We outline the initial results of the first new investigation into the work and life of Percy Ludgate since Randell's papers of nearly 50 years ago and nearly 100 years after Ludgate's death. The Russian Academy of Sciences is supporting the opening of two computing history sites. The first, an archive in Akademgorodok, Siberia, contains the papers of Andre P. Ershov, a Soviet pioneer of information processing. The archive is sponsored in part by Microsoft Research Ltd. and has a good English-language Web page. The archive also has a well-organized physical library. The staff has digitized many of the documents held there and made them accessible remotely. Most of the standard texts on the design of computer based systems take it for granted that the development of computer-based systems is a technical activity, office systems users are the recipients of technology, and users engage with an already completed artifact. Some of the systems development research from the 1980s and early 1990s identified that in many cases, what was taken for granted as use of technology was actually hidden design work.
