This article focuses on the dilemmas science educators face when having to introduce Pedagogical Content Knowledge (PCK) to science student teachers in a predominantly paper-based distance learning environment. It draws on the premise that science education is bound by the Nature of Science (NOS), and by the Nature of Scientific Inquiry (NOSI). Furthermore, science educators' own PCK, and the limitations of a predominantly paper-based distance education (DE) model of delivery are challenges that they have to face when introducing PCK and authentic inquiry-based learning experiences. It deprives them and their students from optimal engagement in a science-oriented community of practice, and leaves little opportunity to establish flourishing communities of inquiry. This study carried out a contextual analysis of the tutorial material to assess the PCK that the student teachers had been exposed to. This comprised the ideas of a community of inquiry, a community of science, the conceptualization of PCK, scientific inquiry, and the 5E Instructional Model of the Biological Sciences Curriculum Study. The analysis confirmed that the lecturers had a good understanding of NOS, NOSI and science process skills, but found it difficult to design interventions to optimize the PCK development of students through communities of inquiry. Paper-based tutorials are ideal to share theory, policies and practices, but fail to monitor the engagement of learners in communities of inquiry. The article concludes with a number of suggestions to address the apparent lack of impact power of the paper-based mode of delivery, specifically in relation to inquiry-based teaching and learning (IBTL).

University education has been massified in South Africa and this has disrupted conventions and practices of assessment. Universities are perceived as promoting complex achievements and complex skills through rigorous curriculum specifications and assessment instruments. Due to experiences in high school and the novelty of university education, students have begun to enquire about the "scope of the paper." This enquiry has tended to destabilise the reliability of assessments and judgments in universities in South Africa. Grades and symbols certified by some universities have become both indeterminate and ambiguous. A qualitative, quantitative design was adopted to identify and interrogate university research participants' views on experiences about examinations at university level. In the process, the meanings that first-year degree-level test-takers ascribed to the concept of "the scope of the paper" were unpacked. It was determined which aspects of the test scope students had studied in order to prepare for tests. Inferences were made about the concepts that the students marginalised because they were perceived to be "out of the scope" of the examination. A holistic and broad educational experience for university students is recommended in spite of the daunting numbers enrolled in certain university courses.

Purpose: There is a widely held belief that sustainable development (SD) policies are essential for universities to successfully engage in matters related to sustainability, and are an indicator of the extent to which they are active in this field. This paper aims to examine the evidence which currently exists to support this assumption. It surveys a sample of universities in Brazil, Germany, Greece, Portugal, South Africa and the UK and the USA to ascertain the extent to which universities that are active in the field of sustainable development have formal policies on sustainable development, and whether such policies are a pre-condition for successful sustainability efforts. Design/methodology/approach: The study involved 35 universities in seven countries (five universities respectively). A mixed-methods approach has been used, ranging from document analysis, website analysis, questionnaires and interviewing. Findings: Although only 60 per cent of the sampled universities had a policy that specifically addressed SD, this cannot be regarded as an indicator that the remaining 40 per cent are not engaged with substantial actions that address SD. Indeed, all of the universities in the sample, regardless of the existence of a SD formal policy, demonstrated engagement with environmental sustainability policies or procedures in some form or another. This research has been limited by the availability and ability to procure information from the sampled universities. Despite this, it is one of the largest research efforts of this kind ever performed. Research limitations/implications: This research has been limited by the availability and ability to procure information from the sampled universities. Practical implications: The findings provide some valuable insights into the connections between SD policies on the one hand and the practice of sustainable development in higher education institutions on the other. Social implications: Universities with SD policies can contribute to models of economic growth consistent with sustainable development. Originality/value: The study is the one of the largest research efforts of this kind ever performed.

Research increasingly points to the negative impacts of teacher absence from school on access to schooling and success in learning in schools, in particular in schools in areas of multiple-deprivation (including rural schools). South African schools are no exception. In this regard, like any other employer, the South African Department of Basic Education has a set of policies that govern teachers' conditions of service. Among others, these include policies that govern leave and absence from school. While the policies are meant to enhance teachers' conditions of service, they are also aimed at safeguarding the rights of learners to quality education by ensuring that teachers remain on task, and that teaching and learning is not interrupted. Using Lipsky's theory of discretion, this paper takes the view that as street-level bureaucrats, principals use their discretionary power to manage teacher leave and absence from school, and that the strategies they employ are informed by their understandings and conceptualisations of policy. The paper reports on a study undertaken to explore teacher leave in South African schools. In particular, it critically examines principals' use of their discretionary powers to make decisions about teacher leave-taking, and the coping mechanisms they use to manage teacher absence and to safeguard the rights of learners to quality education.

This article contends that teacher unions' participation in policy making during South Africa's political transition was characterised by assertion of ideological identity (unionism and professionalism) and the cultivation of policy networks and alliances. It is argued that, historically, while teacher unions were divided along political and ideological lines, they have demonstrated flexibility in contesting for influence in the policy arena. In this regard, teacher unions' agency plays an important part and is reflected in changes in organisational strategies to ensure their independence or prevent marginalisation. The article highlights the threat of state co-optation for teacher unions and suggests that a framework for managing teacher union--state relations based on 'professional unionism' could potentially contribute to more effective education service provision. Comparisons with teacher unions' experiences elsewhere in the world are also made, while recognising the specificity of the South African situation.

Education policies tend to evoke mixed feelings: excitement amongst advocates of change or uncertainty and stress among teachers expected to implement them. Reactions to the Education White Paper 6: Special Needs Education--Building an Inclusive Education and Training System have been no different. Emanating from a PhD study, this article documents how inclusive education is progressing in the province of KwaZulu-Natal. Informed by social constructivism and the systems theory, the study investigated teachers' experiences and understandings of this policy statement in three primary schools in two districts. Data collected showed that teachers had limited experiences of inclusive education and limited understandings of what it entails in South Africa. As a result, most teachers felt inadequately prepared to implement it. The article concludes that the limited experiences and understandings result from, among other things, the inadequate and inappropriate professional development strategy used to disseminate information within the Department of Education.

Religion not only promotes tolerance among societies with different backgrounds, but also serves to enhance human society. In contrast, however, religion is seen to be the cause of conflict and division around the world. Hence, it is crucial that schools handle the teaching of religion with greater care. This paper aims to share schools' experiences of religion-in-education policy change in South Africa -- whether it unifies or divides them. It concludes that religion in education is neither a divider nor a unifier. Nonetheless, the approach that schools adopt toward the teaching of religion to learners remains a concern.

In this article texts by scholars from South Africa, Sweden and Great Britain are analysed. They contributed as invited speakers to a conference in Sweden in 2009 on changing societies, values, religions and education. Here a South-North dialogue on diversity and the future of education is constructed through the way their conference contributions are presented and analysed. Democracy and gender also appear as crucial themes. Out of the original 12 keynote contributions to the conference a selection is made, meaning that seven of them are focused on. What can be observed is (a) that the contributors from South Africa connect diversity and social justice; (b) that the gender researchers critically discuss the risks of the North imposing its theoretical framework on the South and search for ways out of that and (c) a preoccupation with a renewal of education recognising diversity but also looking for what could come beyond such an emphasis and form a common ground. The article constitutes an example of shared knowledge production where South and North meet. Conditions for that are critically reflected upon methodologically.

Although some gender activists and analysts question the efficacy of gender mainstreaming to take forward women's demands, the South African government has pursued the strategy within a number of government departments including the Department of Education. This article explores how the strategy is being implemented in one provincial education department. Using data generated in 2008-9 through case study methods that employed aspects of an ethnographic approach, a key finding was that both the social justice aspiration and the technical interventions associated with the policy are considerably hampered by lack of resources and a clear policy framework. Many charged with implementing gender mainstreaming draw on memories of activism and international policy declarations give promise of a possibility of a transformative fix, although the absence of resources to secure this remain a matter for concern. This article reports on the findings of a research project which aimed at determining what the key implications of the Higher Education Qualifications Framework would be for the curricula of Universities of Technology. The key problems which were investigated were the seeming lack of understanding of the exact implications of the Higher Education Qualifications Framework and the apparent hesitance on the part of Universities of Technology to start with the implementation process. By means of a systematic literature review and document analysis the researcher attempted to provide some frame of reference on the implications of the Higher Education Qualifications Framework for the programmes and curricula of Universities of Technology. The research aimed to start off a process of addressing the gap in available literature on the South African Higher Education Qualifications Framework. The research yielded some clear curricular implications of the framework and provided some guidelines for implementation. (Contains 1 table and 1 figure.)

Cooperative and Work-integrated Education (CWIE) programs have been widely accepted as educational programs that can effectively connect what students are learning to the world of work through placements. Because a global quality standards framework could be a very valuable resource and guide to establishing, developing, and accrediting quality CWIE programs, this study was aiming at the development of a global standards framework, implementation strategy and a quality evaluation model for CWIE programs. A focus Group comprised of practitioners and researchers of CWIE programs in Thailand, South Africa, Namibia and Canada came together to develop such a framework using Activity Theory. Content analysis and text data mining methods were employed to establish the evaluation model. The authors believed that this standards framework and a well-tested quality evaluation model could act as a valuable resource and guide, as well as a tool, for CWIE practitioners and administrators across all disciplines on a global scale. In this paper we analysed the use of WhatsApp among first-year students at the University of Technology in the context of South Africa. Drawing on Deleuze and Guattari's Assemblage Theory, the study analysed postings on a WhatsApp group and secondary data using content analysis. The findings showed that first-year students used WhatsApp for communication, sharing content and information related to issues affecting their studies. Further, WhatsApp was useful in the process of becoming first-year students in the new educational environment and in the creation of knowledge from multiple sources that was not confined to the lectures and classroom experiences. This study offers insights that can be useful when developing strategies for integrating Mobile Instant Messaging platforms in the context of higher education.

The Post-school Education and Training (PSET) policy seeks to address the education and training needs of post-school youth not in education, employment nor training (NEET). The problem of youth NEET has been researched from many perspectives. However, there is a dearth of knowledge about the responses, views and actions of post-school youth NEET living in this precarious situation. This paper analyses the resistance, critical agency and initiatives of youth; organisers; and facilitators at a youth development and organisation centre in a township in Gauteng. The study is framed by the notion of "critical" agency (Gramsci: 1971) and Bourdieu's concept of "strategies" that mediate structure and agency. These concepts enable a focus on critical agency that emerge within severely constraining social conditions. Data were collected through the following sources and methods: from a "youth dialogue" amongst engaged youth; ethnographic interviews with post-school youth themselves; interviews with key individuals such as organisers, leaders and facilitators of programmes; and observations of literacy classes offered at the centre. Data analysis revealed resistant counter discourses amongst the youth to school and current PSET; acceptance of education for employment; desire for higher quality education; and clear ideas of alternative pedagogies. In addition to these counter discourses the paper highlights the critical agency of key individuals in the face of debilitating structural constraints. Implications for the post school education and training system are raised and some recommendations are made.

In this study, the variables having impact on the student motivation have been analyzed based on the articles, conference papers, master's theses and doctoral dissertations published in the years 2000-2017. A total of 165 research papers were selected for the research material and the data were collected through qualitative research techniques through document review and content analysis. According to the research results, the most important factors affecting student motivation are the fields of teacher, teachers' classroom management skills and their teaching methods. In this research, factors having less influence on the student motivation are parental communication, student characteristics and study fields. In addition, relational search type was used more than others, mostly students were selected as the study group and most researches were conducted in USA and Turkey.

The aim of this study was to determine the examination of the researches about the use of technology by fine arts teachers. The study was conducted according to the content and citation analysis model. In this context, Web of Science (WOS) Core Collection indexes were included. In the document scanning in the WOS environment, the keywords 'Fine arts', 'Teachers' and 'Technology' were searched. In total, 169 documents were examined and analysed one by one. They were analysed according to year, document type, WOS content category, country, source title, organisation and citation, authors, publication language and categories. As a result of this research, the first study was conducted in 2004, while the most studies were conducted in 2016. It was concluded that the published studies had the most Proceedings papers as the document type. The area where the studies of fine arts teachers on the use of technology are mostly carried out is Education Educational Research, according to the Web of Science content category. The most researched title in the distribution according to the Source Title field is 'International Multidisciplinary Scientific Conferences on Social Sciences and Arts.' The university with the most studies is Kazan Federal University. The 19 authors who conducted the studies have a large number of studies in this field. It was concluded that other authors had only one study in the field. Again, when we look at the distribution of the countries and documents according to the language of writing, the country with the most studies is China and the language of the documents is English. The area continues to evolve.

This paper presents the results of a systematic review of literature, reported in research journals, on the experiences of higher educational institutions regarding teaching, learning, and assessment during the COVID-19 pandemic. Different studies related to the COVID-19 pandemic have been conducted within the South African context, but there has not been a systematic review of these studies highlighting the lessons learned, how these lessons have affected education in higher education institutions (HEIs), and how these lessons can inform future planning. This study aims to summarise literature on teaching, learning and assessment in higher education institutions and to conceptualise possible guidelines for future planning. An analysis of 52 research articles revealed 7 implications for the lessons learnt from the pandemic for future teaching, learning and assessment (TLA) in South African HEIs (realisation of the affordances of technology for TLA, institutional changes related to online TLA during the pandemic, students' experiences related to TLA, lecturer's experiences related to TLA, the need for care, assessment related matters, approaches to teaching, learning and assessment) and several recommendations for how these lessons can be leveraged to help HEIs to prepare effectively for future catastrophic disruptions to education in South African HEIs. The discussion shows the digital divide that exists within the South African population and other contextual challenges faced by higher education institutions during the pandemic, and the different sacrifices by both institutions and students to survive the pandemic. Overall, the findings of this review provide valuable guidance for HEIs and stakeholders involved in TLA, offering insights on how to integrate the lessons learned from the pandemic into their future planning and strategies.

That rural schools suffer from issues of "hard to staff" and "harder to stay" has been well documented in extant literature. However, the literature seems to indicate inadequate teacher preparation for work in rural schools. Literature also demonstrates that teaching in rural settings ostensibly requires relevant knowledge and, skills to cope with various eventualities, and complexities in those contexts. One way to cope with these complexities is for teacher education programmes to adequately prepare pre-service teachers for work in rural environments. This paper reports the experiences and understandings of 15 Bachelor of Education student teachers who took part in a four-week residential teaching practice whilst living alongside the community in a rural South African setting. The researcher sought to understand their experiences and conceptions of rural school teaching during their professional "journeys to becoming" professionals through this form of residential practicum in a rural setting. The pre-service teachers' daily reflective journals and audio-taped collaborative reflection sessions constitute the data of evolving constructions of the value of this rural residential practicum towards their understanding of rurality, rural teaching and rural life as they develop as teachers. The paper illustrates that exposure to rurality in teacher preparation promotes better understanding of rural issues and pedagogy, dispelling myths and misconceptions and, broadening students' career prospects in these settings which may ultimately foster interest in country teaching.

This paper reports on a needs analysis that sought to explore students' reading challenges as an initial step in designing an appropriate reading intervention programme for first-year Sociology students. The aim of the paper is to suggest conditions for the production of an effective reading intervention programme by determining the needs of the students in the first-year Sociology class. A survey using an open-ended questionnaire was used to explore students' reading challenges. The responses were analysed using content analysis. The analysis showed a variety of learner needs and revealed that most of the students have difficulty in reading their first-year Sociology texts. Comprehension was the main challenge, but other specific areas such as vocabulary, length of texts, language, and affective issues such as motivation and interest were also mentioned. The findings show that this cohort of first-year Sociology students had reading challenges that involve cognitive, language and affective issues. Based on the results of the needs analysis an intervention programme that addresses cognitive, language and affective issues is recommended for this cohort of students.

The South African Department of Education has attributed the poor pass rates in Grade 12 Physical Sciences to the learners' lack of practical work and the inability of learners to solve problems by integrating their knowledge from different topics in Physical Sciences. A possible reason for this could be a disjointed alignment between the curriculum and the examinations. The study reported on in this article focused on the alignment between the curriculum and the examination by analysing the Curriculum and Assessment Policy Statement (CAPS) document, the Examinations Guidelines documents, and the final and supplementary examinations of Paper 1 (P1) for Grade 12 Physical Sciences. We used the Surveys of Enacted Curriculum method, which incorporates a document analysis of CAPS and P1 using Bloom's taxonomy as a classification tool for the 4 physics topics and the 4 levels of cognitive demand. We found a balance of representation of 67%; a cognitive complexity of 80%; and an average Porter's alignment index of 0.76 between the CAPS and P1, all of which indicates a disjointed CAPS-P1 alignment. We recommend that the CAPS-P1 alignment be reconsidered.

With the release of Education White Paper 6: Special Needs Education--Building an Inclusive Education and Training System the issue of inclusive schooling has formed a growing part of the education debate in South Africa. There have been inclusive education pilot projects undertaken by the national and provincial education departments and various school-based initiatives that have engaged with inclusive education policy implementation. This study explored one school-based initiative that aimed to include children with disabilities and implement the imperatives of Education White Paper 6. The research participants were five teachers and the school principal. Data collection techniques included in-depth semi-structured interviews, non-participant observations in classrooms and document analysis. The findings in the study emphasize the importance of spatiality to understanding how ideological and structural forces impinge on a school that is grappling with the inclusion of students with disabilities. The study highlights how the everyday individual and cultural practices in the specific school spaces play out to reinforce dominant normalizing discourses of traditional forms of special education.

When geometry teaching lacks elements of flexibility, inclusivity and accessibility, it is often difficult for learners to follow and understand what they are being taught. In line with this, this paper reports on the application of universal design for instruction (UDI) to guide flexible and accessible teaching of geometry to maximise learning. UDI is an approach to teaching that uses a variety of flexible, inclusive and accessible teaching methods to remove barriers to learning, in order to give all learners equal opportunity to succeed. Eight grade 9 mathematics teachers in one of the largest secondary schools in the Motheo district in South Africa were purposively selected to participate in this qualitative case study that was underpinned by sensemaking theory as a lens. These teachers have previously undergone training on the application of UDI in teaching mathematics. Focus group discussions and lesson observations were used to generate data, whilst content analysis was used to analyse the generated data. The findings of the study revealed the positive effects of UDI in terms of guiding flexible, inclusive and accessible teaching of geometry to maximise learning. Thus, this study suggests implications for teaching geometry using UDI to maximise learning.

I report on an analysis of the alignment between the South African Grade 12 Physical Sciences core curriculum content and the exemplar papers of 2008, and the final examination papers of 2008 and 2009. A two-dimensional table was used for both the curriculum and the examination in order to calculate the Porter alignment index, which indicates the degree of match between the two. Alignment indices of 0.8 and 0.6 for Physics and Chemistry, respectively, were computed and remained constant for Physics, but fluctuated initially for Chemistry before levelling off. Using the revised Bloom's taxonomy, discrepancies were found in terms of cognitive levels as well as content areas in both Physics and Chemistry. The cognitive level Remember is under-represented in the Chemistry and Physics examinations, whereas the cognitive levels Understand and Apply were over-represented in Chemistry. It is argued that the shift to higher cognitive levels is in line with the reported increase in cognitive complexity of the Physical Sciences curriculum. The significance of the study for Physical Science teachers is highlighted, and the potential for further research is also indicated.

The demise of apartheid in 1994 introduced many changes to the social, political, and economic sectors of South Africa with similar changes in the higher education sector. This article offers an integrative review and analysis of higher education policies implemented and legislation passed that significantly impacted the nature of the South African system of higher education. While the primary interest is on policies implemented since South Africa's transition to democracy in 1994, the analysis begins with an evaluation of the Extension of University Education Act (No. 45) of 1959, the seminal legislation that created the hyper-segregated system of higher education, the detrimental effects of which most of the policies implemented post-1994 sought to address. We employ content analysis as a research approach and critical policy analysis as a theoretical framework to examine the aforementioned legislation and two post-1994 policy papers, the "Education White Paper 3" and the "National Plan for Higher Education," which provided a framework for creating a new, equitable system of higher education. While there has been modest success emanating from the implementation of these policies, there are deep-seated challenges in the higher education sector that persist 20 years into the new democracy.

One of the major challenges in teaching English to speakers of other languages is the issue of inadequate contact time between teachers and learners and between learners and comprehensible English language input. This paper emanated from a burning desire to help learners in South African educational institutions, especially those in remote areas, increase the opportunity for learner-teacher-content contact. The deployment of mobile phones, as tools to supplement teaching and learning off-campus and after school hours, is presumed in this study to be one attempt to increase contact time for learners. A qualitative research methodology, which is interpretive in nature, was used. The study used a descriptive case study research design. It used a sample of 44 learners, drawn from Grade 9 English First Additional Language learners in one school in the Eastern Cape. The participants were sampled, using purposive and volunteer sampling techniques. Mobile phones were used to collect data, which was in the form of short message services (SMSs) and Mxit messages. A questionnaire with open-ended questions was also used to collect data about learners' perceptions of the use of these devices in the educational process. The data were analysed by incorporating elements of both content analysis and discourse analysis. Despite the fact that some participants were of the view that SMS would corrupt their language and spelling, findings indicate that most SMS and Mxit texts produced by participants displayed full sentences, punctuation marks, correct spelling of most words, acceptable grammar and proper sentence use. Further, findings indicated that while SMS and Mxit communication were largely characterised by short hand and informal writing, when learners were aware that they were using these platforms for learning purposes, the traditional rules of formal writing applied. We conclude that mobile devices can improve the language acquisition of second language learners. We recommend consideration of the official inclusion of mobile devices as supplementary learning tools in the learning programme in South Africa.

This paper presents a study grounded in the Community of Inquiry (CoI) framework using qualitative content analysis and focus group interviews in an effort to identify aspects of learning presence in a blended learning course. Research has suggested that the CoI framework may need additional emphasis based on the roles of strategic learners in online environments. Consequently, this qualitative study investigated the extent to which learning presence, the fourth presence of the CoI framework, manifested itself in a blended mode of delivery. The specific focus was on learning presence and how it precipitated in a blended-learning environment. Findings from the study indicated that a lack of self-regulation skills, such as time-management, coordination, and management of tasks, influenced the learning presence and required a stronger teaching presence. We concluded that self-regulation skills are supportive of effective learning in a blended learning environment.

Today's 21st century students are regarded as "digital natives," who are influenced by digital environments for acquisition of information, communication and interaction. With the emergence of new technologies, educators are encouraged to find meaningful ways of incorporating these technologies into their classrooms. The practice currently in South African classrooms is still the traditional lecture method, which poses limitations on students' learning due to its frequent lack of interaction and communication between students and educators. As a result, there is a need for educators to adjust their teaching methods and create learning environments that stimulate dialogue and engagement in and outside the classroom. This paper presents results of an evaluation of the effectiveness of the use of Facebook social media as communicative media, Clicker technology as an interactive medium, and Wiley Plus web-based homework system as an adaptive medium for enhancing learning through interaction and dialogue activities in and outside the first year Physics classroom as described in Laurilland's framework. Both quantitative and qualitative methods of collecting data were used in this study. A student feedback questionnaire and focus group interviews were carried out to elicit students' opinions on the effectiveness of the use of these technologies in the first year introductory Engineering Physics course. Quantitative data on student performance was analysed using descriptive and inferential statistics, while qualitative data was analysed using inductive strategy. Results showed that the use of Clickers and Facebook facilitated interactions between students and their teacher, in and outside the classroom, which resulted in deep and meaningful collaborative learning of the subject content. This resulted in better student performance in the homework and assignments done on the Wiley Plus web-based homework system, which may have contributed to the good performance of the students in both mid-term Examination and Final integrated Summative Assessment (FISA).

Policy and research have been advocating the importance of teachers in achieving equity and teachers are called to act as agents of social justice. This issue remains central to the development of a post-apartheid South Africa, where a need for reconciliation and healing still dominates the society. Such a landscape requires adequate support through transformative professional development. In this paper we analyse the design of the intervention "Teaching Respect for All" that aims to empower teachers in South Africa to act as agents of social justice. Based on the literature review, content analysis of the intervention's manual and resource book, and interviews with stakeholders we explore if the intervention outline can support teachers in becoming agents of social cohesion. The qualitative content analysis of the data unearthed four aspects of the intervention: the what, the how, the why, and the so what. We argue that while the intervention enables an alteration of teaching practice, altering teachers' beliefs is a long-lasting and more challenging task. We conclude the paper with recommendations for transformative professional development programmes and the value of such for socially just education in South Africa.

This paper sets out to advance the concept of an "epistemology of compassion" first proposed by Vandeyar (2013; 2016). Utilising a single embedded case study and the theoretical mooring of post-conflict pedagogy this paper attempts to find links between Jansen's perceptions of a post-conflict pedagogy and Freirean pedagogy and to argue a case for a "pedagogy of compassion" as a possible approach to addressing and transforming education in post-apartheid South Africa. Data capture comprised a mix of semi-structured interviews, observations and field notes. Data was analysed by means of the content analysis method. Findings were threefold. First, the implementation of a "pedagogy of compassion" enabled the teacher to dismantle polarised thinking and to shatter the polite silence of post-apartheid South African society. Second, teachers not only need to be able to raise the critical consciousness of learners but they need to adopt an "epistemology of compassion" in order to enable learners to become active critical citizens, imbued with a sense of common humanity and compassion. And third, becoming an agent of transformative change may challenge the very premise of teachers' identities and practices, but by empowering the learner to exert influence on her world, the teacher is in turn also changed and empowered.

This paper builds on a conceptual analysis of institutional culture in higher education. A theoretical framework was proposed to analyse institutional documents of two higher education institutions in the Western Cape, for the period 2002 to 2012 (Jacobs 2012). The elements of this theoretical framework are "shared values and beliefs", "language", "symbols" and "knowledge production". Even though the larger study focused on two higher education institutions, the focus in this paper is only on Stellenbosch University (SU). The aim of the paper is to explore how the constitutive elements of the proposed theoretical framework are constructed in the Institutional Intent and Strategy 2013-2018 document of SU. The findings of the larger 2012 study suggested a missing link between transformation and institutional culture. Although SU is striving towards an inclusive campus or institutional culture, the contention is that transformation extends far deeper. The current analysis reveals that the challenges SU is facing are two-fold. Firstly, the university has to make sure that the proposed "core processes" represent significant actions to address the challenges related to transforming the university's institutional culture. Secondly, SU should guard against the use of concepts such as "redesign" to imply transformation.

Inclusive education is a fundamental right of all students. Despite international policy initiatives, educational exclusion is pervasive, especially in the Global South, and disproportionately affects disabled students. Barriers to inclusive education have been itemised in the literature, but in this conceptual paper that offers a novel perspective on the topic, we argue for a complexity approach to understand its evolution. Using a qualitative deductive content analysis of South African laws, policies, reports and scholarly literature, we explore three path dependencies from colonial/apartheid times that lock the country into historical patterns of categorisation and segregated schooling. These operate alongside the emergence of new and inclusive practices by actors at a system-wide and local level, made possible by inputs into the policy ecology. South Africa represents a complex, contradictory educational environment that confounds the expectation of linear progression towards greater inclusivity. Instead of identifying barriers to inclusive education, we argue for a nuanced understanding of the imbrications of historical investments and drivers of inequality, with policy possibilities and the impetus for transformation among system actors. The purpose of this paper is to intrinsically explore how inclusive education (UNESCO, 1994) can be contextualized and applied within the cultural perspective of "Botho." The impending issue restraining reform of inclusion policies in Botswana and other Sub-Saharan countries is failure to tailor these policies to local context (ILO, 2011; Mosalagae, 2014). The argument raised by the authors is that, conceptualized inclusion should not only have to do with responding to heterogeneous needs of learners by way of augmenting participation but also a lot to do with the necessary shift in underlying cultural values and beliefs. TVETs as custodians of formal, informal, and non-formal education need to be cognizant of the national impact contextualized inclusive education has and relentlessly work towards raising the level of awareness to this important but missing service to our nation. An interpretivist approach is found relevant in assessing the practices and experiences of other countries to help in the comprehension of inclusion from an African perspective. The findings reveal that African culture has been influential as a decisive element in shaping the challenges faced by marginalized groups and in particular people with disability (Munyi, 2011; Abosi, 2008). Although, the five countries under study have shown to have ratified and enacted national and international policies as a way of responding to inclusive education; the authors argue that the concept of "Botho" coupled with inclusion may yet prove to be key in the realization of these policies. Critical to "Botho" is social justice which can be adopted as a doctrine of inclusive education in order to effectively adapt it to Africa's cultural context.

The delivery of adequate services to citizens has been a major problem that has ignited social protests in South Africa’s local municipalities. The paper found that a lack of accountability, transparency, and public participation has impacted service delivery. It was found that services delivered to the citizens have failed to meet their expectations. This is because in situations where there is no accountability, transparency, or public participation, there is a lack of inclusivity, which in turn raises violent feelings that ignite social protests. The paper found that the use of Artificial Intelligence would promote transparency, accountability, and inclusivity which are needed for delivering adequate services that meet people’s expectations. To achieve those assertions, the paper used secondary datacollected through a qualitative research methodology and analysed via document and content analysis. This paper compares two forms of sexual socialisation to which learners are exposed: the sexuality education components of the Life Orientation (LO) manuals and the lyrical content and videos of popular songs. We performed a textual analysis of the sexual subject positions made available in, first, the LO manuals used in Grade 10 classes and, second, the two songs voted most popular by the Grade 10 learners of two diverse schools in the Eastern Cape. Of interest in this paper is whether and how these two forms of sexual socialisation--one representing state-sanctioned sexual socialisation and the other learners' chosen cultural expression that represents informal sexual socialisation--dovetail or diverge. Against a backdrop of heterosexuality and an assumption of the "adolescent-in-transition" discourse, the main sexual subject positions featured in the LO manuals are the responsible sexual subject and the sexual victim. A number of sexualised subject positions are portrayed in the songs, with these subject positions depicting sex as a site of pleasure, tension and complexity. Although these two modes of sexual socialisation use different genres of communication, we argue that learners' choice of songs that depict fluid sexual subject positions can help to inform LO sexuality education in ways that takes learners' preferred cultural expression seriously and that moves away from the imperative of responsibilisation.

In an era of knowledge abundance, scholars have the capacity to distribute and share ideas and artifacts via digital networks, yet networked scholarship often remains unrecognized within institutional spheres of influence. Using ethnographic methods including participant observation, interviews, and document analysis, this study investigates networks as sites of scholarship. Its purpose is to situate networked practices within Boyer's (1990) four components of scholarship--discovery, integration, application, and teaching--and to explore them as a techno-cultural system of scholarship suited to an era of knowledge abundance. Not only does the paper find that networked engagement both aligns with and exceeds Boyer's model for scholarship, it suggests that networked scholarship may enact Boyer's initial aim of broadening scholarship itself through fostering extensive cross-disciplinary, public ties and rewarding connection, collaboration, and curation between individuals rather than roles or institutions.

Although social networking sites (SNS) are increasingly popular among students, their academic application is unfolding on trial basis and best practices for integration into mainstream teaching are yet to be fully realised. More importantly, is the need to understand how these sites shape academic relations and participation of heterogeneous students, particularly in resource-constrained African environments. The speculation about meaningful educational uses of SNS possibly rests on the complexity of grasping the multiple horizontal and vertical interactions that unfold via these sites. This study examines academic relations on Facebook with a view to generating a nuanced account of how power is reinforced or disrupted in interactions mediated by Facebook. The paper analyses the Facebook wall and forum postings of 165 first year Information Systems students and employs Anderson's model of six types of interactions to explore student experiences of the enactments of social power in Facebook engagements. Issues relating to power that emerged from Facebook interactions concerned asymmetrical engagements based on gender, breaching of hierarchical boundaries, compulsive academic use of Facebook, perceptions of vertical surveillance, lecturer and student projection of themselves and impression management. The paper recommends that learning with and from Facebook demands identification of leverage points in various stages of Facebook interaction.

This paper investigates factors that motivate educators to use Information Communication Technologies (ICTs) in schools in disadvantaged areas. The study employed Herzberg' Motivation-Hygiene theory to guide the process of understanding the factors that motivate or demotivate educators when using the technology for teaching and learning. Qualitative research approach was used to gather and analyse information from educators from randomly sampled schools located in disadvantaged areas in the Western Cape. The study has shown that educators' motivation to use technology for curriculum delivery could be impacted by satisfaction derived from using the ICTs, individual expectations, responsibility and a sense of achievement experienced when using the technologies.

This paper discusses the role of open, distance and e-learning in the development of human resources by examining human capital development related disclosures in the corporate annual reports (CARs) of top South African listed companies. The study employed content analysis method to analyse the CARs of these companies with the aid of qualitative analysis software known as Atlasti. The results show that open, distance and e-learning plays a significant role in the development of human capital in the new economy organisations.

The paper examines if there has been an increase in the attention paid to social and environmental issues (SEI) in accounting curricula. Using schools participating in the Aspen Institute's Beyond Grey Pinstripes (BGP) program, we measure the increase in the number of accounting courses incorporating SEI across the biennial application years of 2005, 2007 and 2009. We also examine the percentage of SEI coverage in accounting courses between 2007 and 2009. Our findings suggest that there was not an appreciable increase in the number of accounting courses dealing with SEI between 2005 and 2007, but that the increase was significant during the period from 2007 to 2009. Further, the increase over the four-year period from 2005 to 2009 was also significant. In addition, there is a significant increase in the percentage of SEI coverage in accounting courses between 2007 and 2009. Implications of these findings are discussed.

This paper investigated how the University of Zululand (Unizulu) has set out to conceptualize and institutionalize service learning as an educational approach in the Curriculum. The University of Zululand Strategic Plan (2008-2012) and Institutional Operating Plan (IOP) indicate a paradigm shift towards academically based community interaction where service-learning is an integral part of the curriculum. Despite the existence of these policies, service-learning is still a peripheral activity in the institution.

This paper describes in detail the narrative approach taken in a study of a particular facet of learning in the workplace--how people make sense of change. In unstructured in-depth interviews, employees were encouraged to tell their stories about their organisations, revealing details about the organisational culture and the ways in which this shaped the learning about change taking place within them. The paper shows that narrative analysis is a powerful tool with which to investigate work-based learning. It leads to new insights into how learning in the workplace can be conceptualised and supported in practice. Two key propositions are presented: a) Narratives play important roles in the workplace. They reflect the organisational culture and are therefore an ideal tool to assess whether an appropriate environment for learning--a "learning culture"--exists. Such a learning culture is based on the values of trust and respect, making people feel comfortable in their workplaces. b) Narratives are also an important tool to manage change. Owing to the close relationship between change and learning, people learn about their changing roles and relationships in the workplace, and can adapt to them, through sharing stories. In this study, the researcher took the role of an observer-reporter, listening, recording and replaying the conversations prevalent in the organisation. To ensure the veracity of the data, the interviewees were given a copy of the transcript on which they were welcome to comment and to engage in shared interpretations.

According to the South African curriculum, two of the aims of learning history are to learn the process of historical enquiry and to understand historical concepts such as the use of historical sources and examining evidence. This paper explores how a sample of seven social science South African textbooks uses historical sources to enable learners to learn the process of historical enquiry. The findings show that there were no primary sources presented in the Grade 3-6 textbooks, although there were many generic pictures and texts. There is an increase in the number and use of sources in the Grade 7 to Grade 9 textbooks, but issues of contextualisation and lack of provenance remain a challenge to the process of developing historical thinking. 'Pseudo sources' (a picture or text recreated to look like a primary source) and generic sources of information do not support historical thinking. The multi-perspective approach, which means understanding the diverse ways of interpreting the same event, is poorly developed in the lower grade textbooks but became more evident in the Grade 9 books. Thus, specialised procedural knowledge is only introduced to learners in Grade 9, suggesting that the primary school textbooks analysed in this study are not fully supporting the aims of the official history curriculum.

As library and information science (LIS) becomes an increasingly technology-driven profession, particularly in the academic library environment, questions arise as to the extent of information technology (IT) knowledge and skills that LIS professionals require. The purpose of this paper is to ascertain what IT knowledge and skills are needed by academic librarians in the digital library environment. Grounded in pragmatist epistemology and using ideas from sociologist Andrew Abbott's "Chaos of Disciplines", the study draws empirical evidence from LIS job advertisements and a national online survey of academic libraries in South Africa. It concludes that 70 to 75 percent of job advertisements in the academic library sector stipulate requirements for advanced IT skills. The author recommends that the LIS discipline seize the opportunity presented by what Abbott calls its "interstitial character" and its tendency toward "fractal distinctions in time" to stake an intellectual claim on this technology-driven extension of its disciplinary domain.

Transitional justice and education both occupy increasingly prominent space on the international peacebuilding agenda, though less is known about the ways they might reinforce one another to contribute towards peace. This paper presents a cross-national analysis of truth commission (TC) reports spanning 1980-2015, exploring the range of educational work taken on by one of the most prominent forms of transitional justice. We find that TC engagement with education is increasing over time and that TCs are incorporating the task of "telling the truth about education" into their work. However, when TCs engage with education, they tend to recommend forwards looking reforms, for instance decontextualised human rights and peace education. We argue that this limits the contribution that TCs might make towards positive peace by failing to use their backwards looking, truth telling work to insist on transformation in the educational sector.

Enhancing the quality of life (QOL) of people living with HIV and AIDS (PLWHA) has become a significant global health goal, as combination antiretroviral therapy has helped to transform HIV/AIDS from a fatal illness to chronic disease. In this study, we aim to comprehensively describe the growth of research publications and the development of research landscapes regarding interventions to improve QOL among PLWH, as well as to characterize interdisciplinary topics and emerging interests of the research community. English articles and reviews published from 1991 to 2018 concerning interventions to improve QOL among PLWHA were retrieved from the Web of Science. Collaboration among organizations sharing coauthorships and co-occurrence network of authors' keywords was illustrated through network graphs. Latent Dirichlet Allocation was used for classifying papers into corresponding topics. A total of 2304 publications were included in the study. The USA continues to lead in research productivity, followed by South Africa, China, and India. Emerging research themes were found to be the application of multilevel interventions and long-term care, rehabilitation, along with topics relating to mental health issues, behavioral therapy and social supports for patients receiving treatments, and application of e-health approaches in designing and implementing interventions. There has been, however, a modest appearance of topics covering local, cultural, and environmental contexts of interventions. The findings of the study suggest expanding the coverage of psychosocial, behavioral, and contextualized interventions, increasing the involvement of family and community, improving the effectiveness of technology-based and e-health interventions, and developing strategies for lifelong treatment of HIV/AIDS. Background: This paper reports part of the findings of a study which exposed sexual violence in schools for learners with mild intellectual disability in South Africa. Special attention was paid on factors contributing to such a problem. Methods: Data were collected using focus groups and individual interviews with 16 learners with mild intellectual disability at two special schools in South Africa. This was followed by individual interviews with the school nurse and social worker, and an analysis of schools' books of incidents. Results: Factors contributing to sexual violence at schools for learners with mild intellectual disability included: (i) peer pressure, (ii) concealment of reported incidents of sexual violence, (iii) unsupervised areas linked to schools and (iv) arranged relationships. Conclusion: The following suggestions are put forth: (i) awareness programmes, (ii) sensitization of teachers about the consequences and prevention of sexual violence, (iii) boundaries within which the arranged relationship occurs, (iv) intensification of sexuality education and (v) supervision around the school premises.

This article focuses on how recent graduates perceive the rigour of the Postgraduate Certificate in Education (PGCE) initial teacher education (ITE) programme. The article is based on qualitative data collected from a purposely selected sample of 19 beginner teachers who graduated from two higher education institutions that offer PGCE programmes in the Western Cape. Data were primarily collected by means of open-ended semi-structured interviews and triangulated through document analysis. Results revealed how beginner teachers' conceptions of rigour of the ITE programme differ considerably from those advocated by experts on teacher education. The authors of this paper recommend that if rigour in teacher education programmes is to be understood, voices of student teachers and other stakeholders (e.g. teachers, school principals, communities, policy makers) should be included in the design and development of teacher-education curricula. Inclusion of these voices might constructively complement existing conceptions of rigour and influence ITE curriculum policy for the benefit of all stakeholders. Nonetheless, it should be borne in mind that some of these conceptions of rigour might not be informed by theoretical underpinnings and can therefore not supersede those of the experts.
