The neoliberal restructuring of government policies in developed nations since the 1970s has stimulated many observers to observe the “roll back” of the state from social assistance, including housing. Some suggest that the “roll out” of new forms of state activity are occurring. This paper argues that perceptions of “roll back” and “roll out” arise from a particular conception of the capacity of the state that focuses on apparent state action over discursive production. A modified version of governmentality theory is deployed to demonstrate that despite perceptions of a weakening state housing assistance presence in Australia, the UK, the Netherlands and New Zealand, the conceptive and discursive role of the state has remained strong. The paper concludes by arguing that greater appreciation of the persistent pragmatic capacity of the state to define the objects, subjects and relationships of housing policy fruitfully illuminates the condition of the state under neoliberalism. Purpose – The purpose of this paper is to examine the similarities and differences in the development of psychological therapies in three European Union countries (the United Kingdom, the Netherlands and France) in the context of national policies about health services and public mental health. Design/methodology/approach – Three case studies are utilised for this purpose as historical descriptions. The latter are then discussed in the light of traditional approaches to the sociology of the professions. Findings – Whilst some similarities are identified across the three countries (for example the recent convergence of policy interest in "evidence-based practice") it is also clear that the particular national cultures have shaped developments and their different forms of healthcare organisation have been reflected in national legislative and regulatory arrangements. Research limitations/implications – These case studies draw attention to the need to explore national variations in policy formation about the same matter (in this case the professionalization of psychological therapies) and to extend discussions within the sociology of the professions to ones of healthcare organizational contexts. In addition, the contested nature of applied psychology may require special attention relative to other forms of health work practice. Originality/value – This paper provides a particular form of understanding about psychological practices within modern healthcare and public health policies, in the light of the peculiar and contextualised aspects of the case studies provided. The elderly consume more labour-intensive services than young individuals. This makes them vulnerable to rising costs of services due to higher wages, which can be caused by increased capital accumulation. This paper shows that in a model with a service sector, the golden-rule capital stock is lower and dynamic inefficiency is more likely to occur than in the conventional one-sector model. This implies that in many cases, a positive Pay-As-You-Go tax maximises long-run welfare in a service economy. Calculations based on data from the United Kingdom and the Netherlands show that the long-run optimal degree of funding coincides with the current situation in these countries. This paper examines how e-Government was developed and implemented in two countries: the UK and the Netherlands. Drawing on a variety of documentary sources and extensive interview data the paper contrasts the differences in realizing the vision of e-Government between the two countries. The approaches to the realization of e-Government within each country are examined in detail, with the strengths and weaknesses of each approach identified. During the past decade, much attention has been paid to the migration-development nexus, both in academia and in the global development community. This has created what we argue in this paper can be characterized as an 'international buzz' around the issue. In this paper, we explore how two donor countries, the Netherlands and the United Kingdom, have approached the nexus in their policies and practices in recent years. We examine in what ways it has been feasible to work with migration-development links, taking into account various interests and the national political climates regarding development aid and immigration policies. Important themes of the nexus, which are discussed in detail going through the policies, are remittances, engagement with migrant associations, and temporary migration schemes and programmes addressing the so-called 'brain drain' problem. We argue that the two countries represent two different trends among donors: the one does not directly link migration management with migration and development policies, as these are conceived within the national donor agencies; while the other appears to be more focused on providing better migration management through development cooperation. In the conclusion, we argue that the consensus-orientated simplicity of the buzz surrounding migration and development can be said to have had a somewhat restricting effect on the policies, in the sense that it seems to have discouraged conflicting parts of the migration-development nexus from being taken up in the national contexts. Based on our analysis of the two countries' policies, we discuss possible implications for the future, reflecting on the tendency of buzzwords to dip in and out of fashion. [ABSTRACT FROM AUTHOR]

Abstract: In recent years a growing literature on socio-technical transitions towards sustainability has emerged. Scholars have explored ways through which configurations of technologies, infrastructures, social practices, institutions and markets can change to fulfil their functions in a more sustainable way. A multi-level perspective (MLP) has been developed to describe and analyse these complex, long-term processes. It has also been used to help design policy for example in the Netherlands. In this paper the MLP is used in a novel way: as a heuristic to ex ante assess policies to stimulate socio-technical transitions. Instead of using it for policy development, the MLP is used here for an assessment of policy. The analysis focuses on a particular policy initiative intended to stimulate the transition to a low carbon economy in the UK: the Carbon Trust. This paper makes two contributions to the socio-technical transitions literature: Conceptually, the paper demonstrates the usefulness of the socio-technical multi-level perspective to analyse policies and assess their likely impact ex ante against the background of theorising about the patterns of large scale, socio-technical change. Empirically, the paper finds that the activities of the Carbon Trust consist of a variety of well targeted ways to stimulate the development of socio-technical niches as well as to change regime practices directly. Nevertheless, the paper argues that this model also faces difficulties in promoting a transition towards a low carbon economy. [Copyright &y& Elsevier]

This paper compares rental housing tools in the US, Britain and the Netherlands in order to determine the best strategy for enhancing rental housing accessibility. In doing so, the authors employ a 'tools approach' of governance paradigm, based on the work of Salamon's The Tools of Governance (2002). Rental housing tools are called housing vouchers in the US, housing benefits in Britain and housing allowances in the Netherlands. Overall, it was found that Britain and the Netherlands can learn from the US on means and ways of designing more efficient and fiscally responsible housing vouchers, benefits, and allowances (VBAs). The US, in turn, can learn from Britain and the Netherlands on means and needs of achieving higher equity and effectiveness. Policy making and agenda setting often are analyzed either in terms of how policy problems are defined, or in terms of the structural setting producing stability or opportunities for change. Building on different fields of scholarly work, this paper aims at an integration of structural and substantive elements in studying agenda setting. We analyze how particular frames of immigrant issues emerge in the interaction between policy makers and experts within this immigrant policy domain. By comparing this key element of agenda setting in the Netherlands, France and the United Kingdom, we show how different types of interaction produce different substantive policy frames. If immigrant integration is shaped primarily as a policy issue in broader political arenas and the media, a different frame emerges than when venues such as advisory bodies, think tanks and bureaucracies with limited access and less public exposure are involved. We compare the patterns of adjustment of government policy to changes in public opinion in the Netherlands and the United Kingdom. These countries are similar in many ways, except that the United Kingdom has plurality elections and single‐party government, while the Netherlands has proportional representation (PR) and coalition government. This provides the first application of the Macro Polity approach to a country with PR elections. We find that government policy in the Netherlands is highly responsive to public opinion. This cannot be the result of alternation of government, but instead must be the result of some other process, such as coalition bargaining. In the United Kingdom, however, the dynamic of adjustment is far more complex. Alternation of government does not produce responsiveness, but rather seems to get in the way of it. This paper examines the right to health care. Various expressions of this right may be distinguished. These include both individual rights and social rights which could be based upon international treaties and constitutional rights. They may be found in national health legislation and, in some cases, in jurisprudence. To analyze the consequences of limiting the right to health care, a framework for judicial review has been developed which encompasses these expressions of the right to health care. The framework was used to examine legal and health policy developments in three Western and two Eastern European countries. In Italy and the Netherlands the right to health care is protected constitutionally (but on differing legal bases) while the United Kingdom does not have a written constitution. In contrast, Hungary and Poland have for many years seen the state take responsible for the provision, administration and allocation of health care services and the right to health care was guaranteed theoretically but not in practice because of the lack of (financial) means. However, the Polish Constitution explicitly anticipates possible limitations of the right to health care. What all these countries have in common is a cost containment perspective where the future will bring even tighter limits on what resources patients may consume. Despite differences in legal structure between these countries, where they seem to converge is on the consequences of putting limitations on the right to health care. The courts in Italy, the Netherlands and the UK have formulated conditions drawn from the acceptance that this right has to be judged within the context of limited resources. It may be concluded that finding a compromise between the right to health care and cost containment policies could also be an issue, Eastern European countries will have to face in the future. This article puts contemporary debates about the relationship between immigration policy and the welfare state in historical perspective. Relying on new historical data, the article examines the relationship between immigration policy and social policy in Western Europe in the late 19th and early 20th centuries, when the modern welfare state emerged. Germany already had comparably strict immigration policies when the German Empire introduced the world's first national social insurances in the 1880s. Denmark, another early social-policy adopter, also pursued restrictive immigration policies early on. Almost all other countries in Western Europe started out with more liberal immigration policies than Germany's and Denmark's, but then adopted more restrictive immigration policies and more generous social policies concurrently. This article analyses childcare services in six countries, assessing this policy instrument's potential to facilitate parents' capabilities for arranging childcare in a way they have reason to value. It draws on Sen's capability approach to conceptualize and assess childcare policy design across five key aspects of childcare provision (accessibility, availability, affordability, quality and flexibility) in a country-comparative perspective. The conceptualization of the multifaceted nature of childcare provides compelling insights into the complexity of comparing childcare services across countries. The ensuing analysis and comprehensive overview of national policies challenges the idea of a defamilialization policy cluster, which masks key distinctions between public and market service provision. The more nuanced conceptualization and operationalization of childcare policy design through the capability approach reveals parents' real opportunities for arranging childcare and the varying effects of policy design across gender and class. This paper examines energy conservation and energy efficiency policies and programs, mainly in the UK but also in Denmark and the Netherlands. It explores the theoretical and practical differences between conservation and energy efficiency and shows how, particularly in the household sector, energy demand continued to increase despite a rangeof policies to improve energy efficiency. Energy efficiency's ability to deliver energy and CO2 savings may be significantly counter-balanced in the short term by trends towards, greater use of appliances and increasing comfort standards. Over the medium and longer term energy efficiency should prove much more beneficial as saturation is reached for many energy services. However without action to raise energy prices (e.g. through taxation) the potentially beneficial effects of energy efficiency programs may be limited. [ABSTRACT FROM AUTHOR]

Abstract: The aim of this article is to shed light on the nexus between occupational pensions (OPs) and the financialization of pensions in Europe. In particular, we address the following questions: Has the recent evolution of OPs contributed to the financialization of pension policy? Is the nexus between OPs and financialization the result of the increased influence of financial markets in the pension field? Or of a more complex interaction of state, market, and social actors? By comparing Italy, the Netherlands and the United Kingdom, we show financialization is a broad process that affects the three countries, but it has followed three different paths. In Italy, financialization is spreading through individual pension schemes rather than OPs. The Dutch collective OPs are still a central part of the pension systems, but are increasingly influenced by the financial markets. In the United Kingdom, employer‐led OPs are in the hands of the financial services industry. This proves that financialization is a powerful trend, but has to deal with domestic socioeconomic institutions (a country's political economies and pensions institutions) that shape actors' strategies and reforms. Background: The availability of costly safety measures against transfusion-transmissible infections forces Western countries to confront difficult ethical questions. How to decide about implementing such measures? When are such decisions justified? As a preliminary to addressing these questions, we assessed which concerns shape actual donor blood safety policymaking in five Western countries.Study Design and Methods: Our qualitative study involved determining which issues had been discussed in advisory committee meetings and capturing these issues in general categories. Appropriate documents were identified in collaboration with local decision-making experts in Canada, Germany, the Netherlands, the United States, and the United Kingdom. The introduction of hepatitis B virus nucleic acid testing and selected measures against variant Creutzfeldt-Jakob disease, West Nile virus, and Q-fever were chosen as cases representing decision-making on safety measures with high costs and low or uncertain added safety.Results: A broad inventory of concerns was established, including: 1) nine categories of advantages and disadvantages of candidate safety policies; 2) six kinds of difficulties in assessing risks and forecasting the effects of safety policies; 3) 13 decision-making principles; and 4) six kinds of practical barriers hampering the translation of candidate policies into decisions.Conclusion: Blood safety policymaking involves a wide variety of competing concerns, and approaches to reconcile these considerations are themselves contested. People with limiting longstanding illness and low education may experience problems in the labor market. Reduced employment protection that maintains economic security for the individual, known as “flexicurity,” has been proposed as a way to increase overall employment. We compared the development of labor market policies and employment rates from 1990 to 2010 in Denmark and the Netherlands (representing flexicurity), the United Kingdom, and Sweden. Employment rates in all countries were much lower in the target group than for other groups over the study period. However, “flexicurity” as practiced in Denmark, far from being a “magic bullet,” appeared to fail low-educated people with longstanding illness in particular. The Swedish policy, on the other hand, with higher employment protection and higher economic security, particularly earlier in the study period, led to higher employment rates in this group. Findings also revealed that economic security policies in all countries were eroding and shifting toward individual responsibility. Finally, results showed that active labor market policies need to be subcategorized to better understand which types are best suited for the target group. Increasing employment among the target group could reduce adverse health consequences and contribute to decreasing inequalities in health. [ABSTRACT FROM AUTHOR]

The purpose of this study is to analyze the content features of educational technology curricula for primary education developed by national governments. A qualitative cross-case document analysis of the national educational technology curriculum of Norway, Flanders and England was conducted. The analysis focuses on the underlying visions, specific aims and instruction related aspects that are integrated in the national educational technology curricula of the three cases under investigation. The results indicate that specific aims mainly focus on the critical use of educational technology; safe and responsible use of educational technology; information retrieval, processing and production; communication by use of educational technology; and use of educational technology for subject learning. It is possible that a discrepancy exists between the concepts of digital literacy and the specific aims that are addressed in educational technology curricula. Moreover, the rationales that underlie educational technology curricula represent a catalytic and social point of view rather than an economic one. Though the British and Dutch approaches to disability in the construction sector exhibit common features, Britain tends towards a capabilities model compared with the Netherlands which is closer to a social model. The construction sector is considerably more regulated in the Netherlands but is in both countries highly disabling and exclusive. Sector-specific disabling and enabling factors and policy measures were investigated in the two countries with a view to identifying which policies might facilitate labour market participation. The investigation was based on interviews using similar questionnaires with key stakeholders, firms and disabled employees and a focus group. Policy in each country addresses the nature of exclusion in different ways. The conclusion drawn is that a sector-specific approach is needed if disability policy in Britain is to be more in tune with the social model—as apparent from the comparison with the Netherlands.
