Growing global concern about how to dispose of wind turbine blades has sparked an investigation into more sustainable alternatives. This research delves into finding eco-friendly solutions for managing the waste generated by wind turbine blades, specifically by exploring options for repurposing them. To put this into action, this study has focused on a New Zealand wind farm with 196 wind turbine blades at the end of its life cycle. Through a thorough review of documents, 60 potential ways were identified to repurposing these blades. Options falling under the downcycling category were excluded, thus narrowing down to 45 promising solutions to repurpose. Futher 7 practically applied global solutions are identified. Implementing these repurposing solutions would divert 331 tonnes of waste material from landfills from the New Zealand Wind Farm. This study is significant because it highlights the potential for a circular and sustainable approach and provides an example of how wind turbine blade waste can be diverted from landfill. The findings of this study contribute to practical insights and support initiatives across New Zealand to encourage the adoption of wind turbine blade repurposing. This, in turn, will foster environmentally conscious waste management practices within the renewable energy sector and promote a more sustainable future.

The construction industry is a key contributor to greenhouse gas emissions, with buildings alone accounting for 39% of the global energy-related carbon emissions. Global carbon emissions from building operations increased by 5% in 2021 compared to 2020. However, the United Nations signed the Paris Climate Agreement in 2015 with global leaders, setting a limit to temperature increases below 2.0 °C or 1.5 °C. To achieve this goal, countries have established net-zero targets to reach carbon neutrality by mid-century. However, while some countries are making significant progress, others lag behind. Therefore, this study focuses on evaluating the actions taken by countries toward carbon neutrality, and on developing a policy roadmap for the construction industry to meet the net-zero-carbon commitments. This research adopted a systematic document review, including document analysis. The evaluation of countries’ practices towards achieving net-zero targets reveals both similarities and differences. The policy maps developed can be customised for decarbonising a country’s overall construction industry and building sector. This study provides insights for research, practice, and society, emphasising the importance of achieving net-zero targets through the implementation of policies, roadmaps, plans, and strategies.

Understanding construction sector capacity allows stakeholders to assess the ability to deliver construction projects critically. However, the capacity concept in the construction sector is dynamic, and interrelationships of capacity at different levels have not been explored thoroughly. Accordingly, this paper reviewed studies on capacity at different levels: sector, organisational, and individual to (1) identify attributes of capacity at each level; (2) map relationships of the capacities in the construction sector; and (3) develop a conceptual framework of project capacity in the construction sector and propose future research directions. This study used an integrative literature review approach to synthesise literature from various domains to describe different levels of the construction sector’s capacity. The findings of the literature review conceptualised a construction sector capacity framework at four levels: sector, organisational, individual, and project. The detailed descriptions of the relevant attributes at each level advance our understanding of capacity within the construction sector and are fundamental to developing capacity assessment tools for the construction sector. The relationships formed in the proposed framework help explain how the capacity at each level affects the system. Findings also serve to identify areas for future research, including investigating interrelationships of attributes in the capacity framework.

The attention on prefabricated modules and components is resurging in the New Zealand residential construction industry. This is driven by its relative benefits and technological advancements. However inspite of this attention, there has not been commensurate understanding of its manufacturing supply chain and the enhancement of their performance. Similarly, there has been little research considering the supply chain and supply chain integration in module/component manufacturing in residential construction in New Zealand. Therefore, this paper presents a comprehensive overview of the modular manufacturing process and the barriers and enablers for supply chain integration in module manufacturing. The identified barriers are discussed with their relevant enablers. Information for the study investigation was collected through twelve semi-structured face to face interviews with prefabrication experts. The information obtained was analysed using content analysis that enabled the development of a framework that illustrates barriers and enablers for supply chain integration. Ad-hoc relationships, poor planning and scheduling, transporting of volumetric modules and information sharing are a few significant barriers in the manufacturing process of modular bathroom pods and wall panels in New Zealand. The proposed framework provides a guide for the wall panel and bathroom pods manufacturing companies to improve integration across their entire manufacturing process.

In light of climate change, the construction industry plays a crucial part in alleviating carbon emissions and other environmental impacts. The focus on improving the public procurement process poses an important opportunity for the successful implementation of carbon reduction strategies in construction projects. There is a growing body of literature mapping green and sustainable procurement practices in construction. However, previous studies have not treated the implementation of procurement in a particular area, such as carbon reduction, in much detail. This study aims to investigate the implementation of construction procurement incorporating carbon reduction strategies, with a specific focus on the public sector in New Zealand. The research was conducted through 13 semi-structured interviews with construction procurement experts in New Zealand. The results shed light on the current implementation of carbon reduction strategies in construction procurement and its challenges, such as a lack of knowledge and ambiguous procurement guidelines and documents. It also emphasises the importance of (1) well-developed carbon reduction evaluation criteria, (2) specifying a budget for carbon-related initiatives, and (3) the prerequisite of a high level of innovation in the procurement document. The study adds to the rapidly expanding field of carbon reduction construction procurement by providing a deeper insight into the way carbon reduction strategies are effectively implemented in the procurement process.

In the light of climate change, the drive for zero carbon buildings is known as one response to reduce greenhouse gas emissions. Within New Zealand, research on climate change mitigation and environmental impacts of buildings has received renewed attention. However, there has been no detailed investigation of zero carbon building practices. This paper undertakes an exploratory study through the use of semi-structured interviews with government representatives and construction industry experts to examine how the New Zealand construction industry plans and implements zero carbon buildings. The results show that New Zealand’s construction industry is in the early stage of transiting to a net-zero carbon built environment. Key actions to date are focused on devising a way for the industry to develop and deliver zero carbon building projects. Central and local governments play a leading role in driving zero carbon initiatives. Leading construction firms intend to maximise the carbon reduction in building projects by developing a roadmap to achieve the carbon target by 2050 and rethinking the way of designing and constructing buildings. The research results provide an insight into the initial practices and policy implications for the uptake of zero carbon buildings in Aotearoa New Zealand.

Over recent years, the British government has been investing billions of pounds in new and refurbished healthcare building projects. With the rapid growth in investment in healthcare infrastructure throughout the United Kingdom, a number of sustainability issues have been created, including construction waste generation. There is growing consensus in the literature that healthcare buildings are “complex”, due to their unique functional and operational features, and are thus more prone to generating larger amounts of construction waste. However, no significant research has been undertaken to identify the relationships between complex features in building projects and construction waste production, which is the focus of this study. Twenty-five semi-structured interviews and a questionnaire survey were conducted among healthcare clients, contractors, and architects. A life cycle approach has been adopted in this study to holistically assess and evaluate the effects of complexities with construction waste causes in healthcare projects. The findings reveal that the complex shapes and sizes of rooms, and mechanical and electrical services, significantly impact waste caused by such things as: incomplete briefing, incorrect drawing details, complex designs, non-standard designs, and inadequate communication and coordination in the pre-design, design, and construction stages.

Several studies have documented benefits of prefabrication system (prefab) compared to the traditional building system (TBS). However, the documented benefits have been anecdotal or fragmented with reports of isolated case study projects. Few studies have looked at the objectively quantified benefits from statistical significance point of view and across building types in New Zealand. This study contributes to filling this knowledge gap by analyzing cost and time-savings, and productivity improvement achievable by the use of prefab in place of the TBS. Records of completion times and final contract values of 66 building projects implemented using prefab in Auckland were collected. The building types included commercial, houses, apartments, educational, and community buildings. The project details included final contract sums, completion dates, gross floor areas, and number of floors. Based on these details, the equivalent completion times and the final cost estimates for similar buildings implemented using the TBS were obtained from the Rawlinsons construction data handbook and feedback from some designers and contractors. Marginal productivity outcome for each building project was computed as the product of the cost and time-savings achieved using the prefab. Results showed that the use of prefab in place of TBS resulted in 34% and 19% average reductions in the completion times and costs, respectively. This also translated to overall 7% average improvement in the productivity outcomes in the building projects. Univariate ANOVA-based hypothesis test results showed that ‘building type’ had no significant effects on the cost and productivity improvement outcomes, but had significant effect on the time savings analyzed in the case study projects. The greatest productivity gain of 11% was achieved in house projects. These evidence-based results could guide optimized use of prefab for specific building application. The hypothesis-testing outcome provides insights on one of several potential influences on prefab improvements, which will be analyzed in subsequent research.

Establishing and prioritising the factors that may influence the final contract price when responding to a call for tenders is crucial for proper risk analysis and reliable forecasting; it could make or mar the ability to achieve expected profit margin in an era of lump sum fixed price contracts where clients often contest variation claims. In New Zealand, these factors have not been researched; hence estimators rely only on judgement to ‘guess-estimate’ in their price forecasting. This study aimed to fill the knowledge gap by investigating the priority factors. 150 responses from professional members of the New Zealand Institute of Quantity Surveyors were analysed using multi-attribute method. Results showed thirty-seven factors which could influence the final contract price; the three most influential being poor tender documentation, complexity of design & construction, and completeness of project information. Other factors relating to project, client and contractor characteristics, design consultants and tendering conditions, estimating practice and external factors were reported. Concordance analysis indicated high level of agreement amongst survey participants in the rank-ordering of the relative importance of the identified factors. The findings could assist quantity surveyors to prepare more reliable contract price estimates at the pre-contract stage. It would also improve construction-stage cost control.

Purpose: The current estimation practice in construction projects greatly needs upgrading, as there has been no improvement in the cost overrun issue over the past 70 years. The purpose of this research was to develop a new multiple regression analysis (MRA)-based model to forecast the final cost of road projects at the pre-design stage using data from 43 projects in New Zealand (NZ). Design/methodology/approach: The research used the case study of 43 completed road projects in NZ. Document analysis was conducted to collect data, and statistical tests were used for model development and analysis. Findings: Eight models were developed, and all models achieved the required F statistics and met the regression assumptions. The models' mean absolute percentage error (MAPE) was between 21.25% and 22.77%. The model with the lowest MAPE comprised the road length and width, number of bridges, pavement area, cut and fill area, preliminary cost and cost indices change. Research limitations/implications: The model is based on road projects in NZ. However, it was designed to be able to adapt to other contexts. The findings suggest that the model can be used to improve traditional conceptual estimating methods. Past project data is often stored by the project team but rarely used for analysing and forecasting purposes. This research emphasises that past data can be effectively used to predict the project cost at the pre-design stage with limited information. Purpose: The construction industry is complex, human-intensive and driven by monetary values. Hence, disputes are widespread. Initial conflicts among parties may develop into a disastrous dispute that costs the project success and good relationships and affects stakeholders' expectations. There has been a focus on causes of construction-related disputes, and studies over the past three decades have attempted to identify a more comprehensive list of reasons for disputes. Some of these studies' limitations were geographical, project delivery methods and project types. The purpose of this study is to identify the most recent and conclusive list of causes of disputes based on current literature by undertaking a systematic literature review (SLR). Design/methodology/approach: Considering the large number of studies that focused on causes of disputes, this study aims to develop a comprehensive list of causes, using a SLR, as it ensures that all previous articles in multiple databases are reviewed to produce a comprehensive outcome. A six-stage SLR was followed from background study to analysis and reporting. Findings: Not surprisingly, the number of publications has increased over time, most from the Middle East region. The interconnected nature of the causes was widely emphasised. The SLR has produced eight common core causes of disputes. They are: poor contractual arrangements, employer-initiated scope changes, unforeseen site changes, poor contract understanding and administration, contractor's quality of works, the inability of the contractor to achieve time targets, non- or delayed payments and poor quality of design. The majority of previous authors realised that disputes could be avoided by parties' involvement during the early stages, avoiding being opportunistic and acting collaboratively. Originality/value: Even though numerous studies have been carried out to identify the causes of disputes in the construction industry, none did a SLR. This study aggregates all the previous studies that focused on construction-related disputes systematically. Categorising causes based on the party primarily responsible help various stakeholders by providing a distinct list of factors to avoid that contribute to disputes. [ABSTRACT FROM AUTHOR]

Construction waste is a global problem, including in New Zealand where it makes up 40–50% of landfill waste. Accurately measuring construction waste is crucial to reduce its impact on New Zealand's landfills and meet carbon targets. Waste can be effectively managed if predicted correctly from the start of a project. Waste generation depends on factors such as geography, society, technology, and construction methods. This study focuses on developing a model specific to New Zealand to predict waste generation in residential buildings. By analysing data from 213 residential projects, the study identifies the design features that have the greatest influence on construction waste generation. A generalized linear model is constructed to correlate these design features with waste generation. The findings are valuable for construction stakeholders seeking to implement waste reduction strategies based on predicted waste quantities. Earthquakes are catastrophic natural disasters, and the built environment requires a quick recovery after such events. Estimating the loss from an earthquake can be complex as unique factors, in addition to conventional repair work, that need to be considered during the postperiod stage. Previous research has been able to identify 11 factors that impact the postearthquake cost estimation for the earthquake damage repair work (CEEDRW) process. Current loss estimation methods such as PACT, SLAT, and SP3 do not incorporate the impact of all these factors. This paper identifies the factors that impact different stages of traditional CEEDRW: precontract estimates, estimates during repair work, and cost calculations after construction. Discussion around methods to adopt these modeling factors into CEEDRW is also presented. A two-stage data collection method was adopted for this paper. Data were collected through semistructured interviews using 19 participants and a questionnaire survey using 92 participants who have experience in the CEEDRW process. The interview data analysis emphasized the usage of 11 factors at the three stages of estimation. Furthermore, survey results identified the most suitable methods of incorporating each factor in CEEDRW. Existing estimation tools used for CEEDRW do not consider a number of factors. This paper suggests the most suitable methods of considering these into an estimation tool that aims to enhance the accuracy and reliability of the CEEDRW process. The methods identified in this paper can be used in developing more reliable future cost estimation models used to determine postearthquake damage repair work. The data were collected from professionals who are experienced in housing repair work in New Zealand. The results vary for other types of geographic regions and construction methods. Currently used postearthquake cost estimation processes for earthquake damage repair work have a lot of drawbacks. To achieve the final aim of developing a standard postearthquake cost estimation model for earthquake damage repair work that is more accurate and faster than current ones, this research achieved one of the objectives of identifying methods that can be used to mitigate problems of the current cost estimation process. The research identifies methods that can be used to include factors that were not fully considered in current postearthquake cost estimation processes. The results of the research will help with increasing the accuracy of the upgraded model. The next step in this process is the develop the upgraded standard postearthquake cost estimation model for earthquake damage repair work. Even with the current findings, cost estimators, builders, and insurance agencies can improve their cost estimation process by including the impact of the factors through the suggested methods. Governments can implement changes to standard construction contracts and policies so that the construction industry can positively manage the cost-varying dynamics of earthquake damage repair work. Purpose: Cost overrun is one of the critical issues faced in construction projects, as nine out of ten projects will likely go over the budget. In particular, transportation infrastructure (TI) projects, such as roads and bridges, are vastly affected by cost overruns, which can delay the entire project. This research intends to identify the factors affecting the cost overruns in New Zealand (NZ) TI projects. Design/methodology/approach: The research was conducted using a questionnaire survey involving ninety-two participants experienced in infrastructure project estimation in NZ. Quantitative methods were used to analyse the data. Findings: Fifty-three factors were identified through literature under ten categories. Based on the survey, ten significant factors were identified with a high grade of importance. The three most critical factors were "frequent design changes," "poor planning and scheduling" and "inadequate tender documentation." It was found that the cost overrun is primarily affected by the pre-contract stage causes. Research limitations/implications: The data were collected from professionals involved in NZTI projects. Therefore, the implications may be different for other contexts. Practical implications: The results will improve the current estimation practice by developing a new statistical model considering all the significant variables for NZTI projects. Originality/value: Although much research is done to identify these factors, they are only considered in a few statistical cost models. These new statistical models mainly focused on technical variable factors similar to the current standard estimation process. Embodied energy has a significant effect on the total environmental impact of a project. However, emphasis is often placed primarily on operational energy, resulting in a knowledge gap about the current state of embodied energy use in affordable housing. To address this, the study investigates the level of embodied energy consumption in affordable housing, as well as the drivers, barriers, and techniques to reduce embodied energy. Based on a single embedded case study covering the period from cradle to end of construction, data were collected using embodied energy calculations of three affordable housing units in the project, semi-structured interviews with five design team members, and a cross-examination of findings with contract documents. The results were analysed using sensitivity analysis and thematic analysis. The findings revealed that all three house units fulfilled the baseline embodied carbon target of 800 kg CO2/m2 and both detached properties fell within the LETI (2020) target of 500 kg CO2/m2. However, all three properties would fail to meet the RIBA or 2030 LETI target of 300 kg CO2/m2. This suggests that improvements are necessary to achieve future targets. The results show that financial capabilities and operational energy prioritisation act as the main enabler and barrier for reducing embodied energy. Local contractors/suppliers, minimising material use or intensity, and modular construction were highlighted as the key reduction techniques that can be used to help achieve future targets concerning embodied carbon in residential developments. The study contributes significantly to understanding the current state of embodied energy use in affordable housing and provides new insights on how to deal with embodied energy if we are to meet future energy targets. In New Zealand (NZ), state school properties are owned by the Ministry of Education and operated by school managers with the assistance of external consultants. This study aims to explore relationships of key stakeholders to propose a set of improvement actions for building maintenance management (BMM) in NZ's state schools. The research employed a sequential mixed-methods approach encompassing interviews with school managers at the exploratory stage and questionnaire surveys completed by school managers and the Ministry staff to identify the maturity level of BMM. The interviews' findings were used to map roles and responsibilities of people involved in BMM and develop the measurement model used in this study. Based on data from the questionnaire, relationships among key stakeholders in BMM were examined using Partial Least Squares Structural Equation Modelling (PLS-SEM). The research hypotheses of correlation among the stakeholders were tested and validated. The questionnaire results were also analysed to identify the maturity level of stakeholders' responsibilities in BMM. Suggestions were made for improving BMM for NZ's state schools focusing on training programmes, reporting system, performance evaluation, and lesson sharing. Collaboration has been considered one of the keys for effectively managing state school properties in New Zealand, with participants combining their abilities to solve challenges and achieve common goals. However, this is challenging due to the multiple stakeholders involved (Ministry staff, external consultants, school boards), process fragmentation, and the stakeholders' diversity of knowledge. This research aims to develop a collaboration maturity model with process areas, criteria in each process area and rating levels. The criteria were identified from interviews with school managers and then used in a questionnaire survey to investigate the maturity levels of criteria in the collaboration. The assessment results provide insights into the problems or lowest scores criteria that are most needed for improvement. Based on the findings, improvement initiatives have been discussed. From school managers' perspective, the empirical findings can be translated into actionable knowledge in a way that helps the top management review their collaboration policies regarding staff training, funding allocation, reporting system and information technology. Purpose: This paper aims to develop an integrated and comprehensive framework for building and property management (BAPM) for state schools in New Zealand. The results are expected to clarify the complicated process and provide a guide for school boards to manage their property effectively and efficiently. It also seeks to explore the relationship between the key stakeholders and how this impacts the BAPM. Design/methodology/approach: In addition, to review literature, qualitative data were obtained through semi-structured interviews with 16 top managers in state schools. The data analysis results were used to develop the framework using the integration definition for process modelling. Findings: The findings contribute to understanding the processes in the BAPM in state schools of school board members by adding input, output, control and mechanism elements in each activity of the processes. The systematic models with main activities and people involved are presented as a guide for school boards in state schools in New Zealand. Challenges and issues in the processes are also identified to draw further study for both school boards and the Ministry of Education. Research limitations/implications: The research was conducted with the participation of stakeholders who are sampled from top managers in state schools in New Zealand. A larger scale of participants from other schools may generalise the findings further. Practical implications: The research findings are based on the needs and requirements of the stakeholders to understand, implement and control the BAPM for their schools and aid them to achieve the best value for money spending on the management. Originality/value: The paper highlights the complexity of the BAPM in schools, presents the roles and responsibilities of the school stakeholders and proposes a systematic framework to assist the school managers in this management process.
