We study European demand for American state bonds after the state debt crisis of the 1840s to establish this finding. Peter Nencka and Enrico Berkes, I The Ohio State University i SESSION 12: BANKING SERVICES FOR UNDERSERVED COMMUNITIES Generating African-American Wealth through Banking Compiling a new dataset of banks owned and managed by African Americans from 1907 to 1930, I provide the first analysis of the contribution of African-American banks to the increase in economic welfare of African-American communities. Following a national bank holiday in 1933, New York state bank regulators suspended the publication of balance sheets of state-charter banks for two years, whereas national-charter bank regulators did not. This paper surveys the contributions of David Cass, Tjalling Koopmans, and Edmond Malinvaud over the decades during which modern optimal growth theory was developed. By utilizing material ranging from dissertations, drafts, and working papers through conference presentations, discussions, and published papers, we show that both Malinvaud and Cass had significant impacts on the evolution of Koopman's thought, and the development of his part of what is known as “the Cass–Koopmans model.” Based on our findings, we conclude that the modern optimal growth model should include the contributions of Malinvaud, and be retitled “the Cass–Malinvaud–Koopmans” model accordingly. This paper shows how to remove attenuation bias in regression analyses due to measurement error in historical data for a given variable of interest by using a secondary measure that can be easily generated from digitized newspapers. We provide three methods for using this secondary variable to deal with non-classical measurement error in a binary treatment: set identification, bias reduction via sample restriction, and a parametric bias correction. We demonstrate the usefulness of our methods by replicating four recent economic history papers. Relative to the initial analyses, our results yield markedly larger coefficient estimates. This article surveys the monetary history of Koryŏ from the eleventh to the thirteenth century. During the first century of the dynasty, Koryŏ was at war with the Liao, prohibited trade with the enemy and pursued a policy of protecting its metal reserves. During the ban on metallic coins, rice and cloth served as commodity monies, ensuring price stability in a phase of sustained growth of the rural economy. A second phase began after the victory over the Liao in 1018. Backed by military strength, the government issued iron, bronze and silver currencies to facilitate international trade. The Koryŏ ‘silver vase’ currency, which circulated for three centuries, partly bridges the ‘black hole’ in East Asian monetary history from the Late Tang to the Ming period. The intrinsic value of the metallic currencies in conjunction with state issuance provided monetary stability. In turn monetary instability characterised the late Koryŏ, when the country came under the influence of the Mongol Yuan. The destabilising effect brought about by the introduction of Yuan paper money demonetarised the economy. By framing monetary history within a wider perspective of struggles for sovereignty and political hegemony, the article allows a better understanding of domestic and regional dynamics in East Asia. The paper treats the economy of controlling an African pest rodent, the multimammate rat, causing major damage in maize production. An ecological population model is presented and used as a basis for the economic analyses carried out at the village level using data from Tanzania. This model incorporates both density-dependent and density-independent (stochastic) factors. Rodents are controlled by applying poison, and the costs are made up of the cost of poison plus the damage to maize production. We analyse how the present-value costs of maize production are affected by various rodent control strategies, by varying the duration and timing of rodenticide application. Our numerical results suggest that it is economically beneficial to control the rodent population. In general, the most cost-effective duration of controlling the rodent population is 3–4 months every year, and especially at the end of the dry season/beginning of rainy season. The paper demonstrates that changing from today's practice of symptomatic treatment when heavy rodent damage is noticed to a practice where the calendar is emphasized, may substantially improve the economic conditions for the maize producing farmers. This paper deals with the development of growth models from the optimal one-sector neoclassical approach of Cass–Malinvaud–Koopmans vintage, through two-sector, multisector, and turnpike models, and proceeds to discuss their displacement by the single-sector stochastic growth model. We also focus on the definitional shift regarding the turnpike. This is done by surveying both unpublished and published work by Uzawa, Cass, Koopmans, and McKenzie regarding growth and the turnpike, the cross-fertilization between them, and how this brought about the conflation of optimality and the turnpike, and the metamorphosis of the notion of the turnpike, from that of Dorfman–Samuelson Solow, to the Koopmans–McKenzie “amalgam” of models. The contemporary relevance of Adam Smith is evidenced by continued reference to his name. Computational analysis identifies over 700 mentions of Smith and his two famous works— The Theory of Moral Sentiments and The Wealth of Nations —in post-World War 1 House of Commons debates. We find some parliamentarians appreciate Smith's complex ideas, but most references are 'ornamental'. Charting Smith's use over the decades, this paper builds on Kirk Willis' idea that studying parliamentary debates are an ideal way to understand how, at best, policy ideas, germinate and disseminate over time, or, at worst, how 'complex ideas became slogans'. This paper deals with the initial reception of the Marshall Plan by Georges Bataille and François Perroux in light of the discussion they held in the journal Critique, during the second half of 1948. I argue that Bataille and Perroux took the Marshall Plan as an enigma that current economic and political theories were not able to explain fully. In response, both authors contributed a unique and sophisticated economic analysis to transcend what they perceived as the limited scope of economics. By focusing on this interdisciplinary dialogue, this paper is intended as a contribution to a history of economic thought, taking in the economic inquiry of non-economists and the ways in which they relate to professional economists. This article explores the demise of the Crompton Company, which filed for bankruptcy in October 1984, causing 2,450 workers in five states to lose their jobs. Crompton was founded in 1807 in Providence, Rhode Island and when it went out of business it was the oldest textile firm in the country, having been in continuous operation for 178 years. Despite its history, scholars have overlooked Crompton, partly because most work on deindustrialization has concentrated on heavy manufacturing industries, especially steel and automobiles. I argue that Crompton's demise throws much light on the broader decline of the American textile and apparel industry, which has lost over two million jobs since the mid-1970s, and shows that textiles deserve a more central place in the literature. Using company papers, this study shows that imports played the central role in causing Crompton's decline, although there were also other problems, including the strong dollar, declining exports, and a reluctance to diversify, which contributed to it. The paper also explores broader trends, including the earlier flight of the industry from New England to the South and the industry's unsuccessful campaign to pass import-restriction legislation, a fight in which Crompton's managers were very involved. Such signal performances anchor all of Walker's analyses, with each case study demonstrating how modern innovations were registered in performance practices and how these performance practices spread offstage and helped catalyze the conceptual or technological shift being inaugurated. However, Walker convincingly shows that Kemble's performance did important cultural work in a play whose plot, as it happens, allegorized exchange relations between gold and paper money. At a pivotal time, Kemble highlighted the commodification of performing bodies, which Walker juxtaposes to contemporaneous slave auctions - a set of performances much more critical to the era's economic story. Adam Smith promoted free banking—private, competitive, convertible banknotes. He also supported restrictions on banks. We study Smith's views and the era in which they developed, suggesting his 'regulations' were a backstop against banks' risks to depositors but primarily monetary stability. In modern parlance, Smith supported macroprudential regulations to underpin monetary stability, as did Friedman and Schwartz the US FDIC. We discuss why Smith's vision for banking went unrealised. Bank regulation became microprudential and ran aground in 2008/2009. The prominence of macroprudential regulation now provides a chance to reorientate regulation to support monetary stability. This paper studies the evolution of the Chilean economy in the late 19th and early 20th century, a period when the country's convergence with developed countries came to an end. We analyse this problem in the context of the modern literature on the middle-income trap. The social, political and economic history of Chile between 1875 and 1939 is examined and the presence of most of the factors associated with the middle-income trap is found. We complement this narrative through a quantitative analysis based on the synthetic control method and argue that the process of state-led industrialisation undertaken in the country leading to the formation of CORFO was a key economic and political event. This paper provides a new index of money market and bank lending interest rates in Spain for 1900–1935. New archival evidence reveals a structural change in market interest rates vis-à-vis the official rates charged by the Banco de España (BdE). Before 1914, the BdE rate operated as a ceiling to market rates. The outbreak of the First World War caused market rates to soar and the BdE rate started operating as a floor, as bank liquidity started depending on the BdE. This was accompanied by new banking legislation introduced in 1921, which changed the collateral framework through which the BdE lent to banks. The resulting interest rate index illustrates the persistent impact of financial deglobalisation caused by the outbreak of the War. [ABSTRACT FROM AUTHOR]

This review article seeks to build bridges between mainstream African history and the more historically oriented branch of the 'new' economic history of Africa. We survey four central topics of the new economic history of Africa — growth, trade, labor, and inequality — and argue that the increased use of quantitative methods and comparative perspectives have sharpened views on long-term trajectories of economic development within Africa and placed the region more firmly into debates of global economic development. The revival of African economic history opens new opportunities for Africanist historians to enrich the interdisciplinary approaches they have taken to study questions of demography, poverty, slavery, labor, inequality, migration, state formation, and colonialism. These fruits, however, can only be reaped if the institutional boundaries between the fields of history and economic history are softened and both sides engage in greater mutual engagement. Our paper aims to move closer to a shared vision on the benefits and limitations of varying quantitative methods, and how these approaches underpin both more and less convincing narratives of long-term African development. This paper presents a new dataset of enrolment rates and grade distribution ratios (GDR) in Brazil between 1933 and 2010, in addition to enrolment rates and GDR of Brazilian states from 1955 to 2010. To our knowledge, there are no previous estimates of enrolment rates by states for such a long period in Brazil. Enrolment rates and GDR in northern and north-eastern states were meagre and comparable to the lowest Latin American performers, and even the most advanced Brazilian states lagged behind the early leaders of the region, such as Argentina and Uruguay, until the turn of the century. Given a certain enrolment rate, Brazilian states were expected to present lower GDR compared to Latin American countries on average. [ABSTRACT FROM AUTHOR]

Between 1800 and 1820, Buenos Aires and the former colonial Viceroyalty of Rio de la Plata faced an unprecedented fiscal crisis caused by the revolutionary wars, eventually solved by levying forced loans. This paper considers the unintended institutional consequences of these loans. The novel devices allowed (1) the holders of forced-loan coupons to use these bonds to pay off debts incurred in customs duties and (2) the holders of bills of exchange involved in the provisioning of the military to use these bills to pay part of their forced loans. Starting with the conceptualisation of the institutional order as a complex system, this paper examines the interactions among the circulation of financial paper bills, the financing of war and changes in the position of the merchants' guild and the legal framework for Atlantic trade. Louisiana consistently ranks as one of the most corrupt states in the nation. In fact, the Pelican State is the most corrupt state when looking at the most common indicator of corruption: corruption convictions per 100,000. What is less clear about Louisiana is how the state became corrupt. This paper seeks to provide the missing link. I argue that the high levels of corruption in the state can be explained by its origins in French civil law. This historical influence has perverse and persistent effects on the state, despite occurring over 200 years ago. Through these origins in civil law, corruption in Louisiana impacts its economic institutions. These institutions then lead to a variety of other bad outcomes in the state such as a high dependency on oil and low incomes. This argument implies that resource dependency is bad for development only when institutional quality is low. By linking legal origins to corruption, institutions, and economic outcomes, I seek to offer a clearer explanation for why Louisiana sets itself apart from other states in its politically corrupt environment.
