Intimate partner violence (IPV) is as prevalent or more so as reported by lesbian, gay, bisexual, transgender, and queer (LGBTQ) individuals compared with non-LGBTQ individuals. Yet largely due to prior harmful and nonaffirming experiences with service providers, they are reluctant to seek services from domestic violence service providers (DVSP). These factors, combined with the reality that those who do seek services may not be provided with safe, affirming, and effective responses, exacerbate the impact of IPV on LGBTQ health and recovery. The North Carolina (NC) LGBTQ Domestic Violence Response Initiative (NC Initiative) was developed to increase DVSP capacity to serve LGBTQ survivors. This article describes the first four phases of the Initiative's development: (1) formative focus group research with DVSPs statewide, identifying agencies' interest in improving their responses to LGBTQ survivors; (2) Initiative launch, including funding and identification of partners; (3) development of capacity assessment tools; and (4) review of baseline capacity assessment findings. The development of tools, specifically designed to assess capacity of DVSPs to serve LGBTQ survivors, is a unique contribution as no tools existed to do so. The common capacity-building needs and data-informed recommendations identified provide a starting point for agencies expanding into LGBTQ-focused work, who may not have the benefit of grant funding, tools, or evaluators to assist. Our findings, lessons learned, and tools may be used by agencies to evaluate and inform their own practices, thereby creating safer, more affirming agencies that are capable provide effective care to meet unique needs of LGBTQ survivors.

The Offender Focused Domestic Violence Initiative (OFDVI) represents for the first time anywhere the application of the evidence-based focused deterrence policing approach to combat intimate partner domestic violence (IPDV). Through holding offenders accountable, the strategy has resulted in 20% reductions each in IPDV-related calls for police service and arrests. Victim injuries have been significantly reduced and the 1-year IPDV offender recidivism rate is about 16-17%. The backbone of the OFDVI strategy is the multidisciplinary collaboration of law enforcement and community partners which has resulted in identification and resolving system issues which have historically allowed offenders to repeat IPDV without consequence.

Despite the high incidence of intimate partner violence (IPV) in the United States, perpetrator accountability remains a problem. Research suggests this is partially attributable to underreporting linked to the perceived unhelpfulness of police. The purpose of this research study was to understand survivors and service providers' lived experiences with police in a mandatory arrest state. Purposive sampling was utilized to conduct in-depth, semi-structured focus groups and interviews with 43 survivors and 59 service providers from March 2016 to February 2017. Data analysis consisted of line-by-line analysis, identifying themes, coding categories, and developing matrices to uncover relationships between themes and categories. Participants deliberated police failure to adequately respond to IPV-related calls. While survivors' interactions with police were consistently negative, service providers' experiences were more mixed. Police response was deemed worse in rural areas due to limited capacity and social relationships with perpetrators. Five major themes were identified, including: (1) inadequate police response, (2) amplified hurdles in rural communities, (3) predominant aggressor incongruity, (4) protective orders fail to protect, and (5) Lethality Assessment Program (LAP) working relationships. Mandatory arrest policy sometimes results in the criminalization of survivors. Police require trauma-informed training that will assist in their determination of the predominant aggressor. Findings indicate that the LAP has been effective in strengthening service provider/police relationships, and expansion should be considered. Quantitative and longitudinal research is needed to examine the fidelity of the LAP and its effectiveness in decreasing the incidence of IPV-related homicide. [ABSTRACT FROM AUTHOR]

Introduction: Limited research has focused on the trajectories of victimization to violence in women's lives. Furthermore, literature assessing women's use of violence has primarily focused on adult risk factors (e.g., substance use and criminal histories). Drawing from the pathway's framework, we explored the impact of multiple forms of childhood victimization and subsequent harmful behaviors on adult-perpetrated violence among women convicted of violent or serious crimes. Methods: This secondary data analysis included a sample of 1118 incarcerated women from two prisons. Based on prior literature outlining the lifelong negative impact of childhood victimization, we hypothesized that cumulatively, occurrence of abuses, arrest as a minor, number of lifetime arrests, and poly-substance use prior to incarceration, would increase the likelihood of perpetration of multiple forms of violence. GEE regression models were used to examine the relationship between the predictors and adult perpetration of intimidation and physical violence. Results: Experiences with childhood victimization, early (under age 18) and ongoing criminal justice involvement, and substance use significantly increased the likelihood of adult perpetration of violence, regardless of the type of violence measured (intimidation or physical violence). Conclusion: Given the documented high prevalence of childhood trauma and abuse among justice-involved women, findings from this study can be used to promote the implementation of trauma-specific treatment for at-risk juvenile girls, whose trajectories of violence might be mitigated. Lone wolf terrorists, who use bombs, firearms, knives, vehicles, biological weapons, or other means to kill and injure, sometimes inflicting mass casualties, are of increasing concern to governments, police, and security forces in Western countries around the globe. This article seeks to develop a more multi-dimensional framework for understanding these actors and the attacks they perpetrate by bringing the under-examined aspect of gender to the fore. The article contributes to the body of literature on lone wolf terrorism by centering gender as a means of analyzing this phenomenon. In particular, it looks to the current criminological scholarship on lone wolf terrorism, highlighting the lack of a developed gendered analysis. The article challenges misrepresentations of male violence against women in response to and in representations of lone wolf terrorists. It argues that the proliferation of these misunderstandings in policy, practice, and scholarship undermines efforts to understand and combat effectively lone wolf terrorism. [ABSTRACT FROM AUTHOR]

Research on women's aggression typically focuses on relational aggression. However, the study of violence must include multiple forms of violence such as aggression against partners and non-partner others, while also considering victimization experiences by partners and non-partners. The focus of this study is the multiple experiences of violence (perpetration and victimization) of women who are incarcerated. Incarcerated women are likely to experience higher rates of both than women in community settings, but most will be released in a brief period of time. Using a random sample (N = 580) we conducted cluster analyses to identify five patterns of women's aggression. Clusters varied depending on the target/s of aggression (i.e., partner and/or others), and type of aggression (i.e., physical and/or intimidation). Multinomial logistic regression was performed to determine the relationship between women's membership in a perpetration cluster and their victimization. Victimization history was related to an increased risk of perpetrating aggression, and varied depending on the target and type of aggression. Our findings provide support that research and interventions addressing women's use of aggression must also address their victimization history. Furthermore, results indicate that for some women, aggression towards partners and others is related. Future research should investigate multiple forms of aggression. [ABSTRACT FROM AUTHOR]

Cross-sectional and longitudinal predictors of mutual and nonmutual intimate partner violence (IPV) perpetration were identified in a sample of female college freshmen ( N = 499). Using female reports, couples were classified as to whether the relationship included no IPV, female-only IPV, or mutual IPV (male-only IPV was too rare to analyze). Mutual IPV was more common than asymmetrical IPV, and women in mutually violent relationships perpetrated more frequent acts of physical aggression than those in female-only violent relationships. In cross-sectional analyses of IPV in the first semester of college, only partner antisocial behavior and psychological aggression distinguished female-only IPV from no IPV; witnessing mother-to-father aggression, higher psychological aggression, more frequent partner marijuana use, partner antisocial behavior, and, surprisingly, higher relationship satisfaction, discriminated mutual IPV from no IPV. Contrary to hypothesis, first semester (T1) IPV did not predict having a new partner in the second semester (T2); however, women who reported more frequent heavy episodic drinking and lower relationship satisfaction at T1 were more likely to be in a different relationship at T2. Prospective prediction of T2 IPV category failed to support the hypothesis that female-only IPV would escalate to mutual IPV. The majority of couples with female-only IPV reported no IPV at T2. After accounting for T1 IPV, the only significant predictor of T2 IPV category was T1 psychological aggression, suggesting that this may be an appropriate target for IPV prevention efforts among college dating couples. The assessment of aggression against women is demanding primarily because assessment strategies do not share a common language to describe reliably the wide range of forms of aggression women experience. The lack of a common language impairs efforts to describe these experiences, understand causes and consequences of aggression against women, and develop effective intervention and prevention efforts. This review accomplishes two goals. First, it applies a theoretically and empirically based taxonomy to behaviors assessed by existing measurement instruments. Second, it evaluates whether the taxonomy provides a common language for the field. Strengths of the taxonomy include its ability to describe and categorize all forms of aggression found in existing quantitative measures. The taxonomy also classifies numerous examples of aggression discussed in the literature but notably absent from quantitative measures. Although we use existing quantitative measures as a starting place to evaluate the taxonomy, its use is not limited to quantitative methods.
