Territorial inequality associated with the location of population and activities, access to infrastructure and services, employment and material living conditions, is a historical reality in Latin America. This phenomenon has accompanied the demands of successive development models, and since the mid-twentieth century it has begun to be recognised in its full complexity with the installation of developmentalist governments. As a result, various public policies were adopted that failed to have a significant impact on these inequalities or to address their social consequences. Given the need to reformulate approaches, optimise resources and overcome obstacles in the implementation of public policies, this paper seeks to analyse the policies on the government agenda in Argentina from the change of management materialized at the end of 2019, identifying the limitations, achievements and potentialities of the policies proposed in Argentina, Brazil and Mexico and their effects on territorial inequality. Background: Ioannidis et al. (2020) reported a standardized estimate of scientific productivity obtained from a worldwide database of 6,880,389 scientists who published at least 5 papers picked up by the Scopus database, and elaborated a ranking of ca. 120,000 scientists by both whole trajectory (career-long) impact and their current impact at year 2019. The goal of our paper is to contextualize Latin American ecologists' contribution at the world level based on the four most scientifically productive countries in the region. Methods and findings: Ioannidis et al. (2020) proposed a composite index that is the sum of six scientometric indicators: (1) The number of allocites, (2) the h index, (3) a per capita corrected version of h, (4) the allocites received as single author, (5) those received as single + first author, and (6) those as single + first + last author. We selected data for ecologists from Argentina, Brazil, Chile, and Mexico and comparatively analyzed their productivity according to the proposed index. We also compared these data with those obtained from a global sample of the top ecologists worldwide. Conclusions: Based on Ioannidis et al.'s proposition to evaluate scientific productivity we extract three lessons: (1) It does not pay to publish many papers; what counts is the number of allocites (i.e., self-citations do not add up). (2) Either be single, first, or last author; it does not pay to be in the middle of an authorship line. This paper aims to review three books that inform us about the diverse relations of power and power asymmetries in the entry of genetically engineered organisms (GEOs) in countries like Argentina, Brazil, Mexico, and Canada. From a political economy and an agrarian and peasant studies perspective, the authors show that not only the set of rules of national institutions, global corporations, and the global market establish the basis that favor the entry of GEOs. Instead, the conjugation of power asymmetries performed by different actors in power, historical processes, and gender and race inequalities are the ones that trace the path for a realignment of the agrarian system supported by science and based on the stigmatization of social movements. Objective/Context: In this research we analyze the change in heterosexual masculinities in Argentina and Mexico during the second half of the twentieth century with a special focus on working class men who, while playing the insertive role in sex with maricas, jotas and gays, still considered themselves and were perceived by their peers to be straight. The evidence shows that, although sex between maricas and young heterosexual men occurred frequently, it was not stigmatized by straight peers, nor did it erode the perceived heterosexuality of these young men in any way. Methodology: In order to explore the representation of sexual activities from the point of view of those involved we conducted in-depth interviews and used a wide range of historical evidence, such as autobiographical literature, ethnographies, and judicial records, materials that have not previously been analyzed together. In addition to discussing self-representations, this paper also analyzes the ways in which scholars and activists from the time period perceived sex between men and the associated identitites. Originality: This paper rests on a comparative approach that helps to reconstruct regional historic and social processes in the midterm. This is the first paper that studies the problem from these straight young men's point of view, based on a novel and diverse corpus. Conclusions: In opposition to the prevailing analysis, this paper develops a counter-intuitive hypothesis: given that sex between men did not deprive heterosexual men of their identity and, instead, it constituted a way of reaffirming their masculinity, these sexual activities between men cannot be categorized as homosexual. Thie main objective of this paper is the conceptual study and characterization of slow journalism from an academic and professional perspective. As a methodological process, a total of 76 files have been analyzed, of which 58 correspond to publications of authors from the academic world and 18 to journalism professionals. Thie publications come from the academic world on information and journalistic quality, on digital journalism and narrative journalism, as emerging journalistic routines with potential and creative dynamics in the media sector. Thie other part of the analysis corresponds to 18 professional journalism experts. Among the most outstanding results is the preeminence of the academic world when it comes to studying the phenomenon, given that among those who practice journalism there is less production of works in this regard compared to those coming from the university environment. Also in academia there is a greater profusion of denominations to refer to the phenomenon in Spanish, although both in academia and in the journalistic profession itself the most commonly used term is the Anglo-Saxon term slow journalism. In this paper we analyze the feasibility of exporting spiral notebooks from Argentina to Mexico. We consider this possibility for a leader Argentinean enterprise both, the Argentinean and Mexican markets are studied, and also the strategic positioning of the several enterprises operating in the Mexican market. We also include a sensitive analysis on the exchange rate, giving as a result several alternative scenarios for possible competition among the enterprises. Objective: this paper aims to describe the first phase of a project whose general goal was to develop a consensus-based set of advanced practice nurse competencies applicable to Latin American countries and, based on these competencies, produce an advanced practice nurse curricular prototype adapted to Latin American countries. The project was framed in a competency-based approach to advanced practice nursing education. The specific aims of the first phase of the project described in this paper were: 1) to identify a set of potential advanced practice nurse competencies that would serve as the template for Core Advanced Practice Nurse Competencies in Latin American countries and 2) to establish consensus for Core Advanced Practice Nurse Competencies in Latin American countries. Method: advanced practice nurse competencies were derived from a comprehensive review of published competencies and informed the development of a survey designed to assess the relevance of advanced practice nurse competencies in Latin American countries. The survey was distributed to nurse leaders and nurse educators. Data were analyzed using descriptive statistics. Results: consensus for Core Competencies was established. Conclusion: the Core Advanced Practice Nurse Competencies presented can provide a structured framework to build educational programs aligned to the needs of the regional environment. This paper analyzes debt securitization in underdeveloped countries, using the case of Argentina, Mexico, and Brazil. We argue that the three countries have had a significant increase in the issuance of debt securities. However, the nature of the securities issued is different in each nation. In the case of Argentina, the increase in international debt securities in circulation has to do with the issuance of government securities. In Mexico, the increase is more related to the new financing needs of Mexican non-financial corporations. In the 2015 Paris Agreement, nations worldwide pledged emissions reductions (Nationally Determined Contributions—NDCs) to avert the threat of climate change, and agreed to periodically review these pledges to strengthen their level of ambition. Previous studies have analyzed NDCs largely in terms of their implied contribution to limit global warming, their implications on the energy sector or on mitigation costs. Nevertheless, a gap in the literature exists regarding the understanding of implications of the NDCs on countries’ Energy-Water-Land nexus resource systems. The present paper explores this angle within the regional context of Latin America by employing the Global Change Assessment Model, a state-of-the-art integrated assessment model capable of representing key system-wide interactions among nexus sectors and mitigation policies. By focusing on Brazil, Mexico, Argentina and Colombia, we stress potential implications on national-level water demands depending on countries’ strategies to enforce energy-related emissions reductions and their interplays with the land sector. Despite the differential implications of the Paris pledges on each country, increased water demands for crop and biomass irrigation and for electricity generation stand out as potential trade-offs that may emerge under the NDC policy. Hence, this study underscores the need of considering a nexus resource planning framework (known as “Nexus Approach”) in the forthcoming NDCs updating cycles as a mean to contribute toward sustainable development. The objective of this paper is to examine the relationship between fiscal and monetary policy coordination and fiscal multipliers in Argentina, Brazil, Chile, and Mexico. To do so, we first look at the theoretical framework of the New Consensus Macroeconomics (NCM), and then analyze the trends in the four countries for variables including consumption, investment, government spending, and interest rates. Finally, we present an estimate of the spending and monetary multipliers with proxy variables. The aim of this paper is to give continuity to my previous work about the software industry and information technology services, but this time focused on the study of the dynamics of the cluster technology in local experiences. So the paper inquires this dynamic in two cities: Merida (Yucatan, Mexico) and Rosario (Santa Fe, Argentina) .The aim of approaching these two case studies is based on the interest in these two cities, since they have a innovative productive profile, with significant growth rates and that this strategy is added to other activities of high added value. In this sense the production of software and new technologies, are creating a climate conducive to local development. This paper examines the socio-economic context of each city, the background to the creation of the cluster technology, international cooperation and international institutional business, public policy in the territorial cluster, the profile and activities of the companies in there, and the characteristics of their human resources. This paper presents partial results of two studies conducted in Mexico and Argentina, aiming at characterizing secondary education from a quantitative-qualitative perspective. A number of concerns about the serious problems that high schools in Mexico face is shared. The main thesis is intended to demonstrate that the problems of secondary education in Mexico and Jalisco are more related to the structure than to the curricular reforms on which policies have been focusing for the secondary level in the last two administrations. This article analyzes concept formation and its empirical and theoretical implications for the study of subnational undemocratic regimes. The paper argues that extant conceptualizations of subnational political regimes, which generally draw on a strategy of 'conceptual expansion' have important drawbacks for the study of subnational undemocratic regimes (SURs). To overcome these shortcomings, the article claims for a strategy of 'conceptual separation' that disaggregates political regimes into two orthogonal dimensions, i.e., the access to and the exercise of state power. Drawing on original evidence from Argentina and Mexico, the article demonstrates that the strategy of conceptual separation helps researchers to (1) avoid truncation of the universe of cases for analysis, (2) obtain new and more precise information about the actual magnitude of the uneven territorialization of democracy, (3) recognize the existence of two ideal type domains of SURs: patrimonial and bureaucratic, and (4) gain more analytic leverage to identify the causal mechanisms that explain regime continuity within and across SUR types. In-depth case studies of the state of Puebla (Mexico) and the province of San Luis (Argentina) demonstrate empirically the workings of the mechanisms that account for regime continuity in bureaucratic-like SURs. Abstract: The present paper investigates five episodes of currency collapse from the perspective of non-financial firms operating in Argentina, Brazil and Mexico. We focus on two aspects: wealth and income transfers from borrowing firms to lenders and firm heterogeneity. At the firm level, we find that the currency collapses are preceded and associated with sharply rising financial transfers from firms to lenders. The debt and income structure is central in explaining the asymmetric firm dynamics. Most affected are firms with high levels of unhedged foreign-currency debt. At the country level, Argentina, Brazil, and Mexico display three contrasting examples. Argentina has a large currency mismatch, Brazil balances the currency denomination of debt and income (natural hedge), and Mexico occupies an intermediate position. [Copyright &y& Elsevier]

This paper explores the profile of the Argentinean and Mexican middle classes during the most recent crisis in both countries. It combines the perspectives of social vulnerability and class analysis theoretically underlying a "matrix of vulnerability and social classes." The analysis used household surveys in Argentina for 1998 and 2003 and those in Mexico for 1994 and 1996. The results show that whereas the Mexican middle class was primarily affected during the "Tequila crisis" through its physical assets (housing conditions), in Argentina, education and the labor market were the main mechanisms affected by the 2001 crisis. The paper examines the relationship between the performance of Latin American stock markets with their real economies, applying seven econometric models for the cases of Argentina, Brazil, Chile and Mexico. The relationship between stock market yields in these countries and their respective GDPS is examined and compared, applying to the series for each country unit root tests, cointegration analysis, error correction model analysis, Granger causality modeling, self-regression vector analysis, stimulus and response functions, and variance decomposition analysis. The series comprise the following stock markets: Argentina's MERVAL, Brazil's BOVESPA, Chile's IGPA, and Mexico's IPC, as compiled by Economática. This paper develops, under the framework of a small, open, and monetary economy, a stochastic model of inflation stabilization taking as a nominal anchor the exchange rate when credibility is imperfect. The agents have expectations driven by two processes: a diffusion-jump process for the devaluation rate where the size of a possible devaluation has an extreme value distribution, and a mean-reverting stochastic volatility process (a continuous version of the GARCH (1,1) model). This appropriately models that inflation is substantially more persistent than the devaluation rate; as showed the stylized facts about extreme devaluations registered in Mexico in 1994 and in Argentina in 2001. It is assumed that there is no a derivatives market to hedge against future devaluations, that is, the financial markets are incomplete. Under this framework, interior and corner solutions are examined when a stabilization plan with imperfect credibility is implemented. It is also studied an experiment in which the mean expected inflation takes a greater value from some time in the future and stays there forever, taking into account the probability that this monetary policy occurs. The case of a stochastic horizon of stabilization with the exponential distribution is studied. Moreover, the real option to postpone consumption is valued when a stabilization plan is to be abandoned. Also, exogenous shocks on consumption and economic welfare are assessed. Finally, the proposed model is used to carry out simulations that reproduce the booms of private consumption before the anti-inflationary plans were abandoned in Mexico in 1990-1994 and in Argentine in 2001-2003, when extreme devaluations took place. The aim of this work is to identify if there was some link between the use of foreign savings and the deterioration of indicators of external vulnerability in the period preceding the exchange crises in Mexico, Brazil, and Argentina, which occurred between 1994 and 2001. For that, one needs to provide a brief theoretical discussion on the issue of external vulnerability and the ways to measure it, in order to establish the possible relations between this and the use of foreign savings. Among the methodological procedures needed to develop this work, let us first point out the gathering of data from the countries analyzed; these data are: national accounts, net foreign debt, short-term external debt, external debt service, exports of goods and services, international reserves, and GDP, which were obtained from international organizations such as the International Monetary Fund and the World Bank. These data allowed us to calculate different indicators of vulnerability, as the ratios external debt/exports, reserves/foreign debt, the debt service/exports, and the debt service/GDP, in order to make a comparative analysis of the economies involved. It is important to highlight that the economies analyzed had in common the indiscriminate use of foreign savings in the periods that preceded their respective crises. However, the economic growth of the countries in that period was negligible when compared to the average growth of the emerging economies. The study shows it is due to the fact that these countries did not direct the bulk of capital raised abroad to the productive sector, as evidenced by the low proportion of gross fixed capital formation in relation to GDP in that period. The data analyzed also reveal a deterioration of indicators of external vulnerability in Mexico, Brazil, and Argentina. The paper concludes that this deterioration is associated to the way of using foreign savings, since they replaced the domestic savings instead of complementing them. [ABSTRACT FROM AUTHOR]
