2. Early Childhood Transitions Research: A Review of Concepts, Theory, and Practice. Working Papers in Early Childhood Development, No. 48

- Abstract
Children face many important changes in the first eight years of life, including different learning centres, social groups, roles and expectations. Their ability to adapt to such a dynamic and evolving environment directly affects their sense of identity and status within their community over the short and long term. In particular, the key turning points in children's lives--such as "graduating" from kindergarten to primary school or going through a culturally specific rite of passage--provide challenges and opportunities for learning and growth on multiple levels. This paper provides a review of the major perspectives in research on early childhood transitions and reveals the predominant areas of focus in both academic and professional studies, as well as important neglected viewpoints and study populations. Beginning with a broad and inclusive definition of the topic, the authors provide an overview of early childhood transitions research, highlighting the underlying assumptions that informed the studies. They assess concepts in the developmental theory that preceded transitions research as well as in the logic that determines how transitions are structured. More recent approaches are examined, including systems theories and the role of children as active participants in transitions. Several examples in this review show how multidisciplinary collaboration and culturally sensitive interventions can result in better participation of both parents and children in crucial early childhood transitions. Citing the need to harmonise early childhood education and care programmes with local education practices, the authors stress the value of greater transparency in the creation of policy and programming for children, in order to identify potentially limiting assumptions. Broadening and diversifying perspectives on transitions can lead to more integrated and culturally relevant rights-based early childhood programmes worldwide. - Abstract
The United States has long enjoyed being on the cutting edge in its devotion to building a vibrant higher education sector. After a century of leading the world in participation rates in higher education, however, there are strong indications that America's advantage is waning. The academic research enterprise remains relatively vibrant. However, participation and degree attainment rates have leveled off and are showing signs of actual decline in a number of major states with large populations--and this seems to be more than just a bump or short-term market correction. Other competitive nations, and in particular key members of the European Union, along with China, India and other developing economies, are aggressively nurturing their higher education systems, expanding access, and better positioning themselves in the global economy. They have been trying harder, while in the US public funding for higher education has declined. The nation's international and domestic concerns lie elsewhere. In addition to outlining these reasons that America's higher education advantage is waning, this article also discusses the possible consequences. (Contains 53 notes.)

- Abstract
Decentralization and an increased emphasis on community and parent participation represent significant education reform trends over the past decade. These reforms take place in the context of increased emphasis within Education for All (EFA) on improving education quality and outcomes and on strengthening accountability for results. They require that substantial information be available to local and regional stakeholders, school officials, and communities in order to increase transparency, establish a basis for accountability, and provide tools for effective management at the local level. Parents, teachers, school officials, and other stakeholders must be able to assess school performance and status. A number of countries are experimenting with school-level information systems known as "school report cards" to increase accountability and transparency. These systems have different formats and purposes, ranging from strict accountability systems that measure student performance to participatory diagnostic and management tools that support school managers. Efforts are relatively novel, and substantial evaluation information is not yet available. The purpose of this report is to present the various types of school report cards and information systems currently being used and establish a typology for understanding the range of audiences and purposes for such systems, as well as the continuum of cost and sophistication involved.

"Can You Hear Me? The Right of Young Children to Participate in Decisions Affecting Them" emphasises that participation enhances children's self-esteem and confidence, promotes their overall capacities, produces better outcomes, strengthens understanding of and commitment to democratic processes and protects children more effectively. Participation provides the opportunity for developing a sense of autonomy, independence, heightened social competence and resilience. The benefits are therefore significant, and adults with both direct and indirect responsibility for children need to acquire a greater humility in recognising that they have a great deal to learn from children. But the case for listening to young children goes beyond the beneficial outcomes. It is also a matter of social injustice and human rights. All people, however young, are entitled to be participants in their own lives, to influence what happens to them, to be involved in creating their own environments, to exercise choices and to have their views respected and valued. - Abstract
Herpes zoster (HZ) is a debilitating viral infection causing a dermatomal vesicular rash. Many known risk factors exist in India and adults >50 years of age may be especially susceptible to HZ. However, HZ is not a notifiable disease in India and data on incidence and disease burden is lacking. An Expert Consensus Group meeting was conducted with experts from relevant specialties to discuss HZ disease, its local epidemiology, and suggestions for implementing HZ vaccination in the Indian healthcare system. Currently, there is lack of patient awareness, poor reporting practices and general negligence in the treatment of the disease. HZ patients generally approach their general physicians or specialists for diagnosis, which is usually based on patient history and clinical symptoms. Recombinant zoster vaccine (RZV) has >90% efficacy and is recommended in adults ≥50 years of age to prevent HZ in the United States. Despite RZV being approved for use, it is not yet available in India. India has a growing elderly population with known risk factors for HZ like immunosuppression, and co-morbidities like diabetes and cardiovascular disease. This indicates the need for a targeted immunization program in India. Meeting also emphasized adult vaccine availability and accessibility in the country.

- Abstract
This paper offers a broad look at accreditation and quality assurance in higher education and how these issues are addressed around the world. Section 1 is an overview of accreditation and addresses the aims and objectives of accreditation, standards, accreditation bodies, stages of the accreditation process, the quality of that process, the role of government in the accreditation process, some critical points of view concerning the process, and present accreditation trends. Section 2 looks at accreditation and quality assurance through brief national case studies. The nations represented are France, Germany, United Kingdom, the Netherlands, Sweden, the United States, China, India, Hong Kong, South Africa, Nigeria, Kenya, and Australia. This section closes with a section comparing accreditation and quality assurance in various regions. Section 3 takes a closer and more detailed look at the accreditation process in Romania, particularly in light of the recent political and educational changes in this nation and the fairly recent decision to introduce accreditation of institutions of higher education. This examination covers accreditation principles and objectives, standards for initial and subsequent accreditation, application rules, structure of the accreditation committee and its functions, and provisions for financing accreditation. 12. An Investigation of the Re-Entry Adjustment of Indians Who Studied in the U.S.A. Occasional Papers in Intercultural Learning, Number 17.

- Abstract
This study explored the readjustment experience of 49 Indians who came to the United States to study and then returned to their home country. Interviews revealed that most experienced some stress or difficulty after their re-entry, with problems ranging from initial anxiety about getting a job or shock at the crowded conditions, pollution, or the frustrations of power and telephone outages, to an intense period of depression and alienation. A few who had been back in India for 4 to 5 years were still having a difficult time, while some students who had been back for less than a year seemed quite comfortable with their lives in India. Twelve interviewees specifically mentioned that they "think about going back" to the United States. Factors in difficult re-entries related to cultural differences, economic differences, changes in values, and having to make adjustments in many aspects of their lives such as changing family roles and changing from student life to work life. Profiles of five returned students are presented to illustrate their very different re-entry experiences. Issues discussed include returning to mutual dependence in the family, marriage and family, the job search, the work environment, national identity, attitudes, and coping strategies. 17. A Comparative Analysis of Academic Freedom within Higher Education Institutions (HEIs) in India and the USA

Despite having one of the largest and fastest-growing post-secondary sectors in the world, there has been increasing protest against the lack of academic freedom within HEIs in India in the past decade. This research study carries out a comparative analysis of academic freedom within HEIs in India and the U.S., with a specific focus on how the notion is formulated within key policy documents and the provisions to safeguard it. Preliminary data from the systematic review revealed that while policy documents within both the countries frame the notion along similar lines, various sections within the Indian Penal Code are used to criminalize useful dissent and freedom of expression within HEIs. The study recommends that in order to safeguard academic freedom in India, certain specific sections within the Indian Penal Code (Section 124A, Section-153A, Section-292, Section-295A) should be either repealed or reformulated so that they are not amenable to misuse by the government.

18. Research on Azadirachta indica: A scientometric assessment of global publications output during 1997–2016.

Aim: The present study aimed to perform scientometric assessment of global publications output of research on Azadirachta indica during 1997–2016. Methodology: The present study examined 4900 global publications on A. indica, as indexed and covered in international Scopus database during 1997–2016 with a view to understanding their growth rate, global publication share, citation impact, international collaborative papers share, distribution of publications by broad subjects, productivity and citation profile of top organizations and authors, preferred media of communication, and bibliographic characteristics of high cited papers. Results: The global publications registered 7.61% annual average growth rate, and its citation impact averaged to 13.91 citations per paper. The global share of top 10 countries ranged from 1.91% to 31.04%, with the largest share (53.49%) from India, followed by Brazil (6.12%), USA (6.02%), etc., About 86.82% and 85.81% of the cumulative global publication and citation share comes from top 10 countries during 1997–2016. The cumulative global share of top 10 countries increased from 85.89% to 86.35% from 1997–2006 to 2007–2017. Only top three countries registered relative citation index above the world average of 1.0: UK (1.95), USA (1.71), and Germany (1.42) during 1997–2016. Agricultural and biological sciences contributed the largest global publications share of 48.41%, followed by pharmacology, toxicology and pharmaceutics (22.04%), biochemistry, genetics and molecular biology (17.35%), medicine (16.80%), environmental science (13.39%), and other three sub-fields contribution varying from 4.90% to 8.22% during 1997–2016. Eight hundred and forty-eight global organizations and 1589 authors participated in global A. indica research, of which the 25 most productive global organizations and authors together contributed 20.65% and 8.92% global publication share and 22.43% and 12.66% global citation share, respectively, during 1997–2016. Among 4387 journal papers (in 959 journals) in global A. indica research, the top 20 most productive journals together contributed 43.63% global share of total journal publication output during 1997–2016. Conclusion: Totally, 78 publications were found to be high cited, as they registered citations from 100 to 1441 during 1997–2016 and they together received 18,498 citations, averaging to 237.15 citations per paper. As per the notice, the AR has been declared in accordance with the U.S. Tariff Act of 1930. The AR will become effective from December 6, 2012.

This article attempts to highlight quantitatively the growth and development of world literature on hemophilia in terms of publications output as per SCOPUS database (2003-2017). During 2003-2017 a total of 13503 papers were published by the scientists in the field of hemophilia. The average number of publications published per year was 900. The highest number of publications 1095 was published in 2012. Out of 13503 contributions, only 18.48% (2495 papers) of single authored and rest of 11008 papers (81.52%) were multi authored. The study identifies active institutions and country-wise distributions of hemophilia research output. The yearly analysis of data shows that there is a rapid growth of literature from 2011 onwards. The argument that Indian firms tend to take a more socially engaged approach, while U.S. companies typically focus narrowly on shareholder value, is discussed. The question of whether U.S. businesses would do well to adopt some of the best practices of successful Indian firms is addressed, and it is said that Indian ideals of corporate governance could well have a salutary effect on U.S. business philosophy.

Introduction: The emergence of artificial intelligence (AI) chat programs has opened two distinct paths, one enhancing interaction and another potentially replacing personal understanding. Ethical and legal concerns arise due to the rapid development of these programs. This paper investigates academic discussions on AI in medicine, analyzing the context, frequency, and reasons behind these conversations. Methods: The study collected data from the Web of Science database on articles containing the keyword "ChatGPT" published from January to September 2023, resulting in 786 medically related journal articles. The inclusion criteria were peer-reviewed articles in English related to medicine. Results: The United States led in publications (38.1%), followed by India (15.5%) and China (7.0%). Keywords such as "patient" (16.7%), "research" (12%), and "performance" (10.6%) were prevalent. The Cureus Journal of Medical Science (11.8%) had the most publications, followed by the Annals of Biomedical Engineering (8.3%). August 2023 had the highest number of publications (29.3%), with significant growth between February to March and April to May. Medical General Internal (21.0%) was the most common category, followed by Surgery (15.4%) and Radiology (7.9%). Discussion: The prominence of India in ChatGPT research, despite lower research funding, indicates the platform's popularity and highlights the importance of monitoring its use for potential medical misinformation. China's interest in ChatGPT research suggests a focus on Natural Language Processing (NLP) AI applications, despite public bans on the platform. Cureus' success in publishing ChatGPT articles can be attributed to its open-access, rapid publication model. The study identifies research trends in plastic surgery, radiology, and obstetric gynecology, emphasizing the need for ethical considerations and reliability assessments in the application of ChatGPT in medical practice. Conclusion: ChatGPT's presence in medical literature is growing rapidly across various specialties, but concerns related to safety, privacy, and accuracy persist. More research is needed to assess its suitability for patient care and implications for non-medical use. Timely analysis of trends and issues in TVE can help TVE stakeholders cope with rather than oppose them. Educating in the direction of the trend and resolving the important issues can maximize TVE's chance of success. The purpose of this paper was to identify trends and issues in the TVE in 10 Indo-Pacific countries. To achieve this purpose, a cross-country analysis with a word cloud analysis was employed. Consequently, the following nine trends were identified: (1) Accelerated adaptation to emerging technologies and the evolution of industry; (2) Improving or diversifying TVE accessibility and increasing the enrollment rate; (3) Enhancing alignment between the TVE and higher education sectors; (4) Promoting employment-based, work-based, or competency-based learning models; (5) Strengthening TVE educators'/trainers' practical skills, industrial working experience, or qualification requirements; (6) Gearing TVE with lifelong learning; (7) Encouraging employer or industry involvement in TVE; (8) Enhancing quality assurance and autonomy in the TVE system; and (9) Providing more career counseling or career exploration. In addition, the following six issues were identified: (1) TVE does not have the same positive public image as academic education; (2) Insufficiency of qualified TVE trainers/teachers; (3) Extreme challenges to teach hands-on skills online; (4) Weak involvement of social partners; (5) Fragmentation of TVET management; and (6) The continued lack of a well-constructed qualification framework and quality assurance system.

Carpal tunnel syndrome (CTS) is a disease caused by compression of the median nerve passing through the wrist. Patients suffer from severe pain and paresthesis in the median nerve. Compression of the median nerve occurs, with prolonged working on keyboards (computer or laptop or music players) being one of the reasons along with others such as diabetes or rheumatoid arthritis. CTS research holds great promise for the patients as well as doctors for better medical treatment. The study has been carried out with an objective to analyze research progress based on the literature published on CTS during the last 35 years. The retrospective study has been carried out from the data indexed in SCOPUS multidisciplinary database from 1983 to 2017 (35 years). The study involves analysis of publication trends in terms of total articles, productive countries, institutions, journals, productive authors, most cited articles along with impact in terms of citation and h-Index. The SCOPUS database yielded 13187 articles during the study period. These articles were analyzed further for interpreting results. In the last 35 years, the number of scientific publications on CTS has been increasing with an annual growth rate of 9.86% per year. USA has been the most productive country. This research paper seeks to draw a comparative analysis between the powers of the Executive in India and the United States of America during this pandemic. As we know, India follows a Parliamentary form of governance where the Prime Minister is the Head of the Government and a system of collective leadership is followed, whereas the USA follows a Presidential form of governance where the President is the Head of the State and the principle of individual leadership is followed. A comparative analysis of the two States' powers of the Executive will enable an enhanced comprehension by highlighting important details about pandemic related legislations like the Pandemic and All-Hazards Preparedness Act, 2006 (USA) and the Epidemic Act of India, 1897; and help making abstract ideas more concrete. In this research paper, using the doctrinal method of research, we will analyse the background of the pandemic via medical papers and WHO mandates, and further delve into the executive powers of both, India and the USA during a pandemic by analysing constitutional provisions like that of the 10th Amendment of the Constitution of the USA and the Emergency Provisions under Articles 352 to 360 of the Indian Constitution and different legislations. In conclusion, we shall see that in India, including pandemics as a valid ground to give power to the President to impose a nationwide lockdown, under the National Emergency clause in Article 352 of the Indian Constitution, shall prove to be beneficial. Background WHO estimates that seasonal influenza epidemics result in three to five million cases of severe illness (hospitalisations) every year. We aimed to improve the understanding of influenza-associated hospitalisation estimates at a national and global level. Methods We performed a systematic literature review of English- and Chinese-language studies published between 1995 and 2020 estimating influenza-associated hospitalisation. We included a total of 127 studies (seven in Chinese) in the meta-analysis and analyzed their data using a logit-logistic regression model to understand the influence of five study factors and produce national and global estimates by age groups. The five study factors assessed were: 1) the method used to calculate the influenza-associated hospitalisation estimates (rateor time series regression-based), 2) the outcome measure (divided into three envelopes: narrow, medium, or wide), 3) whether every case was laboratory-confirmed or not, 4) whether the estimates were national or sub-national, 5) whether the rates were based on a single year or multiple years. Results The overall pooled influenza-associated hospitalisation rate was 40.5 (95% confidence interval (CI) = 24.3-67.4) per 100 000 persons, with rates varying substantially by age: 224.0 (95% CI = 118.8-420.0) in children aged 0-4 years and 96.8 (95% CI = 57.0-164.3) in the elderly aged >65 years. The overall pooled hospitalisation rates varied by calculation method; for all ages, the rates were significantly higher when they were based on rate-based methods or calculated on a single season and significantly lower when cases were laboratory-confirmed. The national hospitalisation rates (all ages) varied considerably, ranging from 11.7 (95% CI = 3.8-36.3) per 100 000 in New Zealand to 122.1 (95% CI = 41.5-358.4) per 100 000 in India (all age estimates). Conclusions Using the pooled global influenza-associated hospitalisation rate, we estimate that seasonal influenza epidemics result in 3.2 million cases of severe illness (hospitalisations) per annum. More extensive analyses are required to assess the influence of other factors on the estimates (e.g. vaccination and dominant virus (sub)types) and efforts to harmonize the methods should be encouraged. This paper explores the dynamics of teamwork in a team-based Massive Open Online Course. The purpose of the study is to discover patterns and characteristics of the students in teams that completed the course. Many studies have revealed that a very small percentage of students complete Massive Open Online Courses. The percentage is even smaller in MOOCs that involve peer-assessment. This study aims to give conscious advice for future MOOC students on how to complete a team-based peer-assessed MOOC by studying the dynamics of successful teams. A qualitative research method was utilized in the study. Data were collected from observing the MOOC platform and conducting interviews with successful team members and team leaders. Service offshoring raises the fear of job loss for high‐skilled workers, unlike goods offshoring, because workers at home compete with highly educated workers in low‐income countries. This paper examines whether the increase in the United States's service offshoring to India has reduced the domestic employment of the occupations with greater exposure to Indian service imports. To account for endogeneity, I instrument for the growth of the United States's service imports from India by exploiting the change in Indian exports to European countries. Service offshoring reduces total employment from 2000 to 2006; however, this effect disappears overall and becomes positive for college‐educated workers in the later period from 2006 to 2016. Unlike goods offshoring, the employment effect is largely driven by college‐educated workers, and the employment growth in the later period is larger. [ABSTRACT FROM AUTHOR]

The United States has experienced a drop in international student enrollment, between 6 and 10 percent, for three consecutive years since 2001. The overall decline in enrollment from China was 8 percent, while enrollment from India declined 4 percent (Council of Graduate Schools, 2004). This paper focuses on the changing immigration policy regime and the different dimensions in self-selectivity of graduate students' study-abroad decisions before and after 2001, and a U.S. visa regime change. In particular, I use two surveys in 1999 and 2004 to analyze the changing dimensions on student's ability before and after the U.S. visa policy change in 2001. By operationalizing a student's "ability" into three skill indexes, in-class ranking (rank), research project participation (project), research paper publications (publications), I show that students are likely to be negatively self-selected (lower-ability students wanted to study abroad more than others) in terms of ranking and projects in 1999. More importantly, the pattern of student ability selectivity changed after the immigration policy regime shifted; there is an increase in projects but a significant decrease in publications (at the one and two papers level). This suggests that skill-sorting may be due to a marginal return of specific endowment (ability) and the influence of place-specific human-capital development. This paper extends the literature by showing different dimensions of skill-sorting in selectivity when there is a (negative) policy shock. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this paper is to explore the under-researched dynamics of gender, workplace support, and perceived job demands in two different contexts, the United States and India. Design/methodology/approach: The paper draws from two studies conducted in different contexts (the United States and India) via different methodological approaches (quantitative and qualitative, respectively). In Study I of this paper, data was collected using questionnaires from a nationally representative sample of adult workers in the United States. In Study II, interviews were conducted with 48 workers in India, selected using convenience sampling. Findings: It was found that both in the United States and India, women perceived considerably greater job demands than men. In terms of workplace support, both the studies found that workplace culture and supervisors' support influenced the perception of job demands, but the same was not true for coworkers' support, which mainly helped in coping rather than actually reducing the perception of job demands. Research implications: The article contributes to research by concluding that job demands as a construct are not clearly segregated from gender demands or expectations, especially in the way women "perceive" it. Women construct job demands as "job-family" demands and workplace support as "job-family" support. Moreover, being a woman in the workplace, women feel the "burden" of gender. Practical implications: It would be useful for organizations and policy makers to understand that women remain "conscious" of their gender in the workplace, and for them, the meaning of job demands and workplace support are "job-family" demands and "work-family" support, respectively. Social implications: This research intends to contribute toward thinking about gender relations and empowerment of people within organizational and work settings from a new light. Originality/value: The present study provides an alternative way of thinking about gender, job demands, and workplace support. Its value underlies in the way it raises the voices of women workers. This paper describes the patterns discovered in fruit and vegetable buying behaviour in the United States and India. Using claimed buying data obtained from online questionnaires, it compares the patterns against those found extensively in consumer goods categories across the world. This study analyses consumer loyalty with Double Jeopardy, consumer sharing with Duplication of Purchase and brand user profiles with Mean Absolute Deviations. The results show the buying behaviour patterns of Double Jeopardy, Duplication of Purchase and that brand user profiles exist within the fruit and vegetable categories. The implications of these findings are: (1) that the size of fruit and vegetable brands are largely determined by how many people buy them and not how loyal those consumers are; (2) fruit and vegetable brands share consumers with one another; and (3) fruit and vegetable brands are not purchased by unique segments of the population. Therefore, in order to increase the number of people buying fruit and vegetable brands, marketers should focus on increasing their mental and physical availability (i.e. the same strategies used for consumer goods brands). 42. U.S. Ambassador Says India Should Welcome Foreign Colleges

The U.S. ambassador to India, in an interview with "The Chronicle" last week, criticized the opposition of some Indian government officials and politicians to legislation that would allow U.S. and other foreign universities to establish campuses or programs in the country. He spoke favorably, however, about India's willingness to take on half of the financial and administrative responsibility in running the Fulbright educational-exchange program. The new Fulbright agreement, recently signed by the two governments, doubles the total amount of scholarships awarded annually to Indians and Americans, to $5-million, said David C. Mulford, U.S. ambassador to India since 2004. The numbers of students awarded scholarships in India and the United States, about 100 in all, will double as well, effective immediately. For the first time, India will make a financial contribution to the scholarships, which have been renamed the Fulbright-Jawaharlal Nehru Scholarships and Grants. The new agreement also allows both countries to raise funds from private sources to expand the student-exchange program.

Financial necessity and desperation is the primary reason for females to enter into sex work. The health and well-being of female sex workers (FSWs) depend on the balance between their earnings and the cost of living in their local environment. Therefore it would be of value to examine the comparative cost of living adjusted earnings of FSWs in different countries to gauge equity or its absence in their financial state. Data about per client per encounter earnings for FSWs in Pune, India was taken from primary research conducted by the first author. Equivalent secondary data was acquired for the US and Thailand from an online literature review. Earnings after converting to US dollar values were adjusted against the cost of living in the respective environments of the FSWs and then compared. An FSW in India, (Pune) earned on the average US $4.40 after adjusting for the cost of living locally, while in Thailand (Bangkok) the equivalent earning was US $18.77 and in the US (Washington DC region) it was $101.79. These results suggest that an FSW in the US earns 23 times more, and a Thai FSW earns 4 times more than an FSW in India. There are numerous variables that affect the earnings of an FSW and the limited defined scope of this paper based on available data does not permit detailed analyses of causal or intermediate influencing factors. Nonetheless, it can be said with reasonable confidence that much needs to be done and can be done to mitigate the earning disparity, particularly in an emerging economy like India as shown in this small study, and that can perhaps be done best under the umbrella domain of a "harm reduction approach." Addressing the oppressive pathways and their intersectionality, this conceptual framework provides a deeper understanding of the interrelationships of nationality, gender, ethnicity, religion, class, caste, immigration process, immigration status, social support in the United States, and language barriers that influence migrating women's vulnerability to human trafficking in the process of immigration from India, South Asia, to the United States. A major hurdle in pediatric formulation development is the lack of safety and toxicity data on some of the commonly used excipients. While the maximum oral safe dose for several kinds of excipients is known in the adult population, the doses in pediatric patients, including preterm neonates, are not established yet due to the lack of evidence-based data. This paper consists of four parts: (1) country-specific perspectives in different parts of the world (current state, challenges in excipients, and ongoing efforts) for ensuring the use of safe excipients, (2) comparing and contrasting the country-specific perspectives, (3) past and ongoing collaborative efforts, and (4) future perspectives on excipients for pediatric formulation. The regulatory process for pharmaceutical excipients has been developed. However, there are gaps between each region where a lack of information and an insufficient regulation process was found. Ongoing efforts include raising issues on excipient exposure, building a region-specific database, and improving excipient regulation; however, there is a lack of evidence-based information on safety for the pediatric population. More progress on clear safety limits, quantitative information on excipients of concern in the pediatric population, and international harmonization of excipients' regulatory processes for the pediatric population are required. 46. Understanding the Foremost Challenges in the Transition to Online Teaching and Learning during COVID-19 Pandemic: A Systematic Literature Review

- Abstract
The study aims to understand the foremost challenges in the transition to online teaching and learning during the COVID-19 pandemic. The study adopts the PRISMA approach to screening the selection of journal articles and review papers according to the research aims and the inclusion criteria. The journal articles and review papers were extracted and stored in Microsoft Excel and Google Scholar, Academic. Microsoft, Semantic Scholar, Elsevier, and Emerald Insight databases searched relevant documents using formulated keywords. A statistical technique was applied using the M.S. Excel analysis tool (PivotTable and an independent t-Test) to analyze data and determine the differences between teachers and students. The review revealed the evidence that the majority of the studies were primarily focused on the individual developing countries and results from other developing countries were not considered. In addition, the foremost challenges in the transition to online teaching and learning during the COVID-19 pandemic were inadequate skills and training, inadequate Internet/Infrastructure, lack of supporting resources and lack of online student engagement and feedback. Finally, the independent t-test reveals there is no statistically significant difference in challenges in the transition to online teaching and learning during the COVID-19 pandemic. Both teachers and students encounter similar challenges. The systematic review raised concerns that higher learning needs to effectively implement long term strategies and support teachers and students in getting into online teaching and learning.

47. Over Three Decades of Data Envelopment Analysis Applied to the Measurement of Efficiency in Higher Education: A Bibliometric Analysis

- Abstract
The higher education efficiency evaluation model using the data envelopment analysis method has interested many researchers. This paper uses bibliometric analysis on publications extracted from the Scopus database to provide a comprehensive overview of research publications on the measurement of higher education efficiency based on data envelopment analysis: its growth rate, major collaboration networks, the most important and popular research topic. A total of 169 related publications were collected and analyzed from 1988 to 2021. The analysis results show that: Publications published every year have increased sharply in the last six years; The quality of publications is relatively high as publications tend to be published in journals with high-ranking indexes; Countries with the most influence in studies on this topic are: Italy, China, Spain, the USA, and the United Kingdom; Authors with the most influence in this research direction are Agasisti T., Abbott M., Doucouliagos C., Avkiran N.K., and Johnes J.; The research cooperation among countries and among affiliations is not strong. Finally, the paper has provided recommendations for future studies based on the findings.

- Abstract
This paper explains the concepts of Affirmative Action (AA) and Black Economic Empowerment (BEE) and the policies developed in post-Apartheid South Africa. It compares it to similar policies adopted in different contexts in Malaysia, India and the U.S.A. It explains and critiques the South African policies on AA and BEE, its history since 1994 and how class has replaced race as the determinant of who succeeds in education and the workplace. It analyses why these policies were essential to address the massive racial divide in education and the workplace at the arrival of democracy in 1994, but also why it has been controversial and racially divisive. The strengths and limitations of these policies are juxtaposed, the way it has benefitted the black and white elites, bolstered the black middle-class but has had little success in addressing the education and job futures of poor, working class black citizens in South Africa. The views of a number of key social analysts in the field are stated to explain the moral, racial, divisive aspects of AA in relation to the international experience and how South Africa is grappling with limited success to bridge the divide between the rich and poor.
