Post-tensioned concrete wide-band beams are used increasingly as a common floor construction method in Australia. More recently, there has been a growing need for the floor system to contribute to the seismic resistance of the building as a moment frame. However, relatively little is known about the performance of wide post-tensioned beams under this type of loading. This paper reviews the current state of knowledge in this area, and assesses several current building design codes in terms of their relevance to this type of construction. Current research shows the potential to achieve adequate drift and energy dissipation in areas of low to moderate seismicity, but research is very limited, particularly for post-tensioned wide beams. While AS3600-2009 does not contain any width limitations on beams resisting earthquake loads, other codes do limit this width for certain levels of ductility. However, these design codes focus on narrow beams, and the beam width restrictions are generally based on limited research data. Construction techniques and seismicity levels vary significantly for different countries and this affects different design codes. Therefore, the relevance and applicability of several code design and detailing requirements in relation to beam widths and detailing typically used in Australia are questionable. This paper is an historical archaeological examination of the socioeconomic relations of the Chinese and European communities of Cooktown in north Queensland during the nineteenth and early twentieth centuries. It looks at the social landscape and production, exchange and consumption of material culture to show that the Chinese were not a disengaged group, as depicted in conventional understandings of colonial life, but integral to the town's socioeconomic fabric. This close relationship arose out of a process of negotiation between Chinese and Europeans which responded to the strengths, weaknesses and resources of their individual business networks, and the particular conditions of Cooktown's frontier environment. Mount Shamrock township was one of the earliest gold mining towns in the Upper Burnett district of Queensland, Australia. A study of the township and associated industrial area demonstrates the integration of town and mine in the late nineteenth and early twentieth centuries. This paper examines the relative permanence of the mining settlement and reveals a multifaceted landscape influenced not only by miners but by the women, children and other non-mining residents operating within distinct social and administrative frameworks. The ability of historical archaeology to make a significant contribution to our understanding of Queensland's recent past is hindered by factors including few practitioners, limited publications about historical archaeological research and a need to establish its relevance beyond the archaeological community. There exists great opportunities in Queensland for researchers to explore a diverse range of research topics of which only some are beginning to be investigated through historical archaeological enquiry. This paper investigates the current state of the discipline in Queensland, the challenges practitioners face today and into the future, and the avenues down which historical archaeologists may make significant contributions to our understanding of Queensland's recent past. The study of archaeological site formation processes, although routinely undertaken for prehistoric sites, is only carried out in historical archaeology in a limited way. Understanding the processes which formed the archaeological record of a site is an important first step towards developing justifiable inferences about past behavior and past societies regardless of the age of the site. This paper identifies and examines the cultural and non-cultural processes that formed the archaeological record at the Commissariat Store, Brisbane. The history of the site, from its construction in 1829 as part of the Moreton Bay penal settlement to the present, is examined and the expected impacts and processes on the archaeological record are identified. Archaeological evidence from the salvage excavation of the site undertaken in 1978 and 1979 is analyzed to identify the cultural and non-cultural site formation processes. This study identifies the presence of cultural formation processes including discard, loss, abandonment and re-use from an examination of the historical and archaeological evidence. Non-cultural formation processes at work in the site include faunalturbation, floralturbation, flooding, and aquaturbation. [ABSTRACT FROM AUTHOR]

Abstract: Higher education institutions that teach both on-campus and at a distance are challenged to provide all students with equitable access to learning. While the concept of blending or converging learning environments supported by technology and Internet use is common in Australian universities, institution wide implementation is rarer. This paper provides a case study of an Australian regional university that investigated institutional processes and teaching and learning approaches that would facilitate diverse students' equitable access to learning. This investigation identified facilitators and barriers to systemic implementation of blended learning. It was found that as teaching and learning environments are socially dynamic, strategic institutional change will only happen if there is a shared vision and energy that touches all parts of an organisation. Simple Summary: Animal cruelty or neglect is an emotive social issue. Animal welfare legislation is the primary tool for defining, penalizing and hopefully deterring animal cruelty. A number of issues arising at all stages of the animal law enforcement process have been previously identified. These issues contribute to a discrepancy between the written law and the realities of the animal law enforcement process: the 'enforcement gap'. This paper reviews the available resources to identify the causes of this 'gap'. It is argued that the 'gap' is caused by numerous factors derived from all stages of the enforcement process: (1) reporting acts of animal cruelty, (2) ambiguity and shortcomings derived from the language used in animal welfare legislation (3) the nature of enforcement authorities, and (4) court determination on the matter. In order to reduce the enforcement gap and bring the expectations closer to reality, further research is needed. Previous research has identified a number of issues arising at all stages of the animal law enforcement process. These issues contribute to an enforcement gap between the written law, as it relates to the penalties laid out in statutes, and the reality of the animal law justice system. This paper identifies and investigates the contributors to this gap. The identified factors discussed are (1) the role of the public in reporting animal cruelty, (2) the ambiguity of the language used in animal welfare legislation, (3) the nature of enforcement authorities, and (4) the role of the courts. Thus, the causes of the enforcement gap are multifactorial, derived from all stages of the enforcement process. This paper argues for a reconsideration of social cohesion as an analytical concept and a policy goal in response to increasing levels of religious diversity in contemporary Australia. In recent decades, Australian has seen a revitalization of religion, increasing numbers of those who do not identify with a religion (the "nones"), and the growth of religious minorities, including Islam, Buddhism, Hinduism, and Sikhism. These changes are often understood as problematic for social cohesion. In this paper, we review some conceptualizations of social cohesion and religious diversity in Australia, arguing that the concept of social cohesion, despite its initial promise, is ultimately problematic, particularly when it is used to defend privilege. We survey Australian policy responses to religious diversity, noting that these are varied, often piecemeal, and that the hyperdiverse state of Victoria generally has the most sophisticated set of public policies. We conclude with a call for more nuanced and contextualized analyses of religious diversity and social cohesion in Australia. Religious diversity presents both opportunities as well as challenges to social cohesion. Both these aspects need to be considered in the formation of policy responses. [ABSTRACT FROM AUTHOR]

Australia is a land of opportunity, where hard work can bring a better life. Most immigrants come to Australia to establish a new life and fulfil hopes and dreams for better life opportunities. Like many immigrants to Australia, I came to establish a new better life for myself and for family. In this paper, I share my challenges of being different, and of being black and the experiences of black Africans in Australia. The paper invites more conversations on finding ways forward to change the system that favours some and disadvantages others. Background: Childhood obesity is a serious public health concern worldwide. Community-based obesity prevention interventions offer promise due to their focus on the broader social, cultural and environmental contexts rather than individual behaviour change and their potential for sustainability and scalability. This paper aims to determine the effectiveness of a South Australian community-based, multi-setting, multi-strategy intervention, OPAL (Obesity Prevention and Lifestyle), in increasing healthy weight prevalence in 9 to 11-year-olds.Methods: A quasi-experimental repeated cross-sectional design was employed. This paper reports on the anthropometric, health-related quality of life (HRQoL) and behaviour outcomes of primary school children (9-11 years) after 2-3 years of intervention delivery. Consenting children from primary schools (20 intervention communities, INT; 20 matched comparison communities, COMP) completed self-report questionnaires on diet, activity and screen time behaviours. HRQoL was measured using the Child Health Utility 9D. Body Mass Index (BMI) z-score and weight status were determined from children's measured height and weight. A multilevel mixed-effects model, accounting for clustering in schools, was implemented to determine intervention effect. Sequential Bonferroni adjustment was used to allow for multiple comparisons of the secondary outcomes.Results: At baseline and final, respectively, 2611 and 1873 children completed questionnaires and 2353 and 1760 had anthropometric measures taken. The prevalence of children with healthy weight did not significantly change over time in INT (OR 1.11, 95%CI 0.92-1.35, p = 0.27) or COMP (OR 0.85, 95%CI 0.68-1.06, p = 0.14). Although changes in the likelihood of obesity, BMI z-score and HRQoL favoured the INT group, the differences were not significant after Bonferroni adjustment. There were also no significant differences between groups at final for behavioural outcomes.Conclusions: OPAL did not have a significant impact on the proportion of 9 to 11-year-olds in the healthy weight range, nor children's BMI z-score, HRQoL and behaviours. Hydrogen is fast becoming a new international "super fuel" to accelerate global climate change ambitions. This paper has two inter-weaving themes. Contextually, it focuses on the potential impact of the EU's new Carbon Border Adjustment Mechanism (CBAM) on fossil fuel-generated as opposed to green hydrogen imports. The CBAM, as a transnational carbon adjustment mechanism, has the potential to impact international trade in energy. It seeks both a level playing field between imports and EU internal markets (subject to ambitious EU climate change policies), and to encourage emissions reduction laggards through its "carbon diplomacy". Countries without a price on carbon will be charged for embodied carbon in their supply chains when they export to the EU. Empirically, we focus on two hydrogen export/import case studies: Australia as a non-EU state with ambitions to export hydrogen, and Germany as an EU Member State reliant on energy imports. Energy security is central to energy trade debates but needs to be conceptualized beyond supply and demand economics to include geopolitics, just transitions and the impacts of border carbon taxes and EU carbon diplomacy. Accordingly, we apply and further develop a seven-dimension energy security-justice framework to the examples of brown, blue and green hydrogen export/import hydrogen operations, with varying carbon-intensity supply chains, in Australia and Germany. Applying the framework, we identify potential impact—risks and opportunities—associated with identified brown, blue and green hydrogen export/import projects in the two countries. This research contributes to the emerging fields of international hydrogen trade, supply chains, and international carbon diplomacy and develops a potentially useful seven-dimension energy security-justice framework for energy researchers and policy analysts. This paper aims to evaluate the life cycle greenhouse gas (GHG) emissions of importing electrical power into Singapore, generated from a large-scale solar photovoltaic (PV) power plant in Australia, through a long-distance subsea high-voltage direct current (HVDC) cable. A cost optimization model was developed to estimate the capacities of the system components. A comprehensive life cycle assessment model was built to estimate emissions of manufacturing and use of these components. Our evaluation shows that, for covering one fifth of Singapore's electrical energy needs, a system with an installed capacity of 13 G W P V , 17 GWh battery storage and 3.2 G W subsea cable is required. The life cycle GHG emissions of such a system are estimated to be 110 g CO 2 eq/ kWh , with the majority coming from the manufacturing of solar PV panels. Cable manufacturing does not contribute largely toward GHG emissions. By varying full-load hours and cable lengths, it was assessed that sites closer to Singapore might provide the same energy at same/lower carbon footprint and reduced cost, despite the lower insolation as compared to Australia. However, these sites could cause greater emissions from land use changes than the deserts of Australia, offsetting the advantages of a shorter HVDC cable. [ABSTRACT FROM AUTHOR]

Mean sea level rise is a significant emerging risk from climate change. This research paper is based on the use of artificial intelligence models to assess and predict the trend on mean sea level around northern Australian coastlines. The study uses sea-level times series from four sites (Broom, Darwin, Cape Ferguson, Rosslyn Bay) to make the prediction. Multivariate adaptive regression splines (MARS) and artificial neural network (ANN) algorithms have been implemented to build the prediction model. Both models show high accuracy (R2 > 0.98) and low error values (RMSE < 27%) overall. The ANN model showed slightly better performance compared to MARS over the selected sites. The ANN performance was further assessed for modelling storm surges associated with cyclones. The model reproduced the surge profile with the maximum correlation coefficients ~0.99 and minimum RMS errors ~4 cm at selected validating sites. In addition, the ANN model predicted the maximum surge at Rosslyn Bay for cyclone Marcia to within 2 cm of the measured peak and the maximum surge at Broome for cyclone Narelle to within 7 cm of the measured peak. The results are comparable with a MARS model previously used in this region; however, the ANN shows better agreement with the measured peak and arrival time, although it suffers from slightly higher predictions than the observed sea level by tide gauge station. Long-term ecological studies (LTES) are critical for understanding and managing landscapes. To identify important research gaps, facilitate collaborations and communicate results, several countries have established long-term ecological research networks. A few initiatives to create such a network in Australia have been undertaken, but relatively few published data exist on the current state of LTES in Australia. In this paper, we present the results of an online survey of terrestrial LTES projects sent to academic, government and non-governmental organization-based researchers across Australia. We asked questions pertaining to the focus, scope, support and outcomes of LTES spanning 7 years or longer. Based on the information reported from 85 Australian LTES, we: (i) identify the biomes, processes and species that are under-represented in the current body of research; (ii) discuss important contributing factors to the successful development and survival of these projects; and (iii) make recommendations to help increase the productivity and influence of LTES across research, management and policy sectors. Abstract: This paper presents the results of the cradle to retailer or quick service restaurant gate life cycle assessment (LCA) of chicken production by Inghams Enterprises, a major poultry producer in Australia. The aim of this study was to identify environmental hot spots in order to reduce impacts and costs, improve products, processes and supply chains for Inghams. Of specific interest to Inghams was the comparative environmental impact of conventional and free-range chicken production. Foreground data were obtained from Inghams'' internal and external reports and guidelines for litter emission factors; background data were sourced from the Australian and international databases and modeled in the SimaPro software. The life cycle impact assessment includes 12 environmental impact categories (abiotic resource depletion; acidification; eco-toxicity; eutrophication; global warming; human toxicity; ionizing radiation; land transformation and use; ozone depletion; photochemical smog; respiratory effects; and water depletion), characterized at midpoint, normalized per capita Australia and weighted into Australian ecopoints for overall impact. The ecopoint scale is that 100 points equal the average Australian''s annual weighted impact. Allocation of impact between co-products was based on the associated economic wholesale price of roast chicken and breast fillet in relation to the average overall production output value. The allocated impact per product was calculated to 11.4 and 12.4 ecopoints per ton of roast chicken and 35.2 and 33.4 ecopoints per ton of breast fillet for free-range and conventional production respectively. Upstream feed production is the largest impact area of the chicken meat supply chain, contributing approximately half of the overall impact and two thirds of the overall water consumed for chicken meat. Poultry farm operation contributes approximately one third of the overall impact, primarily from manure emissions and energy used in chicken housing, and over half of non-renewable energy consumption. Meat processing is the third largest impact source with approximately 10% of the overall impact. All other life cycle stages, including feed mill operations, hatcheries, packaging and distribution combine to less than 10% of the overall impact. The results highlight the importance of productivity measures, such as feed conversion ratio (FCR), energy efficiency and clean energy provision for facility operations, but also adoption of low-impact agricultural practices downstream from Inghams'' operations. Several LCA studies of poultry production and products have been published. The most common unit for comparison is the calculated life-cycle global warming potential, typically assessed from cradle to farm gate or retail. Often sufficiently detailed information of the assumptions behind meat processing and allocation approach is missing in cradle to retail or consumer studies. Attempts to benchmark the study results emphasized the need for a consistent and level playing field methodology for the food sector in order for LCA to provide meaningful and reliable input into businesses decision-making and for product comparisons. In this paper, we revisit a method to produce binary sequences using the most significant bit map from \bf Z4 to the binary field. This method is useful for the construction of binary sequences with low correlation and large family size. Despite the popularity and rhetoric of collaborative approaches, the successes of such initiatives are not widespread and remain elusive. Some commentators argue that without ‘the noise of participation’, a return to centralised governance should be reconsidered. Whilst this conclusion may be premature given the lack of rigorous analysis of collaborative approaches, it calls for a closer examination of contexts and processes that are conducive to the success of collaborative initiatives. This paper evaluates the scope of collaborative watershed management and planning in the Howard River Catchment in northern Australia. The findings depict the challenges of collaborative planning in a nested hierarchy with multiple institutions. The existing institutional apparatus can potentially constrain the collaborative initiatives to water planning. They include the norms of agency authority, administrative inflexibility and power structures in a nested institutional hierarchy. Delegating decision making responsibility to decentralized structures should be backed up by the development of the capacity of such structures. Background Globally, abundant opportunities exist for policymakers to improve the accessibility of rural and remote populations to primary health care through improving workforce retention. This paper aims to identify and quantify the most important factors associated with rural and remote Australian family physician turnover, and to demonstrate how evidence generated by survival analysis of health workforce data can inform rural workforce policy making. Methods A secondary analysis of longitudinal data collected by the New South Wales (NSW) Rural Doctors Network for all family physicians working in rural or remote NSW between January 1st 2003 and December 31st 2012 was performed. The Prentice, Williams and Peterson statistical model for survival analysis was used to identify and quantify risk factors for rural NSW family physician turnover. Results Multivariate modelling revealed a higher (2.65-fold) risk of family physician turnover in small, remote locations compared to that in small closely settled locations. Family physicians who graduated from countries other than Australia, United Kingdom, United States of America, New Zealand, Ireland, and Canada also had a higher (1.45-fold) risk of turnover compared to Australian trained family physicians. This was after adjusting for the effects of conditional registration. Procedural skills and public hospital admitting rights were associated with a lower risk of turnover. These risks translate to a predicted median survival of 11 years for Australian-trained family physician non-proceduralists with hospital admitting rights working in small coastal closely settled locations compared to 3 years for family physicians in remote locations. Conclusions This study provides rigorous empirical evidence of the strong association between population size and geographical location and the retention of family physicians in rural and remote NSW. This has important policy ramifications since retention grants for rural and remote family physicians in Australia are currently based on a geographical 'remoteness' classification rather than population size. In addition, this study demonstrates how survival analysis assists health workforce planning, such as through generating evidence to assist in benchmarking 'reasonable' lengths of practice in different geographic settings that might guide service obligation requirements. Background: The postpartum period is a time of increased morbidity for mothers and infants under 12 months, yet is an under-researched area of primary care. Despite a relatively clear framework for involving general practitioners (GPs) in antenatal care, the structure of maternity service provision in some Australian jurisdictions has resulted in highly variable roles of general practice in routine postpartum care. This study aimed to investigate the views and experiences of mothers and GPs about postpartum care in general practice. Methods: This was a qualitative study of mothers and GPs in rural, regional and metropolitan areas of Queensland, Australia. Semi-structured interviews were conducted with 88 mothers and six general practitioners between September 2010 and February 2012. Interviews were recorded and transcribed verbatim. Data were analysed thematically and compared across groups. Results: Three main themes emerged: The relationship between the mother and GP; practice management; and GP visits. This paper focuses on the theme GP visits and its subthemes: recommendations for GP visits; scope of practice; and content of a routine visit. Recommendations about GP visits given to mothers varied by birthing sector, obstetric provider and model of maternity care resulting in confusion amongst mothers about the timing and role of GPs in routine postpartum care. Similarly, GPs voiced concerns about a lack of consistent guidelines for their involvement in routine postpartum care. Although ideally placed to provide primary care to mothers and their infants in the postpartum period, the lack of consistent guidelines for the role of GPs is of concern to both the GPs and early parenting women. Conclusion: General practice is an important source of postpartum care for mothers and provides a basis for ongoing support for the family. Background: HIV has become a chronic manageable infection in the developed world, and early and lifelong treatment has the potential to significantly reduce transmission rates in the community. A skilled and motivated HIV medical workforce will be required to achieve these health management and prevention outcomes, but concerns have been noted in a number of settings about the challenges of recruiting a new generation of clinicians to HIV medicine. Methods: As part of a larger qualitative study of the HIV general practice workforce in Australia, in-depth interviews were conducted with 31 general practitioners accredited to prescribe HIV medications in community settings. A thematic analysis was conducted of the de-identified transcripts, and this paper describes and interprets accounts of the rewards of pursuing and sustaining an engagement with HIV medicine in general practice settings. Results: The rewards of initially becoming involved in providing care to people living with HIV were described as interest and inspiration, community calling and right place, right time. The rewards which then supported and sustained that engagement over time were described as challenge and change, making a difference and enhanced professional identity. Participants viewed the role of primary care doctor with special expertise in HIV as occupying an ideal interface between the 'coalface' and the 'cutting edge', and offering a unique opportunity for general practitioners to feel intimately connected to both community needs and scientific change. Conclusions: Approaches to recruiting and retaining the HIV medical workforce should build upon the intellectual and social rewards of this work, as well as the sense of professional belonging and connection which is imbued between both doctors and patients and across the global and national networks of HIV clinicians. Insights regarding the rewards of engaging with HIV medicine may also be useful in enhancing the prospect of general practice as a career, and strengthening retention and job satisfaction among the existing general practice workforce. Background: Research is a major driver of health care improvement and evidence-based practice is becoming the foundation of health care delivery. For health professions to develop within emerging models of health care delivery, it would seem imperative to develop and monitor the research capacity and evidence-based literacy of the health care workforce. This observational paper aims to report the research capacity levels of statewide populations of public-sector podiatrists at two different time points twelve-months apart. Methods: The Research Capacity & Culture (RCC) survey was electronically distributed to all Queensland Health (Australia) employed podiatrists in January 2011 (n = 58) and January 2012 (n = 60). The RCC is a validated tool designed to measure indicators of research skill in health professionals. Participants rate skill levels against each individual, team and organisation statement on a 10-point scale (one = lowest, ten = highest). Chi-squared and Mann Whitney U tests were used to determine any differences between the results of the two survey samples. A minimum significance of p < 0.05 was used throughout. Results: Thirty-seven (64%) podiatrists responded to the 2011 survey and 33 (55%) the 2012 survey. The 2011 survey respondents reported low skill levels (Median < 4) on most aspects of individual research aspects, except for their ability to locate and critically review research literature (Median > 6). Whereas, most reported their organisation's skills to perform and support research at much higher levels (Median > 6). The 2012 survey respondents reported significantly higher skill ratings compared to the 2011 survey in individuals' ability to secure research funding, submit ethics applications, and provide research advice, plus, in their organisation's skills to support, fund, monitor, mentor and engage universities to partner their research (p < 0.05). Conclusions: This study appears to report the research capacity levels of the largest populations of podiatrists published. The 2011 survey findings indicate podiatrists have similarly low research capacity skill levels to those reported in the allied health literature. The 2012 survey, compared to the 2011 survey, suggests podiatrists perceived higher skills and support to initiate research in 2012. Global climate change modelling has identified south-east Australia as a ‘hot spot’ for more frequent climatic extremes. Rural landholders may be vulnerable to the risks climate change presents. Australia''s rural landholders are considered highly adaptable, with a history of responding to climatic uncertainty and variability. Yet it is possible that some of their adaptations will not be effective in reducing vulnerability, and may have downstream impacts. Rural landholder decision making is complex, and this is one of a limited number of papers examining rural landholder responses to climate change and the factors influencing their decisions. Data were gathered using semi-structured interviews and a mail survey of rural landholders in two districts. Established socio-psychological scales were employed to measure beliefs, values and attitudes that are expected to shape landholder behaviour. Most of the rural landholders surveyed were not climate change ‘deniers’ with 70% agreeing that the climate is changing and that human activity is a major influence. Climate change was nominated as an influence on six adaptive behaviours by 50% or more of survey respondents. However, there were no significant relationships between belief in climate change and adaptive actions. Personal values and worldviews were found to be the most frequent factors linked to adaptive behaviour. These findings illustrate the complex nature of rural landholder decision making: suggesting that many rural landholders do not need convincing of the existence of climate change; and that efforts to motivate rural landholders to respond to climate change risks should be based on sound knowledge of their values and worldviews. Purpose – The purpose of this paper is to examine the relationship between professional contractor (PC) wellbeing and organisational support as one of mutual benefit for both parties. Design/methodology/approach – Four hypotheses were tested via hierarchical regression techniques using survey data gathered from a sample of 375 PCs working in a range of Australian organisations. Content analysis techniques were used to examine PC responses to a related open-ended question. Findings – The results demonstrate a positive relationship between self-efficacy, organisational support, work engagement and knowledge sharing with wellbeing. Adding the PCs' individualised perspectives provides further insight into the value that PCs bring to an organisation. Research limitations/implications – The study is limited to PCs within Australia and examines PCs rather than professionals generally. The authors limit the analysis approach to regression techniques rather than structural equation modelling. Practical implications – First, demonstration of the importance of organisational support to PCs is an important finding for organisations in itself. Second, this finding allows us to suggest specific interventions and guidelines for organisations seeking to efficiently engender contractor engagement and knowledge sharing. Originality/value – The role of contractor management has become important as organisations increasingly rely on outsourced and contracted work arrangements. The authors consider how organisations and PCs can benefit from organisational practices perceived as being supportive. Abstract: This paper presents a time-series Life Cycle Assessment (LCA) approach to examine the historical environmental impacts associated with copper mining and smelting in Australia from 1940 to 2008. It uses cradle-to-gate LCA models to estimate impacts from the five largest Australian copper mines, incorporating changes in ore grade and differences in technologies and regional energy sources. Using copper as an example of the different life-cycle impacts of metals, this study demonstrates the influence of both temporal and spatial factors. For mine/smelters, results show that the carbon footprint of copper produced at all sites over the time period investigated ranges from 2.5 to 8.5 kg CO2-eq./kg Cu and the difference between different locations in any given year can be up to 6 kg CO2-eq./kg Cu. The estimated impact potentials derived from the LCA models for Australia''s largest mine/smelter at Olympic Dam are then compared to impacts reported by mine operators for global warming potential and acidification. The results of the LCA analysis indicate the importance of considering time-varying parameters and highlight an opportunity to use LCA models more broadly for assessing future technology and energy options in the mineral sector. This paper examines perceptions by academics of their work in the Australian state of Victoria, and places such perceptions within the context of international and Australian debates on the academic profession. A 2010 survey conducted by the National Tertiary Education Union in Victoria was analysed in light of the literature on academic work satisfaction and on corporatised managerial practice ('managerialism'). The analysis is also placed in the context of neo-liberalism, defined as a more marketised provision combined with increased pro-market state regulation. Factor analysis was used to reduce 18 items we hypothesised as drivers of work satisfaction to four factors: managerial culture, workloads, work status and self-perceived productivity. Regression models show the relative effects of these factors on two items measuring work satisfaction. This analysis is complemented by discursive analysis of open-ended responses. We found that satisfaction among academics was low and decreasing compared to a previous survey, and that management culture was the most important driver. Concern with workloads also drove dissatisfaction, although academics seem happy to be more productive if they have control over their work and develop in their jobs. Work status had little effect. In the open-ended responses the more dissatisfied academics tended to contrast a marketised present to a collegial past. While respondents seem to conflate all recent managerial change with marketisation, we pose a crucial question: whether the need for more professional management needs to be congruent with marketising policy directions. This paper presents the climate change impact on mean annual runoff across continental Australia estimated using the Budyko and Fu equations informed by projections from 15 global climate models and compares the estimates with those from extensive hydrological modeling. The results show runoff decline in southeast and far southwest Australia, but elsewhere across the continent there is no clear agreement between the global climate models in the direction of future precipitation and runoff change. Averaged across large regions, the estimates from the Budyko and Fu equations are reasonably similar to those from the hydrological models. The simplicity of the Budyko equation, the similarity in the results, and the large uncertainty in global climate model projections of future precipitation suggest that the Budyko equation is suitable for estimating climate change impact on mean annual runoff across large regions. The Budyko equation is particularly useful for data-limited regions, for studies where only estimates of climate change impact on long-term water availability are needed, and for investigative assessments prior to a detailed hydrological modeling study. The Budyko and Fu equations are, however, limited to estimating the change in mean annual runoff for a given change in mean annual precipitation and potential evaporation. The hydrological models, on the other hand, can also take into account potential changes in the subannual and other climate characteristics as well as provide a continuous simulation of daily and monthly runoff, which is important for many water availability studies. Uncertainty around long-term droughts and water scarcity has been increasing as the impacts of El Nino cycles are felt globally. Understanding how the effects of these events are manifested on the ground in communities is particularly important if governments and associated agencies are to respond appropriately. Using a qualitative approach, this paper examines the impacts of drought on two rural towns in Victoria, Australia, and explores what lessons can be drawn from local experiences. The research suggests that previous responses to drought by governments have been largely ineffectual and as such, we question whether there is a need to reshape institutional understandings of what adapting to drought might mean. This research, therefore, seeks to further the discussion surrounding drought impacts and the myriad of challenges associated with it by drawing on locally situated knowledge to inform future decision-making in this evolving field of study. Existing tourism-related climate information and evaluation are typically based on mean monthly conditions of air temperature and precipitation and do not include thermal perception and other climate parameters relevant for tourists. Here, we quantify climate based on the climate facets relevant to tourism (thermal, physical, aesthetical), and apply the results to the Climate-Tourism-Information-Scheme (CTIS). This paper presents bioclimatic and tourism climatological conditions in the Hunter Region-one of Australia's most popular tourist destinations. In the Hunter Region, generally, temperatures below 15°C occur from April through October, temperatures less than 25°C are expected throughout the whole year, while humidity sits around 50%. As expected, large differences between air temperature and physiologically equivalent temperature (PET) were clearly identified. The widest differences were seen in summer time rather than in the winter period. In addition, cold stress was observed less than 10% of the time in winter while around 40-60% of heat stress was observed in summer time. This correlates with the highest numbers of international visitors, who usually seek a warmer weather, at the beginning of summer time (November and December) and also to the number of domestic visitors, who tend to seek cooler places for recreation and leisure, in late summer (January-March). It was concluded that thermal bioclimate assessment such as PET and CTIS can be applied in the Hunter region, and that local governments and the tourism industry should take an integrated approach to providing more relevant weather and climate information for both domestic and international tourists in the near future. Abstract: The concept of ‘peaks’ in the production of natural resources has attracted attention in the area of energy production, with concerns about ‘peak oil’ driving recent research and investment in alternative sources of energy. There are fundamental and important differences between a peak in the production of oil and peaks in the production of metalliferous minerals, but in both cases production changes from ‘easier and less expensive’ early in a resource’s life to ‘difficult and expensive’ as time progresses. The impacts of this change in production circumstances require critical consideration in the governance of national and sub-national mineral endowments. This paper develops a framework for evaluating the impacts of changing patterns of mineral production. The framework considers three criteria: availability of a resource (considering its geological characteristics and geographical distribution); society’s addiction to the resource (its centrality and criticality to economic, social and environmental systems); and the possibility of finding alternatives (whether the resource can be substituted or recovered). An initial assessment against these criteria provides an overview of how a production peak might affect the production of minerals in Australia and the impacts that this might have on the Australian economy. Assessing important resources against these three criteria will be imperative in future considerations regarding the roles minerals and metals play as service providers in our economic, social and environmental systems. Additionally, this analysis should prompt a reassessment of the value of minerals beyond economic measures. Indicators derived from these criteria will inform strategies that can address future changes in production characteristics – meeting challenges with strong governance, and realising opportunities with proactive policy. Extreme heat waves occurred over much of southern and eastern Australia during the summer (27 January--8 February) and winter (14--31 August) of 2009. The summer heat wave resulted in many temperature records across southeastern Australia, as well as devastating bushfires in Victoria that caused losses of life and property. The winter heat wave primarily affected subtropical areas of eastern Australia and produced major disruptions to agricultural industries. In this study the ability of the Bureau of Meteorology''s dynamical seasonal prediction model, the Predictive Ocean Atmosphere Model for Australia (POAMA), to forecast fortnightly means for two periods corresponding to the heat waves (25 January--7 February and 15--28 August, respectively) is assessed. The forecasts are based on 10-member daily lagged-ensemble forecasts, initialized up to 30 days prior to the verification date. Ensemble mean and probabilistic forecasts are assessed. The paper forms part of a larger study investigating the use of POAMA for filling the current prediction capability gap between weather forecasts and seasonal outlooks for Australia. The most successful forecasts were initialized up to 2 weeks prior to the verification date, when POAMA demonstrated the ability to predict widespread warming over southeastern Australia for the summer event and over central and eastern Australia for the winter event. At these lead times, the ensemble mean forecast captured the midtropospheric subtropical anticyclonic anomaly over Australia that characterized both heat waves. The magnitude of the peak daytime warming in the ensemble mean forecast was, however, underpredicted, more so for the summer heat wave, and maximum warming occurred farther east than observed in both events. POAMA was able to predict temperature anomalies similar to those observed over the southeast in the ensemble initialized 0--9 days prior to the forecast verification date for the winter heat wave, thus being of potential benefit to the grain-producing regions of southeastern Australia. Abstract: High growth in the uptake of electrical appliances is accounting for a significant increase in electricity consumption globally. In some developed countries, standby energy alone may account for about 10% of residential electricity use. The standby power for many appliances used in Australia is still well above the national goal of 1W or less. In this paper, field measurements taken of standby power and operating power for a range of electrical appliances are presented. It was found that the difference between minimum value and maximum value of standby power could be quite large, up to 22.13W for home theatre systems, for example. With the exception of home audio systems, however, the annual operating energy used by most electrical appliances was generally greater than the annual standby energy. Consumer behaviour and product choice can have a significant impact on standby power and operating power, which influences both energy demand and greenhouse gas emissions. [ABSTRACT FROM AUTHOR]

In this paper the authors dynamically downscale daily-averaged general circulation model (GCM) datasets over Australia using the Conformal Cubic Atmospheric Model (CCAM). The technique can take advantage of the wider range of Coupled Model Intercomparison Project phase 3 (CMIP3) daily-averaged GCM datasets than is available using 3-hourly datasets. The daily-averaged host GCM atmospheric data are fitted to a time interpolation formula and then differentiated in time to produce a first-order estimate of the atmosphere at 0000 UTC on each simulation day. The processed GCM data are forced into CCAM using a scale-selective filter with an 18°° radius. Since this procedure is unable to account for the diurnal cycle, the forcing data are only applied to winds and air temperatures once per day between 800 and 100 hPa. Lateral boundary conditions are not required since CCAM employs a variable-resolution global grid. The technique is evaluated by downscaling daily-averaged 2.5°° NCEP reanalyses over Australia at 60-km resolution from 1971 to 2000 and comparing the results to downscaling the 6-hourly reanalyses and to simulating with sea surface temperature (SST)-only forcing. The results show that the daily-averaged downscaling technique can simulate average seasonal maximum and minimum screen temperatures and rainfall similar to those obtained downscaling 6-hourly reanalyses. Some implications for regional climate projections are considered by downscaling four daily-averaged GCM datasets from the twentieth-century climate in coupled models (20C3M) experiment over Australia. Australia’s system of tropical rivers constitutes one of the largest and least changed drainage networks in the world. However increasing demand for water in parts of Australia, along with ongoing drought, is driving pressure to develop these rivers. This paper reports the results of a choice experiment (CE) to assess the benefits of different management strategies for three tropical rivers in northern Australia: the Daly, Mitchell and Fitzroy Rivers. The CE was carried out using a survey mailed to Australian urban populations. The results showed that 90% of Australians were willing to pay a once-off payment for the management of tropical rivers. Respondents who had visited or lived near the rivers were willing to pay more for cultural, recreational and environmental services than those who had not. Respondents classed as ‘developers’, who made up only 4% of the 684 respondents, considered a substantial income from irrigated agriculture as important. Unlike ‘environmentalists’ and ‘neutrals’, ‘developers’ were unwilling to pay for high quality recreational fishing or for having floodplains in good environmental condition. This paper presents alternative readings of the archaeology of a series of nineteenth-century industrial and convict sites in the midwest region of Western Australia. In particular it employs the biography of Joseph Horrocks a former convict turned mine manager, to reinterpret the relationship between these places, considering the agency of the individual and suggesting how his experiences at some sites may have influenced him to attempt to create an idealised industrial settlement aimed at assisting with the reform of convicts. For older adults in rural regions of Australia the issues of distance, accessibility and social connectivity associated with rural living add another dimension to the physical and social challenges associated with ageing. New technologies offer the potential of increasing connectedness for older rural people. This paper examines the comfort levels with, and attitudes to, technology from a survey of 858 community members aged 55 years and over living in the rural Murray Lands region of South Australia. The survey was part of the threeyear 'Linking Rural Older People to Community through Technology' project. Survey results showed that comfort levels varied according to age and type of technology. Attitudes to new technologies also varied by age, but positive attitudes were expressed across all ages. Participants had strong community and family ties, although not all were localised, suggesting new technologies have a potential role in connecting older rural people to their communities. Abstract: In this paper, our goal is to examine the unit root null hypothesis in energy consumption for Australian states and territory. We consider sectoral energy consumption for Australia and its six states and one territory using time series data for the period 1973–2007. This is the first study that does this. This paper analyses data on two aspects of unofficial place-naming or folk toponymy on the Dudley Peninsula, the eastern peninsula of Kangaroo Island, South Australia, namely (1) local unofficial toponyms, and (2) offshore fishing ground names. These place-name categories reflect naming patterns that embody specific local events, history and land use in the island's colourful past, and represent an important element of the collective memory of the area. It argues that a deeper analysis of various taxa of folk toponymy, especially in remote island locations with brief histories, can help toponymists and linguists understand broad principles involved in place-naming. Hong Kong has been one of the early jurisdictions to adopt Public Private Partnership (PPP) model for delivering large public infrastructure projects. T he development of this procurement approach in Hong Kong has followed an intricate path . As such, it is believed that there are a number of areas which are interesting to unveil . As part of a comprehensive research study looking at implementing PPPs, interviews with experienced local industrial practitioners from the public sector were conducted to realize their perspective on the topic of procuring public works projects . Amongst these interviews, fourteen were launched government officials and advisers . The interview findings show that the majority of the Hong Kong and Australian interviewees had previously conducted some kind of research in the field of PPP. Both groups of interviewees agreed that "PPPs gain private sector's added efficiency/expertise/management skills" when compared to projects procured traditionally. Also, both groups of interviewees felt that projects best suited to use PPP are those that have an "Economic business case". The interviewees believed that "Contractor's performance" could be used as key performance indicators for PPP projects. A large number of critical success factors were identified by the interviewees for PPP projects; two of these were similar for both groups of interviewees. These included "Project objectives well defined" and "Partnership spirit/commitment/trust". Finally it was found that in-house guidance materials were more common in the organizations of the Australian interviewees compared to the Hong Kong ones. This paper studies the views of the public sector towards the topic of PPPs in Hong Kong and Australia, which helps to answer some of the queries that both academics and the private sector in these jurisdictions are keen to know. As a result the private sector can be more prepared when negotiating with the public sector and realise their needs better, academics on the other hand are provided a wider perspective of this topic benefiting the research industry at large. This paper compares two contrasting Australian case studies in the archaeology of Indigenous-European interaction: one mission-like in its intent, the Aboriginal Settlement for Tasmanian Aborigines at Wybalenna on Flinders Island in the Bass Strait (1833–47), the other the Lutheran mission at Lake Killalpaninna (1867–1928) investigated by the Central Australia Archaeology Project (CAAP). Each of the two case studies adopted different strategies of investigation. Wybalenna was a small excavation while Killalpaninna was an extensive surface survey. Both studies reveal diversity in the range of responses to a missionizing program, providing evidence of agency in the formation of the archaeological record. They demonstrate the value of the material evidence and the significance of archaeology in contributing to a more sensitive understanding of the interaction process by providing an alternative to textual sources. Risk allocation in privately financed public infrastructure projects, which are mainly referred to as public-private partnership (PPP) projects, is a challenging job due to the nature of incomplete contracting. An investigation into the mechanism that guides the formation of efficient risk allocation strategies is thus desirable. Drawing on the transaction cost economics and resource-based view of organizational capability, this paper has identified five main features of the transactions associated with risk allocation in PPP projects. They include partners’ risk management routine, partners’ risk management mechanism, partners’ cooperation history, risk management environmental uncertainty, and partners’ risk management commitment. For achieving cost efficiency, different risk allocation strategies may suit different conditions of the features. Accordingly, a theoretical framework and five hypotheses were proposed for testing. Data collected in an industrywide survey were analyzed using multiple linear regression technique. It was found that generally, the identified features are determinants in the decision-making process of efficient risk allocation. Therefore, the proposed theoretical framework provides both government and private agencies with not only a logical and holistic understanding of but also a support tool for decision making on risk allocation strategy in PPP projects. Abstract: It is almost a decade since the last empirical study of Australian public relations appeared in the academic literature. This paper reports on a survey conducted immediately prior to the onset of the global financial crisis aimed at revealing the state of public relations in Australia. In particular, the study investigated levels of professionalisation in terms of such criteria as the strategic orientation of public relations, its position within organisational hierarchies, and the importance placed on ethics and professional development. The findings show Australian PR professionals to be highly educated, comparatively well paid and frequently in positions of influence with their CEOs. Paradoxically despite these strengths, the profession in Australia does not seem to have outgrown public relations’ pervasive identity crisis. [Copyright &y& Elsevier]

Abstract: This paper presents a study that extends on previous empirical research, which examined the role of enabling ‘climate for innovation’ constructs in determining the level of innovation diffusion outcomes, and subsequent business performance in architectural and engineering design (AED) firms. Whilst this previous study elucidated the relationships between broad theoretical constructs, the present study was focused on targeting the significant enabling factor interrelationships with the core outcomes that result from the innovation diffusion process. To achieve this objective, a sequential mixed-method research design combining quantitative and qualitative analysis techniques was employed. The quantitative techniques included a correlation analysis to identify the strong factor relationships, followed by Structural Equation Modelling (SEM) to determine the critical pathways for enhancing innovation diffusion and ultimately heightened levels of client satisfaction. Following path model extraction, qualitative interviews with five Australian AED firms were conducted. The interview findings confirmed the uncovered significant pathways, and provided in-depth insights into how the improvement of critical enabling factors could leverage improved innovation diffusion outcomes and business performance. Macrozamia seeds have long been considered an important economic resource to Australian hunter-gatherers. As a result of limited ecological data during the 1970's-1980's, seed production in Macrozamia spp. has been conceptualised as low yield and irregular, but easily stimulated through pyrogenic manipulation to produce high yield, regular resource gluts. This paper reviews and synthesises ecological data on Macrozamia ecology and seed production collated over the last few decades to argue that current archaeological conceptions of Macrozamia seed production and reproductive responses to fire are flawed, and to further consider how these resources were used in the past. Since the 1970s, the Australian government has seen the information and communication technology industry as a viable industry for promotion and investment. This paper attempts to empirically evaluate policy initiatives geared towards geographical co-location through a survival analysis of Internet consultancy organisations that were in operation in New South Wales and the Australian Capital Territory between 1996 and 2003. This will be augmented by anecdotal evidence through interviews done with representatives of organisations sampled from the dataset. It will be shown that co-location in Australia does not offer the necessary resources for survival as predicted by locational economics. This paper presents a contingency theory of approaches to teaching in Higher Education adopted by university academics who teach heterogeneous student cohorts within a changing university context. The study is located within the substantive context of academics within Australian universities who teach within the broad field of management studies. Orthodox grounded theory is employed to generate a contingency typology comprised of four separate teaching approaches: Distancing, Adapting, Clarifying, and Relating. The model demonstrates how academics utilise a variety of teaching approaches to address their ‘main concern’, namely maintaining their professional competence within the context of a rapidly changing university landscape and significantly heterogeneous groups of students. We have labelled this process ‘Maintaining Competence’. This model stresses the importance of the twin forces of structure and individual agency in determining teaching approaches. It emphasises the value of analysing what academics actually do in the classroom situation, rather than concentrating on normative assumptions of what they should do in terms of best practice. This interpretive study of change in Australian book publishing, included a survey of book publishers and the conduct of 14 case studies in five categories of publisher: general trade, academic, professional, specialist and university. This paper reports in detail on the experience on one general trade publisher as it sought to face the challenges of globalization and of organizational and technological change. The major finding was that digitization is indeed, impacting on business models for book publishing, with current models comprising something of a hybrid between the traditional and the innovative. Reflecting the presence in Australia of similar trends and issues that are affecting book publishing around the world, the findings are of relevance both to book publishers and to researchers. The work is original in that relatively little recent academic research has been conducted into book publishing in Australia, particularly as regards the implications of digitization for business models.
