Indigenous young people around the world suffer poorer mental health outcomes than their non-Indigenous peers. Currently, how culture matters for health, what cultural practices are used in community to support health and well-being, and how culture is passed on in Aboriginal contemporary life in southeast Australia--the region most affected by settler-colonisation--is not well understood. This paper presents findings from yarns with a representative sample of 44 Indigenous participants working in the field of health and well-being that explored how culture interleaves with health and well-being. It uses grounded theory as the overarching methodology with community participation in all aspects of the project. Participants were nominated through snowball sampling and screened by a governing board of Elders. They included men and women of varied ages with half residing in urban areas and half in rural Victoria, Australia. They had declared affiliations to 31 traditional tribal groups. The yarns were held over Zoom videoconferencing between an Indigenous research assistant who was part of the community, and each participant. Each yarn was recorded, transcribed, coded and analysed by a multi-perspectival team. Culture was viewed as central to individual and communal life and passed on through relationships with people and Country itself. Community members used a wide variety of cultural practices to aid and maintain health and wellbeing in profound ways. Myriad extant obstacles to health and well-being were also described, from experiences of disconnection through to barriers for accessing services. Background: Calls for the adoption of a systems approach to chronic disease prevention date back at least ten years because of the potential to empower communities to identify and address the complex causes of overnutrition, undernutrition and climate change. Australia, like many countries, has high levels of obesity and extreme climate events. The Reflexive Evidence and Systems interventions to Prevent Obesity and Non-communicable Disease (RESPOND) trial aims to prevent unhealthy weight gain in children in 10 intervention and two pilot communities in north-east Victoria, Australia using community-based participatory approaches informed by systems science. Intervention activities co-designed in 2019 were disrupted by COVID-19 and bushfires. This paper explores the impacts of these 'shocks' on the local prevention workforce to implement actions within communities. Methods: A case study design involving one-hour online focus groups and an on-line survey (November 2021-February 2022). Purposive sampling was used to achieve diverse representation from RESPOND stakeholders including local council, health services, primary care partnerships and department of health. The focus group interview schedule and survey questions were based on Durlak and DuPre's implementation factors. Results: Twenty-nine participants from seven different communities participated in at least one of nine focus groups to discuss the impacts of COVID-19 and bushfires on localised implementation. Twenty-eight participants (97% of focus group sample) also completed the on-line survey. Implementation of RESPOND stalled or stopped in most communities due to bushfires and/or COVID-19. These shocks resulted in organisational priorities changing, loss of momentum for implementation, redeployment of human resources, culminating in fatigue and exhaustion. Participants reported adaptation of RESPOND, but implementation was slowed due to limited resources. Conclusion: Further research is needed to advance risk management strategies and protect resources within health promotion. This paper proposes a spatiotemporal clustering algorithm and its implementation in the R package spotoroo. This work is motivated by the catastrophic bushfires in Australia throughout the summer of 2019-2020 and made possible by the availability of satellite hotspot data. The algorithm is inspired by two existing spatiotemporal clustering algorithms but makes enhancements to cluster points spatially in conjunction with their movement across consecutive time periods. It also allows for the adjustment of key parameters, if required, for different locations and satellite data sources. Aim: To describe post‐neonatally acquired (PNN) cerebral palsy (CP) in terms of temporal trends in prevalence, clinical and sociodemographic profiles, known causes and associations between causes, and sociodemographic variables. Method: Numerator data, a count of children with PNN‐CP confirmed at 5 years of age (n = 523), was drawn from two Australian state CP registers (birth years 1973–2012). Poisson regression was used to investigate temporal trends in the prevalence of PNN‐CP by 5‐year intervals, calculated per 10 000 live births. Using data from all state and territory Australian CP registers (n = 469), distributions of clinical characteristics, PNN‐CP causes, and sociodemographic factors were tabulated (birth years 1995–2012). χ2 and logistic regression analyses were used to assess associations between sociodemographic profile, Australian reference data, and known causes. Results: A significant temporal decline in PNN‐CP in Victoria (p = 0.047) and Western Australia (p = 0.033) was observed. The most common proximal causes of PNN‐CP were cerebrovascular accidents (34%, n = 158), infection (25%, n = 117), and non‐accidental injuries (12%, n = 58). Children born to teenage mothers, Aboriginal and/or Torres Strait Islander mothers, or children born in remote areas were over‐represented in this cohort compared with reference data (all p ≤ 0.001). Infectious causes were strongly associated with teenage motherhood (odds ratio 3.0 [95% confidence interval 1.1–8.2], p = 0.028) and remote living (odds ratio 4.5 [95% confidence interval 2.0–10.2], p < 0.001). Interpretation: Although prevalence of PNN‐CP has declined, the over‐representation of priority populations, and the relative severity of a condition that is largely preventable, suggest the need for more specific primary preventive measures and support. The COVID-19 pandemic has demonstrated how a stochastic disruptive event can dramatically alter community soundscapes. Whilst religious bells have symbolism in many worldwide faiths, the sound emanating from church bells can be considered public domain and therefore, is not exclusive to the church. Pandemic-related interruption of these sounds impacts not only the church involved, but both the surrounding soundscape and any members of the community who ascribe value to these sounds. This paper examines the soundscape of Christian churches in the states of New South Wales and Victoria, to give an Australian perspective one year after the declaration of the COVID-19 pandemic in March 2020. It provides an update of the situation in Australia, building on our previous work from August of that year. In doing so, it explores the activity of church tower bell ringing, and how this "non-essential" activity has been affected, both during and subsequent to the heavy community restrictions applied in Australia. The paper also explores what lengths bellringers have undertaken to be permitted to conduct such activities, such as the use of adaptive measures due to "social distancing", and considers what implications this enforced silence has in similar soundscapes elsewhere in the world. Wind energy is a rapidly expanding renewable technology with massive global investments; however, operating turbines are associated with bat strikes globally, and evidence suggests that without intervention, wind farm collisions could drive some common species to extinction. One widely regarded method for reducing strike mortality is operational mitigation, or curtailment, where turbine operation is restricted at low wind speeds. Despite an increasing number of studies in the Northern Hemisphere demonstrating curtailment effectiveness, no empirical studies have yet been conducted in Australia. This paper reports the findings of a curtailment study implemented at the Cape Nelson North wind farm in southwest Victoria, Australia. Conservation detection dog teams conducted mortality surveys between January and April in 2018 (before; pre‐curtailment) and 2019 (after; during curtailment). Results were consistent with similar studies in the USA and Europe, as curtailment significantly reduced pooled species mortality by 54%. Bat calls did not decline during the study period, and thus were not an explanation for the reduction in fatalities. This study demonstrates that curtailment is a valid method for reducing bat turbine collision in south‐eastern Australia. Consideration should be given to curtailment as a means to reduce bat turbine impacts in Australia, particularly at sites with known endangered and threatened populations, as we act to reduce anthropogenic climate change and its time‐sensitive negative consequences. Background: The RUBY randomised controlled trial was found to be effective in promoting breastfeeding continuation, in the setting of a high income country, through a program of proactive telephone-based peer support in the first 6 months postpartum. This paper explores women's experiences of receiving the peer support intervention in the RUBY trial. Methods: Ten in-depth, face-to-face interviews were conducted between December 2015 and November 2016 in Metropolitan Melbourne, and regional Victoria, Australia. Participants were women who received the peer support intervention in the RUBY trial and were between 11 and 15 months postpartum at the time of interview. Interviews were underpinned by social support theories and were analysed using inductive thematic analysis. Results: A global theme of 'non-judgemental support and guidance' was identified, which included five organising themes. Four of the organising themes centred on the support from the peer, in which women felt the support was a 'positive experience with empathy and understanding', 'non-judgemental', 'practical advice', and a 'social connection that was more than just breastfeeding'. In contrast to the support from peers was the theme 'not all support from family and friends is supportive'. Conclusion: Participants, including those who considered that they had adequate and available family and friend support for breastfeeding, valued and appreciated the non-judgemental, empathetic and understanding support from peers. This support, facilitated by the anonymity of the telephone-based program, allowed open and honest conversations, normalising women's experiences and helping them feel less alone in their challenges with breastfeeding and transition to motherhood. These findings can inform the design, and upscaling, of innovative and sustainable peer support models, ensuring delivery of effective and engaging support with a broad population reach. Background: Increasingly, strength-based approaches to health and wellbeing interventions with Aboriginal and Torres Strait Islander Australians are being explored. This is a welcome counter to deficit-based initiatives which can represent a non-Indigenous view of outcomes of interest. However, the evidence base is not well developed. This paper presents the protocol for evaluating a strengths-based initiative which provides life coaching services to Aboriginal and Torres Strait Islander community housing tenants. The study aims to evaluate the effect of life coaching on social and emotional wellbeing (SEWB) of tenants in three Victorian regions.Methods: The More Than a Landlord (MTAL) study is a prospective cohort study of Aboriginal Housing Victoria tenants aged 16 years and over that embeds the evaluation of a life coaching program. All tenant holders in one metropolitan and two regional areas of Victoria are invited to participate in a survey of SEWB, containing items consistent with key categories of SEWB as understood and defined by Aboriginal and Torres Strait Islander peoples, and key demographics, administered by Aboriginal and Torres Strait Islander peer researchers at baseline, 6 and 18 months. Survey participants are then invited to participate in strengths based life coaching, using the GROW model, for a duration of up to 18 months. Indigenous life coaches provide tenants with structured support in identifying and making progress towards their goals and aspirations, rather than needs. The study aims to recruit a minimum of 200 survey participants of which it is anticipated that approximately 73% will agree to life coaching.Discussion: The MTAL study is a response to Aboriginal and Torres Strait Islander community and organisational requests to build the evidence base for an initiative originally developed and piloted within an Aboriginal controlled organisation. The study design aligns with key principles for research in Indigenous communities in promoting control, decision making and capacity building. The MTAL study will provide essential evidence to evaluate the effectiveness of strengths-based initiatives in promoting SEWB in these communities and provide new evidence about the relationship between strengths, resilience, self-determination and wellbeing outcomes.Trial Registration: This trial was retrospectively registered with the ISRCTN Register on the 12/7/21 with the study ID: ISRCTN33665735 . This paper argues that there is a gap in current research in Philosophy for Children (P4C) that focusses on teachers' perspectives, and particularly in relation to their beliefs and values. This paper will look briefly at what P4C is and its current status in the sphere of education broadly, including empirical studies identifying specific and measurable benefits for the inclusion of P4C in schools. This paper will then discuss recent systemic educational reforms in the State of Victoria in Australia that build towards the inclusions of P4C within Victorian government schools. It will then move on to exploring how teachers' perspectives, through analyses of their beliefs and values, adds significant value in education by comparing similar studies in other areas of education that have used research on the beliefs and values of teachers to inform their practice and policy implementations. This paper also explores the importance of teachers' beliefs and values specifically in the context of P4C, identifying the contribution that an analysis of teacher beliefs and values can make. It then concludes by analysing some recent P4C research which has begun to explore teachers' perspectives, before finishing with future research directions that build on these previous studies which will lay important groundwork for extending the reach of P4C into education systems. Background: Rural Australian populations experience an increased burden of ischaemic heart disease (IHD) compared to their metropolitan counterparts, similar to other developed countries, globally. Policy and other efforts need to address and acknowledge these differences in order to reduce inequalities in health burden. This paper examines rural health policy makers’ perceptions and use of evidence in efforts to reduce the burden of IHD in rural areas. Methods: Policy makers and government advisors (n = 21) who worked with, or advised on, rural health policy at local, state and federal government levels, with specific focus on the state of Victoria (n = 9) were identified from publicly available documents and subsequent snowball sample. Semi-structured qualitative interviews were conducted in regards to the use of evidence in policy to prevent IHD and thematic analysis undertaken applying two theoretical perspectives: context-based evidence-based policy making and the conceptual framework for understanding rural and remote health. Results: The rural context, particularly low resourcing, was seen as limiting potential for evidence based policy at local government (LG) level. Lower levels of political pressure and education were seen as constraints to evidence-based policy in rural communities. Participants described the potential for policy to have a greater impact on reducing heart disease in rural areas though they felt under-resourced and out of touch with the scientific evidence. Scientific studies were less valued than local anecdote to prioritise specific policy. At all levels (local, state and federal) low self-efficacy in interpreting evidence and perceived lack of relevance inhibited development of evidence informed policy. Conclusion: The rural context constrains the use of scientific evidence in policy making for the prevention of heart disease in rural areas in Australia with multiple factors influencing the capacity for evidenced based health policy. This is similar to findings at the international scale and is for consideration across other developed countries that experience inequalities in IHD disease burden between rural and urban populations. Background: Continuity of care by a primary midwife during the antenatal, intrapartum and postpartum periods has been recommended in Australia and many hospitals have introduced a caseload midwifery model of care. The aim of this paper is to evaluate the effect of caseload midwifery on women's satisfaction with care across the maternity continuum.Methods: Pregnant women at low risk of complications, booking for care at a tertiary hospital in Melbourne, Australia, were recruited to a randomised controlled trial between September 2007 and June 2010. Women were randomised to caseload midwifery or standard care. The caseload model included antenatal, intrapartum and postpartum care from a primary midwife with back-up provided by another known midwife when necessary. Women allocated to standard care received midwife-led care with varying levels of continuity, junior obstetric care, or community-based general practitioner care. Data for this paper were collected by background questionnaire prior to randomisation and a follow-up questionnaire sent at two months postpartum. The primary analysis was by intention to treat. A secondary analysis explored the effect of intrapartum continuity of carer on overall satisfaction rating.Results: Two thousand, three hundred fourteen women were randomised: 1,156 to caseload care and 1,158 to standard care. The response rate to the two month survey was 88% in the caseload group and 74% in the standard care group. Compared with standard care, caseload care was associated with higher overall ratings of satisfaction with antenatal care (OR 3.35; 95% CI 2.79, 4.03), intrapartum care (OR 2.14; 95% CI 1.78, 2.57), hospital postpartum care (OR 1.56, 95% CI 1.32, 1.85) and home-based postpartum care (OR 3.19; 95% CI 2.64, 3.85).Conclusion: For women at low risk of medical complications, caseload midwifery increases women's satisfaction with antenatal, intrapartum and postpartum care.Trial Registration: Australian New Zealand Clinical Trials Registry ACTRN012607000073404 (registration complete 23rd January 2007). Background: Law purports to regulate end-of-life care but its role in decision-making by doctors is not clear. This paper, which is part of a three-year study into the role of law in medical practice at the end of life, investigates whether law affects doctors' decision-making. In particular, it considers whether the fact that the law differs across Australia's three largest states - New South Wales (NSW), Victoria and Queensland - leads to doctors making different decisions about withholding and withdrawing life-sustaining treatment from adults who lack capacity. Methods: A cross-sectional postal survey of the seven specialties most likely to be involved in end-of-life care in the acute setting was conducted between 18 July 2012 and 31 January 2013. The sample comprised all medical specialists in emergency medicine, geriatric medicine, intensive care, medical oncology, palliative medicine, renal medicine and respiratory medicine on the AMPCo Direct database in those three Australian states. The survey measured medical specialists' level of legal compliance, and reasons for their decisions, concerning the withholding or withdrawal of lifesustaining treatment. Multivariable logistic regression was used to examine predictors of legal compliance. Linear regression was used to examine associations between the decision about life-sustaining treatment and the relevance of factors involved in making these decisions, as well as state differences in these associations. Results: Response rate was 32% (867/2702). A majority of respondents in each state said that they would provide treatment in a hypothetical scenario, despite an advance directive refusing it: 72% in NSW and Queensland; 63% in Victoria. After applying differences in state law, 72% of Queensland doctors answered in accordance with local law, compared with 37% in Victoria and 28% in NSW (p < 0.001). Doctors reported broadly the same decision-making approach despite differences in local law. Conclusions: Law appears to play a limited role in medical decision-making at the end of life with doctors prioritising patient-related clinical and ethical considerations. Different legal frameworks in the three states examined did not lead to different decisions about providing treatment. Background: Return to work (RTW) is important for recovery post-injury. Fear of (re)injury is a strong predictor of delayed RTW, and therefore much attention has been given to addressing injured workers' fear beliefs. However, RTW is a socially-negotiated process and it may be important to consider the wider social context of the injured worker, including the beliefs of the key people involved in their RTW journey.Methods: This paper involves data collected as part of a wider study in which semi-structured interviews explored RTW from the perspectives of 93 key stakeholders: injured workers, GPs, employers and insurance case managers in Victoria, Australia. Inductive analysis of interview transcripts identified fear of (re)injury as a salient theme across all stakeholder groups. This presented an opportunity to analyse how the wider social context of the injured worker may influence fear and avoidance behaviour. Two co-authors performed inductive analysis of the theme 'fear of (re)injury'. Codes identified in the data were grouped into five categories. Between and within category analysis revealed three themes describing the contextual factors that may influence fear avoidance and RTW behaviour.Results: Theme one described how injured workers engaged in a process of weighing up the risk of (re)injury in the workplace against the perceived benefits of RTW. Theme two described how workplace factors could influence an injured workers' perception of the risk of (re)injury in the workplace, including confidence that the source of the injury had been addressed, the availability and suitability of alternative duties. Theme three described other stakeholders' reluctance to accept injured workers back at work because of the fear that they might reinjure themselves.Conclusions: Our findings illustrate the need for a contextualised perspective of fear avoidance and RTW behaviour that includes the beliefs of other important people surrounding the injured worker (e.g. employers, family members, GPs). Existing models of health behaviour such as The Health Beliefs Model may provide useful frameworks for interventions targeting the affective, cognitive, social, organisational and policy factors that can influence fear avoidance or facilitate RTW following injury. Abstract: This paper briefly describes Disaster Victim Identification (DVI) and reviews the history of the use of forensic anthropology in the identification process. The potential contributions made by forensic anthropology are illustrated through the presentation of a case study. In February 2009 the state of Victoria in south-eastern Australia experienced the most devastating bushfires in its history, resulting in catastrophic loss of life and public and private property. Within 48h of the disaster, forensic teams including pathologists, odontologists and anthropologists assembled at the Victorian Institute of Forensic Medicine in Melbourne to begin the task of identifying the deceased. This paper reviews the part played by forensic anthropologists in the identification process and outlines the important contribution anthropologists can make to DVI, especially at the scene, in the mortuary and in the reconciliation process. The anthropologist''s experience with differentially preserved human remains meant they played an important role identifying and recovering heavily fragmentary human skeletal remains, differentiating human from non-human remains, establishing basic biological information such as the sex and age of the individuals and confirming or denying the possibility of re-associating body parts for release to families. Abstract: Regional-scale ecological restoration priorities such as increasing the extent and quality of native vegetation are generally planned at catchment scales, while on-ground restoration actions are generally implemented at paddock or farm scales. This paper describes the use of spatial multi-criteria assessment methodologies to construct maps of regional conservation priorities and assesses how these maps map influence farm-scale actions in Western Victoria, Australia (e.g. farm-scale revegetation for salinity, wind erosion, stock shelter, etc). The study also incorporates agricultural production in the decision analysis through the use of historical yield mapping data obtained from harvest logs from precision agriculture equipment. Via a stakeholder workshop, farmer land use priorities were elicited with and without access to maps of regional conservation priorities. Results highlight that production imperatives drive farmer-led conservation actions and that regional conservation priorities have only limited impact on actions. The paper also identifies limitations of applying MCA methods across multiple decision-making scales such as the need to generalise priorities where domain knowledge is relatively high, and the challenges associated with MCA criteria definition. Background: Insufficient sleep is potentially an important modifiable risk factor for obesity and poor physical activity and sedentary behaviours among children. However, inconsistencies across studies highlight the need for more objective measures. This paper examines the relationship between sleep duration and objectively measured physical activity, sedentary time and weight status, among a sample of Victorian Primary School children.Methods: A sub-sample of 298 grades four (n = 157) and six (n = 132) Victorian primary school children (aged 9.2-13.2 years) with complete accelerometry and anthropometry data, from 39 schools, were taken from a pilot study of a larger state based cluster randomized control trial in 2013. Data comprised: researcher measured height and weight; accelerometry derived physical activity and sedentary time; and self-reported sleep duration and hypothesised confounding factors (e.g. age, gender and environmental factors).Results: Compared with sufficient sleepers (67 %), those with insufficient sleep (<10 hrs/day) were significantly more likely to be overweight (OR 1.97, 95 % CI:1.11-3.48) or obese (OR 2.43, 95 % CI:1.26-4.71). No association between sleep and objectively measured physical activity levels or sedentary time was found.Conclusion: The strong positive relationship between weight status and sleep deprivation merits further research though PA and sedentary time do not seem to be involved in the relationship. Abstract: Detailed and reliable information about the spatial distribution of species provides critical information for effective conservation planning. In Victoria, Australia, this responsibility is held by the Department of Sustainability and Environment, which maintains and curates a database of site records for species: the Victorian Biodiversity Atlas. But the information is provided in point form, and therefore, it does not provide an adequate view of species distributions for all management purposes. By integrating known occurrences of species with environmental GIS data layers using a machine learning algorithm, random forest, we have built species distribution models for 523 vertebrate fauna species across the whole state, providing predictive ‘maps’ that are available for use in various conservation planning activities. In this paper, we introduce and discuss the methods we developed and implemented for producing these models. Specifically, 26 explanatory variables were used for the modelling; three versions of models were built using different sets of explanatory variables; pseudo-absences were chosen by filtering random points with a profile model; model accuracy was assessed using several measures, especially lift curve-related ones; a threshold was selected for each model to transform continuous result to binary one by maximizing the sum of sensitivity and (pseudo) specificity, which was proved to be valid for presence-only data. The wheat-farming industry developed rapidly in the British Australian colony of Victoria between the late 1840s and early 1860s. Contrary to prevailing academic views, this paper demonstrates that the 1851 gold discoveries set up favorable economic conditions for commercial domestic crop growing, including wheat production. The spread of wheat farming was especially rapid in the hinterland Central Victorian goldfields region. The undeveloped system of overland transportation granted newly established local farmers immunity from outside competition, whilst cheap land and application of labor-saving harvesting machinery lowered the production cost of wheat. By the early 1860s the colonial wheat frontier had moved far inland to the edge of the vast virgin plains bordering Central Victoria to the north. This shift would greatly simplify later large-scale northern agricultural settlement, when Victoria turned into a large wheat exporter. [ABSTRACT FROM AUTHOR]

Phosphorus pollution severely impairs the water quality of rivers in Australia and worldwide. Conceptual models have proved useful to assess management impact on phosphorus loads, particularly in data-sparse environments. This paper develops and evaluates the coupling of a point-scale model (HowLeaky2008) to a catchment scale model (CatchMODS) to enhance modelling of farm management impacts on in-stream phosphorus loads. The model was tested in two adjacent catchments in northern Victoria (Avon-Richardson and Avoca), Australia. After calibration of the in-stream attenuation parameter against measurements at gauging stations, the model simulated specific annual phosphorus loads across the catchments well (Nash–Sutcliffe model efficiency of 0.52 in the Avon-Richardson and 0.83 for the Avoca catchment). Phosphorus loads at both catchment outlets under current conditions were estimated at 7 t y−1 and were dominated by field exports. Changes to farm management practices, i.e. the use of perennial pastures in grazing systems and zero-tillage in cropping systems were estimated to reduce phosphorus load by 31% in the Avon-Richardson catchment and 19% in the Avoca catchment, relative to current practices (annual pasture and minimum tillage). Uncertainty around long-term droughts and water scarcity has been increasing as the impacts of El Nino cycles are felt globally. Understanding how the effects of these events are manifested on the ground in communities is particularly important if governments and associated agencies are to respond appropriately. Using a qualitative approach, this paper examines the impacts of drought on two rural towns in Victoria, Australia, and explores what lessons can be drawn from local experiences. The research suggests that previous responses to drought by governments have been largely ineffectual and as such, we question whether there is a need to reshape institutional understandings of what adapting to drought might mean. This research, therefore, seeks to further the discussion surrounding drought impacts and the myriad of challenges associated with it by drawing on locally situated knowledge to inform future decision-making in this evolving field of study. Abstract: This paper presents the details of a theoretical study of the economic advantages of using large-scale energy storage to complement a wind farm in a base-load dominated electricity grid. A computer model is developed which simulates the operation of several energy storage systems when used with the 190-MW Portland Wind Farm (PWF) located in Portland, Victoria, Australia. A variety of operating strategies are compared with the results of a dynamic programming model which finds the maximum possible revenue which a given system can generate for a set of input conditions. Three energy storage systems are modelled and costed: Pumped Seawater Hydro Storage (PSHS), Compressed Air Energy Storage (CAES), and Thermal Energy Storage (TES). It is found that CAES is the most profitable storage medium, requiring a capital expenditure of A$140M and generating a rate of return (ROR) of 15.4%. The ROR for PSHS was 9.6%, and for TES was 8.0%. Therefore, a significant investment opportunity exists for the installation of an energy storage system in this wind farm. It is therefore highly recommended that CAES is investigated further with the aim of introducing large-scale energy storage to PWF and other similar wind turbine installations. Since the United Nations Conference on Environment and Development (1992), the Integrated Coastal Zone Management (ICZM) concept has been adopted by Australian states, including the state of Victoria, as the framework vehicle to guide coastal management. Conceptually vital to the ICZM process is that appropriate environmental, social, demographic, and economic information should be available to all stakeholder groups, such that informed decision making can be supported across the entire catchment-marine-coastal continuum. It has been noted, both internationally and in Australia, that spatial information and related enabling technologies (e.g., geographical information systems -) have much potential to enhance the level of decision support for ICZM practitioners. However, despite much policy innovation regarding ICZM and spatial information infrastructure in Victoria since the early 1990s, stakeholders within the Victorian ICZM program are not yet served by any form of coordinated spatial information provision framework or any capacity-building initiatives vis-a` -vis the application of spatial enabling technologies for ICZM. In this paper, we report the findings of an anonymous online survey (responses n 5 342) administered to all Victorian ICZM stakeholder groups, which aimed to obtain baseline data regarding spatial information and enabling technology use. Survey results show that despite policy development and innovation at state government level, the current deployment of spatial information and its associated stakeholder-focussed decision-support technology does not meet its potential for decision support in bringing ICZM policy to practice. Results indicate that the initiation of targeted capacity-building programs, aimed specifically at increasing the capability of ICZM practitioners regarding the application of spatial information and enabling technologies, should be considered by lead agencies in order to provide an enhanced level of decision support within the Victorian ICZM program. Abstract: The 2009 Victorian Bushfires Disaster started on a record hot day in February 2009 and resulted in over 300 separate fires with a death toll of 173 and over 400 presentations to hospital emergency departments. This occurred a little over a week after a heat wave in which over 400 people were thought to have died prematurely in southeastern Australia. The Victorian Institute of Forensic Medicine in collaboration with the police force and the State Coroner''s Office and over 100 colleagues from all over Australia, Indonesia, New Zealand and Japan implemented a DVI process based on Interpol guidelines to identify the deceased persons. CT scanning was conducted on all remains collected and played a pivotal role in the identification processes in conjunction with experts in pathology, anthropology, forensic odontology and molecular biology. This paper outlines the scale of the disaster and the work, from a forensic medical perspective, to identify the deceased. [Copyright &y& Elsevier]

Abstract: The February 7th 2009 bushfires in Victoria, Australia, resulted in the deaths of 173 individuals, of whom 164 were included in the subsequent DVI operation. The final stage of the International DVI protocol is a debrief, referred to as Phase 5. The Phase 5 operational debrief process conducted in the wake of this disaster was designed for the purpose of developing new strategies in light of this experience. The agencies involved included the Coroners Court of Victoria, the Victorian Institute of Forensic Medicine, the Department of Justice, and Victoria Police. During the course of this debriefing process strategies and protocols were developed which aim to improve the capacity of all agencies to respond and resolve future incidents. This paper outlines the Phase 5 debrief carried out in the 6 months following the final coronial identification board, and details the findings and recommendations made by the agencies involved. Abstract: As part of the disaster victim identification (DVI) response to the 2009 Victorian bushfires disaster, a number of scientific disciplines contributed to the human identification process – forensic pathology, anthropology and odontology, as well as fingerprinting and DNA profiling. The DNA laboratory received 182 post-mortem (PM) samples from 120 DVI cases and 236 reference samples corresponding to 163 missing persons (and two non-DVI cases). DNA analysis yielded full DNA profiles for 102 DVI cases and 190 ante-mortem (AM) samples (relating to all 163 missing persons), respectively. Subsequent comparison of DNA profiles, through direct and kinship matching, resulted in the submission of 76 DNA reports to the DVI Reconciliation Centre which assisted in the identification of 67 deceased. There have been substantial changes in the labour market over the past few years and survey results indicate 60% of staff will leave public library service over the next decade. While this creates opportunities for library staff, limited training budgets and a focus on compliance and specific library skills training have led to a gap in the formal development of leadership skills, This paper explores the impetus for action and describes the strategies implemented to develop and support leaders for the future at the State Library of Victoria and within Victorian public libraries. It also considers the impact of these initiatives and the learnings. More specifically, it details the establishment of the Shared Leadership Program in 2006 by the State Library. The library recognised that leadership, at all levels of the organisation, was essential to successfully deliver a new extensive program of work and to prepare the workforce to adapt to changing roles and expectations. Learning Forums were also implemented to provide further opportunities to grow individual and collective leadership capabilities. Background: While previous research on fast food access and purchasing has not found evidence of an association, these studies have had methodological problems including aggregation error, lack of specificity between the exposures and outcomes, and lack of adjustment for potential confounding. In this paper we attempt to address these methodological problems using data from the Victorian Lifestyle and Neighbourhood Environments Study (VicLANES) - a cross-sectional multilevel study conducted within metropolitan Melbourne, Australia in 2003. Methods: The VicLANES data used in this analysis included 2547 participants from 49 census collector districts in metropolitan Melbourne, Australia. The outcome of interest was the total frequency of fast food purchased for consumption at home within the previous month (never, monthly and weekly) from five major fast food chains (Red Rooster, McDonalds, Kentucky Fried Chicken, Hungry Jacks and Pizza Hut). Three measures of fast food access were created: density and variety, defined as the number of fast food restaurants and the number of different fast food chains within 3 kilometres of road network distance respectively, and proximity defined as the road network distance to the closest fast food restaurant. Multilevel multinomial models were used to estimate the associations between fast food restaurant access and purchasing with never purchased as the reference category. Models were adjusted for confounders including determinants of demand (attitudes and tastes that influence food purchasing decisions) as well as individual and area socio-economic characteristics. Results: Purchasing fast food on a monthly basis was related to the variety of fast food restaurants (odds ratio 1.13; 95% confidence interval 1.02 - 1.25) after adjusting for individual and area characteristics. Density and proximity were not found to be significant predictors of fast food purchasing after adjustment for individual socio-economic predictors. Conclusion: Although we found an independent association between fast food purchasing and access to a wider variety of fast food restaurant, density and proximity were not significant predictors. • A hybrid short-term load forecasting method is proposed. • A data preprocessing module is conducted based on de-noising technique and fuzzy time series. • To balance the forecasting accuracy and stability, a multi-objective optimization algorithm is applied to optimize the BPNN model. Countries around the globe have introduced renewable energies (RE) and minimized the dependency of fossil resources in power systems to address extensive environmental risks. However, such large-scale energy transitions pose a great challenge to power systems due to the volatility of RE. Meanwhile, power demand is increasing over time and it shows temporal characteristics, such as seasonal and peak-valley patterns. Whether the future power system with a larger proportion of RE can meet the surging but fluctuated electricity demand remains problematic. Previous studies on short-term load forecasting focused more on forecasting accuracy than stability. Further, there is a relative paucity of research into temporal patterns. In order to fill in these research gaps, this paper proposes a fuzzy theory-based machine learning model for workdays and weekends short-term load forecasting. Fuzzy time series (FTS) is applied for data mining and back propagation (BP) neural network is used as the main predictor for short-term load forecasting. To exploit the trade-offs between forecasting stability and accuracy, multi-objective optimization is applied to modify the parameters of BP. Moreover, an interval forecasting architecture with several statistical tests is constructed to address forecasting uncertainties. Short-term load data from Victoria in Australia is selected as a case study. Results demonstrate that the proposed method can significantly boost forecasting stability and accuracy, and help strategy making in the field of energy and electricity system management and planning. Despite growing interest in promoting urban biodiversity conservation, there are few concrete examples of how nature stewardship initiatives can be rapidly scaled, in number and across landscapes. This paper explores the factors that promote or inhibit the proliferation and impact of collaborations between citizens and their local governments that involve residents in municipal biodiversity conservation efforts in their gardens (wildlife gardening). We studied the Gardens for Wildlife Victoria network in Australia, which supports citizen-agency co-development of municipal wildlife gardening programs. In three years the network has expanded from one program to 39 initiatives in various developmental stages in 49% of the local government areas in the state of Victoria. Data are drawn from 21 semi-structured interviews of network participants running or developing programs in 12 municipalities, complemented by a survey of 33 network participants, and participants' evaluation of network workshops. We find that scaling occurs in four different domains of policy, values, locales and participants. Scaling is influenced by six interlinked factors: empowerment of actors; a civil-agency co-design and delivery model; conservation framing; links to and between landscapes and communities; resources – particularly time; and the network's role in promoting innovation and shared learning. Key barriers include short-term, top-down, and monetary agency foci; conservation framed as the principal domain of specialists and professionals; and prioritisation of listed species rather than local species more broadly. The re-use of biosolids is becoming increasingly popular for land applications. However, biosolids may contain elevated levels of metals and metalloids (including mercury) relative to background environmental concentrations. Consequently, reliable mercury analysis is important to allow classification of biosolids and to determine appropriate options for beneficial uses. This paper reports on a comparative study of 12 hotplate wet digestion methods for their suitability for the determination of mercury in biosolids. The methods were applied to mercury biosolids samples from four localities of two different sewage treatment plants in the State of Victoria, Australia. Samples were also spiked with methylmercury chloride and mercury sulphide to evaluate the Hg recovery in each hotplate digestion method. Aqua regia (HCl:HNO3 =3:1), reverse aqua regia (HCl:HNO3 =1:3), nitric, hydrochloric, sulphuric acid and their combinations with or without hydrogen peroxide were studied as wet digestion solutions. The method providing the best mercury recoveries was optimized. Under optimal conditions the corresponding analytical procedure consisted of 1h pre-digestion of 0.4g biosolids sample with 10ml reverse aqua regia with temperature increasing to 110°C and 3h digestion at this temperature. In the last 10min of the digestion step, 2ml hydrogen peroxide were added to ensure complete decomposition of all mercury containing compounds. After filtering and dilution with deionised water (1:10), the concentration of mercury was determined by cold vapour atomic absorption spectrometry. It is expected, that the wet acid digestion method developed in this study will be also applicable to biosolids from other sewage treatment plants and to other types of solid mercury samples with elevated levels of organic matter. The Australian irrigation industry diverts significant volumes of water from our rivers, and as such, may also divert and entrain riverine fish. Although it is widely acknowledged that our native fish fauna have been greatly affected by a variety of anthropogenic changes, little is known about the extent or significance of fish entrainment in irrigation systems. This paper presents results from a preliminary investigation into the diversion of fish into irrigation channels undertaken in the Goulburn-Murray Irrigation Network, Victoria, Australia. The case study and our knowledge of the life-history strategies of the Basin's fish fauna suggest that the loss of native fish into irrigation networks may be a substantial problem, which, up until recently, has been largely ignored. We strongly suggest that the impact of diversions on native fish populations requires urgent further investigation and quantification, through the cooperation of water management authorities and fish biologists. The intent of their participatory-action research project is to challenge the mainstream discourse of Australian rural life and women through collecting oral histories and other memorabilia representing women farmers. The author discusses the role of museums in shaping cultural history and the empowering effects of reclaiming personal histories. The museum collection also serves to bring issues of rurality back into public discourse.

This article is a part of a larger project on the prevalence of intermarriage in Australia based on an analysis of census data. The primary aim of the article is to identify the extent of intermarriage between Italian-born migrants, people born in Australia and other birthplace groupings. The analysis focuses on the pattern of Italian intermarriage in Gippsland in order to demonstrate that the incidence differs from that in urban areas of Australia. Gippsland is a rural region in south-eastern Australia where the economy is based on brown coal power generation, a paper mill, timber extraction and dairying. Intermarriage in Gippsland will be compared with another rural area within the same state of Victoria and with the urban area of Melbourne. The rural area chosen for comparison with Gippsland was the statistical division of North East region in the state of Victoria. This area was selected because it contained a significant number of Italian immigrants who have been settled for a long period, primarily in the tobacco industry. In addition the state of Queensland, which has a high percentage of Italian immigrants, also in tobacco and sugar growing regions, was identified separately in the analyses. Cost considerations precluded the division of Queensland into rural and urban regions. Comparisons will also be made with intermarriage patterns among Italians in Melbourne, which has a long history of Italian settlement, and is the Australian city with the highest proportion of Italian immigrants.

For the stability and deformation analysis of open-cut mines using numerical methods, one critical step is to identify and simulate the elastoplasticity of geomaterials comprising the open-cut batters. The Victorian Brown Coal (VBC) in Australia is a non-textbook geotechnical material with a hardening feature in compression leading to brittle failure while showing a sharp post-peak softening behaviour. In order to study different aspects of elastoplasticity including the hardening and post-peak softening behaviour of the VBC, a series of laboratory tests including one-dimensional oedometer and triaxial tests were carried out on undisturbed VBC specimens taken from 30 m to 50 m below the ground level in one of the largest VBC open-cut mines in Victoria. By post-processing of the triaxial and oedometer test results, a yielding phenomenon was identified at the boundary between the fully elastic and elastoplastic domains. The magnitude of the material stiffness in the elastic domain was found to be independent of the confining pressure in triaxial tests while governed by the chemical bonding of the coal particles. The post-yield behaviour, however, was a frictional hardening and ruled by the magnitude of the confining pressure leading to a failure envelope sensitive to the organic content of the material. In this paper, a unified failure envelope is defined for the VBC using the Hvorslev-type normalisation process. Furthermore, a nonlinear elastoplastic constitutive model was examined to describe the elastoplasticity of VBC in triaxial condition, which led to a good agreement between the experimental and numerical modelling results. • Different aspects of elastoplasticity of an Australian Soft Rock (VBC) were studied. • A series of laboratory tests, including oedometer and triaxial tests, were carried out. • The material stiffness in the elastic domain was found to be stress-independent. • The post-yield behaviour was found to be stress-dependant frictional hardening. • The failure envelope was found to be sensitive to the organic content of the material. Background: Community-based interventions have shown promise in addressing the childhood obesity epidemic. Such efforts rely on the knowledge of key community members and their engagement with the drivers of obesity in their community. This paper presents the protocol for the measurement and evaluation of knowledge and engagement among community leaders within a whole-of-community systems intervention across 10 large intervention communities in Australia.Methods: We will investigate the role of stakeholder knowledge and engagement in the implementation and effectiveness of the stepped wedge cluster randomised trial in ten communities in Victoria, Australia. Data will be collected using the Stakeholder-driven Community Diffusion Survey (SDCD) to measure levels of knowledge and engagement prior to commencement (2019), across the three separate levels of governance within the intervention at five time points. Primary outcomes will be baseline overall knowledge and engagement scores across the three levels of governance and change in overall knowledge and engagement over time.Discussion: We hypothesise there will be heterogeneity between intervention sites on levels of knowledge and engagement and that these differences will be associated with variability in implementation success.Trial Registration: Australian New Zealand Clinical Trials Registry ACTRN12618001986268 . This paper reports on the successful management of hyperphagia (exaggerated hunger) in a 14yr-old female with Prader–Willi syndrome (PWS). This child was diagnosed with PWS, (maternal uniparental disomy) at 18 months due to developmental delay, hypertonia, weight gain and extreme eating behaviour. Treatment of a supplement for appetite suppression commenced at 2 years of age. This single-case records ingestion of an Indian cactus succulent Caralluma fimbriata extract (CFE) over 12 years, resulting in anecdotal satiety, free access to food and management of weight within normal range. CFE was administered in a drink daily and dose was slowly escalated by observation for appetite suppression. Rigorous testing determined blood count, vitamins, key minerals, HbA1c, IGF-1 and function of the liver and thyroid all within normal range. The report suggests a strategy for early intervention against hyperphagia and obesity in PWS. This case was the instigator of the successful Australian PWS/CFE pilot and though anecdotal, the adolescent continues to ingest CFE followed by paediatricians at the Royal Children's Hospital Melbourne, Victoria, Australia. Background: Clinical trial registries were established to improve the transparency and completeness of clinical trial reporting and a number of policies have been introduced to encourage or mandate their use. While prospective trial registration has been endorsed in Australia, there is currently no legal requirement for researchers to register or communicate findings from clinical trials. There has also been, to the best of our knowledge, no analysis previously undertaken on publication rates for clinical trials performed in Australia. Aim: We aimed to determine the proportion of clinical trials that remain 'unpublished' in Victoria, Australia´s second most populous state, between 2009 and 2013. Methods: We used data reported to Cancer Council Victoria's Cancer Trials Management Scheme (CTMS) between 2009 and 2013, to identify trials that had recruited a new patient or recorded any follow-up patient activity in the specified time period. Using this data, we conducted a systematic search of ClinicalTrials.gov, the Australia and New Zealand Clinical Trials Registry (ANZCTR), PubMed and Google for records of the trial. Trial registration numbers, acronyms and scientific titles were used as primary search terms. Results were characterized by type of publication (i.e., whether it was an accredited scientific paper or other) and source location. Results: Of the trials reported to the CTMS between 2009 and 2013, 777 trials were included in this investigation; the majority (58.8%) were randomized controlled trials (RCTs). Compared with previously published findings, communication of trial results in this study was high; 70% of trials published results in an accredited scientific journal and a further 10% in alternate form, such as a conference abstract or media release. Publication rates were higher for trials with a commercial sponsor (85%) compared with trials sponsored by a cooperative group (77%). Nearly 8% of trials in this study had not been registered on an international clinical trials register. Only 39% of unregistered trials had published results. Of the registered trials, those registered on ClinicalTrials.gov were more likely to be published (86%) compared with trials listed on ANZCTR (68%). Between 2009 and 2013 , 8% of trials registered on ClinicalTrials.gov, in our data set, were terminated; 70% of these trials published results. Conclusion: Although the rate at which clinical trial findings were published in Victoria was higher in this investigation compared with equivalent overseas data, trials registered on ClinicalTrials.gov were more likely to publish results than unregistered trials or trials registered on ANZCTR. This suggests a potential need for trial registration and publication guidelines in Australia, similar to that of the United States where the requirements and procedures for submitting registration and summary result information for clinical trials on ClinicalTrials.gov have been compulsory for the last decade. Background: Smoking following a diagnosis of cancer is a powerful clinical risk indicator, with known poorer health outcomes and associated health care costs. In Australia, smoking rates are higher in rural and regional areas. There are established and effective interventions to promote smoking cessation after a diagnosis of cancer yet these are not in routine practice. Aim: This protocol paper reports on a study that aims to embed evidence-based smoking cessation strategies for people with cancer who are current smokers into routine care, resulting in in system wide improvements, an implemented program and model for further dissemination. Methods: Across three rural/regional sites, and with partners Quit Victoria and Western Alliance, this study employs a variety of methodologies to embed smoking cessation support to improve outcomes for people with cancer who currently smoke. Specifically, the project will embed a system of responsibilities and training in rural and regional health services to routinely engage people with cancer who smoke in support services. The program will: · Promote routine delivery of smoking cessation care by trained oncology staff (oncologists/nurses/ allied health) · Establish referral pathways to Quitline · Correspond with general practitioners, to: i) outline the benefits of quitting in this context, ii) promote access to nicotine replacement therapy and iii) support quitting in the community. · Improve routine recording of smoking status and documentation of provision of brief intervention (personalised advice given, resources provided) and outcomes. Participants: are oncology staff and general practitioners across three health services: Ballarat Health Service, East Grampians Health Service (Ararat), Wimmera Health Care Group (Horsham), all located in Victoria, Australia. Data collection will occur across four sources: 1) Oncology staff: qualitative and quantitative data collection understanding confidence and views on provision on cessation advice; 2) Monitoring Quitline calls, 3) Interview with local general practitioners and 4) Medical record reviews to explore frequency of recording of smoking status. Data will be collected pre/postintervention. Results: The project is underway with the intervention manuals in development. The project is due for completion in 2020. Conclusion: This project takes a health services approach to integration of smoking cessation support in routine care for people with cancer in rural and regional areas. This program of work has capacity to determine best approaches to integrate smoking cessation into routine care, resulting in reduced mortality and morbidity, improved effectiveness of anticancer treatments, and reduced health care costs; by establishing internationally relevant, embedded health care interventions.
