This paper focuses on the Southern African Association for Research in Mathematics, Science and Technology Education's (SAARMSTE's) role as a platform supporting research dissemination and connecting researchers in early grades mathematics (EGM) in the Southern African region. A review of the Long Papers in SAARMSTE over the last 20 years supports the finding of the other review papers in this Special Issue: that there has been substantial growth of attention to EGM since 2013. However, two distinctions are marked when looking at conference papers rather than journal papers. Firstly, there is a particularly large expansion of work in the last 5 years, with a broadening base of participation in this work. Second, looking across all the formats of conference presentations indicates SAARMSTE's role in supporting and building EGM as a key focus of research attention, and bringing together regional and international groups with interests in this area. Given that conference proceedings usually offer a broader picture of emerging interests than journal papers, we reflect on the range of foci of attention within EGM in the SAARMSTE Proceedings, and trends within this. This paper focuses on the opportunities and challenges associated with the use of artificial intelligence (AI) in academic library operations. In the quest to render fast, effective and efficient services, academic libraries have adopted different technologies in the past. Artificial intelligence technologies is the latest among the technologies currently being introduced in libraries. The technology which is considered an intelligent system, come in the form of robots and expert systems which have natural language processing, machine learning and pattern recognition capabilities. This paper examined the features of AI, the application of AI to library operations, examples of academic libraries with AI technologies in Sub-Saharan Africa, the need for AI in libraries and the challenges associated with the adoption of AI in libraries. The study concluded that AI holds a lot of prospects for the improvement of information services delivery in African academic libraries. The subject of entrepreneurship has generated swathes of interest from a variety of stakeholders seeking to address economic challenges in Africa. At the heart of this interest is the fact that the businesses created by entrepreneurs create employment opportunities which, in turn, have the potential to reduce poverty at all levels of African society. Yet, while research into entrepreneurial activity is well established in the developed countries of the western world, there remain large gaps in knowledge about key issues such as why entrepreneurs in Africa start businesses, how these businesses are sustained, and the specific contextual influences and challenges which affect African entrepreneurs' decision-making and behavior. In this introductory paper, we highlight the importance of attempting to understand how African entrepreneurs, working outside the strictures of strong formal institutions, navigate difficult challenges and make decisions using fragments of informal traditions originating from prevalent African philosophies such as Ubuntu. We also draw attention to the need to assess the notion of entrepreneurial business success or failure in Africa from a cultural context perspective which takes into account considerations aside from the solely rational-economic. We conclude with a series of questions which remain largely unanswered but will, we trust, be addressed in future research on entrepreneurship and Africa's cultural context. [ABSTRACT FROM AUTHOR]

This paper reflects on conferences of the first five years of the International Academy of African Business and Development (IAABD: 2000-2004) focusing specifically on the conference proceedings. The papers presented at the five conferences and published in their proceedings were reviewed and analysed in terms of functional areas covered, the research methodologies employed, as well as the geographical spread and country focus of the authors. The Africa Journal of Management (AJOM) is devoted to the advancement of management theory, scholarship, practice, service, and education in or about Africa and for the benefit of Africa. The journal was launched at the 2014 Africa Academy of Management (AFAM) Conference in Gaborone, Botswana. Since its launch, AJOM has published 219 documents, including 146 research articles, 26 dialogues/insights/essays, 13 managers' stories, 13 editorials, and nine papers related to the AFAM. We employed a bibliometric analysis to provide a retrospective overview of the work published in the AJOM throughout these past years. We recognize the most cited papers, conduct a co-citation analysis, present author affiliations, keyword analysis, and a general discussion of the most recurrent topics published in the journal. The British press, public and parliament are not generally thought to have played a significant role in the process of Britain’s decolonisation in Africa. Neither do most studies of the broad British metropolitan experience foreground the importance of African nationalism. This article begins to challenge both of these views by providing an assessment of the significance of the British press’s rather sensational treatment of an incident of late-colonial violence in the context of an African demonstration in Blantyre, Nyasaland, in 1960. African activists exploited the British press presence in Blantyre as a means of advancing the nationalist cause and fighting the Federation of Rhodesia and Nyasaland. British correspondents responded positively for a variety of ideological, political, personal, situational and institutional reasons. In addition, by 1960, the British press recognised the strength of African nationalism in the context of African violence and agitation across that continent in preceding months and years. Its critical articles, which interlocked with British parliamentary proceedings and specific sets of historical concerns, had important effects among two core readerships: sections of the white settler communities of the Federation, and the British Government. In the context of COVID-19, universities, national innovation systems (NIS) and global value chains (GVCs), this paper explores systemic barriers (trends and factors) that influence digital learning innovation (DLI) in Africa. The study used the PRISMA framework and Scopus data for a systematic literature review (SLR) and a bibliometric analysis spanning 2000–2021. It also mapped universities globally and in Africa based on Webometrics (Jan 2022) and the Global Innovation Index (Feb 2022) data using a typology. A broad SLR on digital learning extracted two African samples of 2,640 and 4,669. A narrow SLR on DLI, Innovation Systems (IS) and Innovation Barriers (IB) extracted 221 studies. The broad SLR showed that Africa (with the exception of South Africa continentally and Kenya regionally) lags globally in digital learning literature. It also identified country, affiliation (university) and funding sponsor as three possible factors that influence DLI. The narrow SLR revealed a gap in the literature on DLI – IS – IB and a low emphasis on GVCs. From the literature, this paper proposes a conceptual model spanning DLI – IS – IB and a typology of systemic barriers to inform future research. Despite their alleged comprehensiveness and the many linkages between poverty and environment, most poverty reduction strategy papers have until now insufficiently acknowledged the importance of environmental sustainability. To tackle this shortcoming, participative processes were initiated to 'green' PRSPs (meaning the integration of environmental sustainability as a cross-cutting issue). This supposes a process approach to decision-making and implies opening up the policy process to a wide range of societal actors. This approach is conceptualised as a sustainability assessment. A descriptive analysis of the Benin PRSP-greening initiative is presented, based on interviews and on literature research. Subsequently, issues of importance in appreciating the wider impact of PRSP-greening are suggested. Besides the quality improvements of the PRSP, greening contributes to a gradual change in the way decision-making is perceived and contributes to social learning. HIV disproportionately affects women in developing countries, especially in Southern Africa. Women thus stand to benefit most from a successful HIV vaccine and must participate in trials to test appropriate, gender-specific products. Several HIV vaccine efforts are currently underway in Africa. Participation in HIV vaccine trials requires that participants not only understand the complex nature of trial procedures, but that they also have autonomous decisional capacity to enroll. Given that the risk factors inherent in women's greater vulnerability constitute an intricate mix of biological. economic and social variables, will women's very vulnerability to HIV he an obstacle to ethical participation in vaccine development? This paper addresses some of the challenges underlying the successful recruitment of women into vaccine research and makes research and policy recommendations for the ethical inclusion of women in HIV vaccine trials in Africa. In sub-Saharan Africa, HIV/AIDS has proven to be the most challenging health and development issue of modern times. Its spread is related to poverty, power relationships between men and women, the availability and accessibility of basic services, sexual customs, and the evolution of traditional practices in modern society. Currently, most HIV/AIDS communication strategies are based on health education or behavior change models such as those designed to improve immunization coverage or eradicate polio. In UNICEF's human rights approach to programming, communication is explicitly recognized as both a right and a means to claiming other rights. UNICEF is developing the concept and practice of communication from a human rights perspective as it responds to the HIV/AIDS pandemic in Eastern and Southern Africa. As it does so, it is refining its experience from other program areas, so that currently it is using a range of communication techniques. Hence, communication from a human rights perspective examines the context in which change occurs, broadening the responsibility for creating change from the individual to the community.

Ornithology in Africa has a long history. I review trends in the ornithological literature since 1990 within the context of the 14th Pan-African Ornithological Congress. Using full text searches of papers on PubMed® and abstracts from main ornithological journals I found that most papers referencing African bird species are focused on medical-related research questions. Restricting the literature search to journals African ornithologists are most likely to publish in, I found 2 279 relevant papers. These describe work on 29% of African bird species from 82% of African bird families, in all but two African countries. Overall output has increased slightly over time, with more papers tackling more research topics. Most popular research topics were demography, conservation and climate, with disease ecology, physiology and ecological processes the least researched topics. I found that while many authors with African affiliations publish papers, outside of South Africa very few African-based authors reliably publish in the international research literature, perhaps indicating difficulties in establishing a productive research career in much of Africa. I conclude with a call to overseas ornithologists working in Africa and to organisations funding research in Africa to work together to build capacity outside of the few established research centres. That collaboration has always been the foundation of human development as well as the coping strategy of some animal species is a view widely shared by scholars. In fact, no individual, organization or nation can produce everything it needs without collaboration. Therefore, nations and organizations use the concept of the triple helix as a collaborative tool to find solutions for commercial and social challenges. However, the main challenge of the model when applied has always been how to ensure its sustainability and its outcomes. Central to this challenge is the rationalist paradigm adopted in its conception and implementation, especially in an African context where communal and collectivist values are features of the society. Therefore, this paper advances a different model of collaboration. The African philosophy of Ubuntu is used as the framework for the conception and application of the triple helix. Our approach is grounded on the assumption that "culture" is one of the key determining success factors in sustainable collaboration. The approach requires a change in mindset and organizational structure and culture. Our practical approach to addressing the needed change is supported by renowned scholars in management. ABSTRACT The article argues that it is hard to see that media development so far has contributed neither to economic development or to political liberation in African states. The media situation and the literacy problems is connected to social differences and tensions between elite vs. local populations and the urban culture vs. the village. Media transmits stereotypes of modernity and urban life that are conflicting with rural and traditional cultural identities. It is being argued that media changes in the future will make things even worse. African countries are confronted with globalized media trespassing into rural culture and establishing themselves in local consumption patterns, before local media structures have had the possibility to develop. Applications of digital technologies to retail money and finance have gathered pace across the globe over the last decade or so, constituting novel 'FinTech' economies. Although FinTech is registering across critical social scientific research, insufficient dedicated attention has been paid to FinTech in Africa. Bringing together scholars from multiple disciplines and fields, this special issue of eight papers asks what is different about the forms that FinTech is taking in Africa, and considers how foregrounding developments on the continent might reshape social science research agendas and political conversations around FinTech globally. In this Introduction, we show how the papers make three main conceptual and analytical moves to attune research to the distinctive features of FinTech in Africa, thereby shifting the focus for research (1) from global financial inclusion agendas to colonial histories and presents, (2) from economic formalization to multiple modes of economization, and, (3) from techno-economic ecosystems to statecraft and international security. Using springstone sculpture and woven paper photographs, the Zimbabwean-born artist Daniel Halter draws from African craft traditions to expose the precariousness of migrant experiences in South Africa. Halter, who lives in Cape Town, exposes the ironic tensions between hostility towards migrants and metaphors of inclusiveness in the post-apartheid nation. This essay reads metaphors of belonging, border crossing, and nationalism evoked by Halter’s materials and modes of production. Building from Ranjana Khanna’s work on demetaphorization – an undoing of discourses of community – and Edward Casey and Mary Watkin’s analysis of the border as always already undone by its lived functions, the essay argues Halter addresses the immigrant’s position uncovering the borderland as both a porous zone and a metaphor of exclusion. By weaving, Halter addresses this condition through an interdependency that, following Derrida’s work on hospitality, offers a framework to reconsider discourses of citizenship and nationalism in southern Africa. The content of this abstract is a reaction to the various articles appearing in this special section of the Journal of Psychology in Africa with a focus on the Psychology of Poverty in African countries. The articles deal with the psychology of poverty from different perspectives, as they impact on African children, men and women. Some of the topics covered are focussed on poverty and education, poverty and employment, poverty and marital relationship, poverty in relationship to men and women who are friends on intimate basis. What is clear from the various presentations is that poverty is obviously affecting Africans adversely and presents a serious challenge to men and women. This paper provides an analysis of the relationship between servant leadership as described in the contemporary literature and Ubuntu, which is generally described as a type of African leadership behavior. Previous studies of leadership and management in African enterprises have very often overlooked the significance of culture and indigenous philosophies like Ubuntu which underpin the practical application of certain behaviors in doing business and employee relations. In this paper, the analysis of data collected through the use of semi-structured interviews with business leaders working in a diverse range of small and medium size enterprises (SMEs) within the Nigerian private sector, has revealed that the practice of Ubuntu is a unique form of African leadership behavior that does not equate to but incorporates some characteristics of servant leadership found in many other countries. The study of servant leadership in relation to the African concept of Ubuntu is particularly interesting because it draws attention to a number of philosophical, religious, mythical and mystical as well as cultural and managerial/organizational issues. Thus, it is expected to advance our understanding of leadership and management from an African perspective, bringing into dimension, the significance of indigenous philosophies and cultural values in leading and managing enterprises. Seaports and their efficiency remain essential for the success of international trade globally. Notwithstanding this outcome, there is no empirical evidence on how seaport efficiency affect trade performance in Africa. This paper presents an empirical evidence of the effects of seaport efficiency on trade performance in Africa. To do so, we use data on 33 African countries for the period 2006 to 2018 and employ the gravity model for the empirical analysis. The results show that seaport efficiency enhances trade performance in Africa; the greater the level of seaport efficiency, the larger the extent of trade performance. Based on this finding, it is recommended that policy reforms that improve the efficiency of seaports in Africa should be targeted by policymakers. [ABSTRACT FROM AUTHOR]

The paper is an attempt at applying Samir Amin's lens in the analysis of socio-economic development in Africa. Social and economic development in Africa has been substandard, largely because of the economic system followed and because effective structural transformation has not taken place – Samir Amin's works explained what needed to be done to transform Africa (and the broader global south). It is in this context that the paper posits that post-colonial Africa has had to contend with disruptive socio-economic and political realities instituted by European colonialism, slave trade and inappropriate integration of Africa to the so-called global economy. The fundamental explanation for the poor socio-economic development in Africa is global capitalism, and one of the possible solutions is in Samir Amin's delinking proposal as well as the restructuring of the African economies. In recent decades, Chinese FDI has become an integral investment source for African countries and has, therefore, engendered studies seeking to understand the determinants of these flows. In a quest to identify the factors that stimulate these flows, this paper assesses whether the ease of starting a business induces Chinese FDI flow to Africa. The analysis is based on panel data for 46 African countries between 2004 and 2018. The results from fixed-effects estimations suggest that Chinese FDI is attracted by the ease of starting a business in African economies. This finding also holds for sub-Saharan Africa (SSA) and is robust across all estimations. The results also provide corroborating evidence that identifies Chinese FDI as market and resource-seeking, attracted to large markets and economies with abundant natural resources. The findings suggest that improving business regulations could be a stimulant for Chinese FDI flow to Africa. In evaluating the nexus between Chinese FDI and business start-ups, this paper provides new evidence to complement the dated studies on this theme. [ABSTRACT FROM AUTHOR]

An extensive literature has investigated the driving forces behind high-technology exports, but most studies focus on developed countries and developing countries outside Africa. The purpose of this paper is to assess the main factors determining export-oriented technological change, using the technological content of exports (high-tech, medium-tech and low-tech exports) as a proxy. For this purpose, instrumental variable regressions are applied to a panel dataset of 33 African countries. The findings revealed that the main determinants of high-technology exports are: imports of components, rule of law, human capital, FDI inflows, GDP per capita and manufacturing. For medium-technology exports, the determinants identified are similar to high-technology exports with population included. The main determinants of low-technology manufactured exports are imports of components, rule of law, population, FDI inflows, GDP per capita and manufacturing. These give policymakers in African countries a targeted approach in formulating policies related to exports by technological category. This paper contributes to the literature in that it assesses the main factors determining export-oriented technological change, using different levels of technological content of exports (high-tech, medium-tech and low-tech exports). This paper examines the relative influence of the volatilities of Chinese and American trade with Africa, by exploring the volatilities, their comovements, and four potential international drivers that can increase or decrease the volatilities. The drivers considered are Euro Area's trade with Africa; U.S. recessions; economic globalization; and fluctuations in China's economy. The paper employs the dynamic conditional correlation (DCC-) generalized autoregressive conditional heteroscedasticity (GARCH) model and monthly data spanning 1970M1 to 2020M07. The results show that, without controlling for drivers, the volatilities of Chinese and American trade with Africa are quite high, with similar magnitudes and significant comovements. When drivers are controlled for, Euro Area's trade does not influence the volatilities significantly. However, America's recessions make Chinese trade volatility to become higher, while economic globalization makes it to become lower, relative to America's trade volatility. These results imply that Chinese trade volatility is more influential than America's trade volatility, due to two international drivers. Furthermore, fluctuations in China's economy significantly influence the trade volatility of China itself and the trade volatility of the bigger economy, the U.S., which confirms China's significant international influence. One of the key policy implications of these findings is that globalization does not necessarily increase trade volatility in all contexts. This paper provides new evidence that in the context of a single trade market, globalization is an antidote of trade volatility because it involves the availability of diverse markets across the global economy, which consequently reduces the panic of traders within the single market. A call for papers on multinational companies in Africa and host country development is presented.

This paper examines the micro-level link between migrant remittances and state legitimacy. The paper argues that there are two theoretical channels through which remittances may ultimately erode state legitimacy. First, remittance income earners may use remittance income to bribe state institutions, and thus may feel that they do not need to abide by the laws those state institutions enact. Second, remittances provide funds for political mobilization and thus may enhance uprisings against autocratic states. I test these claims using individual-level pooled data from 3 rounds of the Afrobarometer surveys. For the quantitative analysis, I use multiple linear regression, propensity score matching, and an informal method of testing for omitted variables bias. Overall, the findings of the study show that remittance-receiving Africans hold de-legitimizing behavior towards the state. [ABSTRACT FROM AUTHOR]

China's breakneck economic growth has been accompanied by an expanding development finance agenda. Many have hypothesized that China is undermining the West's drive to promote good governance globally, and in Africa in particular, by predominantly distributing money to poorly governed countries. This paper explores whether the determinants of Chinese development finance in Africa differ from those of Western countries. It finds that Western countries send more development finance than China to better governed African countries—those with lower corruption levels, better democratic outcomes, and a better human rights track record (though only the latter two have a negative relationship with Chinese development finance in absolute terms). This paper also finds that bilateral trade and UN voting alignment have a stronger impact on China's development finance than that of Western countries and that China allocates more development finance than the West to richer and more resource-dependent African countries. This paper emerged from a talk delivered to the community and members of the Tower Hamlets African and Caribbean Mental Health Organisation (THACMHO) for Black History Month in October 2022. A growing body of evidence exposes the persistence of racism and inequality within health service provision and the psychological professions. This has led to a commitment across all professional bodies to address as a significant matter. This paper explores the links between racism and intergenerational trauma and the consequences on Black men's mental health. The author probes the gaps in services and inequalities using a psychoanalytic lens. Men from Africa and the Caribbean face disproportionate rates of mental health diagnoses and poor care provision. However, little or no consideration is given to intergenerational trauma and cultural factors. At the heart of the paper sits the question: What happens to Black men in the mental health system and why? The author considers whether cultural insensitivity might be a barrier to accessing mental health care and explores the differential treatment options, outcomes, and possible reasons and solutions for the future. This article explores the importance of national governments and national-local relationships for scaling up local climate action to achieve global goals. From the Sustainable Development Goals to the New Urban Agenda to the Paris Climate Change Agreement, the achievement of global sustainability goals will depend on deep changes to national infrastructure and urban systems. Through an analysis of climate action planning and investments in exemplary cases in Africa, the paper highlights the opportunities and challenges that come with integrating national governments into urban-focused priorities and needs, especially for mobilising financial resources. The paper finds that scaling up city climate action in the selected African countries benefits from a constructive multi-level relationship between local and national institutions and stakeholders to shape and improve the legislative, financial and operating frameworks to enable systemic change. Large-scale urban climate action can be enabled by formal multi-level institutional arrangements, links to politically prioritised policy frameworks, and transformative aims that address both climate and socio-economic benefits for communities. This paper employs the concept of multidimensional heritage to examine colonial statues in Africa since the era of independences through transnational, diachronic, and multi-thematical perspectives. Colonial statues are viewed as transnational phenomena, with a focus on the African continent, emphasising the complex and evolving connections to former colonial powers in Europe. To capture the complexity of heritage uses, which is often best comprehended over an extended period, a diachronic approach is employed, and three periods are considered: colonial statues at independence (1950s to 1980); revival of (neo)colonial statues (1990s-2000s) and renewed contestations (since the 2010s). The paper also delves into various ways in which the past is used and interpreted through colonial statues, discussing aspects such as public memory, identities, diplomacy, aid, and justice. There has been increasing interest on the apparent underrepresentation of African-based scholars in economics scholarship on Africa. Much of this debate, however, proceeds with little by way of evidence in demonstrating whether such an underrepresentation actually exists in the first place. In this paper, I look at the patterns of authorship over the period 2005–2015 in 'leading' economics journals that publish regularly on Africa. I find that, on average, only 25 per cent of the journal articles published on Africa had at-least one African-based author over this period. Further, I find that whereas the journals I consider dedicate about 30 per cent of their content on Africa, only 3 per cent of their editorial boards are based on the continent. Nature – based solutions (NBS) are increasingly being positioned within global discourses concerning how urban sustainability challenges can be addressed. To better understand to what extent, how, by whom and with what potential implications NBS are promoted in urban Africa, this paper focuses on transnational actors and presents a dataset covering 40 NBS initiatives in 57 cities across 19 African countries. A framing analysis is undertaken to understand to what degree NBS are mobilised in accordance with global discourses. To that end, the paper builds on existing work by Tozer et al. (2022, "Transnational Governance and the Urban Politics of Nature-Based Solutions for Climate Change." Global Environmental Politics, 1–23) on globally circulating frames of urban nature. In further contributing to their framework, we delve into the underlying values or shades of green that are being signified through the frames by applying the IPBES Nature Futures Framework. Results indicate that urban nature comes to be seen as a solution within a climate resilience – integrated benefits nexus through which various types of transnational actors are bringing nature into the city. Two important findings can be highlighted: First, the deployed frames offer opportunities to address major African urban sustainability challenges, but initiatives may not yet be configured to adequately address their scope and magnitude. Second, the configurations of frames are predominantly informed by instrumental values that put "Nature for Society" perspectives in focus, missing opportunities for NBS to build on relational values, or "Nature as Culture" perspectives and for accommodating a plurality of worldviews on desirable futures for urban nature. Since the 2000s the EU has used African conflicts as "laboratories" to develop its Common Security and Defence Policy (CSDP) and to mature its profile as a security actor; half of all CSDP missions have been deployed on the continent. However, the ineffectiveness of these missions, accusations of neocolonialism and the increasing appeal of Russian security assistance have raised fundamental questions about the legitimacy and efficacy of the CSDP model. Using a postcolonial decentring framework, which facilitates a clearer focus on African agency, I analyse why the EU has been unable to make sense of Russia's increasingly prominent role in African security. Through interviews with EU staff, document analysis and fieldwork in Mali, this paper explores how the EU's instrumentalisation of Africa as a "laboratory" – which positioned the continent as a depoliticised testing ground, with limited regard for the effectiveness of these tests – has had counterproductive effects on its long-term influence. It has left the EU unable to fathom why its geopolitical rivals enjoy popularity in Africa or to respond appropriately. In its preoccupation with its own maturation process, the EU has disregarded the agency of Africans and this myopia has been deliberately exploited by Russia. [ABSTRACT FROM AUTHOR]

This paper examines the importance of, and variations in, political alignment within African regimes. Political alignment is how leaders establish sufficient political support across elites: we posit that formal appointments are the primary way that leaders manipulate political coalitions in order to secure their collective authority and tenure. Appointments, individually and collectively, can take on multiple characteristics: they can create inclusive or exclusive coalitions, transactional or loyal support, volatile or stable elite networks. Appointment powers have greater salience since governments institutionalized and formalized in governance systems across democratic and autocratic states. Manipulating who holds and secures power at the subnational and national levels, rather than repressive control or state capacity, underpins the stability, security, and survival of modern African regimes. AbstractDuring the Second Abe Administration (2012-2020), Japan intensified its efforts to strengthen economic ties with Africa. This paper explores the reasons behind this shift and its implications for Japan’s African policy. Challenging the prevailing ‘Reactive State’ model of Japanese African policy, the study argues that the shift resulted from political and bureaucratic reforms that centralized power in the Prime Minister’s office (Kantei) and Abe’s favoritism toward the Ministry of Economy, Trade and Industry (METI). As a result, METI gained greater influence over African policy. Unlike the Ministry of Foreign Affairs, METI views Africa as a promising market with a limited Japanese presence and advocates for a more business-oriented approach. The paper concludes that Japan’s new policy provides a convincing reason why Japan must engage with Africa. However, Japanese companies do not always follow as the Government intended. Despite government efforts, the Japanese private sector remains hesitant to expand investment in Africa due to challenging business environments and the absence of legal frameworks between Japan and African countries. This paper interrogates what has and has not changed in 100 years of professional planning in Zanzibar, Tanzania. The geographical focus is on the area of the historic core of the city known as Ng'ambo (a KiSwahili place-name meaning 'the Other Side'). The gap between formal plans for infrastructure, housing, or neighbourhood development, and their implementation, is examined in its evolution over this century. The central focus of the empirical examination resides with the most recent planning initiatives, since 2011, which present a strongly inclusive and participatory emphasis for planning on the Other Side. The key research question is this: has this new era of inclusive planning strengthened the urban poor majority's citizenship, or has it continued the long run of state planning failures for Ng'ambo's residents? This essay argues that, despite progressive ambitions, in implementation there are a number of continuities with both colonial and post-independence planning, where outside powers and elite interests have predominated. The paper is built from more than thirty years of the author's research on urban planning in Ng'ambo and engagement with the literature of urban planning studies in Africa and the Global South. Over the past few decades, China emerged as Africa's main partner in digital development. Sino-African cooperation in the Information and Communications Technology (ICT) sector meets African demand for advanced technologies and know-how while helping China to position itself in the global ICT sector. Albeit crucial for Africa's digital development in the short term, this paper argues that the breadth of Sino-African cooperation carries important long-term consequences that could afford China latent control over Africa's digital development. Drawing on Susan Strange's pillars of structural power, this paper considers how the rollout of fiber-optic network cables underpins Chinese control over production, how the construction of data centers might impinge on security, and how research partnerships enhance norms and standards in future innovation—the knowledge pillar. The paper argues that the enabling force of Sino-African cooperation in these three realms is Chinese finance. To test this claim, I conduct a Qualitative Comparative Analysis (QCA) of 42 states in Sub-Saharan Africa, showing that Chinese aid and, to a lesser extent, Chinese loans are the main drivers of Sino-African ties in the ICT sector. The UN Conventions on the Rights of Persons with Disabilities urges the establishment of inclusive education and expansion of educational opportunities to maximize access to education among children with disabilities (CwDs). However, more than 90% of 150 million CwDs do not have access to education Rather, they are left without school participation, specifically in developing countries and low-income settings. This scoping review aimed at discovering the literature available around the barriers and facilitators to accessing education for CwDs in low and lower-middle income countries in eastern Africa. Medline, CINAHL, Global Health, ERIC, and Embase were searched. After a rigorous systematic search of peer reviewed articles, 188 articles were obtained, and 15 studies were included within this scoping review after iterative and constant readings and screenings of selected articles. A review of grey literature was also conducted and compared to the results gathered from the research literature. In this paper, we report on a variety of barriers and facilitators to accessing education in low and lower-middle income countries in eastern Africa described by the literature. The study findings will inform inclusive education policy and practice, as well as future disability and inclusive education research. [ABSTRACT FROM AUTHOR]

This paper provides a comprehensive review of the African Geographical Review (AGR) from 1963 to 2024, highlighting its evolution, thematic shifts, and impact on geographical scholarship within Africa. It explores the journal’s historical context, examining its geographical dynamics and how it has adapted to changing socio-political and environmental landscapes over the decades. The analysis draws from an interview with a past editor of the AGR and other secondary sources, including the journal’s scope and publications from the 1960s to the present, to provide a historical review of its content and identify key thematic trends across different periods and spaces. The paper also examines how the AGR has addressed pressing socioeconomic and sustainable development issues over time. This historical overview illustrates the AGR’s role in fostering a deeper understanding of Africa’s complex geographical narratives and its ongoing contribution to global academic discussions. This paper offers a conceptual overview of meta-organizations' role for environmental sustainability in the under-researched African context. The current paper is one of the few studies to offer a specific differentiation regarding the role and activities of meta-organizations for environmental sustainability in developed vs. emerging economies' settings. The paper further offers an in-depth assessment of meta-organizations' role for environmental sustainability in Africa, along with discussing major hurdles in this concern. Our analysis reveals several problems with business only meta-organizations in Africa, which significantly limit their role in ensuring environmental sustainability in this region. These problems include competing interests resulting in failure to accommodate multiple stakeholders, lack of responsible investing and environmental stewardship, along with institutional voids. This paper draws on interviews with Africans of binational parental heritage to expand the literature on identity formation in two ways. First, it takes on the factors that shape primary identity formation more fully by extending it beyond the current focus on state constrictures on primary identity formation. We argue in this paper that in addition to state constricture, closeness of family ties is yet another factor that shapes the primary identity of individuals with binationality. Individuals claim the identity of that parent whose extended family members have a cordial relationship with them as evident in communication patterns, visits, presence at rites of passage, and the extent to which extended family members embrace them as one of their own. Second, we interrogate the literature on hybridity beyond its focus on types to highlight the instrumental and intrinsic purposes to which hybridity can be put. We show how individuals with a primary identity would choose a secondary identity for instrumental reasons such as the education or work opportunities it provides. The intrinsic value of secondary identity is the entertainment options and sense of self it provides. This piece, focusing on both the factors that shape primary identity as well as when/for what purpose such individuals choose a secondary identity, highlights the agency of such individuals. Heritage scholars, professionals, and practitioners continue to debate the separation of nature and culture and their linkage. The discussion, however, centres on World Heritage Sites (WHS) but not those valued locally, some of which are on the national register. This practice threatens many local heritage sites that would have benefited from having a management plan that treats nature and culture as interconnected and interlinked. For example, in north-eastern Tanzania, a Wall Enclosure, namely Chongoleani, was declared a National Monument in 1961. A hundred metres away from the enclosure, there is a Sacred Grove the local people value and protect using customary laws. Whereas the Government of Tanzania considers the Wall Enclosure a national monument, the Chongoleani local community does not regard it (the Wall Enclosure) as necessary for protection. Instead, they have let it deteriorate. While the Wall Enclosure continues to decline, the Sacred Grove enjoys complete protection from the local community. For the two assets' sustainable preservation, the current paper proposes a decolonial approach that considers the localisation of UNESCO's World Heritage 'mixed sites' concept. We argue in this paper that, had the two properties been declared together as one national monument, valuing one heritage over the other would have been minimised. [ABSTRACT FROM AUTHOR]

Sustainability-focused research networks and communities of practice have emerged as a key response and strategy to build capacity and knowledge to support transformation towards more sustainable, just and equitable futures. This paper synthesises insights from the development of a community of practice on social-ecological systems (SES) research in southern Africa over the past decade, linked to the international Programme on Ecosystem Change and Society (PECS). This community consists of a network of researchers who carry out place-based SES research in the southern African region. They interact through various cross-cutting working groups and also host a variety of public colloquia and student and practitioner training events. Known as the Southern African Program on Ecosystem Change and Society (SAPECS), its core objectives are to: (1) derive new approaches and empirical insights on SES dynamics in the southern African context; (2) have a tangible impact by mainstreaming knowledge into policy and practice; and (3) grow the community of practice engaged in SES research and governance, including researchers, students and practitioners. This paper reflects on experiences in building the SAPECS community, with the aim of supporting the development of similar networks elsewhere in the world, particularly in the Global South. Prescottiella sudanensis is a rare, asymmetrical desmid currently known from only a few countries in equatorial Africa. During the present study, P. sudanensis cells were found in water samples from Vogel Pan located in the far north-eastern side of Namibia, thereby expanding the known geographical distribution of the species. The location of the sampling site, which is situated in a direct line halfway between the Makgadikgadi pans and Okavango Delta towards the east (Botswana) and the Etosha pans towards the west (Namibia), suggests that migrating birds are likely vectors spreading desmids from one waterbody to another. In this paper a morphological description (including dimensions) and micrographs of P. sudanensis are presented, and the known geographical distribution of the species is discussed in relation to migration routes of birds. Despite widespread recognition of the importance of data exchange in transboundary waters' management, there is growing evidence that data exchange is falling short in practice. A possible explanation may be that data exchange occurs where and when it is needed. Needs for data exchange in shared waters, nonetheless, have not been systematically assessed. This paper evaluates data exchange needs in a set of transboundary basins and compares such needs with evidenced levels of data exchange. Our findings indicate that it may be possible to accelerate data exchange by identifying and promoting the exchange of data that respond to palpable need and serve practical use. This article extends the work of existing studies on the development of learners to be ethical leaders in Africa. It makes a case for the use of film as an andragogical tool in the education of adult learners in Africa. Premised on social learning theory, the paper proposes that film, as an audio-visual case study that offers a cinematic experience, accommodates students' varying learning styles. It is found to be resourceful in the dissemination of ideas or knowledge of particularly recommended subjects such as leadership and ethics. Purely based on secondary data, key themes uncovering the challenges and prospects of using film, especially in Nigeria are discussed. In addition to the systematic literature review results showing a poor trend of film usage in Africa higher education settings, a strong case was made for the use of film analysis given its practical relevance, components, and benefits. Beyond achieving the set objectives, a key contribution is the proposition for an enhanced reflective practice to accentuate the third phase of social learning theory and promote experiential learning which is more engaging for students. Future studies can gather primary data to explore how film is used in African business schools and evaluate its impact on adult learners. [ABSTRACT FROM AUTHOR]
