The College Cost Reduction Act would overhaul the Higher Education Act, making changes to student borrowing and repayment, borrower protections, college oversight, postsecondary data, and more. The bill includes a new proposed risk-sharing model that would require colleges to repay the federal government for a calculated proportion of their previously enrolled students' unpaid federal student loans--including missed payments and waived unpaid interest, as well as discharged principal under an income-driven repayment program or under the Public Service Loan Forgiveness program. This proportion would be calculated for each degree program at a college using a formula that accounts for college costs charged to students while enrolled and student earnings after they leave. Because this proposal would create financial liabilities for colleges that incentivize them to promote some types of degrees and programs and disincentivize others, The Institute for College Access & Success (TICAS) potential effects it would have by program, college, and sector. They found that the proposal would likely discourage colleges from promoting and supporting public service professions.

Earlier this year, Representative Virginia Foxx (R-NC) introduced the College Cost Reduction Act (CCRA), a bill to reform higher education grant and loan programs and to establish new accountability rules for colleges. A key part of the bill would replace the myriad income-driven repayment (IDR) plans for federal student loans, including the Biden administration's Saving on a Valuable Education (SAVE) plan, with a new repayment plan. The bill features income-based payments, a cap on total payments, and monthly subsidies that waive unpaid interest and reduce principal balances for certain borrowers. In this brief, the authors compare the CCRA plan with the Biden administration's SAVE plan, the most generous IDR plan. The construction of quantum computers is based on the synthesis of low-cost quantum circuits. The quantum circuit of any Boolean function expressed in a Positive Polarity Reed-Muller $PPRM$ expansion can be synthesized using Multiple-Control Toffoli ($MCT$) gates. This paper proposes two algorithms to construct a quantum circuit for any Boolean function expressed in a Positive Polarity Reed-Muller $PPRM$ expansion. The Boolean function can be expressed with various algebraic forms, so there are different quantum circuits can be synthesized for the Boolean function based on its algebraic form. The proposed algorithms aim to map the $MCT$ gates into the $NCV$ gates for any quantum circuit by generating a simple algebraic form for the Boolean function. The first algorithm generates a special algebraic form for any Boolean function by rearrangement of terms of the Boolean function according to a predefined degree of term $d_{term}$, then synthesizes the corresponding quantum circuit. The second algorithm applies the decomposition methods to decompose $MCT$ circuit into its elementary gates followed by applying a set of simplification rules to simplify and optimize the synthesized quantum circuit. The proposed algorithms achieve a reduction in the quantum cost of synthesized quantum circuits when compared with relevant work in literature. Addressing the challenge of data scarcity in industrial domains, transfer learning emerges as a pivotal paradigm. This work introduces Style Filter, a tailored methodology for industrial contexts. By selectively filtering source domain data before knowledge transfer, Style Filter reduces the quantity of data while maintaining or even enhancing the performance of transfer learning strategy. Offering label-free operation, minimal reliance on prior knowledge, independence from specific models, and re-utilization, Style Filter is evaluated on authentic industrial datasets, highlighting its effectiveness when employed before conventional transfer strategies in the deep learning domain. We suggest the use of hash functions to cut down the communication costs when counting subgraphs under edge local differential privacy. While various algorithms exist for computing graph statistics, including the count of subgraphs, under the edge local differential privacy, many suffer with high communication costs, making them less efficient for large graphs. Though data compression is a typical approach in differential privacy, its application in local differential privacy requires a form of compression that every node can reproduce. In our study, we introduce linear congruence hashing. With a sampling rate of $s$, our method can cut communication costs by a factor of $s^2$, albeit at the cost of increasing variance in the published graph statistic by a factor of $s$. The experimental results indicate that, when matched for communication costs, our method achieves a reduction in the $\ell_2$-error for triangle counts by up to 1000 times compared to the performance of leading algorithms., Comment: 13 pages, 3 figures

The Cancer Registration Support System (CaReSS), built by the Cancer Registry of Norway (CRN), is a complex real-world socio-technical software system that undergoes continuous evolution in its implementation. Consequently, continuous testing of CaReSS with automated testing tools is needed such that its dependability is always ensured. Towards automated testing of a key software subsystem of CaReSS, i.e., GURI, we present a real-world application of an extension to the open-source tool EvoMaster, which automatically generates test cases with evolutionary algorithms. We named the extension EvoClass, which enhances EvoMaster with a machine learning classifier to reduce the overall testing cost. This is imperative since testing with EvoMaster involves sending many requests to GURI deployed in different environments, including the production environment, whose performance and functionality could potentially be affected by many requests. The machine learning classifier of EvoClass can predict whether a request generated by EvoMaster will be executed successfully or not; if not, the classifier filters out such requests, consequently reducing the number of requests to be executed on GURI. We evaluated EvoClass on ten GURI versions over four years in three environments: development, testing, and production. Results showed that EvoClass can significantly reduce the testing cost of evolving GURI without reducing testing effectiveness (measured as rule coverage) across all three environments, as compared to the default EvoMaster. Overall, EvoClass achieved ~31% of overall cost reduction. Since ChatGPT released its API for public use, the number of applications built on top of commercial large language models (LLMs) increase exponentially. One popular usage of such models is leveraging its in-context learning ability and generating responses given user queries leveraging knowledge obtained by retrieval augmentation. One problem of deploying commercial retrieval-augmented LLMs is the cost due to the additionally retrieved context that largely increases the input token size of the LLMs. To mitigate this, we propose a token compression scheme that includes two methods: summarization compression and semantic compression. The first method applies a T5-based model that is fine-tuned by datasets generated using self-instruct containing samples with varying lengths and reduce token size by doing summarization. The second method further compresses the token size by removing words with lower impact on the semantic. In order to adequately evaluate the effectiveness of the proposed methods, we propose and utilize a dataset called Food-Recommendation DB (FRDB) focusing on food recommendation for women around pregnancy period or infants. Our summarization compression can reduce 65% of the retrieval token size with further 0.3% improvement on the accuracy; semantic compression provides a more flexible way to trade-off the token size with performance, for which we can reduce the token size by 20% with only 1.6% of accuracy drop., Comment: EMNLP 2023 Findings

In this paper, two novel classes of implicit exponential Runge-Kutta (ERK) methods are studied for solving highly oscillatory systems. First of all, we analyze the symplectic conditions of two kinds of exponential integrators, and present a first-order symplectic method. In order to solve highly oscillatory problems, the highly accurate implicit ERK integrators (up to order four) are formulated by comparing the Taylor expansions of numerical and exact solutions, it is shown that the order conditions of two new kinds of exponential methods are identical to the order conditions of classical Runge-Kutta (RK) methods. Moreover, we investigate the linear stability properties of these exponential methods. Finally, numerical results not only present the long time energy preservation of the first-order symplectic method, but also illustrate the accuracy and efficiency of these formulated methods in comparison with standard ERK methods.
