After World War II, Japan became a major recipient of foreign aid from the USA. As Japan's economy improved in the 1960s, it played a significant role as a global aid donor in world politics through its Official Development Assistance (ODA). This commitment continued into the 1990s when Japan, as one of the leading proponents of the concept of human security, began providing humanitarian aid to more countries across the globe. To better understand the notion of human security in international politics, this paper examines Japan's endorsement of the concept in its foreign policy strategy. This paper provides an overview and critical assessment of Japan's Grant Assistance for Grass-Roots Human Security Projects (GGP) in the state of Sabah in East Malaysia from 2000 to 2021. This paper argues that different contexts and circumstances in the state of Sabah require further study, especially for understanding Japan's focus and concern in the area of basic human security needs, as enshrined in the GGP philosophy. Despite Japan's GGP objective as part of its foreign policy to promote human development, the execution of its foreign aid in Sabah does have issues. This paper concludes that the implementation of Japan's GGP necessitates greater inclusion, particularly for other vulnerable groups and underdeveloped areas in Sabah. The motivation of this study stems from a retaining wall made of waste tires. The wall did not suffer any earthquake or tsunami-induced damage during the 2011 Off the Pacific Coast of Tohoku Earthquake, Japan. This paper deals with a case study on this tire retaining wall. Results from a series of field and laboratory investigations are first described. A numerical simulation is also described in which whole tires were used as protective layers in an embankment. The results show that confining effect of each tire, friction between the tires, ductility, and damping inherent in tires contribute towards the excellent performance of the retaining wall during the earthquake loading. The case study also reveals that it is the isolation mechanism due to the vibration absorption capability of rubber particles in tires, which could protect tire retaining structure during the earthquake. In this paper, we explore the Western Pacific subduction impact on the geodynamics of the Asian continent. The data on migration of slow strain and earthquakes from the Nankai, Japan and Kuril-Kamchatka segments of the Western Pacific subduction zone deep into mainland Asia are analyzed. The calculations performed on five profiles, crossing the Kuril Islands, the Japanese Archipelago and Sakhalin Island toward the Asian continent, have revealed the transverse migration of earthquakes from the Japan–Kuril-Kamchatka subduction zone. The velocities of hypocenter migration of M ≥ 4.5 earthquakes from the Kuril-Kamchatka Trench via northern and central Sakhalin vary from 6 to 17 km/year, on average, at different depths. The profiles crossing the islands of Hokkaido and Sakhalin show the M ≥ 4.earthquake migration from the Kuril and Japan trenches at velocities of 8–27 km/year. [ABSTRACT FROM AUTHOR]

Wildland fires and wildland–urban interface (WUI) fires quite often become the focus of discussion among fire researchers whenever large outdoor fires are the topic, especially because of their global occurrence and their potential for causing serious damage. But at the same time, large urban fires have been occurring in Japan especially after major earthquakes or with high winds, at densely built urban area consisting of old wooden houses. Normally, fire spread is caused by three mechanisms: flame, radiation, and firebrands, especially in the cases of wildland fires, WUI fires, and large urban fires. And what is common between WUI fires and large urban fires is structure–structure fire spreading. In Japan, "Taika" (large urban fire) is a fire when the total burnout floor area is 33,000 m2 or more. The present paper first discusses the history of large urban fires in Japan, then examines the national standard regulations for fire safety in Japan aimed at mitigating the damage caused by those fires. Finally, an overview of current scientific research in methods of controlling urban fires in Japan is provided. This paper compiles such impotent information on large urban fires in Japan, which is the novelty and merit in this work. The Seafloor Observation Network for Earthquakes and Tsunamis along the Japan Trench (S-net) is presently the world's largest network of ocean bottom pressure sensors for real-time tsunami monitoring. This paper analyzes the efficacy of such a vast system in tsunami forecasting through exhaustive synthetic experiments. We consider 1500 hypothetical tsunami scenarios from megathrust earthquakes with magnitudes ranging from Mw 7.7–9.1. We employ a stochastic slip model to emulate heterogeneous slip patterns on specified 240 subfaults over the plate interface of the Japan Trench subduction zone and its vicinity. Subsequently, the associated tsunamis in terms of maximum coastal tsunami heights are evaluated along the 50-m isobath by means of a Green's function summation. To produce tsunami forecasts, we utilize a tsunami inversion from virtually observed waveforms at the S-net stations. Remarkably, forecasts accuracy of approximately 99% can be achieved using tsunami data within an interval of 3 to 5 min after the earthquake (2-min length), owing to the exceedingly dense observation points. Additionally, we apply an optimization technique to determine the optimal combination of stations with respect to earthquake magnitudes. The results show that the minimum requisite number of stations to maintain the accuracy attained by the existing network configuration decreases from 130 to 90 when the earthquake size increases from Mw 7.7 to 9.1. This paper examines the effects of the 2012 revisions to the damage predictions of an anticipated Nankai Trough megathrust earthquake on subsequent inter-municipality migration in Japan's coastal areas. We find that an increase in predicted tsunami height—rather than anticipated seismic movements—after the 2012 revision is associated with a subsequent reduction in net migration. While the reducing effect of tsunami predictions on in-migration persisted throughout the study period, the effect on out-migration was only temporary. Moreover, working-age people are more likely to respond to tsunami risk and avoid moving to municipalities with a high tsunami risk after the revisions. [ABSTRACT FROM AUTHOR]

A significant amount of work has been conducted in the Japanese islands on high-precision positioning, surveying, natural disaster mitigation, reference frame, and datum definitions; however, there is substantial scope for exploring the current seismotectonic activity of Japan, which would provide further awareness of disaster management. The short recurrence time of great inter-plate earthquakes and well-recorded geodetic observations provide one of the best examples to analyze the combination of contemporary deformation and seismic intensity in Southwest (SW) Japan. In the current study, we analyzed three districts of SW Japan which include mainly Kyushu district and parts of Chugoku and Shikoku districts. We predicted Global Navigation Satellite System (GNSS) measurements based on Amurian-fixed reference frame (AREF) velocities with the help of singular spectrum analysis (SSA) method and examined the regional deformation from April 01, 2010 to December 31, 2018. In addition, we analyzed the earthquakes clustered calculated by the nearest neighborhood distance method, which showed prominently bimodal seismicity of SW Japan and revealed the existence of two statistically distinct earthquake populations. The events inside a cluster were normally close to their nearest neighbors, whereas events from distinct clusters were comparatively aloof from each other. Finally, the paper provides the spatial strain and rotational rate variation for selected seismotectonic districts that are in relatively good agreement with the seismic deformation inferred from earthquake focal mechanisms. In this paper, we deal with evacuation decision making of people in the disaster area. By threshold model, we discuss whether all agents decide to evacuate or not. It is reported that not all people in the affected area evacuated during the Great East Japan Earthquake. But, many evacuation simulations treat that all people evacuate. In the previous work, on the assumption that all people decide to evacuate, we dealt with the needed time to make all people evacuate if psychological conditions exist at the time of disaster. In this paper, we deal with the condition that not all people decide to evacuate and focus on contagion of evacuation decision making on real map. Recent geodetic measurements have detected recurrent slow slip events (SSEs) in many subduction zones. Numerical simulations suggest that the recurrence intervals and magnitudes of such SSEs decrease in the later stage of the interseismic period. Therefore, activities of SSEs and their temporal variations in recurrence intervals and magnitudes provide important clues for evaluating future large earthquakes. However, our knowledge of recurrent SSEs before the establishment of dense observation networks is limited. Here, we report a possible SSE in 1973 beneath the Kii peninsula along the Nankai subduction zone, southwest Japan, where magnitude 8 class earthquakes such as the 1944 Tonankai and 1946 Nankai earthquakes repeatedly occur. The possible SSE was detected by a horizontal pendulum tiltmeter installed in 1947 at the Kishu observatory. We recovered and converted the original tilt records from 1969 to 1974 drawn on bromide (light sensitive) papers to digital tilt records. In late-November 1973, there was a slow transient signal down to the northeast of about 1.4 μrad, lasting about 1–3 days. Assuming this crustal deformation was due to an SSE, we searched for a possible fault model by adopting the already-known SSE models occurring from 1996 to 2012 as template models. Among the 42 template fault models, five models were able to qualitatively explain the direction of the observed tilt change. The centroids of these fault models were located about 30–60 km to the west of the observatory. In the source region, two magnitude 5 class earthquakes occurred before the initiation of the transient signal, and thus may be related to the occurrence of the possible SSE. In contrast, the magnitude of the calculated tilt change was about 1–2 order smaller than that of the observed tilt change. This discrepancy could be partly explained by a slip amount larger than that in the template models, which suggests that the possible SSE in 1973 was larger than those detected by recent observations. Further investigation of historical data on crustal deformation will reveal more about the temporal change in the recurrence intervals and magnitudes of SSEs during earthquake cycles of large earthquakes. The positive relationship between trust and happiness has been demonstrated by the literature. However, it is not clear how much this relationship depends on environmental conditions. The Great East Japan Earthquake of 2011 is considered one of the most catastrophic events in human history. This disaster caused not only physical damage for Japanese people, but also perceived damage. Using individual-level panel data from Japan covering the period 2009-2012, this paper attempts to probe how the relationship between trust and happiness was influenced by the Great East Japan Earthquake by comparing the same individuals before and after the earthquake. A fixed-effects estimation showed that there is a statistically well-determined positive relationship between trust and happiness and this relationship was strengthened by disaster, especially for residents in the damaged area. We argue that social trust is a substitute for formal institutions and markets, which mitigates the effect of disaster-related shock on psychological conditions such as happiness. On March 11, 2011 at 5:46:23 UTC (March 10 11:46:23 PM Galapagos Local Time), the M 9.0 Great East Japan Earthquake occurred near the Tohoku region off the east coast of Japan, spawning a Pacific-wide tsunami. Approximately 12,000 km away, the Galapagos Islands experienced moderate tsunami impacts, including flooding, structural damage, and strong currents. In this paper, we present observations and measurements of the tsunami effects in the Galapagos, focusing on the four largest islands in the archipelago; (from west to east) Isabela, Santiagio, Santa Cruz, and San Cristobal. Access to the tsunami affected areas was one of the largest challenges of the field survey. Aside from approximately ten sandy beaches open to tourists, all other shoreline locations are restricted to anyone without a research permit; open cooperation with the Galapagos National Park provided the survey team complete access to the Islands coastlines. Survey locations were guided by numerical simulations of the tsunami performed prior to the field work. This numerical guidance accurately predicted the regions of highest impact, as well as regions of relatively low impact. Tide-corrected maximum tsunami heights were generally in the range of 3-4 m with the highest runup of 6 m measured in a small pocket beach on Isla Isabela. Puerto Ayora, on Santa Cruz Island, the largest harbor in the Galapagos experienced significant flooding and damage to structures located at the shoreline. A current meter moored inside the harbor recorded relatively weak tsunami currents of less than 0.3 m/s (0.6 knot) during the event. Comparisons with detailed numerical simulations suggest that these low current speed observations are most likely the result of data averaging at 20-min intervals and that maximum instantaneous current speeds were considerably larger. Currents in the Canal de Itabaca, a natural waterway between Santa Cruz Island and a smaller island offshore, were strong enough to displace multiple 5.5-ton navigation buoys. Numerical simulations indicate that currents in the Canal de Itabaca exceeded 4 m/s (~8 knots), a very large flow speed for a navigational waterway. [ABSTRACT FROM AUTHOR]

This paper is based on a localized case study of teaching Sino-Japanese energy issues in the area studies setting of Japanese studies through a historical perspective. It is based on the author's four semesters of teaching at Chinese University of Hong Kong, the complexities of which are increased by the 11 March 2011 Great East Japan Earthquake and the resulting discussions of energy issues in Northeast Asia. Five sub-topics related to energy are discussed here: energy transitions; history of energy fuel use in Northeast Asia; the scarcity of fossil fuels in the region; competition and cooperation for energy resources; and the potential and possibility of non-fossil fuel replacement resources. These five sub-topics are collectively discussed and contextualized in the post-311 or post-Great East Japan Earthquake scenario. The methodology used in analyzing the content approach to covering these topics and making them accessible to students fall into three main areas: the use of historiography to cover the major arguments, concepts and scholarly arguments/schools of thought in teaching these sub-topics; techniques in constructing historical overviews to make these topics accessible to area studies students and constructing literature reviews to stimulate student discussions on post-311 energy scenarios in Northeast Asia within the contextualized of the globalized energy industry and relations. Limitations of these approaches will be discussed through observation techniques. Textual analysis of textbooks covering these topics will also be analyzed based on the author's bibliographic use in constructing the course materials for the above subject areas. The idea of predicting earthquakes by continuously monitoring temporal variations in the tidal response of the medium was suggested by Beaumont and Berger in 1974. However, it became possible to implement the idea only recently. This possibility has arisen due to the deployment of Global Seismic Network (GSN), which collects the data on tidal tilts and gravity in the epicenters of strong earthquakes before and after the strongest events. In this paper, we present the results of model analytical and numerical calculations of the elastic displacements of the Earth's surface caused by the earthquakes and their preparatory processes. The analytical calculations are limited to the model of a uniform elastic halfspace; the numerical calculations, in addition to this model, also cover the models with radially heterogeneous distributions of elastic moduli in the crust and in the upper mantle, which are determined by the PREM model. We describe the results of modeling temporal variations in the tidal response of the medium in the vicinity of the source of a catastrophic earthquake. The model of seismic source is specified by the length and the orientations of the fault plane and by the value of the discontinuity in the tangential component of the displacement vector on the opposite sides of the fault. The model is based on the GPS data on the horizontal and vertical displacements of the Earth's surface. We suggest the method for determining temporal changes in the tidal response of the medium in the seismically active regions. This method improves the sensitivity and time resolution of the standard techniques of sliding-window analysis by more than an order of magnitude. The comparative analysis of temporal variations in the tidal response of the medium in the zones of the magnitude 9 earthquake in Japan (March 9, 2011) illustrates the described approach. The paper addresses the interpretation of the location, type, and size of the source for the earth-quake of March 11, 2011. The source-a subvertical reverse fault trending in the azimuth of ∼25° along the island arc-is located in the middle part of the Pacific slope of Honshu Island, between 38°-38.5°N and 35.5°N. The length of the source, about 350 km, approximately corresponds to a magnitude ∼8.7 earthquake. In the north, the source is bounded by a sublatitudinal reverse fault, which generated an earthquake with magnitude 7.2-7.5 in 1978. On this segment of the Pacific slope of Honshu Island, there are probably another one or a few other large seismic sources, which are still latent. They are longitudinal reverse faults, which are comparable in scale with the source of the March, 2011 earthquake. The article focuses on the allegation to Akihisa Inoue, president of the Tohoku University in Sendai, Japan, by his detractors on his manipulation and duplication of a series of papers crippled after the Sendai earthquake in Japan on March 11, 2011. It states that a committee at Tohoku has dismissed the need for investigations to Inoue in December 2007 due to lack o evidence. It adds that Tohoku's directors has again assembled a committee in February 2011 and found that Inoue was at fault.
