The article reveals key aspects of managing secondary resources in closed cycle economy, whose ideology implies zero-waste manufacturing and careful attitude to the environment in accordance with the concept of sustainable development being implemented in conditions of permanent institutional restructuring. Today when the model of manufacturing arrangement is linear, the impact on nature is not taken into account adequately: ecologically unstable resources are used, waste is utilized and damage is not evaluated in a proper way. Joining the closed cycle economy presupposes thorough selection of raw materials, whose waste can be recycled and repeatedly used in production process (as a renewable energy). In altered conditions of implementing business-processes a new approach to managing secondary resources will be needed. Special attention will be paid to information-analytical and engineering – technological support. Economic expediency of using secondary resources was shown on practical examples, it is necessary to extend financial opportunities for business entities through well-balanced managerial solutions. The experience of best practices demonstrates that advanced innovation developments rely on max proved consumption of resources, which envisages repeated use of waste that could raise profitability of business and prevent unfavorable ecological impact on the environment.

Introduction. New cyclical business models can develop at all stages of the product lifecycle. Digitalization can lead to breakthrough innovations, new business models and new ways of cooperation and, thus, accelerate the economic transition to more resource-saving and closed production systems.Goal. The study of the features of digitalization as a driving force of business models of the closed-cycle economy.Materials and methods. There is little empirical research on the stimulating role of digitalization in a closed-loop economy. To eliminate this gap, the article explores the role of digitalization in simplifying cyclical business models based on an empirical analysis of a data set of 599 Russian manufacturing firms and 296 industrial service providers.Results and discussion. While relatively few Russian firms rely on new business models to implement their resource efficiency strategy, we believe that this share is higher for companies with a strong focus on digital technologies in the manufacturing sector. This suggests that digitalization can indeed become the driving force behind the introduction of cyclical business models.Conclusion. The integration of cyclicity into business models is a key lever for the transition to a closed-loop economy. Despite the fact that it is widely recognized that digitalization causes disruptions in a wide range of areas, there is not enough literature linking this concept with the closed-loop economy and confidence-building measures as a means of contributing to disruptions in the closed-loop operation. This article examines this gap by conceptualizing cyclical disruption, which can become a key factor in accelerating the transition to a closed-loop economy. There is a wide range of DTS that can contribute to the breach of mutual responsibility and innovative ways of doing circular business discussed in this article.

The current stage of development of the agricultural industry is characterized by high rates of automation of production processes. In this regard, the problem of rationalizing the process of distributing agricultural resources and organizing the production chain with added value is becoming more acute. An effective solution to this problem can be a closed-cycle economy model. This model can contribute to the rational use of resources, reduce production losses, and, as a result, improve the quality of products and their volumes. It is necessary to develop a general plan for the implementation of the main postulates of the closed-cycle economy in agriculture, gradually implement the circular economy strategy and include new industrial circular economy in the process of modernization of a particular branch of agriculture. In some areas of agriculture, a cycle of production systems should be established as soon as possible. With the basic implementation of new industrial technologies and industrial development, as well as the stability of the reserves of social resources, it is necessary to steadily increase the new cycle of industrialization in agriculture.

The relevance of the study is due to the poor knowledge of the problems of the formation of innovation networks in a closed-cycle economy. Against this background, the purpose of the study is determined – to develop provisions that develop the methodology of managing innovation networks in the context of a closed-loop economy and allow identifying patterns of formation of innovation networks. In this regard, attempts have been made to assess the patterns of development of network interactions within the framework of innovation activities of territories. Using the example of European countries, the interrelation of indicators of cooperation in the field of innovation and indicators of a cyclical economy is evaluated, as a result of which countries of advanced, transitional and catching-up types of development are identified. Based on the proposed author’s methodology, a matrix of positioning territories according to the degree of interconnection of innovation networks and closed-cycle economic indicators is constructed, 4 development trajectories are identified. The methodology for assessing the aggregate index differs by taking into account the reference proportions of cooperation, allows for a differentiated approach to the support of territories, is universal and can be applied by public authorities in the development and refinement of spatial development strategies.

The article discusses the interconnection of production and consumption patterns in the interests of sustainable development and responsible use of resources. In order to achieve sustainable development, many countries are implementing business models of the circular economy. The application of circular economy models in practice directly affects the ecological state of the country. An overview of business models of the closed-cycle economy is given: resource recovery models; closed-cycle supply models; sharing models; product life extension models; product service models. The problem of ecological and economic development of the system in the context of globalisation is topical. The aim of the study is to compare the application of business models of closed-cycle economy by leading countries. The analysis of the international practice of applying closed-type business models has been carried out, which made it possible to group countries according to the same indicators: “flagships of the closed- cycle economy concept”; “rationalizers of the closed-cycle economy concept”; “prospectors of the closed-cycle economy concept”; “reformers of the closed-loop economy concept”; “conservatives of the closed-loop economy concept”. The conclusion is made about the existing links of technological, organizational and social innovations in the system of production and consumption.

By methods of analysis and synthesis the article studies the problem of developing closed cycle economy in the field of hard communal waste treatment (HCW). Dynamics of waste making up was analyzed and its physical and mechanic properties and chemical composition were provided. The article gives economic tools, functions and classification of these tools that are necessary to organize the process approach to management. The authors put forward a promising scheme of treating HCW built on the basis of European experience and worked out the acute functional-structural scheme of the treatment system by the HCW complex, which demonstrates key business processes and tools of management. Such complex approach to describing the system of HCW treatment can simplify digital modeling of multi-variant business processes, such as burial of waste at waste-grounds, utilization at waste-burning plants, sorting and recycling at waste-recycling enterprises. Digital modeling with successful automated functional and cost analysis can give an opportunity to decrease uncertainty in the field of economic efficiency of managerial decision-making for rational HCW treatment and development of closed cycle economy in this sphere. A correct choice of approaches to the development of closed cycle economy in the field of HCW treatment can reduce the load on nature and support health of people.

The article discusses the possibilities of introducing international standards for the circular economy in Russia. It focuses on two international circular economy standards that regulate various aspects of online consumer reviews and the formation of supply chains and safekeeping. The role of online consumer reviews in shaping the image of companies and increasing the level of confidence of potential consumers in them and their goods (services) is shown. The problem of responsible storage of goods through supply chains based on the postulates of responsibility is investigated. It is concluded that it is necessary to introduce the considered standards into the activities of Russian companies.

The necessity to follow current trends of sustainable development involves more and more participants in the process. Trade companies are an important link in this system of relations. Thus the issues of identifying the key lines of financing green projects in the system of trade enterprise functioning are of great significance. The article shows market mechanisms that ensure implementation of ESG-transformation process in trade. Introduction of green economy principles requires active involvement of all participants of the system in case their economic interests are coordinated. The author characterized the role of trade intermediaries in the system of ESGtransformation. The need to encourage ecologic policy availability in the company was substantiated, as well as publication of non-finance accounting. The problem of shaping closed-cycle economy is still acute, which is connected with realization of priorities of sustainable development and smoothing green-washing schemes. The article formulated priorities of financing green projects in trade and demonstrated trends of developing the most important components, including introduction of new business-strategy aiming at implementation of ESGprinciples. At the same time the author underlines the necessity to form responsible consumption through intensification of advert campaigns and educational projects, including the sphere of trade enterprise work.

The problem of food waste treatment has attracted serious attention lately, as such wastes are regarded as a source of valuable biological matters. We should consider them as a resource, which can be used in the future to produce forage, fertilizers, etc. The authors carried out investigations aimed at revealing problems of food waste treatment. Analysis of the effective legal acts allows us to draw a conclusion, that the major part of these acts cannot create conditions directed to preferable and priority utilization of food wastes, therefore recommendations aimed at elimination of gaps in the field of waste regulation are advanced. First of all it is necessary to specify available definitions and introduce new ones in the field of food waste management, to ban destruction and burial of food waste, build infrastructure for separate garbage collection with obligatory use of bins for food waste. At the same time it is needed to adopt a law about food-sharing, to insert amendments into the Tax Code of the Russian Federation and to remove from the list of taxation entities food stuffs with expiring BBD in case of their free transfer. These changes could release trade enterprises from taxes and thus motivate companies not to reduce foods to the condition of food waste. Serious attention should be paid to technologies of their utilization and assessment of efficiency of technological solutions on their use in the field of food stuffs management in the Russian Federation in order to decrease amounts of food with expiring BBD and food waste.

The article studies the problem of calculating the cost of business-processes of treating solid municipal waste (SMW) in conditions of shaping closed-cycle economy. A new methodology includes into the cost of business-processes of SMW treatment such elements as the cost of ecological damage and a profitable component of some businessprocesses, which are connected with output of secondary products and power of SMW recycling. The proposed methodology can be used in digital business-analysis for modeling business-processes, as it is actually a development of the well-known function and value analysis of business-processes, which is applied in advanced systems of modeling and managing business-processes. The author explained the use of this methodology in developing digital territorial scheme of SMW treatment in Domodedovo airport and grounded the necessity to increase the share of separate waste accumulation and its treatment in view of developing economy of the closed cycle. This methodology can also be used for substantiation of the correct making-up of payment documents for SMW removal.

Various approaches to the implementation of the concept of extended producer responsibility in the European Union are considered, and the features of the introduction and use of the closed-cycle economy in European countries are determined. Some examples of the impact of waste legislation on the production cycle of a product in the European Union are considered, as well as the main obstacles that manufacturers had to face when trying to introduce the extended producer responsibility concept in its current form into production. The key problems of using and implementing the concept under consideration in the economy are highlighted. The interrelation of ESG factors as guidelines for strategic development with the need for the development of mechanisms of extended producer responsibility is shown. The prospects for the development of extended producer responsibility in Russian production are also outlined.

Today, the role and importance of resource conservation, a careful attitude toward the environment, compliance with corporate ethics, and transition to a closed-cycle economy are increasing. The business community is increasingly incorporating environmental, social, and governance factors into its activities and following the principles of sustainable development when concluding contracts. In view of these trends, the topic of concluding contracts that reflect the principles of sustainable development is of both scientific and practical interest. In this context, the study aims to identify the attributes of sustainable contracts and supplement the basic principles and conditions under which they are concluded. The research methodology relies on the analysis of a limited number of studies selected using special parameters and comprehensively reviewed, as well as the method of analogy and comparative analysis. The conducted research indicates that a sustainable contract should be defined as an agreement whose conditions are focused on reducing risks in the economic, environmental, and social spheres to protect the rights and interests of present and future generations. Key findings suggest that incorporating ESG principles systematically can lead to corporate profit growth, attraction of investments, and improved reputation. These findings underscore the significance of sustainable contracts in promoting responsible business practices and enhancing the competitiveness of firms in the international market. Remanufacturing processes are one of the key pillars of the so-called closed-cycle economy. Unfortunately, the design and organization of such processes pose a significant problem, due to, among other things, the high variability of the process as a consequence of both the degree of wear and tear and the quality of the remanufactured components. This article presents a method for optimizing the flow of the brake caliper remanufacturing process in the MTO (make-to-order) model. For the optimization process, the system dynamics (SD) method, which belongs to a group of simulation methods, was used. The developed model allows, in particular, the prediction of the number of components at the input to the regeneration process and the method of defining the size of the transport batch and evaluating its impact on the length of the production cycle of the batch of regenerated products. The issues of staffing management at individual positions and the organization of transport operations with variable production batch sizes were also discussed. The provided experiments have shown that reducing the size of the transport batch contributes to shortening the production order execution time, both with standard and increased staffing. To analyze the procedure and main results of financial support for the implementation of a closed‐cycle economy in the subjects of the Russian Federation.Statistical data and strategic planning documents. The method of analysing the legal and regulatory framework and statistical reporting, as well as the structure of the federal budget, were used. The study is also based on the application of methods of comparison and contrast, grouping, historical and factor analysis.The key role of the state in the creation and effective functioning of the integrated system of solid municipal waste management (MSWM) is determined by the ability to concentrate the necessary financial resources and guarantee uniform standards and requirements for system participants to achieve the stated goals of the closed cycle economy (CCE). Uniform standards and requirements for system participants must be guaranteed to achieve the stated objectives of the closed cycle economy (CCE). This is confirmed by the results of the financing of the TCO management system for 2019–2023, when the federal budget financed activities to the amount of 42.3 billion rubles. For the purposes of the federal EZC project, 8.6 billion rubles were allocated. It is important to ensure off‐budget financing of these activities and modernization of domestic enterprises, for which the use of secondary raw materials is available and economically feasible. The priority of measures to implement CCE in the Russian Federation is financial support for the creation and development of infrastructure for waste collection and recycling.The processes on improvement of the regulatory and legal framework and personnel training are related to the need to implement a "top‐down" approach, which determines the centralisation of decision‐making and the efficiency of attracting extrabudgetary funds dominating in the financial support of the functioning of the TCO management system and implementation of CCE.

The article is devoted to the problems caused by the accelerated use of renewable energy sources (RES) and related accumulation of waste. The prospects of the coming years related to the needs of the energy transition to clean technologies and sustainable development are considered. The main attention is paid to the issue of renewable energy equipment disposal, especially wind and photovoltaic, after the end of their service life. The state of art in the world with recycling and extending the life cycle of RES materials is analyzed. The importance of implementing a closed cycle economy in the field of renewable energy and its role in the fight to reduce greenhouse gas emissions is emphasized. An analysis of the problems associated with waste disposal in solar and wind energy technologies was carried out. Given examples of innovative developments of wind turbine blades by leading companies to ensure disposal of waste materials and turbine components shows possible solutions. Regarding the waste of photovoltaic panels, an analysis of the current state with their disposal is given, as well as recommendations for the near future. Urgency of the research. The urgency of implementing the principles of the circular economy in the activities of processing enterprises of Ukraine is due primarily to significant consumption of natural resources and damage to the environment due to the generation of large amounts of waste. Target setting. The circular economy, or closed-cycle economy, is considered by modern scientists as part of the fourth industrial revolution. It is based on the principle of recycling of any product, resulting in minimization of waste from economic activities, a significant reduction in consumption of natural resources, as well as the transition to renewable resources. Actual scientific researches and issues analysis. Among domestic researchers, attention was paid to this issue in the scientific works of N. Gakhovych, O. Tymoshenko, M. Andersen, Y .Geng, J. Fu, J. Sarkis, B. Xue, M. Lieder, A. Rashid, K. Webster, N. Shmygol and others. Uninvestigated parts of general matters defining. Effective economic development, in the conditions of transformational changes and transition to a closed-cycle economy, presupposes the fulfillment of the following preconditions: positive growth rates of sectoral GDP and reduction in absolute terms of all types of pollution due to economic activity, and necessitates further development in this direction. The research objective. Recognition of preconditions as a strategic alternative to the development of the state will at the same time contribute to the improvement of the values of relative indicators of environmental pollution, in comparison with the total output. The statement of basic materials. The article proposes a method of generalizing the index of ecological and economic development. Conclusions. Based on the results of the study and the proposed index, a quantitative analysis of the results of the formation of a closed ecological and economic cycle of the processing industry of Ukraine and developed recommendations for its activation.
