The digital economy is gradually emerging as a new driving force and engine for high-quality economic development. In the context of reaching carbon peak and carbon neutrality, can the digital economy empower the development of urban green technology innovation? Based on the panel data of 274 cities in China from 2011 to 2019, this paper measures the development level of digital economy at the city level and employs the two-way fixed effect model to empirically analyze the impact of digital economy on urban green technology innovation. The results indicate that: (1) Digital economy development exert a significant positive impact on urban green technology innovation. This conclusion still holds after a series of robustness tests. (2) Digital economy enhances urban green technology innovation by optimizing human capital structure, enhancing the level of financial and credit investment, and strengthening public environmental concern. (3) Heterogeneity analyses show that the digital economy has a greater positive effect on green technology innovation in the eastern region and non-resource cities. The higher the level of intellectual property protection and the better the development of the factor market, and the lower the intensity of environmental regulation, the greater the positive effect of the digital economy on urban green technology innovation. These findings are not only of great practical significance for accelerating the development of green technology innovation in China, but also serve as a reference for other developing countries to utilize the digital economy to empower the development of green technology innovation. Green development is the main theme of modern development in China and even the world. Green development depends on green technology innovation (GTI). Therefore, for developing countries like China in the stage of economic transition, it is urgent to accelerate GTI to gain sustained advantages in the new round of international competition. As an important representative of contemporary rapid transportation, high-speed railway (HSR) can not only alleviate the rapidly growing transportation demand of the public, but also have potential benefits to the energy consumption structure and environmental quality. Whether and how HSR affects GTI has become the focus of this paper. Hence, by employing the panel data of 286 cities in China from 2007 to 2018 with the time-varying DID model, this paper verifies that HSR development can contribute to GTI. The main findings of this paper are as follows: (1) The operation of HSR can not only make the incremental development of GTI, but also improve the quality of GTI simultaneously. Moreover, the quality improvement effect of HSR is greater than the quantity increment effect. (2) Heterogeneity analysis shows that the positive effect of HSR on GTI is more significant for cities that have implemented LCCP. (3) This paper verifies the mediating effect of high-quality human capital. The opening of HSR further stimulates GTI by improving the level of high-quality human capital in cities and increasing the opportunities for knowledge exchange and diffusion. With the increasing uncertainty of urban security, urban resilience construction with risk awareness and bottom-line thinking has become essential for promoting sustainable urban development. This paper measures China's urban resilience development index (CRDI) based on 284 cities in China (except Tibet) using the entropy method from four dimensions: economic, social, environmental, and infrastructure, and analyzes it by combining coupling coordination degree and barrier factor analysis. We find that: (1) At the national level, CRDI and its sub-dimensions show an increasing trend in time, a decreasing spatial layout from coastal to inland, and a "high-high-low-low" clustering feature in space. (2) At the regional level, the CRDI is from high to low in the east, middle, and west order. The sub-dimensions are from high to low in the order of east, middle, and west for economic, social, and infrastructure resilience and from high to low in the order of east, west, and middle for environmental resilience. (3) To coupling coordination degree, the CRDI index coupling coordination is increasing in time trend but is still on the verge of dissonance. (4) Social resilience is the main obstacle factor. In the indicator layer, human resources, innovation, education, security, living, and environmental protection are the areas where CRDI coordinated development is the key to improvement. Based on the above empirical evidence, this paper proposes countermeasures to optimize urban resilience construction from four perspectives: economic, social, environmental, and infrastructure. In the critical period of strengthening the construction of ecological civilization, the construction of forest cities has become an important measure to promote urban ecosystem restoration and achieve sustainable development. Based on the mechanism of forest city promoting green development, the construction of a national forest city is regarded as a "quasi-natural experiment". Using China's urban panel data from 2005 to 2019, the impact of national forest city construction on urban green total factor productivity was evaluated using Multistage asymptotic double difference. The results show that National Forest Cities with environmental regulation can significantly promote regional green total factor productivity, which is still valid after a series of Robustness tests. Mechanism analysis shows that forest city construction not only affects territorial spatial planning but also forms a linkage with green technology innovation, mutual promotion and mutual promotion to jointly promote the sustainable development goals. This paper argues that building a national forest city is an important measure to achieve China's sustainable development goals in the new era, but in the process of policy implementation, it is necessary to implement the national forest city selection system according to local conditions. In the process of global urban development, there are urgent ecological security and environmental pollution problems, green development is the fundamental way for urban sustainable development, economic transformation and mitigation of ecological and environmental problems. Based on the panel data of 283 cities at prefecture level and above in China from 2003 to 2017, this paper analyzes spatial–temporal evolution characteristics of urban green development efficiency (UGDE) and the peer effects of UGDE between cities of different grades. It is found that during the study period, in terms of temporal evolution, the average UGDE in China increased from 0.47 in 2003 to 0.61 in 2017, with a cumulative growth rate of 29.79%, showing a rising trend in general. In terms of spatial evolution, the number of low-efficiency cities and medium-efficiency cities continued to decrease. The eastern region has always been the main distribution area of higher-efficiency cities and high-efficiency cities; in the central region, UGDE in most cities improved significantly; in the western region, UGDE has always lagged behind that in the eastern and central regions. In addition, the center of gravity of UGDE presented a trend of northwest migration in general, with a total displacement of 100.07 km, and UGDE showed a spatial dispersion trend. The empirical results indicate that the improvement of UGDE in large cities has a driving effect on that in neighboring medium cities and small cities through the positive peer effect, and the growth of UGDE in medium cities has a promoting effect on that in neighboring small cities through the positive peer effect; the increase of UGDE in medium cities has a positive peer effect on that in neighboring large cities, and the growth of UGDE in small cities has a positive peer effect on that in neighboring medium cities; UGDE promotes each other between large cities through the positive peer effect. Although the effect of highways on economic growth has been widely discussed, its role in green technological innovation has not yet attracted attention facing today's strong emphasis on the green economy. To fill this gap, this paper aims to provide empirical evidence by investigating the effects of highways on regional green technological innovation in China. The paper elaborates theoretically on three mechanisms through which the development of highways may influence regional green technological innovation, namely the agglomeration effect, spatial spillover effect, and network effect. To advance the empirical analysis, this paper constructs a spatial Durbin model accounting for spatial interdependencies among regions. Unlike previous literature, this paper uses "the strength of economic linkage" to indicate the development of highways in each city and discusses geographic distance and time-distance effect (spatio-temporal effect) resulting from highways. Using panel data of 105 prefecture-level cities in China's Yangtze River Economic Belt from 2001 to 2013, we find that: (1) highway has a significant role in promoting regional green technological innovation; (2) significant spatial spillover effects resulting from highways exist and the magnitude of the influence varies with geographical and temporal distance effect. Green economy is the core content of the high-quality economic development, and the digital economy is the new driving force to accelerate the realization of high-quality economic development. In this regard, this paper selects 248 resource-based cities in China from 2011 to 2019 as the research objects and uses the fixed effect model and mediation effect model to test the relationship between digital economy and regional green total factor productivity. We get the following conclusions: First, there is the nonlinear relationship between digital economy and regional green total factor productivity, and this relationship shows the inverted U-shape. Secondly, digital economy can influence regional green total factor productivity through the path transmission mechanism of regional technological innovation, industrial structure, and environmental regulation. Finally, the effect of digital economy on regional green total factor productivity is heterogeneous, especially in the eastern region and cities with high human capital level. Based on the digital economy, the findings of this paper provide theoretical basis and reference suggestions for promoting the green development of regional economy. The government should attach importance to regional green development, actively guide the digital economy to promote green development, accelerate the development of the digital economy, and achieve high-quality economic development finally. Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China's resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development. How the transformation of trade patterns affects carbon emissions is an important topic in the field of trade and the environment. Based on the panel data of Chinese cities from 2000 to 2016, this paper uses fixed effect model, instrumental variable model and threshold estimation model to investigate the impact of the transformation of export trade patterns on carbon emissions and its internal mechanism. We find that during the investigation period, the transformation of export trade pattern has a significant "U"-shaped nonlinear impact on carbon emissions, and the research results still hold after a series of robustness checks and instrumental variable estimation; through the mechanism analysis of the threshold effect, it is found that in the process of the impact of trade patterns transformation on carbon emissions, there are double thresholds for energy structure transition; the nonlinear impact of export trade pattern transformation on carbon emissions has significant heterogeneity in different regions, city categories, and different periods; the mechanism analysis results show that industrial structure upgrading, industrial co-agglomeration, and green technology innovation are the main paths that the transformation of export trade patterns affects carbon emissions. Under the dual goals of fulfilling China's commitment to "carbon peak in 2030 and carbon neutrality in 2060" and implementing corporate social governance to promote green and sustainable development, this paper will provide suggestions for realizing the goal of low-carbon emission reduction from the perspective of the transformation of export trade patterns. Due to the increasingly complex global climatic environment and the rapid development of China's urban construction, China's historical and cultural cities are experiencing an external impact as well as internal fragility. Representing the capacity of the urban system to address impact and pressure, resilience can effectively guarantee the sustainable development of historical and cultural cities. A scientific and reasonable resilience assessment system can guide the resilience construction of historical and cultural cities in an effort to effectively counter the impact and pressure they face. Therefore, it is necessary to research the resilience of historical and cultural cities. On the basis of the complex adaptive system (CAS), and by applying multiple assessment indicators, this paper established a resilience assessment system for China's historical and cultural cities, comprising 38 indicators in six dimensions, to analyze the characteristics and the influencing mechanisms of the resilience of the historical and cultural cities and to reveal the inherent logic underlying their complex presentation. Using six historical and cultural cities in east China as an example, the study applied the assessment system to assess and analyze the different resilience levels of the cities. The comprehensive resilience of Changzhou City obtained the highest score at 0.64, indicating a higher degree of resilience; the scores of Yantai City, Huzhou City, and Nantong City were 0.59, 0.54, and 0.50, respectively, representing moderate degrees of resilience; the scores of Zhongshan City and Quzhou City were 0.44 and 0.40, respectively, exhibiting a lower degree of resilience. Moreover, the factors that result in an unbalanced development of urban resilience were explored from the perspectives of economy, system, and culture. Under the goal of " carbon peaking and carbon neutrality," how to create a low-carbon and green development path for cities is an urgent problem in China. One of the effective ways to solve this problem is through industrial collaborative agglomeration. In this paper, panel data of 276 prefecture-level cities in China from 2010 to 2020 was selected to investigate the relationship between the collaborative agglomeration of manufacturing and producer service and carbon emission intensity by using a fixed-effects model, intermediary model, and SDM in multiple dimensions. The study found that the collaborative agglomeration of manufacturing and producer service industries significantly influences carbon emission intensity with an inverted U-shaped curve, and the agglomeration of manufacturing and producer service industries can influence carbon emission intensity through technological progress. In addition, the inverted U-shaped impact of collaborative agglomeration of manufacturing and producer services on carbon emission intensity has a spatial spillover effect, and the spatial spillover effect generated is stronger than the impact on the local area. Moreover, from the perspective of industry heterogeneity, compared with low-end producer services, the agglomeration of manufacturing and high-end producer services can play a better role in carbon emission reduction. Regarding regional heterogeneity, compared with the central and western regions, the impact of manufacturing and production services agglomeration on carbon intensity is far more obvious in the more economically developed eastern regions. Chinese industrial heritage is the materialized carrier and historical witness of the evolution of urban spatial structure and industrial development. As an inseparable part of cultural heritage, it has rich historical, social, economic, scientific, technological, and aesthetic value. However, industrial heritage as a value is not suffi ciently acknowledged in the Chinese society. The factories, their activity, and their historical evolution are often disconnected and isolated from the daily life of the cities, being quite an unknown aspect for most citizens. In addition, due to the acceleration of urbanization, many industrial heritages in cities have disappeared. China has spent two decades promoting sustainable development of its industrial heritage, but there is still a lack of knowledge on how to promote sustainable development of industrial heritage through digital education. Based on these findings the paper discusses our research that promotes sustainable development aspects of industrial heritage, and our subsequent work has particularly focussed on associated landscape recovery. It does so by focussing on the particular highly valued heritage case of the Anshan Steel production site in China, and the environmental consequences of the Dagushan Open mine on the landscape. The paper ends with a critical reflection on how a digital tool can help to shape industrial heritage education, appreciation and involvement, and hence foster sustainable development processes. In the context of the rapid development of the global digital economy, it is of great significance to explore the greening transformation of the manufacturing industry from the micro-perspective of enterprise digital development. This paper empirically examines the impact and mechanism of enterprise digital development on the greening transformation of the manufacturing industry using the 2010–2020 data of Chinese A-share listed companies in the manufacturing industry as a sample. The study shows that enterprise digital development can significantly promote the greening transformation of China's manufacturing industry, and this conclusion still holds after a series of robustness tests. Technological innovation and financing constraints are important mediating mechanisms. Further research found that the impact of enterprise digital development on the greening transformation of China's manufacturing industry has a positive nonlinear effect, and its marginal effect shows a weakening trend. Heterogeneity analysis shows that, from the perspective of micro characteristics, digital development is more able to promote the green transformation of state-owned and large enterprises. From a macro-regional perspective, digital development can better promote the green transformation of the manufacturing industry in eastern cities, key city clusters, and high-level cities. The findings of this paper can provide corresponding insights for "revitalizing the manufacturing industry", and also provide decision-making references for countries aiming to make the manufacturing industry bigger and stronger. As an essential part of ecological civilization, water ecological civilization has significant influence on the green and sustainable development of cities. Under the background of China's Water Ecological Civilization City Pilot (WECCP), based on data from 275 cities in China from 2007 to 2019 by using the difference-in-differences (DID) model, we empirically analyzed the influence of the WECCP establishment on urban green innovation and explored the impact mechanism in depth using a mediating effect model, which aimed to verify whether the "Porter hypothesis" holds true in China. The result indicated that the WECCP had made a remarkable contribution to enhancing urban green innovation in the pilot cities. Further research found that the input mechanism played an important mediating role. In addition, the heterogeneity test indicated that cities in the central region, at low administrative levels, and in the first batch of pilots gained more from the policy establishment. This paper has theoretical implications for understanding the derived innovation benefits of the environmental policy, practical implications for identifying new drivers of urban innovation, and provides related experience for the country to further promote and expand water ecological civilization construction and useful policy inspiration for other developing countries to formulate ecological and environmental policies. The Basin Horizontal Ecological Compensation Mechanism (BHEC) is a significant institutional innovation in China's water environment management, aimed at achieving green, low-carbon, and high-quality development in the basin. This paper examines the current status of the spatial association network of green low-carbon development in Xin'an River basin, using social network analysis based on data from prefecture-level cities between 2006 and 2019. Using a dual difference model, the paper explores the important role of BHEC in promoting green low-carbon development from the perspectives of production and consumption and analyzes the path of BHEC's promotion of green low-carbon development in detail. The results indicate that (1) the green low-carbon development in the Xin'an River basin is universally connected in space, but this connection is uneven among the cities in the basin, presenting a network spatial structure with the central region as the core and the north and south regions approaching the core. (2) BHEC contributes to green low-carbon development, and the "two-wheel drive" of green technology progress and green technology efficiency is essential to improve green low-carbon development. (3) From the perspective of consumption affecting green low-carbon development, the positive impact of BHEC on green low-carbon development is inseparable from the synergistic guarantee of public participation. (4) From the production side of green low-carbon development, the ecological effect, structural effect, and technological effect are significant transmission factors of compensation policies affecting green low-carbon development. (5) The "blood transfusion" pilot policy is more helpful to improve green low-carbon development, and compensation policy has positive spillover effects. Finally, the paper argues that the trans-basin ecological compensation policy is expected to become a long-term mechanism to promote green low-carbon and high-quality development in the basin, providing a theoretical and practical basis for developing countries to achieve green low-carbon development through an ecological compensation system. Under the urban development trend of sprawl, improving energy use efficiency is a proper way to promote green and low-carbon construction in cities. This paper uses panel data from 283 prefecture-level and above cities in China from 2008 to 2019 to measure the urban sprawl index, and analyze the spatial-temporal evolution law of urban sprawl and electricity consumption. The relationship between urban sprawl and electricity consumption is empirically examined, and the differential effect of urban sprawl on electricity consumption is analyzed. Finally, the impact of urban sprawl on electricity consumption based on a spatial perspective is explored in depth by establishing a spatial error model. We found the following: (1) The levels of urban sprawl and urban electricity consumption are on the rise. The spatial distribution of urban sprawl is more dispersed, and cities with high electricity consumption levels are mostly concentrated in the eastern coastal areas. (2) Urban sprawl exacerbates electricity consumption, and this conclusion is still robust after a series of robustness tests were conducted and endogeneity issues were taken into account. In terms of the influence mechanism, urban sprawl mainly affects electricity consumption by changing the allocation of land resources, increasing the dependence on private transportation, and inhibiting green technology innovation. (3) The incremental effect of urban sprawl on electricity consumption is more pronounced in cities with high sprawl levels, weak environmental regulations, and low green innovation levels, as well as in west cities. (4) Urban sprawl and electricity consumption both have a significant positive spatial correlation. Electricity consumption of cities is not only related to their own regions but also influenced by the adjacent regions, and the spatial correlation is mainly reflected in the random error term. In response to the global call to promote green production and achieve sustainable development, the proper use of the digital economy plays an important role. The deepening development of the digital economy has led to changes in the input of manufacturing factors and the structure of product demand, which in turn has led to corresponding changes in the level of green and sustainable development. This study employs a factor input-output nonexpectation SBM-DEM model to assess the green manufacturing efficiency of 273 prefecture-level and higher cities in China. The relationship between the digital economy and green manufacturing efficiency is analyzed based on this model. The rise of the digital economy is found to contribute to the increase in green manufacturing efficiency, albeit with a non-linear “inverted U-shaped” trend. At the same time, the current level of digital economy development is slowly improving but has not yet reached the inflection point of the “inverted Ushaped” curve, and digital economy development still has a positive impact on green manufacturing efficiency at the current level of development. Furthermore, government intervention is critical in moderating the inverted U-shaped link between the digital economy and green manufacturing efficiency, which has a major weakening effect. Green economic development is an effective tactic for China to cope with the predicament of resources and the environment. As "smoke-free industries", producer services are becoming the main contributors to urban green economic development (UGED). The paper adopts the super-efficiency EBM model to estimate the UGED index of 268 Chinese cities from 2005 to 2019. Based on the theoretical analysis, econometric models are constructed to systematically test how the specialized and diversified agglomeration of producer services impacts UGED. The findings reveal that both agglomeration modes considerably enhance UGED in the local area and its surroundings. Diversified agglomeration exerts a stronger radiation and promotion effect than specialized agglomeration. In addition, the impact of the two agglomeration modes on UGED demonstrates pronounced heterogeneity in urban scales, economic development stages, and industries. Furthermore, mechanism studies suggest that agglomeration substantially boosts UGED by improving human capital, technological innovation, and upgrading industrial structure. As such, our findings serve as an empirical basis for understanding the mechanism of the impact of PSA on UGED and also offer significant insight for local governments to adopt differentiated industrial policies to enhance the positive agglomeration effect on UGED. Digital inclusive finance has an essential impact on improving the urban green economy efficiency by demonstrating environmental friendliness in agglomerating factors and promoting the flow of factors. Based on the panel data of 284 cities in China from 2011 to 2020, this paper uses the super-efficiency SBM model with undesirable outputs to measure the urban green economy efficiency. Then, the fixed effect model and spatial econometric model of panel data are used to empirically test the impact of digital inclusive finance on urban green economic efficiency and its spatial spillover effect, and the heterogeneity analysis is carried out. This paper draws the following conclusions. (1) The average value of urban green economic efficiency of 284 Chinese cities from 2011 to 2020 is 0.5916, showing a "high in the east and low in the west." In terms of time, it showed a rising trend year by year. (2) Digital financial inclusion and urban green economy efficiency have a high spatial correlation, both showing "high-high" and "low-low" agglomeration characteristics. (3) Digital inclusive finance significantly impacts urban green economic efficiency, especially in the eastern region. (4) The impact of digital inclusive finance on urban green economic efficiency has a spatial spillover effect. In the eastern and central regions, digital inclusive finance will inhibit the improvement of urban green economic efficiency in adjacent cities. In contrast, it will promote urban green economy efficiency in the western regions in adjacent cities. (5) The coverage and depth of digital inclusive finance significantly affect the urban green economy efficiency, while the level of digitization has yet to show a significant effect. The intelligent city pilot policy is a major measure in China to promote urban development from factor driven and investment driven to innovation driven. Intelligent city construction can effectively coordinate specialized production factors and information sharing mechanism, promote digital information technology innovation, promote smart industry cluster, and expand ecological scenarios of clean industry application, so as to reduce carbon emissions. This paper reveals the internal mechanism of intelligent city construction to promote carbon emission reduction. Based on the quasi-natural experiments carried out in three batches of pilot construction of intelligent cities since 2012, the difference-in-difference model (DID) is used to identify its impact on urban carbon emissions. The research results show that the pilot construction of intelligent cities is conducive to reducing carbon emissions, which is still robust under multiple scenarios such as placebo test and endogenous test. Heterogeneity analysis shows that the pilot policies have a more significant carbon emission reduction effect on the Beijing-Tianjin-Hebei urban agglomeration, non-resource-based cities, and non-old industrial bases. After further quantitative analysis of 917 pilot policy texts based on Simhash algorithm, Jieba word segmentation, and word frequency statistics, it is found that intelligent industry policies reduce carbon emissions by driving data elements agglomeration and optimizing industrial structure, while intelligent government and intelligent people's livelihood policies improve energy efficiency and reduce carbon emissions through green technological innovation. Counterfactual tests using machine learning algorithms show that the later the pilot batch, the better the sustainable carbon emission reduction effect of intelligent city pilot policies. Whether the technological finance cooperation pilot (TFCP) policy in China can promote energy efficiency remains under investigated. Using the dataset covering 284 cities in China from 2003 to 2019, this paper adopts the Super-SBM model with undesirable outputs to measure energy efficiency. Based on this efficiency, the Difference-in-Differences model (DID) and Spatial Durbin model (SDM) are employed to discuss the impact of TFCP policy on energy efficiency. Results demonstrate that TFCP policy has significantly promoted energy efficiency. And the conclusion is still valid after the robustness checks and endogenous treatment has been carried out. The impact of the TFCP policy on energy efficiency is heterogeneous, depending on the geographical, administrative, and resource characteristics of cities. To be specific, the promotion effect tends to be pronounced in east-central cities, high-ranking cities, and high-tech cities. Moreover, TFCP policy could significantly improve energy efficiency through the effects of technological innovation, industrial upgrading, and financial development. A further policy spillover analysis shows that TFCP policy has exerted a remarkable incentive influence on energy efficiency locally, while the neighboring cities are inhibitive. To sum up, this research is of important theoretical value and policy-making reference on green economy transformation for cities with differential features and energy utilization capacity, by shedding light on the impacts of such a technological finance cooperation system on energy efficiency. There are urgent ecological and environmental problems in the process of the utilization of urban construction land, promoting green utilization of construction land is conducive to urban sustainable development and high-quality economic development. Based on the panel data of 108 prefecture-level and above cities in the Yangtze River Economic Belt, China from 2003 to 2017, this paper uses the super-efficiency SBM model to measure the green efficiency of urban construction land (GEUCL), analyzes its spatial–temporal evolution characteristics, and constructs the spatial autoregressive model to study its spatial spillover effects from the perspective of urban hierarchy. It is found that, in terms of temporal variation, the average efficiency value shows a fluctuating upward trend during the study period, rising from 0.27 in 2003 to 0.39 in 2017, the cumulative growth rate is 44.44%, with an average annual growth rate of 3.14%. In terms of spatial distribution characteristics, during the study period, the number of medium-efficiency and high-efficiency cities increases significantly, while the number of low-efficiency cities decreases sharply; high-efficiency cities always present scattered distribution, while medium-efficiency cities change from scattered distribution to agglomeration distribution. In addition, GEUCL has significantly positive spatial spillover effects between neighboring cities of different grades and between neighboring cities of the same grade, among them, the increase of GEUCL in higher-grade cities has significantly positive spatial spillover effects on that in adjacent lower-grade cities; the increase of GEUCL in lower-grade cities has significantly positive spatial spillover effects on that in neighboring higher-grade cities; GEUCL has significantly positive spatial spillover effects between neighboring cities of the same grade. Enhancing environmental regulation (ER) is an effective way to improve the green innovation efficiency (GIE) of the Yangtze River Economic Belt (YREB) and the key to achieving the target of carbon peaking and neutrality. Using the data of 103 cities in YREB in 2013–2019, this paper explores the effect of heterogeneous ER on GIE. The results of the study are as follows: first, we categorize environmental regulations into formal and informal environmental regulations and explore their impact on green innovation efficiency separately. The results show that both formal and informal environmental regulations can effectively promote GIE in the YREB urban agglomeration. Second, the Spatial Durbin Model (SDM) model is used to analyze the spatial effect. The results show that there are spatial effects between heterogeneous environmental regulations and GIE, and environmental regulation can significantly strengthen GIE through positive spatial effects. Third, this paper uses the threshold model to explore the non-linear relationship between environmental regulation and green innovation efficiency. The results show that as ER increases, the positive effect on GIE increases, and this interesting finding holds for both formal and informal environmental regulations. Fourth, the mediating effect model is used to examine whether green technological innovation and industrial structure upgrading exert mediation effects on how environmental regulations affect GIE. The economic and technological development zone (ETDZ) serves an essential role in driving green development and ecological civilization. Therefore, it is crucial to investigate the impact of ETDZs on eco-efficiency for sustainable development. This paper investigates the impact of the establishment of ETDZs on eco-efficiency by constructing a differences-in-differences (DID) model on the basis of 253 cities in China from 2004 to 2017 as the dataset. This paper also explores the possible intrinsic impact mechanisms through the channels of industrial structure and technological innovation by constructing a mediating effect model, and the heterogeneous effects of ETDZs on eco-efficiency from the perspectives of regional imbalance and city class heterogeneity. Statistical results report that ETDZs significantly positively affect eco-efficiency and such effects are most significant in the first year after the establishment of ETDZs. Industrial structure upgrading and technological innovation are essential role mechanisms for ETDZs to enhance eco-efficiency. Besides, the enhancement effect of ETDZs on eco-efficiency is only observed in the eastern part of the city, with an insignificant inhibitory effect in central and western parts of the cities. Low-carbon pilot city (LCPC) plays a pivotal role in stimulating green innovation among enterprises. However, relying solely on policy often proves less effective, necessitating support from financial development. Yet, current research frequently overlooks the impact of financial development on LCPC policy. Drawing on economic, management, and organizational psychology theories, we investigate the influence of the financial development level on enterprise green innovation in LCPC, utilizing data from listed companies between 2010 and 2018. The main finding is that LCPC facilitates institutional-level green innovation. Concurrently, financial development augments the effectiveness of LCPC policy, further expediting green innovation activities among enterprises in these pilot cities. Heterogeneity analyses reveal that financial development significantly promotes green innovation, particularly among state-owned enterprises, those with myopic management, non-high technology industries, and businesses in the southern region within LCPC. Mechanism tests identify enterprises' financing constraints and R&D investment levels as key pathways through which financial development fosters green economic development in LCPC. This study provides micro-level evidence from China elucidating the effects of environmental policies and offers practical implications for the low-carbon transformation of the manufacturing sector amid peak emissions and carbon-neutral targets. How to maintain the balanced stability and resilient development of rural systems is an important issue that needs urgent attention in the field of sustainable rural development at present. In this paper, the entropy method, spatial autocorrelation model, and Geodetector were used to explore the rural resilience level, spatial distribution characteristics, and driving factors of 31 cities in the urban agglomerations in the middle reaches of the Yangtze River (UAMRYR), and to put forward corresponding policy suggestions. The results are as follows: (1) From 2005 to 2020, rural resilience in the UAMRYR showed an upward trend with an average annual growth rate of 8.26%. The ranking of the three major urban agglomerations is Changsha-Zhuzhou-Xiangtan urban agglomerations > Wuhan urban agglomerations > Poyang Lake urban agglomerations. (2) During the study period, the spatial distribution of rural resilience gradually developed from a negative correlation to a strong positive correlation and generally showed the characteristics of high in the west and low in the east. (3) The urbanization rate, the size and structure of the economy, the difference in consumption and income between urban and rural areas, the local fiscal revenue, and the number of village committees are the key factors affecting the level of rural resilience. On this basis, we proposed policy recommendations to improve the economic, social, and ecological resilience of rural areas in the UAMRYR. The Sustainable Development Goals, adopted by all United Nations Member States, emphasize sustainable cities and communities, aiming to strengthen development planning and foster positive links between urban and rural areas by 2030. As the newly leading platform for urbanization development, characteristic towns ('Tese Xiaozhen' in Chinese) contribute to the target of sustainable urbanisation, wherein town policies are especially important for leading the sound development of characteristic towns. However, the effect of these characteristic towns policies remains uncertain. Additionally, most related studies have utilized qualitative methodologies in policy evaluation, which may be inadequate to guide actual practice. Thus, in order to accurately acknowledge the effect of characteristic towns policies, a policy evaluation framework is established in this paper, utilising the multiple streams theory, text mining and the Policy Modelling Consistency Index model (PMC-Index model). Then, taking 225 policy documents promulgated in China from 2015 to 2022 as the research objects, policy evaluation indicators were selected by combining the multiple streams theory to improve the PMC-Index model and a text mining method. Thereafter, an empirical analysis was conducted to evaluate the consistency of 10 characteristic towns policies chosen. The results indicate that the mean value of the PMC indexes of the 10 examined policies is 7.13 in the total of 9 points, which means that the general performance of the characteristic town policies is satisfactory, yet the low scores in terms of effectiveness, content, and guarantee. In the end, some recommendations and suggestions are proposed for clarifying administrative attributes, optimizing the integration of urban and rural resources, and adjusting the policy hierarchy to a bottom-up approach. This study not only provides a policy evaluation framework to comprehensively understand the consistency of global urbanization policies but also offers a beneficial reference for promote urban–rural sustainable development. This paper empirically examines the specific impact effects and mediates transmission mechanisms of rising housing prices on urban green development using the data from 285 prefecture-level cities in China from 2010 to 2019. The results show that: 1. the rapid rise in housing prices significantly inhibits the improvement of urban green total factor productivity (GTFP) and is not conducive to promoting urban green development; 2. the effect of high housing prices on the GTFP of cities with different population size, geographical location, and resource mastery shows a significant heterogeneous effect; 3. The study of the transmission mechanism finds that soaring urban housing prices not only lead to investment distortions that weaken the overall research and innovation capacity, but also have a "solidifying lock-in" effect on the industrial structure of cities, which in turn creates obstacles to the enhancement of urban green efficiency. Rural revitalization has multiple strategic significance, including improving the capacity of circular development of villages and towns, meeting the basic material needs of the rural population accounting for more than 50% of China's total population, feeding the urban demand back, and building the rural ecological environment to make it green and livable, worthy of attention both inside and outside the society. This paper summarized the low-interference cycle strategy of green livable villages and towns by analyzing the spatial composition of villages and towns and the mechanism of circulation among various elements, forming a set of design strategies, which reduces adverse human interference on the ecology and improves the self-sustaining ability of villages and towns. In the new stage of China's economic development, significant transformations have occurred in the mode, emphasis and speed of urban development. Enhancing the level of livelihood public service and promoting the green development of cities have emerged as the prevailing themes of contemporary urban development. Based on a theoretical model analysis, using the panel data of 281 cities in China from 2007 to 2020, this paper adopts the fixed-effect model for empirical analysis. The study revealed the following four main points. (1) The provision of livelihood public services can effectively enhance the efficiency of urban green development. After conducting a series of robustness tests, this conclusion is still valid. (2) The provision of livelihood public services only fosters the green transformation of non-resource-based cities, while its impact on resource-based cities remains non-significant. (3) The mechanism test demonstrated that livelihood public services promote green development efficiency mainly through population, innovation and producer services agglomeration. (4) The threshold effect test showed that there are differences in the nonlinear relationship between the livelihood public service level and urban green development efficiency under different threshold variables. The coexistence of urban expansion and shrinkage in China has become increasingly apparent; therefore, the current strategic model of growth-oriented urban planning as the top-level design needs to be adjusted. This paper focuses on the city of Baishan, which is a typical shrinking city in China, and explores the feasibility of implementing the concept of smart shrinkage planning in shrinking cities in China by constructing a coupled PLUS-SD model. The results demonstrate the following conclusions: (1) The overall simulation of the coupled PLUS-SD model is superior to that of the PLUS model. In Baishan, the areas with the most changes in construction land will be located at the edges of the landforms by 2030. (2) Using the traditional planning scenario would only exacerbate the rate of construction land expansion in Baishan, deepening the incongruity between the city's population and construction land. (3) The smart shrinkage scenario will require strict control of the scale of construction land and optimization of the structure of the urban construction land, which would push the city in the direction of healthy and sustainable development. The free flow of factors resulting from regional integration affects not only economic and social activities between cities, but also climate and environmental changes. Under the goal of sustainable development, regional integration as a policy pathway to lower carbon intensity has rarely been clarified. In light of this, using panel data of 279 prefecture-level cities in China from 2006 to 2019, this paper treats city cluster planning as a quasi-natural experiment of regional integration and aims to discuss the impact and mechanism of regional integration on carbon intensity through difference-in-differences (DID) method, mediating effect model and moderating effect model. The following results are reached: (1) The implementation of regional integration policy effectively reduces carbon intensity, and the conclusion still holds after a series of robustness tests. (2) Total factor productivity (TFP) is the mediator of regional integration to reduce carbon intensity, and population density, technological innovation and industrial upgrading are the moderators. (3) The effect of regional integration in reducing carbon intensity varies from city location and city features. The proposed theoretical framework of regional integration affecting carbon intensity, containing mediator and moderators, not only enriches the theoretical research in the field of environment and region, but also provides a new policy path for exploring sustainable development. The traditional view is that local governments are inclined to ease environmental regulations in response to fiscal pressure (FP) and alleviate FP by sacrificing the environment for economic development (ED). This paper takes Chinese Mainland resource-based cities (RBC) as the research sample but draws different conclusions. The research results are as follows: firstly, for RBC, although FP reduces environmental pollution (EP), it is not conducive to ED. Compared with non-resource-based cities (NRBC), the economic negative effect of FP in RBC is more obvious. Secondly, FP is detrimental to ED by reducing EP, and RBC have not sacrificed the environment to promote ED in the context of FP. This paper summarizes that the development path of RBC should be "optimizing government behavior → increasing FP → improving environmental quality → reducing ED level." Thirdly, the impact of FP on cities with slower economic growth and smaller economic gap is greater, and the impact of FP on cities with better environment is more obvious. This paper argues that facing FP, RBC in China will not trade EP for ED; at the same time, we suggest RBC in other countries in the face of the FP, not only thinking of promoting ED at the expense of the EP and ease the FP, but also the development of green ecological requirement, overall consideration of the relationship between EP and ED, and then achieve green and sustainable ED without degrading the environment as far as possible. In the course of China's rapid urbanization, rural places are brought into urban areas, forming semi-urbanization. These semi-urbanized sites suggest a dual urban–rural structure in their form and management. With the slowing down of urbanization, the Chinese government adopted heritage tourism to boost the local economy. Local historic buildings and cultural resources were regenerated and restored in this process. This paper aims at examining the role of heritage tourism in blurring the boundary of rurality and urbanity, boosting local economy, and revitalizing the areas with cultural-led development. In this paper, we analyzed the Huangpu Ancient Village's regeneration process. We argue that the Huangpu Ancient Village integrates local historical and cultural resources to boost the local economy, simultaneously adopting urban renewal and rural revival strategies. As more attention is given to green and sustainable industries, an analysis of the industrial impacts on all aspects of life, including inclusive affluence, is gradually developing. Idle rural residential land is a valuable resource and an important factor in promoting sustainable development. Balanced urban and rural development contributes to inclusive prosperity, so understanding the relationship between industry and the balanced development of urban and rural can significantly impact social development. In China, achieving the balanced development requires narrowing the urban-rural income gap. This paper analyzed the impact of reallocating idle rural residential land on promoting the balanced development. The study found that industry development has a positive impact on the balanced development, with a regression coefficient of 1.478. Regions with higher industry indices in counties had better outcomes regarding the balanced development. When the development of rural industry derived from idle residential land was in good condition, the effect increased by 3.326 percentage. The results showed heterogeneity, with the regression coefficient of industry development on the balanced development in county-level cities being 0.498 larger than in urban areas. In summary, the reallocation of idle residential land can promote sustainable development, increase residents' income, and improve overall regional economic development. Balancing economic growth with resources and the environment to achieve sustainable development is a key issue in the development of all countries, and researchers are trying to find feasible development paths. The aim of this study is to examine the impact of human capital levels on green economic efficiency (GEE) and the underlying mechanisms in 280 prefecture-level cities in China and covering the 2003–2019 period. In addition, we calculate GEE including undesired outputs based on a super-efficiency slack-based measure (SBM) model, and we construct panel regression and moderating effect models for empirical studies. The results of the baseline regression study show that the improvement in the human capital level contributes to the GEE of prefecture-level cities. Among the control variables, the economic development level, foreign direct investment (FDI), city size, and the science and technology innovation (STI) level positively affect GEE, while industrialization and environmental regulation negatively affect GEE. The study results concerning the mechanism of action indicate that industrial structure upgrading plays a positive moderating role. That is, industrial structure upgrading can strengthen the effect of human capital on GEE, which is further clarified. This study suggests that government policies must favor the cultivation of high-level human capital, especially in the environmental protection industry, and that talent support strategies should be differentiated between regions to promote industrial structure upgrading and human capital matching through green technology development. Modern human capital theory reveals the important role of human capital in improving economic efficiency and provides new ideas for achieving sustainable development. Based on panel data from 285 Chinese prefecture-level cities from 2003 to 2020, this paper uses the difference-in-difference (DID) method to investigate the policy effect, mechanism, and heterogeneity of green finance (GF) to reduce environmental pollution. (1) Green finance has significant effect on reducing environmental pollution. The parallel trend test demonstrates that DID test results are valid. (2) Following a battery of robustness tests including instrumental variable, propensity score matching (PSM), variable substitution, and changing time-bandwidth, the conclusions are still valid. (3) Mechanism analysis reveals that green finance can reduce environmental pollution by increasing energy efficiency, adjusting industrial structure, and transforming green consumption. (4) Heterogeneity analysis proves that green finance has a substantial impact on reducing the environmental pollution in eastern and western cities, but not in central China. (5) In the "two-control zone" and "low-carbon pilot cities," the results of applying green finance policies are better, and a policy superposition effect exists. It will contribute to ameliorating the national carbon trading system and further benefit the realization of China's carbon peaking and carbon neutrality goals through in-depth study and summarize the effectiveness of carbon trading policy implementation in pilot areas. Based on the multi-phase difference-in-differences approach and synthetic control method, this paper utilizes China's provincial panel data from 2006 to 2020 to comprehensively assess the Porter effect (including the economic and green innovation effects) and carbon mitigation effect of carbon trading policy from the overall and local perspectives. Then the robustness test and mechanism analysis are carried out. The findings show that: (1) from the overall effect, the carbon trading policy brings a noticeable carbon mitigation effect and Porter effect, and the intensity of the impact keeps changing over time; (2) there is significant heterogeneity in the local effects of this policy on the eight pilot provinces and cities, with only Chongqing obtaining both the Porter effect and the carbon mitigation effect, while the rest of the regions do not yield the triple dividend of economic, environmental, and green innovation simultaneously; (3) there are much more prominent environment and green innovation effects in the developed regions, while the underdeveloped ones have better economic development and no green innovation effect; (4) the policy can bring environmental and economic dividends through energy structure optimization. However, due to the carbon rebound effect, stimulating green innovation pathways can only boost the economy while carbon emissions increase instead. The renovation problem of old residential areas is not only a city management task, but also a major engineering of benefiting the people, which is related to the people living and working in peace and contentment and the improvement of the overall image of the city. In order to improve the appearance of old residential areas in Chinese cities and the living conditions of their residents, city planners must take a scientific and structured approach to renovation. After analyzing current status of the old residential in several major Chinese cities, consulting the literature, and undertaking field investigations, this paper summarizes the main influencing factors on renovation decision-making. We propose five hypotheses, which we test using questionnaire survey data, sample analysis of these influencing factors, and a structural equation model (SEM). The results show that the degree of influence of each factor on renovation decisions ranks as technology being the most influential, followed by the economy, policy, the environment, and society. Using the digital economy to empower urban economic green growth provides essential opportunities for China to achieve high-quality growth. This paper assesses the level of digital economy and green growth in Chinese cities, seeking to explore the mechanisms and effects of the digital economy on urban green growth in a unified framework. The results indicate that the digital economy can drive cities' green growth. This conclusion still holds after a set of robustness tests. Meanwhile, the green value of the digital economy is fully released among the eastern cities, major urban agglomerations, and high-level cities. Further research shows that the digital economy can indirectly enhance urban green growth in the neighboring regions through spatial spillover effects. Moreover, labor resource mismatch, capital resource mismatch and green technology innovation are significant mediating mechanisms. The economic development level of the Yangtze River Economic Belt is relatively high, and the modern agricultural production has brought serious pressure to the agricultural ecological environment. At present, there is no research on the sustainable status of agroecosystem in the Yangtze River Economic Belt, based on the emergy theory, this paper analyzes and evaluates the input–output structure and sustainable status of the Yangtze River Economic Belt by calculating the input–output factors and relevant emergy indexes from 2010 to 2018. The results show that the total input and output emergy of the Yangtze River Economic Belt shows an upward trend from 2010 to 2018. The input of non-renewable industrial auxiliary emergy is too high which has been more than 80%, and the structure of agriculture, forestry, animal husbandry, and fishery industry is unreasonable, which makes the net emergy yield rate of the system very low, its value was only 0.23 in 2018, far less than 1, and the agroecosystem is in an unsustainable state. Except for Shanghai, most provinces and cities of the Yangtze River Economic Belt are in an unsustainable state, and the status of the agricultural ecological environment is not optimistic. From 2010 to 2018, the overall ecological environment of the agricultural ecosystem in the Yangtze River Economic Belt is not optimistic. Among them, the most affected agricultural ecosystem's sustainable development index is the cash-crop area, total population, and agricultural fixed asset investment. Relevant departments and agricultural practitioners need to change the resource input structure of the agricultural ecosystem, reduce the dependence on industrial auxiliary energy, improve resource utilization efficiency, adjust the industrial structure of agricultural output and increase the production of high-emergy products, to realize sustainable development of the agricultural ecosystem. However, whether digital economy can effectively contribute to IGG requires further investigation. This paper evaluates the direct and spatial spillover effect of digital economy on IGG of 280 cities in China during 2011–2019 using Spatial Durbin Model (SDM). It further explores how government environmental regulation (GER) moderates this facilitating effect. The empirical results show that digital economy significantly reinforces IGG while GER weakens the benefits of digital economy to IGG. There is a significant spatial spillover effect of digital economy on IGG in neighboring regions; specifically, IGG in peripheral cities is more significantly encouraged by digital economy than in central cities. In addition, digital development demonstrates the most significant impact on IGG in central regions of China, followed by the eastern regions, with western regions lagging behind. This paper contributes theoretically and empirically to promote digital economy selectively for IGG in different regions and provides a guideline for policymakers to achieve IGG through proper GER. The coupling coordination of digital economy and green high-quality development of industries is an important way for sustainable and high-quality economic development. This paper constructs an evaluation index system for the digital economy and industrial green high-quality development, and conducts empirical analysis using the coupling coordination model, the spatial autocorrelation model, and the Tobit model. The data from provinces and cities in the Yangtze River Economic Belt spanning from 2008 to 2021 has been analyzed. Results show that both subsystems exhibit a good and rising coupling coordination, and the regional coupling coordination demonstrates a trend of higher values in the east and lower in the west. Moreover, there is interaction between provinces and cities, albeit with a weakening correlation after 2011. Additionally, spatial clustering is evident between regions with high and low coupling coordination. The coupling coordination degree of each region is impacted by important factors, such as economic development level, financial level, opening up, fiscal expenditure, and urbanization. Therefore, the study recommends policies aimed at boosting the coupling coordination level in the Yangtze River Economic Belt. Key policy proposals contain promoting the integration and innovation of digital technology and green low-carbon technology, strengthening regional cooperation through the transfer of industries, and adopting differentiated development strategies tailored to regional advantages and the varied impact. This paper tests China's three-dimensional intergovernmental competition in terms of land leasing. Using the land-leasing data of China's prefecture-level cities from 2003 to 2019 collected from China Land Market, and with the help of the dynamic spatial Durbin model, we show that in the land-leasing behavior of prefecture-level cities in China, three-dimensional government competition does exist and that the influence coefficient from high to low is the government competition of different periods in the same region, shown as horizontal government competition and vertical government competition, respectively. In particular, China's government competition and regional economic development show a clear correlation. We find obvious heterogeneity: in the eastern region, the government competition for land leasing started earlier and has now begun to transform. However, the three-dimensional government competition in the western region lags behind the national level. Therefore, urban development should emerge from the mindset of blindly focusing on the expansion of urban areas, paying more attention to the guiding role of urban planning in urban development and promoting cities on the path of sustainable development by improving the efficiency of land use. Green development is a significant concept that cannot be ignored in contemporary society. However, in the context of China's transition from high-speed growth to high-quality development, the complex impact of urban development has brought great challenges to the urban green environment. In this paper, the impact of urban development on green development efficiency (GDE) was studied. First and foremost, a Super-SBM model was introduced to measure the GDE of 41 cities in the Yangtze River Delta during 2009–2018. Moreover, a Tobit model was used to analyze the correlation between four urban development factors, including economic development and GDE. According to the results, the mean GDE of the Yangtze River Delta is 0.824, and the GDE in most cities there has shown a fluctuating growth trend in this decade. By comparison, the GDEs of coastal cities and cities in the southeast of the Yangtze River Delta were generally higher than those of cities in the north, indicating that the green development is geographically unbalanced, and there is spatial heterogeneity in the area studied. The study's results also suggest that the urban economic development, innovation level, and government planning play a significant role in stimulating urban green development, and that the expansion of urban construction area hinders the improvement of GDE.
