Background: Palliative care is insufficiently integrated in the continuum of care for older people. It is unclear to what extent healthcare policy for older people includes elements of palliative care and thus supports its integration. Aim: (1) To develop a reference framework for identifying palliative care contents in policy documents; (2) to determine inclusion of palliative care in public policy documents on healthcare for older people in 13 rapidly ageing countries. Design: Directed documentary analysis of public policy documents (legislation, policies/strategies, guidelines, white papers) on healthcare for older people. Using existing literature, we developed a reference framework and data extraction form assessing 10 criteria of palliative care inclusion. Country experts identified documents and extracted data. Setting: Austria, Belgium, Canada, Czech Republic, England, Japan, Mexico, Netherlands, New Zealand, Singapore, Slovenia, South Korea, Spain. Results: Of 139 identified documents, 50 met inclusion criteria. The most frequently addressed palliative care elements were coordination and continuity of care (12 countries), communication and care planning, care for family, and ethical and legal aspects (11 countries). Documents in 10 countries explicitly mentioned palliative care, nine addressed symptom management, eight mentioned end-of-life care, and five referred to existing palliative care strategies (out of nine that had them). Conclusions: Health care policies for older people need revising to include reference to end-of-life care and dying and ensure linkage to existing national or regional palliative care strategies. The political sphere is typically reserved for adults in contemporary nation‐states, leaving limited opportunities for children's participation in democratic processes. This holds even more true for unaccompanied asylum‐seeking children who are politically unrepresented and often find themselves in a precarious position due to their immigrant status. The article aims to overcome this gap by presenting their experiences of Slovenian reception and asylum procedures as a framework for child‐informed policy. The child‐centred approach as presented in this paper starts from the principles of children's rights, particularly from the right to express views (Article 12 of the CRC) and the use of children's viewpoints as a way of interpreting how reception and asylum procedures should be. In this way, the paper highlights key factors that affect unaccompanied asylum‐seeking children's well‐being and participation rights, including being able to stay with family and friends, having adequate material conditions, having good relationships with institutional staff, having access to information and legal advice, having trained interviewers, translators and decision‐makers. The 2019 European Open Data Directive identifies geospatial data as data that could have a major impact on human activities (high-value data, HVD) and advocates its provision as open data (OD), i.e., without barriers to access and re-use. Although Croatia has implemented OD policies to support the provision of open data, many geospatial data are still not available, or if available, their level of openness ranks Croatia lower than Slovenia and Serbia on some ranking lists. Benchmarking tools have proven to be a powerful tool in identifying barriers in OD. This paper, therefore, benchmarks the level of openness and provision of geospatial HVD in Croatia, Slovenia and Serbia, using the extended and modified Global Open Data Index methodology (GODI Plus). It is expected that this will provide an answer to the status of OD policies and government engagement in OD in Croatia and identify good OD practices among the three countries analyzed. Furthermore, the results will be a baseline benchmark for future HVD analyses. The results reveal low data openness for Croatia and Serbia, high data openness for Slovenia, and a low level of government engagement in all three proposed countries. [ABSTRACT FROM AUTHOR]

The main purpose of this paper is to identify the impact of public spending on education and research and development (R&D) on the formation of gross domestic product (GDP) in nine Central European countries, which are divided into two clusters -- "old" and "new" EU members. The study took into account official Eurostat data of both the EU and national statistical organizations for the period 2010--2019. The analysis of this impact was carried out using a system approach, statistics and econometric framework including panel data regression, Wald, Breusch-Pagan, Hausman tests. The main finding of the present study is the identification of additional income in terms of GDP in Euro per capita for selected countries, which is obtained from adequately spent public funds for education and R&D. Our results showed that the strongest influence of these expenditures for the "old" members was in Germany and Austria, and for the "new" -- in Slovenia and Czechia. Purpose: Cultural heritage is seen to be in the intersection of heritage institutions, libraries, archives and museums. The theme of linking these institutions has long been a hot topic abroad, driven by various social changes, as well as by administrative and financial trends and cultural policy decisions. This topic has not yet been explored in Slovenia, so the main aim of this paper is to present the views of those responsible, to identify the current situation, the perceived needs and the recommendations, which could be made. Methodology/approach: A study was carried out from January to April 2022, in which the management of all three types of institutions were invited to take part in a semistructured in-depth interview. Theoretically, the survey was positioned within a broader sociological model of the public sphere, that allows for understanding change or resistance to change in libraries, archives and museums as public spaces, and more narrowly, within the theory of organisational learning, especially in terms of learning between organisations in the manner of absorptive capacity and systems thinking, and equipped with a typology of levels of collaboration on the scale of a collaborative continuum. Of the 26 invited, 19 persons took part in the survey. Results: The interviewees were mostly positive about their own institution's collaboration with the other two disciplines and highlighted the positive effects of such collaborations in the future. The survey showed that cooperation between libraries, archives and museums is relatively superficial and remains at the beginning stages of the cooperation continuum. Through the interviews, certain systemic and concrete barriers and untapped opportunities were highlighted. Research limitations: The survey represents an initial impulse into a relatively new research topic, which consequently raises a number of new questions, at least in the field of staff training, digital content and materials processing, which are not addressed in the present study. Originality/practical implications: The possibility of collaboration between libraries, archives and museums is still relatively unknown in Slovenia, and there is no government policy support in the form of possible incentives for e.g. networking projects, which would enable initiatives for in-depth heritage activities at the level of shared libraries, archives and museums to obtain additional funding or offer other appropriate forms of support. To what extent can a country’s effectiveness in reducing child poverty be attributed to the size of family cash transfers (that is, both benefits and tax advantages) or to their design? In this paper, we disentangle the importance of each of these two factors, focusing on the family support system in Lithuania and comparing it with four other new member states. Both single parent and large families are increasingly susceptible to poverty in Lithuania. This contrasts with other former communist countries, namely Estonia, Hungary, Slovenia and the Czech Republic, which protect these family types much better. This paper examines whether their family transfer systems would achieve similar results in Lithuania. We employ the EUROMOD microsimulation tax-benefit model to swap family policies across countries and test whether size or design has greater effects on child poverty reduction in Lithuania. Hungarian, Slovenian and Czech policies would considerably improve the poverty situation among large families. Single parent families would only gain if Lithuanian spending on family transfers increased radically. Policy processes are complex systems and require an in-depth and comprehensive analysis. Especially, factors that affect public policy design and implementation, as two important stages of the public policy cycle, have not been sufficiently explored. The aim of the paper is to analyze the relationship between two critical factors that influence the design and implementation of public policies in the case of Slovenia, namely strategic factors and normative factors, and offer a basis for comparison with similar countries. Based on twenty-two structured interviews with prominent public policy experts in Slovenia and content analysis of the responses, the findings reveal that, although strategic factors are identified by the interviewees as the most critical, the role of normative factors is also important and should not be underestimated. The cultural and creative sectors are highly ranked by the number of employees at the European Union (EU) level and they represent an economic force that proved its resilience to economic changes due to rapid and easy adaptations to market and innovation trends. In order to achieve the objectives of the Europe 2020 Strategy, in 2013 the Regulation (EU) No 1295/2013 was passed by the European Parliament and the Council to establish the Creative Europe Programme (2014–2020) for support to cultural and creative sectors. However, it was found that the Republic of Croatia lacked systematic monitoring of the cultural and creative sectors (including the IT sector) as they are not sufficiently and well positioned in national policies and strategies. The research hasbeen conducted into the level of success of the EU and its regulatory framework in stimulating cultural and creative sectors in developing countries. The paper analyzes the extent to which the Republic of Croatia adopted and applied the opportunities offered by the European Union programmes in financing the projects in cultural and creative sectors based on the results of the Creative Europe Programme, the Culture Sub-programme. The authors conducted the comparative analysis into the official programme results achieved in the Republic of Croatia, Slovenia and other EU member states. The research results show the position of the Republic of Croatia in relation to other countries, the influence of EU membership length and the level of innovation on the total number of positive applications evaluations in this field. The current economic crisis has become a global phenomenon. However, the path to the economic crisis, its materialization and persistence are also country-specific and can only be studied by considering a country's past economic development, existing institutional environment, and the economic policies it has implemented. This paper explores the case of Slovenia as a European Union (EU) and Economic and Monetary Union (EMU) member that has no influence on monetary and exchange rate policies and can therefore only use incomes and prices and partly fiscal policy tools to shape its economic policy. The authors' objective is to demonstrate that for a small economy, which is part of the EU and the EMU, incomes and prices policies are crucial for overcoming its economic crisis. The authors highlight the need to rediscover the role and importance of both incomes and prices policy as advocated by post Keynesian economics. Purpose – The purpose of this paper is to describe the construction of the nature conservation information system in Slovenia, into which all official and more detailed data related to nature conservation will be integrated. The existing databases are to be replaced by a single base, which will diminish the possibility of errors occurring in data production, collection and distribution. The arrangement of data is transparent, their accessibility simple. Website data editing is enabled. Design/methodology/approach – On the basis of the existing databases analysis, an information system is constructed by the inverse engineering method. The database is organised per separate sets, where uniform codes are used. For web site users, the Nukleus graphical interface is built, which is connected with other information system components and enables web site data examination and processing. Findings – A modularly composed information system has been built, which establishes a uniform database, enables interoperability between separate data sets, introduces uniform codes and standardisation of data organisation in the information sense. In the information system, the graphic and attributive data are interlinked, which enables a simplified data search, analysis and processing also via the web site with the aid of the so-called Nukleus graphical interface. The information system modular scheme enables a simple improvement of the system with new data modules in the future. Originality/value – The nature conservation information system in Slovenia is one of the first that enables web site editing of graphical and attributive data at the same time. It contributes to an easier accessibility of data, a better organisation of data, as well as a rationalisation of working processes associated with nature conservation data. [ABSTRACT FROM AUTHOR]

This paper aims to estimate the effect of an institutional training program on participants' chances of finding a job, using a rich dataset which comes from the official records of the Employment Service of Slovenia and taking into account the potential bias due to the existence of unobserved confounding factors. To deal with these selection biases, three methods are implemented in a comparative perspective: (1) instrumental variable (IV) regression; (2) Heckman's two-stage approach and (3) propensity score matching. This paper underlines important divergences between the results of parametric and non-parametric estimators. Some of the results, however, show the impact of the institutional training program on participants' chances of finding a job, especially in the short run. The paper first defines the semantic concept of maritime affairs, so as to present its comprehensive meaning. Then it gives the historical view of the Mediterranean in order to see how some of the most ancient civilizations flourished there. Further it presents the importance of the sea in the political, economic, cultural and social life of different nations. Then it deals with the current issues of maritime affairs in the European Union with a particular focus on the Mediterranean region being an enclosed and heavily-marine-exploited sea. In this chapter the paper points out the recent efforts of the European Commission which encourages a far-reaching reorganisation of maritime affairs in Europe by integrating maritime policy for the EU and exploring synergies to avoid overlaps between the existing policies that deal with sea-related issues. Finally, the paper places Slovenia in this context by pointing to excellent opportunities that the Slovenian presidency offers in order to reconsider its own maritime policy, which has long been neglected. 'Energy efficiency first' is one of the key principles of the Energy Union, mainly due to it being the most cost effective way to reduce emissions, improving energy security, enhancing competitiveness and making energy consumption more affordable for all consumers. In light of the revised EU Energy Efficiency Directive, this paper discusses new developments brought by the EU together with the national case studies of Slovenia and Spain. Given that the paper has a specific focus on the industrial sector, it discusses the selected measures of the Energy Efficiency Directive, such as defined in Articles 7, 8, and 14, which are the most relevant to this sector. The paper also explores the newly issued integrated national energy and climate plans together with national measures and policies that support energy efficiency in industry, including the quantification of achieved and forecast energy savings in these two EU Member States. • The revised EU Energy Efficiency Directive is the key driver of change in Member States. • More ambitious energy efficiency targets are projected in Slovenia and Spain for 2030. • The integrated National Energy and Climate plans inspired further national developments. • Both countries committed to continue their national measures/schemes on energy efficiency. Upgrade of the emergy analysis of Sečovlje saltpans [Babič, J., 2005. Emergy analysis of the salt production process at the Sečovlje saltpans, Slovenia. In: Proceedings of the Third Biennial Emergy Analysis Research Conference, January 29–31, 2004. The Center for Environmental Policy, Gainesville, FL] was performed with STELLA programming language. STELLA model of the solar salt production process was constructed to simulate emergy flows and emergy indices. Sensitivity analysis of state variables with regard to various emergy indices was also performed. We compared several process scenarios as well as the process behavior under different environmental and economic conditions. The model structure enables adding new state variables in order to obtain better control over emergy flows within the model and between the model and its environment. Results show that evaporated water contributes the highest identified environmental renewable emergy inflow to the area. Precipitations themselves have very negative effect on actual salt production due to the dilution of concentrated brine with rainwater. However, human labor, as it is driven mostly by nonrenewable emergy, contributes the highest nonrenewable emergy inflow. The general trend of decreasing percentage of renewable emergy in human work as well as the need for additional inputs of nonrenewable emergy aimed at reducing labor demand, limits the possibilities to achieve a higher sustainability and a lower environmental loading of the investigated production process. The article presents abstracts on several research papers related with library science including one on geographical names and their role in information retrieval, one on library laws in Europe and one on public libraries in Slovenia.

• Integration of biodiversity policy into the EU's Common Agricultural Policy is demonstrated on the case of Slovenia. • Approximately 5% of the annual Slovenian agricultural policy budget was allocated to biodiversity conservation in the observed period. • A lack of measurable objectives and performance indicators for policy instruments was identified. • Targeted measures are judged to be only partially effective, and policy only partly successful in meeting biodiversity objectives. • The post-2020 CAP lacks key incentives to stimulate better strategic planning in the EU Member States. In the European Union (EU), the Common Agricultural Policy (CAP) is considered to be the critical public policy in terms of both impacts and funds dedicated to nature conservation, yet the goal of halting biodiversity loss in the EU remains elusive. The present paper examines the degree of biodiversity policy integration into the CAP and the quality of policy programming in a selected EU Member State in the 2014–2020 period. We use a heuristic model combining an assessment of biodiversity policy integration and a program theory analysis of the policy's logic model. In addition, the elaboration of the logic model for other agricultural policy objectives, relevance and potential effects of measures and allocation of budgetary funds are evaluated for comparative purposes. The program logic model was found to be only loosely defined for most objectives of Slovenian agricultural policy. At the strategic level, the integration of biodiversity policy is limited to instruments that remunerate above-standard farming practices, investments and payments to areas with natural constraints. In contrast, the inclusion and consistency of biodiversity conservation in instruments supporting standard practices (e.g. direct payment schemes) is addressed only to a limited extent. Given their design and implementation, fewer than 10 % of relevant measures were judged to have strong or significant potential effects and will thus probably only partly meet the policy objectives. Finally, biodiversity conservation (estimated 5% of the total agricultural policy budget), as well as other environmental objectives (22–23 %), have a significantly lower priority than income- and production-related objectives (54–60 %). The future CAP should include adequate safeguards and incentives to improve the quality of programming and integration of biodiversity policy, particularly since an increasing emphasis is given to decision-making at the national level. However, although the post-2020 CAP programming system could, in principle, be seen as a step forward, there remains a high risk of underperformance in the field of biodiversity conservation in the EU Member States. This article analyses childcare services in six countries, assessing this policy instrument's potential to facilitate parents' capabilities for arranging childcare in a way they have reason to value. It draws on Sen's capability approach to conceptualize and assess childcare policy design across five key aspects of childcare provision (accessibility, availability, affordability, quality and flexibility) in a country-comparative perspective. The conceptualization of the multifaceted nature of childcare provides compelling insights into the complexity of comparing childcare services across countries. The ensuing analysis and comprehensive overview of national policies challenges the idea of a defamilialization policy cluster, which masks key distinctions between public and market service provision. The more nuanced conceptualization and operationalization of childcare policy design through the capability approach reveals parents' real opportunities for arranging childcare and the varying effects of policy design across gender and class. The Slovenian national planning policy has been in a renewal process since 2014. The process required an evaluation to reveal to which level the defined measures have been delivered and discuss the policy's future role. The mixed-methods evaluation approach consisted of a document analysis, a questionnaire with local communities and interviews with representatives of the ministries. Implementation of measures depends on multiple factors: capacity, personal priorities of actors, interpretation skills, financial support, political will for co-operation, etc. The potential to mitigate the influence of factors on implementation through a co-evolutionary trend of planning is elaborated in the light of Europeanization. The article analyses the situation in the insurance markets of Slovenia, Croatia, and Serbia in order to provide the insight into the limitation of competition. The study of the limitation of competition was conducted using the theoretically founded indicators of concentration and inequality as follows: Concentration ratio, Herfindahl-Hirschman index, Lorenz curve, Gini coefficient, and Entropy index. The indicators were calculated for all the countries between 2004 and 2011. By comparatively analysing the obtained values of the indicators of concentration and inequality, we came to the conclusion that all three markets are characterised by a similar movement of the indicator, as well as that Croatian market, despite the relatively uneven market share distribution between individual companies, is more competitive than the other two. This article examines the impact of global anti-doping initiatives on national sport policies and the role of wider national political and legal frameworks in facilitating compliance with them. The role of these frameworks in respect of ‘top-down’ sports policy scenarios – where sovereign states, sports organizations and individual actors respond to the policy obligations placed upon them by virtue of their acceding to international initiatives such as the World Anti-Doping Agency (WADA) Code or the UNESCO Anti-Doping Convention – is considered by reference to the ongoing development of anti-doping policy within the Republic of Slovenia. This article identifies various patterns of policy change which have occurred in the national context as a consequence of global policy initiatives and thus examines the relationship between a sovereign state’s particular response to global policies, the ostensibly binding nature of those policies and the role of national law in the relationship between them. This article considers women's and men's roles in the labour market and the different ways in which care-work is shared in Slovenia and the Czech Republic. Effective policy measures can prevent parenting of young children becoming one of the greatest risks of falling into poverty. The authors discuss to what extent the prevailing ideals of care influence the policies in relation to parenting as a source of social risks. The two post-communist countries—Slovenia and Czech Republic—show different trajectories in the development of childcare policies. The article shows that Czech social policies have reproduced the traditional ideal of full-time mother-care without preventing poverty and social exclusion of families with young children of pre-school age. In contrast to this, policies in Slovenia support female employment, with the ideal of professional childcare alongside parental care-sharing, which also helps to improve the economic situation of families with small children. Ethnicity is becoming a recognizable constituent of social work which is shown also in its growing integration in the education programme in social work, as in Slovenia. In order to break the historical silence and the neutral or passive attitude to ethnic differences it is necessary to fight for institutional changes in social work and the transcendence of institutional, cultural and personal racism.The article is concerned mainly with the Roma ethnic minority, being one of the most and historically marginalized ethnic-minority groups in Slovenia. It presents two main areas relevant to social work: the legal and sociological perspective (how minorities are treated in Slovenia) and the social work perspective (how social work has responded to minority needs and how social work education has adapted). Recent government attempts to control and censor the media in Slovenia met with considerable resistance from the general public and journalists themselves. However, since resistant journalists organised themselves in the manner of a guild, relying on classical journalistic ethics as their basic ideological principle, their resistance, in our opinion, proved to be short sighted and not sufficiently socially conscious. In this article we attempt, using recent developments in Slovenian journalism as an example, to analyse the structural changes in the social status and functions of European journalism in relation to other areas of “linguistic production”. Given the recent global changes of linguistic production and the capitalist mode of production in general, the guild organisation of journalists and classical journalistic ethics, which both still prevail in theory and practice of European journalism, begin to look problematic, since they fail to take account of newly emerged class divisions between contract-employed and freelance journalists. This article compares childcare provisions in the new member countries of the EU. It takes into account two pillars of childcare policy: publicly provided childcare services and parental leave provisions. In the analysis, the fuzzy set ideal types approach is utilized. In contrast to the studies conducted so far, this article stops treating the region of Cental and Eastern Europe as a monolith and demonstrates the existence of cross-country variation of childcare policies within the region. Furthermore, the difference is systematized by identifying four clusters of childcare policy. These are: explicit familialism, implicit familialism, female mobilizing and comprehensive support types. The countries are clustered as follows: the Czech Republic, Slovakia and Slovenia in the explicit familism policy model; Estonia and Latvia in the female mobilizing type policy; Lithuania and Hungary pursuing the childcare policies typical of the comprehensive support model; and finally the childcare policy in Poland resembles characteristics of the implicit familism model. The article discusses the methods used in the 2002 census in Slovenia. The Statistical Office of the Republic of Slovenia achieved this 2002 Census of Population, Households and Housing independently with important issues discussed such as the availability of financial and human sources, state budget, and restrictive government policy.
