Ample evidence indicates that a person's human capital is important for success on the labor market in terms of both wages and employment prospects. However, unlike the efforts to identify the impact of school attainment on labor-market outcomes, the literature on returns to cognitive skills has not yet provided convincing evidence that the estimated returns can be causally interpreted. Using the PIAAC Survey of Adult Skills, this paper explores several approaches that aim to address potential threats to causal identification of returns to skills, in terms of both higher wages and better employment chances. We address measurement error by exploiting the fact that PIAAC measures skills in several domains. Furthermore, we estimate instrumental-variable models that use skill variation stemming from school attainment and parental education to circumvent reverse causation. Results show a strikingly similar pattern across the diverse set of countries in our sample. In fact, the instrumental-variable estimates are consistently larger than those found in standard least-squares estimations. The same is true in two "natural experiments," one of which exploits variation in skills from changes in compulsory-schooling laws across U.S. states. The other one identifies technologically induced variation in broadband Internet availability that gives rise to variation in ICT skills across German municipalities. Together, the results suggest that least-squares estimates may provide a lower bound of the true returns to skills in the labor market.

Background: Educational qualifications and literacy skills are highly related. This is not surprising as it is one aim of educational systems to equip individuals with competencies necessary to take part in society. Because of this relationship educational qualifications are often used as a proxy for "human capital". However, from a theoretical perspective, there are many reasons why this relationship is not perfect, and to some degree this is due to third variables. Thus, we want to explore the net relationship between educational attainment (harmonized according to the International Standard Classification of Education, ISCED) and literacy skills, and how much skills vary within education levels across countries. Methods: We use data from 21 countries from the Programme for the International Assessment of Adult Competencies 2012. This paper compares the literacy skills of adults who achieved different levels of educational attainment across countries. Given the high degree of educational differentiation in most countries, we do this using a more differentiated educational attainment variable than what is commonly used. In our analyses we firstly adjust for factors that are likely to affect access to education and the acquisition of educational qualifications and literacy skills, such as parental education and language and migration background. In a second step, we also take into account factors affecting skill development after initial formal education, such as occupation and skill use at home. Results: We firstly find a high degree of heterogeneity of skills across countries for equivalent education categories. Secondly, we find skill similarities for equivalent education categories classified at different broad education levels, sometimes even breaking the hierarchical order of 'higher education entails higher competencies'. Conclusion: We conclude that ISCED levels cannot be taken as a cross-nationally comparable proxy for human capital in terms of literacy skills, and that education has to be harmonized in a substantively more meaningful way in future adult literacy surveys.

The ways in which vocational education and training (VET) systems are structured vary significantly from country to country, both because different countries have different objectives for their VET systems and because VET is differently embedded within the education and labour market systems of any individual country. International research in this area makes use of a range of existing typologies to characterise and compare VET systems. However, many of these typologies have weaknesses, for example in relation to the consistency of their descriptive criteria or the extent to which the typology is able to tackle more complex VET systems. This paper therefore takes a multi-perspective approach to developing a new typology that builds on existing approaches from a range of disciplines, justifies a specific combination of these approaches, and substantially expands on them. Specifically, it combines a skill formation approach with both a stratification approach and a standardisation approach. It also explicitly acknowledges the practice of learning as a criterion. This new typology enables VET systems in a range of countries to be categorised systematically across the different levels involved, including in relation to aspects as varied as government regulation, curriculum design, and teaching practices. This will be illustrated using six countries--China, France, Germany, India, Japan and the USA--as case studies. These case studies demonstrate substantial differences but also partial convergences between these countries. The typology offers both a framework for further explanatory approaches in individual country contexts and an opportunity for international comparison of key aspects of VET systems, such as the value attached to vocational qualifications and the possible transfer of VET models from one country to another.

In higher education systems that are partly tax funded, a country might not be willing to subsidize the education of international students who might leave after graduation. This paper analyzes how student migration affects governmental decisions regarding the private funding share of higher education for 22 OECD countries for the period of 2000-2011. Based on fixed effects estimations, we find a significant positive correlation. This result is robust to changes in the specification, including estimations for country groups and for an expanded lag structure. The use of an instrumental variable approach supports a causal interpretation.

This paper empirically examines the impact of academic research on high-tech manufacturing growth of 28 Organisation for Economic Co-operation and Development (OECD) and emerging countries over the 1991-2005 period. A standard research and development (R&D) expenditure based measure is found to be too general to capture the input in high-tech research. To overcome this problem, a novel proxy for high-tech research investment--the supercomputer capacity--is proposed. Empirical evidence strongly supports this choice of variable. It is also found that academic R&D exerts a larger growth effect on high-tech output than its industry and government counterparts, but only the impact differential between academic and government R&D is statistically significant.

Gender effects in large-scale assessments have become an increasingly important research area within and across countries. Yet few studies have linked differences in assessment results of male and female students in higher education to construct-relevant features of the target construct. This paper examines gender effects on students' economic content knowledge with a focus on construct-relevant explanations. Moreover, we compare gender effects cross-nationally between Germany, Japan, and the United States. To assess economic content knowledge of higher education students, we used translated, adapted, and validated versions of the Test of Understanding in College Economics (TUCE, 4th ed.), an instrument that is commonly used internationally. We found gender effects on test scores in all three countries; effects were larger in Germany and the United States than in Japan. Gender effects were generally more pronounced on the numeracy subscale than on the literacy subscale, that is, male students had a greater edge over female students when items required calculations. In our conclusion, we discuss how numeracy and literacy items may tap different abilities.

In this paper, I argue for more and better learning metrics in higher education, eventually through an international, comparative assessment of students' learning outcomes. Better learning measures may help to improve transparency in the system by addressing the information asymmetry problem. If not addressed adequately, the lack of transparency could lead to "bubbles" comparable to those in financial markets. On a systemic level, the higher education community has a definite interest in filling the information gaps by making decisive steps forward in the development of valid and reliable learning metrics.

The term "state of exception" has been used by Italian political theorist Giorgio Agamben to explain the ways in which emergencies, crises and disasters are used by governments to suspend legal processes. In this paper, we innovatively apply Agamben's theory to the way in which countries prepare and educate the population for various types of emergencies. We focus on two main aspects of Agamben's work: first, the paradoxical nature of the state of exception, as both a transient and a permanent part of governance. Second, it is a "liminal" concept expressing the limits of law and where "law" meets "not-law". We consider the relationship between laws related to disasters and emergencies, and case studies of the ways in which three countries (England, Germany and Japan) educate their populations for crisis and disaster. In England, we consider how emergency powers have been orientated around the protection of the Critical National Infrastructure and how this has produced localised "states of exception" and, relatedly, pedagogical anomalies. In Germany, we consider the way in which laws related to disaster and civil protection, and the nature of volunteering for civil protection, produce exceptional spaces for non-German bodies. In Japan, we consider the debate around the absence of emergency powers and relate this to Japanese non-exceptional disaster education for natural disasters. Applying Agamben's work, we conclude by developing a new, multilevel empirical framework for analysing disaster education with implications for social justice.

Purpose: The aim of this paper is to propose an integrated path model in order to explore user acceptance of long-term evolution (LTE) services by examining potential causal relationships between key psychological factors and user intention to use the services. Design/methodology/approach: Online survey data collected from 1,344 users are analysed with the structural equation modelling (SEM) method. Findings: Results reveal that satisfaction is the most crucial factor contributing to user intention to use LTE services. Other factors, including perceived usefulness, attitude, and system and service quality, also have notable impacts on user intention. Furthermore, system and service quality is affected by both perceived processing speed and perceived mobility, while perceived usefulness is primarily influenced by perceived adaptivity. In addition, four factors (perceived usefulness, adaptivity, processing speed, and system and service quality) are found to be major determinants of the user attitudes toward the services. Originality/value: The present study provides valuable insights to understanding key factors that affect user perceptions of and intention to use LTE services. (Contains 6 tables and 3 figures.)

This paper is a macro study on higher education R&D and its impact on productivity growth. I measure the social rate of return on higher education R&D in 17 high-income OECD countries using country level data on the percentage of gross expenditure on R&D performed by higher education, business, and government sectors over the period 1981-2006. Empirical results suggest that lagged R&D performed by higher education is positively affecting productivity growth in all specifications. The long-run propensity of productivity growth to R&D performed by the higher education sector is also found to be positive and significant while it is found be insignificant to business R&D. At least one-third of the 72 million children currently missing out on primary education are estimated to be disabled. With just five years remaining to achieve the Millennium Development and Education for All (EFA) goals, global efforts to ensure all children complete a full cycle of primary education by 2015 will fail if bilateral and multilateral donor support for education does not prioritise the inclusion of disabled children. This paper reviews the commitments and practices of key EFA Fast Track Initiative (FTI) donors in relation to early childhood and primary education for disabled children between 2005 and 2008/9. The review highlights that, while a number of FTI donor partners are beginning to pay greater attention to the inclusion of disabled children in education through their international development cooperation and policy commitments, this has not been accompanied by sustained and systematic action. Weak political will and continued marginalisation of the issue of education for disabled children from the mainstream EFA agenda threatens to impede current efforts towards "education for all". Global rankings are creating a furore wherever or whenever they are published or mentioned. They have become a barometer of global competition measuring the knowledge-producing and talent-catching capacity of higher education institutions. These developments are injecting a new competitive dynamic into higher education, nationally and globally, and encouraging a debate about its role and purpose. As such, politicians regularly refer to them as a measure of their nation's economic strength and aspirations, universities use them to help set or define targets mapping their performance against the various metrics, while academics use rankings to bolster their own professional reputation and status. Based on an international survey (2006) and extensive interviews in Germany, Australia and Japan, (2008), this paper provides a comparative analysis of the impact and influence of rankings on higher education and stakeholders, and describes institutional experiences and responses. It then explores how rankings are influencing national policy and shaping institutional decision making and behaviour. Some changes form part of the broader modernisation agenda, improving performance and public accountability, while others are viewed as perverse. Their experiences illustrate that policy does matter.

The evaluation of government-financed research has become increasingly important in the last few decades in terms of increasing the quality of, and payoff from, the research that is done, reducing the cost of doing it, and lending public credibility to the manner in which research is funded. But there are very large differences throughout the world in the extent to which systems used promote these results. This paper briefly presents the dimensional results of a study designed to comparatively evaluate the national-level research evaluation models in sixteen countries on five merit-defining dimensions. In recent years, a number of analyses assessments used in different countries have appeared. Analyses emerging from international comparisons such as Trends in International Mathematics and Science Study (TIMSS) and Programme for International Student Assessment (PISA) have focused on what might be termed "cross-sectional" comparisons; examining the differences between the assessments in different national systems for students of the same age. Other studies have focused on the study of systems of assessments within a single country, looking at the articulation between the various assessments taken by students at the same ages (another form of cross-sectional analysis within a single system), and by the sequence of assessments taken by an individual over the course of their schooling (a longitudinal focus within a single system). The purpose of this paper is to try to combine both approaches, through the comparison of assessment "systems". The authors' aim is to look at the differences in assessment systems in different countries in order to try to identify the critical design issues. In this context, design issues are not just the features that are designed into the system by its architects. Design issues also include those features of the system that emerge unplanned, but might have panned out differently if different decisions had been taken in the development of the system (good examples of this latter category are the issue of the rate of increase of spread of attainment in the cohort over time, or sex differences in performance). This paper starts with the founding of UNESCO and the fundamental belief that humanitarian, social and political deficits in given societies can be corrected by means of education. The history of the UNESCO International Conferences on Adult Education (Elsinore, Montreal, Tokyo, Paris and Hamburg, 1949-1997) demonstrates the changes in perceptions of adult education, from literacy to lifelong learning, in which adult education is seen as both part of the continuum of education and an entity in itself. In course of time, the position of participants (governments, NGOs and experts) has changed likewise. Since the author was a member of the German delegation at several of these conferences he feels competent to analyse the proceedings and to describe the atmosphere as well. (Contains 13 notes.) Based on data from 700 companies in 20 countries, this paper records the research that investigates the contribution of organisational and technological practices to speed up New Product Development (NPD). The organisational practice is found positively correlated with the speed of NPD. However, no significant direct relationship was found between technology practice and the speed of NPD. The organisational and technological practices are found to be in balance, which may be a new input to explain how technology helps NPD. The implication is that organisational practices such as team, continuous improvement and Total Quality Management (TQM) philosophy are needed in order to implement technologies successfully. This result supports the simultaneous theory on innovation, which is especially important in developing countries. (Contains 1 figure and 4 tables.)

Modern geometry teaching in schools in Japan was modeled on the pedagogies of western countries. However, the core ideas of these pedagogies were often radically changed in the process of adaptation, resulting in teaching differing fundamentally from the original models. This paper discusses the radical changes the pedagogy of a German mathematics educator, P. Treutlein (1845-1912), underwent when adopted by a Japanese mathematics teacher, T. Kunimoto (1895-1985), during the modernization of geometry teaching in the 1930s in Japan.

In the early months of 2005, much of the world celebrated the 60th anniversary of the World War II Allied victory over Nazi Germany and Imperial Japan. Around the same time, protests erupted in Asia against a revised Japanese history textbook, "The New History Textbook," which critics said covered up Japanese World War II atrocities. This type of sanitized history makes it hard to discuss issues related to World War II and prevents students from learning historical events. To help students better understand the past, and its direct impact on current events, textbooks and classroom teaching should accommodate multiple perspectives of important historical events, and inform students of both the Western and non-Western perspectives. In this article, the authors delve into the tension between Japan and some Asian countries regarding the aforementioned Japanese history textbook and discuss the three principal Japanese war crimes--which together are increasingly referred to as the "Asian Holocaust." The authors also suggest resources to support further learning on World War II history in American social studies classes. (Contains 28 notes.)

The aim of this paper is to clarify some notions about image and prestige planning. Starting from the Welsh example of language policy aiming to revitalise a language in danger of further decreasing in number of speakers and in centrality to Welsh life, definitions of four related terms are explored: image, status, prestige and identity. Paired relationships are suggested: image is a non-factual version of the semi-factual identity of a society, while prestige is the result of an attitudinal stance towards the semi-factual status of a language within a language ecology. Planning to modify status or identity is often regarded as 'real' planning, similar to planning for social or economic change, while modifications of prestige or image require emotional manipulation, like commercial marketing. More detailed analysis of a range of planning examples enables distinctions to be made between image planning as a stage in identity formation and consolidation, and prestige planning as attitudinal change. The differences may also lie in a possible interpretation of image planning as long-term, idealistic and rooted in beliefs of the equality of languages, as opposed to short-term, policy-oriented prestige planning reminiscent of military conflict and a strong awareness of dominance. School psychologists play an active role in school reform. Too frequently, school psychologists have been limited to testing to the exclusion of other more preventive and cost-efficient service-delivery actions. (Author/JDM)

A General Accounting Office study examined strategies used to prepare youth for employment in the United States and four competitor nations and found that other countries have higher expectations of students, invest heavily in education and training, have national training standards, and have higher literacy rates among young adults. Three job training models for young people are (1) emphasis in full-time schooling to age 18, as in Japan; (2) Germany's dual system of apprenticeship and continuing education; and (3) a mixed model as in the United Kingdom, where a small percentage remain in school to age 18 and a proportion enroll in work-based training programs.
