Abstract

The impact of the COVID-19 on the nature of work cannot be overstated. In Canada, following the largest and quickest transition to remote work ever, a significant number of public servants found themselves working from home for most of 2020 and 2021. As governments come out of the pandemic, they begin transitioning to hybrid work arrangements. This article analyzes attitudes and perspectives of public servants in the Public Service of Canada on return to office and transitioning to hybrid work. It also discusses how these can inform research and practice in Canadian public administration. Il est impossible de surestimer les repercussions causees par la COVID-19 sur la nature du travail. Abstract

This Practice and Policy article examines return‐to‐office mandates, the latest human resource controversy. These mandates are an organisational directive for employees who have been working from home to return to working in their employer's premise. Drawing on the literature and our research on working from home and hybrid working, we consider whether mandates may prevent proximity bias. We conclude that mandates requiring employees to return to the office or caps which limit working from home are not only unnecessary, but may have negative consequences. In particular, mandates may cause employee resentment, while caps limit flexibility and autonomy. We therefore do not advocate the use of these mechanisms, and recommend that managers and teams negotiate the appropriate balance of home and office working arrangements. Points for practitioners: Mechanisms which force employees into the office can be seen as an easy and effective way to mitigate proximity bias. However, they can lead to employee resentment.Similarly, capping the number of days employees can work from home can also result in negative consequences, including reduced flexibility and employee autonomy.Enabling managers and teams to collaboratively determine their own in office/working from home arrangements will maintain flexibility and prevent employee resentment.Preventing proximity bias can be achieved through increasing awareness about this emerging form of bias; harnessing communication technologies to moderate visibility regardless of where work is performed; and ensuring performance management systems are based on quantifiable and objective metrics. 11. Public servants working from home during the pandemic: Who gained and who lost?

Abstract

Employees experienced both advantages and disadvantages while working from home during the COVID‐19 pandemic. Researchers have examined these impacts on women and those with caring responsibilities; however, little research has examined the impacts on other groups of employees, such as those with a disability or employed on a casual basis. In this article, we focus on the public sector and examine who gained and who lost while working from home, based on a 2020 survey of over 5000 Australian public servants. We have constructed loss and gain indices to measure three elements of a change model, which enables an evaluation of the impacts on various groups of employees. The elements of change management examined are operational areas, performance management, and beliefs and values. To analyse the factors affecting gains and losses, as summarised in the indices, we applied a statistical model estimated using linear regression methods. Our findings reveal that, on average, survey participants experienced a net gain. Families and employees with a disability gained; however, women gained less than men in the first two categories and gained more than men on the beliefs and values category. These findings highlight areas on which public service organisations need to focus as we enter a COVID‐normal era. Points for practitioners: The benefits and drawbacks of working from home differ according to employee demographics.Overall, lower level employees and those employed on a casual basis gained less than higher level employees and those employed full time.Women gained less than men in relation to how work was operationalised and performed.These differential impacts highlight areas on which public sector organisations need to focus in a COVID‐normal era. Abstract

While there has been extensive analysis of working from home during the pandemic, little research has examined how public sector managers oversaw their teams during this period. In this chapter we use Pichault’s theory of incoherence in human resource management (HRM) to examine how the pandemic changed management practices as employees and teams worked from home. Based on surveys of approximately 6,000 Australian public service employees in both 2020 and 2021, our findings highlight a range of incoherences within HRM content, processes and stakeholder relations. However, we also found increased internal coherence between some HRM practices, such as an emerging form of outcomes-based performance management, and organisational change. In this chapter we start to track the changes in how managers oversee public sector employees who work from home - a necessary focus as employees embrace hybrid working.

Abstract

Hybrid working is a prevalent way of working, representing a significant change for public sector organisations. The change management literature brings together the notions of place and space; however, little research on hybrid working has used this framing. In this article, we extend this framing to include time, arguing that key to hybrid working effectiveness is the adoption of a purposeful approach to integrating place, space and time. This article has the potential to assist public sector human resource practitioners, managers, employees and policymakers as they navigate their way through these changing times.

Abstract

This chapter provides an overview of the concept of ‘equal employment opportunity’ (EEO). The chapter examines the historical development of EEO, including the foundational theoretical underpinnings. Organisations have traditionally sought to achieve EEO through adopting either a liberal or radical approach to equality. These historical framings, however, have some shortfalls, as this chapter explains. Further, problems and challenges with implementing EEO are identified, and the chapter concludes by explaining how these led to many organisations adopting a managing diversity approach.

19. Co-Design to Evaluate the Impact of Gender Equality Initiatives: Lessons for Practitioners, Evaluators and Researchers

Abstract

Achieving gender equality is an ongoing challenge in science, technology, engineering, mathematics, and medicine (STEMM) disciplines in universities globally, including in Australia, where our study was located. As institutions that deliver research and teaching in STEMM, universities have committed to a range of initiatives and programs to address this challenge. The Athena Swan Institutional Award is one such program, operating as an accreditation process that measures progress towards gender equality, and is reliant on demonstrating impact. The work required to meet accreditation standards is extensive. Very little academic literature has advanced qualitative methodology suited to delivering the evaluation of gender equality initiatives. This paper describes our approach to evaluation, informed by a feminist paradigm and incorporating research co-design as our methodology. We discuss engaging co-designers and forming co-designed research projects, as well as applying and undertaking fieldwork using this methodology. Our successful approach is intended as a guide for practitioners and academics evaluating gender equality programs in higher education, and in other sectors.

Abstract

Feminist approaches to designing methodologies for the assessment and evaluation of organisational programs to progress gender equality offer important opportunities to understand and address needs of all employees. Traditionally, dominant voices have been overwhelmingly represented throughout studies of organisations and management. With an increasing commitment to progressing gender equality in workplaces, research that looks to a broader range of voices is emerging. In this chapter we detail the methodologies used to evaluate the progress and achievements of a gender equity program in a large city university. As feminist researchers, we were committed to applying principles which accord with this standpoint. This led us to co-design the research methodologies to be used, ensuring issues of voice, power and reflexivity were accorded due attention to ensure the lived experiences of participants were valued, shared and understood. We also used feminist research methods to minimise power imbalances between us as researchers and our participants; this also necessitated that we create a psychologically safe space for those involved in the study. In this chapter we outline the theoretical underpinnings of our study, detail the co-design process, and explain how we conducted the field work. We highlight difficulties we encountered as feminist researchers, and how these were addressed. Finally, we offer guidance to future researchers and practitioners who seek to evaluate the progress or outcomes of their organisation’s gender equality programs.

27. Working from home during COVID‐19: What does this mean for the ideal worker norm?

Abstract

The ideal worker norm is associated with specific ways of working. The ideal worker is a man who works long hours, is constantly available, and highly productive. Emerging research suggests that the shock of COVID‐19, which forced millions of employees to work from home, may have been powerful enough to disrupt the ideal worker norm. We therefore ask: how did working from home during the pandemic impact the ideal worker norm? We apply Acker's ideal worker norm to determine whether different groups of women employees who worked from home during the pandemic worked in ways which aligned to the norm. We conduct this analysis through the lens of two modalities of time: being clock time and (feminine) process time. Our examination of how employees experienced time extends existing, yet limited, research focused on time use during the pandemic. We used a mixed‐method design to analyze survey data from almost 5000 Australian employees to show that significant proportions of women, women carers, and disabled women worked in a manner aligned more to the ideal worker norm, compared with pre‐COVID times. We therefore conclude that a multidimensional ideal worker is emerging and one which works to both clock time and process time. This is an important finding as we seek to better understand how employees can work in a hybrid environment and what this means for organizations and employees. [ABSTRACT FROM AUTHOR]

31. Collective bargaining in the Australian public service: From New Public Management to public value

Abstract

In 2022, Australia's Labor Opposition pledged to reintroduce collective bargaining covering the whole Australian public service (APS) if elected. The elected Labor government is now implementing this ground-breaking reform. The APS has, since 1997, bargained at the agency level with no mandated common terms and conditions of employment applying across the service. This has led to pay dispersion and inequity, and fragmentation of the terms and conditions of employment. The current negotiations aim to rectify this situation. We argue that these reforms represent an ideological shift and a repudiation of New Public Management (NPM) towards a public value approach, which also incorporates being a model employer. We consider whether this refocusing will overcome the problems inherent in the system of bargaining practised under an NPM framework. We examine some of the most important items being negotiated at the time of writing, namely, wages, job security, flexible working, paid parental leave and paid family and domestic violence leave. We conclude that the new approach will overcome the legacy of the previous bargaining system to benefit individuals and the APS as a whole. We further conclude that this public value approach substantially fulfils the government's ideal of becoming a model employer.

Abstract

Employees experienced both advantages and disadvantages while working from home during the COVID-19 pandemic. Researchers have examined these impacts on women and those with caring responsibilities; however, little research has examined the impacts on other groups of employees, such as those with a disability or employed on a casual basis. In this article, we focus on the public sector and examine who gained and who lost while working from home, based on a 2020 survey of over 5000 Australian public servants. We have constructed loss and gain indices to measure three elements of a change model, which enables an evaluation of the impacts on various groups of employees. The elements of change management examined are operational areas, performance management, and beliefs and values. To analyse the factors affecting gains and losses, as summarised in the indices, we applied a statistical model estimated using linear regression methods. Our findings reveal that, on average, survey participants experienced a net gain. Families and employees with a disability gained; however, women gained less than men in the first two categories and gained more than men on the beliefs and values category. These findings highlight areas on which public service organisations need to focus as we enter a COVID-normal era.

34. Regulating for gender equality in the Australian Public Service: Extending Dicken's tripod of regulation

Abstract

Western governments have used regulation to progress gender equality for workforces in both the private and public sectors, yet gender equality has not yet been achieved. While governments have used various regulatory forms, Dickens (1999) argued that a tripod of collective bargaining, legislation and human resource policy would progress gender equality. Little consideration has been given to how these elements of the tripod fit together. We apply Dickens’ tripod to examine the regulation of gender equality in one Australian public sector. We use institutional analysis, drawing on historical and current documents, legislation, collective bargaining frameworks and human resource policy to examine how the regulatory tripod interlocks, and whether renewed commitments to public sector gender equality can be achieved in the current regulatory environment. We identify regulatory incongruence within the Australian public service and argue for improved congruence to progress gender equality, although we also note that congruence on its own does not lead to better outcomes. We identify that the legs of the tripod are not mutually reinforcing and that all legs need to be supported by better implementation. We extend Dicken's tripod to provide a new path to progress public sector workplace gender equality, enriching both theory and practice.

Abstract

Hybrid working is a prevalent way of working, representing a significant change for public sector organisations. The change management literature brings together the notions of place and space; however, little research on hybrid working has used this framing. In this article, we extend this framing to include time, arguing that key to hybrid working effectiveness is the adoption of a purposeful approach to integrating place, space and time. This article has the potential to assist public sector human resource practitioners, managers, employees and policymakers as they navigate their way through these changing times. Abstract

Working from home expanded rapidly during the COVID-19 pandemic. This Controversy examines how working from home was framed and regulated pre-pandemic.We contrast this with the changes made to Australia’s industrial award system during the pandemic to increase flexibilities around working from home, in response to a collective need for a responsive safety net. We argue that the conception and regulation of working from home is shifting from an individual flexibility, to a ‘collective flexibility’ available to a wide array of workers, collectively negotiated and governed by increased regulation. While industrial instruments were varied to accommodate public health requirements and the need of organisations and employees to work from home, these shifts were temporary. We argue that working from home provisions should rightly be regulated as a collective entitlement. We therefore consider possible ways forward in regulating this form of working, drawing from international developments. We raise these issues to extend debates around how working from home can be regulated to benefit employers and employees as we move towards COVID-normal.

Abstract

Flexible working can enhance productivity, work-life balance, knowledge sharing and collaboration. The COVID-19 pandemic accelerated adoption of flexible working among office workers, and most employees now want to work from home at least some of the time. The Australian Capital Territory Public Service (ACTPS) has positioned flexible working as central to their vision to be the most progressive Australian jurisdiction for workplace practices (ACT Government, 2021) and an employer of choice for employees seeking flexibility. Like many organisations looking to develop optimal ways of managing a flexible workforce, the ACTPS has sought to better understand employee preferences and patterns of work, as well as key risks to equitable and effective flexibility. This research was established to help identify how the ACTPS can better support effective flexible working, focused on the role of technology, communication tools and the built environment. The research focused on knowledge workers, whose work is generally suitable for flexible working as they work autonomously to undertake knowledge-intensive tasks. It was also focused on the perceptions of middle managers and employees, to inform the ACTPS of how to improve support for effective flexible working.

Abstract

The COVID-19 pandemic created a working from home experiment for the public sector. This paper examines what might happen next as countries move towards a COVID-normal environment. Since the academic literature on public sector agencies and working from home since the onset of the pandemic is scant, we focus on the non-peer-reviewed literature as our evidence base. This paper identifies the main issues public sector agencies need to consider as new ways of working emerge. The key facets are emerging preferences for hybrid working, productivity and remote working, and impacts of working from home on employees, especially gender equality. We highlight a range of emerging challenges, including how to maintain productivity, the need to redevelop employee value propositions to attract and retain employees in this changing landscape, and the risks of proximity bias. We conclude by identifying questions to be addressed in subsequent research.
