provides the opportunity for developing a sense of autonomy, independence, heightened social competence and resilience. The benefits are therefore significant, and adults with both direct and indirect responsibility for children need to acquire a greater humility in recognising that they have a great deal to learn from children. But the case for listening to young children goes beyond the beneficial outcomes. It is also a matter of social injustice and human rights. All people, however young, are entitled to be participants in their own lives, to influence what happens to them, to be involved in creating their own environments, to exercise choices and to have their views respected and valued. U.S. and European models of delivering secondary education were examined to identify ways of improving Latin American and Caribbean secondary schools and easing Latin American and Caribbean students' transition from school to work. The following delivery options were considered: (1) separate job training from formal secondary education; (2) move technical education to the postsecondary level; (3) create tracks within formal secondary education; (4) develop a single national curriculum with electives; (5) build academics into vocational subjects; (6) blend office technology into academics; and (7) maintain a few elite secondary technical schools that are closely linked with industry. The following were among the conclusions that emerged from the analysis: (1) the traditional structure of secondary education is obsolete; (2) because of the diverse situations and cultural traditions existing in the countries of Latin American and the Caribbean, there is no single model of secondary education that can be recommended for all countries in the region; (3) many new alternatives include a progressive separation of vocational preparation from academic streams; (4) regardless of their level and regardless of whether they have ties with academic studies, the most successful technical schools are closely tied to industry; and (5) in all cases, more emphasis must be placed on solving problems rather than on memorizing facts and theories. This report seeks to address critical issues such as these by synthesising the evidence on innovations in more market-driven education systems. The analysis draws on data from over 20 OECD and non-OECD countries, including both developed nations that seek to move beyond established systems of state-run schools, and developing nations where formal and de facto policies promote more free-market approaches to educational expansion. In doing this, the report focuses on the primary and secondary levels, where education is usually compulsory. The more universal nature of educational access at those levels provides a different set of conditions and incentives compared to the post-compulsory tertiary level. And the report pays special attention to the charter school experiment in North America, where reformers explicitly tried to create more competitive conditions in order to encourage the development of innovations in the education sector. Policy approaches such as this that use decentralisation, deregulation, greater levels of autonomy, competition and choice may have singular potential to induce innovations in the education sector, both in how education is organised and the school content that is delivered--critical concerns if the education sector is to be more effective and reach under-served populations. In this report, the authors examine the extent to which states' current (or planned) accountability systems for elementary and middle schools attend to the needs of high-achieving students, and how these systems might be redesigned under the Every Student Succeeds Act (ESSA) to better serve all students. In their view, states can and should take four steps to ensure that the needs of high achievers are prioritized under ESSA: (1) For the first academic indicator required by ESSA ("academic achievement"), reward schools for getting more students to an "advanced" level; (2) For the second academic indicator expected by ESSA ("student growth"), rate schools using a "true growth model," i.e., one that looks at the progress of individual students at all achievement levels and not just those who are low-performing or below the "proficient" line; (3) Include "gifted students" (or "high-achieving students") as a subgroup, and report their results separately and (4) When determining summative school ratings, make "growth for all students" count for at least half of the rating. Based on these four design features, the authors rate states' current (or planned) accountability systems using a rubric and the most recent publicly available information. This rubric is the basis for two sets of ratings: one for the thirty-nine states (plus the District of Columbia) that calculate summative school ratings (or intend to) and one for the eleven states that don't take this step (or don't plan to). The ratings suggest that the overwhelming majority of current (and planned) state accountability systems provide schools with few incentives to focus on their high-achieving students. In fact, the analysis presented herein indicates that just four states--Arkansas, Ohio, Oregon, and South Carolina--have truly praiseworthy systems when it comes to focusing attention on these students. The results also highlight the specific areas where states need to improve. Only four states (Arkansas, Colorado, Idaho, and Oregon) base at least half of a school's rating on "growth for all students," and seven states and the District of Columbia assign no weight to this measure. (Eleven states don't calculate summative school ratings.) Given that student growth is the best way to evaluate schools' impact on student achievement--and the best way to signal that all kids matter--this finding is extremely alarming. Just five states (Nevada, North Carolina, Ohio, Oregon, and Wyoming) include high-achieving or gifted students as a subgroup and separately report their results. Fourteen states and the District of Columbia rate (or plan to rate) schools' achievement using a model that gives extra credit for students who achieve at an "advanced" level, such as a performance index. Unfortunately, draft regulations published by the Department of Education appear to disallow such indices, and those fourteen states may be required to resume measuring academic achievement via proficiency rates alone. For this reason, the authors have one major recommendation for the Department of Education: All states to rate academic achievement using a performance index. Such an allowance is both consistent with ESSA and in the best interests of students. Two separate research reports are presented in this paper. In the first report, we have identified through literacy research three sets of job-related reading tasks for adults: (1) those involved in getting a job, (2) those concerned with learning a job, and (3) those concerned with doing a job. National surveys have indicated that the black, poor, and undereducated (the primary adult basic education population) do poorly on task 1 skills, such as reading employment ads. Evidence suggests that job training might produce job-specific reading skills and permit marginally literate persons to function more adequately in task 3 (on-the-job) skills than their reading score might predict. In the second research report, we have employed a model of stages involved in the child's acquisition of reading skills. The model emphasized primacy of language before reading and the fact that reading is built upon language competency. One competency aspect is auding, the ability to comprehend spoken language. A confirmation of the model is that third, fourth, and fifth-grade students have been found to comprehend better by auding than by reading. Marginally literate young men have typically been found to be low in language and reading skills. One research implication is that adult basic education reading training should be based first on what students comprehend by auding. (CSS)

Interest in single-sex classes continues to grow in the United States, but there has been little research at the elementary level in this country or elsewhere to help guide educators' decision-making about the overall value of single-sex classes in public schools and the specific value of single-sex classes in public schools for increasing boy's reading achievement. The major purpose of our study was to find out if single-sex classes in two public elementary schools in Arkansas, one in grade 5 and the other in grade 6, seemed to make a difference in boys' reading achievement in the 2008-2009 year, as judged by scores on annual state assessments. That is, did boys in an all-boys' class do better than, the same as, or worse than comparable boys in a mixed class? We were interested in whether boys' literacy scores significantly improved in a single-sex class because of the large and growing gap in reading (and writing) achievement between boys and girls by the high school years. The single-sex classes in the two elementary schools for which we had state assessment data showed differing results. In one school, boys in the boys' class gained significantly more in Literacy than boys in the mixed class. In the other school, boys in the boys' class did not gain significantly more or less than boys in the mixed class in Literacy, but they did gain significantly less than the boys in the mixed class on the Reading test from a nationally normed test that the school also gives. As we also found, girls did not gain significantly more in Mathematics in a girls' class than in a mixed class in either school, but they did not gain significantly less. However, the trends in gain scores for boys and girls in Literacy and in Mathematics tended to favor the single-sex classes. There does not seem to be an academic downside in experimenting with single-sex classes so far as is suggested by test results in these two elementary schools. This paper discusses the question of whether, in a multilingual society, the child's first or second language is best as a language of instruction in primary school. Reviewing eight case studies from seven countries in which initial primary schooling was given either in the second or first language, the discussion compares achievement in reading and language in both languages and describes achievement in content subjects, especially arithmetic. Case studies from the Philippines, Ireland, and Canada report the use of a second language as the language of instruction, while studies from Mexico, Nigeria, Sweden, and the United States report use of the first language. It is concluded that, depending on the interrelated characteristics of each situation, answers must be found on a case-by-case basis. Such characteristics include the linguistic and cognitive development of the child in his or her first language, the attitudes of parents toward the language chosen for the school, and the status of the languages in the wider community. In terms of these characteristics, situations are described in which the best choice for initial instruction might be either the child's first or second language. These descriptions are followed by a discussion of issues raised in a paper (1980) devoted to education sector policy and by a series of recommendations for World Bank staff. (Author/RH)

We document and analyze the emergence of a substantial gender gap in mathematics in the early years of schooling using a large, recent, and nationally representative panel of children in the United States. There are no mean differences between boys and girls upon entry to school, but girls lose more than two-tenths of a standard deviation relative to boys over the first six years of school. The ground lost by girls relative to boys is roughly half as large as the black-white test score gap that appears over these same ages. We document the presence of this gender math gap across every strata of society. We explore a wide range of possible explanations in the U.S. data, including less investment by girls in math, low parental expectations, and biased tests, but find little support for any of these theories. Moving to cross-country comparisons, we find that earlier results linking the gender gap in math to measures of gender equality are sensitive to the inclusion of Muslim countries, where in spite of women's low status, there is little or no gender gap in math.

Building a strong, diverse teacher workforce in sufficient numbers requires understanding of the points along the pathway into the teaching profession where aspiring teachers are most likely lost. Currently, policymakers, state education agencies, and teacher prep programs have limited insight into the obstacles along this pathway, largely due to incomplete or inaccurate data. This makes it hard to identify when and why prospective teachers, particularly persons of color, elect not to consider teaching or, having started down the pathway, exit prematurely. In this study, National Council on Teacher Quality (NCTQ) focuses on a pivotal point for elementary teachers: when teacher candidates take their licensure tests on the content knowledge defined by states as necessary for the job of teaching. States generally expect elementary teachers to have foundational knowledge in English/language arts, mathematics, science, and social studies. Low rates of candidates passing licensure tests, especially for candidates of color, have become the subject of considerable debate in states across the country and have some states questioning their testing regimes. These low pass rates present a challenge for policymakers and educator preparation programs working to both diversify the profession and also ensure that every classroom is staffed with a well-prepared teacher. This paper provides the framework for the pass rate data available for each state. While the focus here is on elementary content licensure tests, the analysis can be applied to any assessment on any subject or grade span. [This report was funded by the Gates Family Foundation.]
