Este artículo pretende sintetizar los principales ejes de la relación entre educación y empleo en Europa. Parte de analizar la relación entre la evolución histórica de los modelos de producción de competencias para el empleo y la evolución de las principales corrientes téorico-metodológicas que estudian los vínculos entre educación y empleo. A continuación, el artículo estructura, en base al modelo de análisis basado en las competencias, los resultados de la investigación comparada sobre la relación entre educación y empleo en Europa en torno a ocho ejes. El artículo finaliza con algunas consideraciones para el futuro de la relación entre educación y empleo y su investigación, a partir de los cambios en las instituciones y en el comportamiento de los actores implicados.

En primer lugar, tras constatar la reciente emergencia del sujeto local y las virtualidades y paradojas actualmente evidenciada por el concepto de desarrollo local con raíces en la cultura y tradición del desarrollo comunitario, abordaremos algunos de los rasgos tipológicos —no solo los que impregnan contextos arcaicos y tradicionales, sino también aquellos de carácter moderno— que definen los modelos sociales comunitarios. En segundo lugar, estableceremos algunas teorías relativas a la vinculación existente entre los procesos de desarrollo local, teniendo en cuenta las potencialidades inherentes al substrato socioterritorial y cultural en el cual estos surgen, y la capacidad alternativa de los actores sociales para modificar la realidad. Por último, concluiremos este artículo con una evaluación de cuatro experiencias acaecidas en contextos rurales y otras dos en medios urbanos. Estableceremos algunos criterios valorativos acerca de la vitalidad y solidez de estos teniendo en cuenta los niveles de implicación, así como la riqueza y diversidad de los actores sociales implicados en el proceso.

6. Frames and Actors: Translating Talent Management Strategy to Latin America.

Multinational enterprises (MNEs) transfer their corporate strategies to subsidiaries globally, and in so doing, embark on a translation process. Despite the prevalence of MNEs and their investments in emerging economies, little is known about how local factors affect key actors when translating corporate talent management (CTM) strategies to these regions. This study draws from the translation and talent management literatures to explore the travel of ideas in the context of CTM. Relevant frames (narratives that emerge around actions) and actors are proposed and explored empirically in a qualitative study of 76 employees across an Australian mining MNE with subsidiaries located in Latin America. The findings support extant literature as well as uncovering new frames (categorized in external or corporate, and internal or local) and actors (including non-managerial) as part of the translation process. The findings suggest the need to balance talent management strategies between corporate and subsidiaries by being aware of internal and external frames including in both urban and rural locations. This understanding provides further clarification of the global versus local paradox faced by MNEs. Implications for future research and practice are discussed. [ABSTRACT FROM AUTHOR]

A prospective diagnosis of the cruise reception services in Santiago de Cuba will be made in this paper. To conduct this diagnosis, the methodology followed is the one established by the French2 Prospective School. This study will allow determining the key variables of the analyzed system, the actors involved and their role, and also the possible future scenarios. A key factor is the work with experts, who will provide the information needed for the study. Scientific methods such as MICMAC, MACTOR and SMIC-PROB-EXPERT are used, supported by professional software. As a result of this diagnosis, are estimated profits for the destine under scenario $ 74 361 024,00 USD. The decision-makers of the region will be able to set the objectives and strategies aimed at reaching the desired optimal scenario.

9. Principales actores en la formación de la política de modernización de transporte urbano de la Alcaldía de Maracaibo

The 1990s marked the start of the urban transport modernization in the main cities of Venezuela, including Maracaibo, the second city. It was formally managed from the Mayor’s Office of Maracaibo, but involved a number of national and international actors in a process that became embedded into an urban transport model of foreign origin, linked to the need of aligning this activity with the market economy requirements. The purpose of this paper is to identify the policy that resulted in the end, the different actors involved, and the role played by each of them. The basis assumption is the scarce local participation in this process, which arose from multilateral organizations. The results reveal that: 1) The main actors involved in the policy structuring were: World Bank, Systra-Sofrrtu Consortium, Maracaibo Urban Mass Transport Institute (Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo –IMTCUMA–), National Urban Transport Fund (Fondo Nacional de Transporte Urbano –FONTUR–), Ministry of Infrastructure (MINFRA), former Ministry of Transport and Communications (MTC), La Universidad del Zulia, President’s Transport Commission for the city of Maracaibo, Venezuelan Transport Board, Mayor’s Office of Maracaibo, and Metro of Maracaibo; 2) The participation of these organizations was very varying, the World Bank playing the directing role, and the others in different levels as advisors and implementers; 3) The policy was addressed to: reducing workers commuting times; incorporating private companies into the transport sector; and giving priority to the service provision in commercial and industrial sectors. The conclusion is that the transport policy in the city of Maracaibo occurred with the participation of multilateral organizations and very little participation of the local government and users.

Actors within the soil management sub-system, their logic, interests and controversial relations in the process of urban transformation and current use pattern formation of the Luján river lower basin during the last ten years were identified within the conceptual framework of public policies. These interest groups’ discourse and arguments have an impact on agenda creation, which is understood as the process of interest aggregation reflecting both the order of priority of social problems and the government’s opinion of the situation. This paper analyzes written and oral texts and traces the various actors within this area of study as factors contributing to explain the reasons why certain topics are adopted as public problems and added to the government’s agenda

Este texto analiza la política exterior española hacia Argelia a través de los datos recogidos en la “Base de Datos de Política Exterior” (BDPEX), un nuevo instrumento para el análisis de las relaciones exteriores españolas desarrollado por el Grupo de Estudios sobre las Sociedades Árabes y Musulmanas (GRESAM) de la Universidad de Castilla-La Mancha. De los datos se desprende que han sido los intereses energéticos los que han dominado la agenda bilateral. El análisis de los diferentes indicadores de la BDPEX muestra, también, que las cuestiones de carácter más político, como el conflicto del Sahara Occidental o la emergencia del islam político, han tenido una presencia menor que otros temas, como la inmigración o la lucha contra el terrorismo. This paper analyzes the Spanish foreign policy towards Algeria through data collected in the "Database of Foreign Policy" (BDPEX), a new tool for the analysis of Spanish foreign relations developed by the Study Group on Arab and Muslim Societies (GRESAM) at the University of Castilla-La Mancha. The data show that energy interests have been the core issue in the bilateral agenda. The analysis of different BDPEX indicators also show that the more political issues, the Western Sahara conflict and the emergence of political Islam, have less weight than others topics, such as immigration and the fight against terrorism.

Este texto analiza la política exterior española hacia Líbano a partir de los datos que aporta la “Base de Datos sobre Política Exterior” (BDPEX), un nuevo instrumento que arroja nueva luz sobre el estudio de las relaciones exteriores españolas. De los datos se desprende que Líbano es un país secundario para los intereses españoles, y que su importancia, en los últimos años, deriva del interés español en el proceso de paz de Oriente Medio y de la participación española, a partir de 2006, en la Fuerza Provisional de las Naciones Unidas en Líbano (FPNUL). Así lo demuestra el análisis de los datos sobre intercambio de visitas de alto nivel, debate parlamentario, aportación española a la cooperación en Líbano e intercambios económicos. This paper analyzes the Spanish foreign policy towards Lebanon from the data provided by the "Database on Foreign Policy" (BDPEX), a new instrument which shed new light on the study of Spanish foreign relations. The data show that Lebanon is a secondary country for Spanish interests, and that its importance in recent years derives from the Spanish interest in the Middle East Peace Process and Spanish participation, from 2006 on, in the United Nations Interim Force in Lebanon (UNIFIL). This is demonstrated by the analysis of data on exchange of high level visits, parliamentary debates, Spanish contribution to cooperation in Lebanon and economic exchanges.

La década de los noventa marcó el inicio de la modernización del transporte urbano en las principales ciudades de Venezuela, entre ellas en la ciudad de Maracaibo, segunda ciudad en importancia en el país, proceso que tuvo lugar formalmente desde la Alcaldía de Maracaibo, pero en el cual participaron numerosos actores nacionales e internacionales que dan cuenta de un proceso que se inserta en un modelo de transporte urbano de origen foráneo, vinculado a la necesidad de poner esta actividad a tono con los requerimientos de una economía de mercado. El propósito de este trabajo es identificar la política que en definitiva se formó, los distintos actores involucrados y el rol de cada uno. Se parte de la hipótesis que es escasa la participación local en este proceso, el cual se origina en los organismos multilaterales. Los resultados revelan: 1) Los principales actores involucrados en la formación de la política fueron: Banco Mundial, Consorcio Systra-Sofrrtu, Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo (IMTCUMA), Fondo Nacional de Transporte Urbano (FONTUR), Ministerio de Infraestructura (MINFRA), antiguo Ministerio de Transporte y Comunicaciones (MTC), La Universidad del Zulia, Comisión Presidencial del transporte para la ciudad de Maracaibo, Consejo Venezolano de transporte, Alcaldía de Maracaibo y Metro de Maracaibo; 2) La participación de estos organismos fue muy variada, correspondiéndole el rol de orientador al Banco Mundial y el resto en distintos niveles y en el rol de asesores y ejecutores; 3) La política estuvo dirigida a: reducir los tiempos de viaje de los trabajadores; incorporar empresas privadas en el sector transporte y dar prioridad en la prestación del servicio en los sectores comerciales e industriales. Se concluye que la política de transporte de la ciudad de Maracaibo ha tenido lugar con la participación de los organismos multilaterales y la escasa participación del gobierno local y los usuarios.
