Dentro del marco de las actuales estrategias económicas, la maximización de la renta viene imponiéndose como el principal motor de transformación espacial de las ciudades (Brenner, Marcuse y Mayer, 2009). Sin embargo, a contracorriente de esa tendencia, diversas ciudades, movimientos sociales, académicos y expertos pugnan por una orientación urbana y social distinta. En esa dirección, (re)emergen diversas articulaciones entre justicia y espacio que buscan promover ciudades, políticas y proyectos urbanos que sean más justos. Tal búsqueda supone una articulación entre conceptos, métodos académicos y herramientas de acción. En ese marco, este artículo retoma el concepto de just city y sus contestaciones como vía de entrada para dar cuenta de una serie de tensiones que recorren el debate urbano contemporáneo, contrapuntos entre miradas radicales y reformistas y discusiones respecto a con qué criterios y valores evaluar y proponer políticas urbanas que trasciendan el aludido mandato de la maximización de rentas en las ciudades. Asimismo, el artículo interroga las posibilidades de tal conceptualización como herramienta factible para el futuro de las ciudades en América Latina. En esa dirección, se proponen dos desplazamientos. En primer lugar, interrogar la plausibilidad de su extensión - y deslocalización - geográfica: en tanto concepto construido en y para el abordaje de políticas y proyectos de Estados Unidos y Europa, se reflexiona sobre sus potencialidades en América Latina, cuyas ciudades están signadas por desigualdades urbanas y sociales más acuciantes y capacidades estatales más acotadas a la hora de procurar territorios más justos. En segundo lugar, se propone un descentramiento de los objetos sobre los cuales ha sido aplicado: desde su foco en megaproyectos hacia su uso y aplicación a políticas urbanas más abarcativas. Perspectivas recientes como la de los policy mobility han abordado la movilidad de políticas urbanas entre distintas ciudades. Pese a proclamar la multidireccionalidad de tales procesos, esos estudios han estado mayormente concentrados en circulaciones de políticas y modelos urbanos entre ciudades del Norte Global, motivando una variedad de críticas. Este artículo reconstruye algunos alcances de esta perspectiva y propone un diálogo con campos de abordaje tales como el postcolonial urbanism y una serie de esfuerzos de investigadores latinoamericanos que buscan producir teoría en y sobre la región. Se concluye que estas iniciativas heterogéneas tienen puntos de contacto aunque divergen respecto al papel que América Latina asume en las mismas y a las formas –implícitas o explícitas– de conceptualizar las asimetrías de poder en la producción y circulación de políticas y teorías urbanas. Policy mobility approach has addressed the mobility of urban policies between different cities. Despite proclaiming the multidirectionality of such processes, these studies have been mostly focused on policies and urban models circulations between global north cities. This paper reconstructs policy mobility perspective and proposes a dialogue with approaches such as postcolonial urbanism and a series of Latin American initiatives to produce theory in and about the region. Although these heterogeneous initiatives have points of contact, they diverge with respect to the role of Latin America and to the ways of conceptualizing power asymmetries in the production and circulation of urban policies and theories. El artículo presenta una perspectiva relacional sobre la investigación urbana en América Latina y el financiamiento externo en la segunda mitad de la década del sesenta. Se analiza la Comisión de Desarrollo Urbano y Regional del Consejo Latinoamericano de Ciencias Sociales, su intento de construir una perspectiva latinoamericana sobre la investigación urbana y regional y su acceso a financiamiento externo. En un contexto signado por los efectos de iniciativas previas de financiamiento externo, la extensión de perspectivas dependentistas y una preocupación respecto a la condición periférica de América Latina, el artículo analiza relacionalmente las argumentaciones que latinoamericanos y norteamericanos generan en relación a los financiamientos externos. This paper shows a relational perspective on urban research in Latina America and its external financing during the second half of the sixties. It analyzes the creation of the Regional and Urban Planning Commission of the Latin American Council of Social Sciences, its attempts to build a Latin American perspective on urban and regional research and its access to external financing. Este artículo analiza procesos de circulación de políticas urbanas a partir del proyecto Puerto Madero y una serie de intercambios entre expertos y políticos de Barcelona y Buenos Aires. En ese marco, se enfatiza la relevancia de los Estados nacionales en procesos donde se entremezclan proyectos económicos, políticos y técnicos. En segundo lugar, se argumenta que los conflictos son parte inherente de estos procesos. En tercer lugar, se muestra que el análisis de trayectorias es una herramienta útil para abordar e historizar estos procesos y entender por qué los expertos locales deciden ‘aprender’ de Barcelona. En resumen, el artículo se enfoca en un episodio de historia reciente y argumenta que el abordaje de trayectorias y la consideración del estado en estos procesos pueden enriquecer recientes debates sobre la movilidad de las políticas. This article addresses various issues of urban policy circulation, focusing on the Puerto Madero redevelopment project and in exchanges between experts and politicians from Barcelona and Buenos Aires. I emphasize the relevance of national states in processes that merge economic, political, and technical projects. Second, I argue that conflicts are relevant parts of those processes. Third, I show career paths analysis as a relevant tool for analyzing and historicizing these processes. In so doing, I aim to demonstrate why and how local experts chose to learn from Barcelona. In sum, I focus on recent history and argue that both career paths analysis and a substantive consideration of the state in these processes can enrich recent policy mobility literature. El artículo aborda la constitución y despliegue de la Comisión de Desarrollo Urbano y Regional de CLACSO en tanto red regional entre 1967 y 1973. En el marco de disputas entre distintos saberes expertos sobre la ciudad, se abordará cómo la Comisión replantea las relaciones entre planificación urbana y regional y ciencias sociales y, en términos más amplios, los vínculos entre técnica y política. Asimismo, como parte de la construcción de objetos de investigación trasnacionales, se analiza su intento de construir una programa latinoamericano sobre la investigación urbana y regional y cómo contactos previos construidos en universidades norteamericanas son reutilizados por integrantes de la comisión a los fines de expandirse y acceder a financiamiento. Finalmente, se indica cómo acontecimientos políticos en la región impactan sobre la comisión rearticulando su organización. El artículo se apoya en el análisis de fuentes primarias y secundarias. This paper analyzes the creation and deployment of the Regional and Urban Planning Commission of the Latin American Council of Social Sciences as a regional network between 1967 and 1973. The article shows how the Commission articulates urban and regional planning perspectives with social sciences viewpoints and, more broadly, how it establishes certain links between technics and politics. This paper also addresses the Commission´s attempts to build a Latin American program on urban and regional research and how previous contacts established in American universities were reused in order to expand the network and access to financing. Finally, the paper shows how political events in Latin America impact the commission changing its organization. This study hinges on the analysis of primary and secondary sources. El artículo interroga determinadas relaciones entre técnica y política. Así, se indagan tensiones entre demandas disciplinares y políticas abordando vínculos entre arquitectura, planificación urbana, ciencias sociales y contextos de radicalización política. El análisis de una propuesta de Mario Corea y su equipo para el Concurso de remodelación del área central de Santiago de Chile (1972), permite discutir una serie de posturas que abordan los procesos de politización de los campos como mera pérdida de autonomía de los mismos. Por el contrario, se busca analizar cómo una serie de técnicos comprometidos políticamente replantean el rol de los técnicos y asumen demandas del contexto de politización, mediante la revalorización de la participación (definida como decisión social), sin que esto suponga necesariamente una pérdida de autonomía de los técnicos. En efecto, la práctica social se incorpora en un momento posterior a la propuesta técnica (definida como estructura posibilitante) lo cual permite explorar estos aspectos más allá de la dicotomía entre politización y autonomía. This paper analyzes some relations between politics and technics focusing on the links betweenurbanplanning,architectureand politization contexts. This paper aims to discuss the politizacion - autonomy dichotomy. Thus, tensionsbetweendisciplinaryandpolitical demandsareanalyzedfocusingonsome changes in technicians' roles. The analysis of a proposal made by Mario Corea and his team, atthecentralareaofSantiagodeChile remodelation contest (1972), is revisited as a specific interchange between the possibilities opened by systems theory in architecture and urban planning and politicization demands related to the revaluation of participation in architectureandurbanplanning.Indeed, social practice is incorporated after technical proposals allowing us to explore these issues beyondthepoliticization–autonomy dichotomy. El presente artículo busca indicar la productividad del abordaje de intercambios entre "locales" y "extranjeros". Así, se recorren diversos trabajos que desde la historia cultural, los estudios culturales y las historias de la arquitectura y el urbanismo discuten el modo dependentista de abordar las relaciones entre contextos centrales y periféricos. Tales trabajos habilitan el abordaje de procesos de circulación internacional de ideas, técnicos y modelos urbanos visibilizando fenómenos que se han intensificado en las últimas décadas. La discusión teórica se articula con referencias a un trabajo de investigación previo que analiza cómo diversas redes de técnicos y profesionales, cuyas trayectorias, saber-hacer, posicionamientos políticos y perspectivas de intervención difieren, pugnan por definir diagnósticos sobre los problemas de la ciudad de Buenos Aires entre 1983 y 1992, para lo cual producen múltiples y cambiantes intercambios con pares españoles. This paper seeks to emphasize the relevance of analyzing the exchanges between local and foreign counterparts. Latin American cultural history, cultural studies as well as architecture and urbanism histories contribute to discuss dependentists analyses on center -periphery relations. Those research lines enable a more productive approach on international circulation of ideas, technicians and urban models as well as international exchanges. The theoretical approach is articulated with a previous research that analyzes the struggle to define diagnoses of Buenos Aires city problems between 1983 and 1992. The last few decades have seen an increase in the travel and transference of urban models and policies, ideas and techniques as well as an increased academic interest in these processes. At the same time, Latin America has experienced a proliferation of large urban projects and relevant analysis. This paper seeks to establish a link between these two issues by addressing the work of the Corporación Antiguo Puerto Madero Sociedad Anónima (CAPMSA) in different Latin American cities and raising questions about the mobilization of urban models and policies, the mechanisms for the mobilization of these initiatives and the experts and social actors in charge of the circulation of these mechanisms. Este trabajo interroga el devenir de la investigación urbana en América Latina entre 1973 y 1982. Así, analiza cómo y porqué en determinados contextos ciertas ciudades concentran un creciente número de investigadores e instituciones especializadas en asuntos urbanos y regionales. Apoyados en el análisis de fuentes primarias y secundarias, se postula que desde 1973 y progresivamente, el Distrito Federal de México cobra mayor centralidad entre las redes de la investigación urbana en América Latina. Para entender esa creciente centralidad, se reconstruyen procesos desplegados en diversas geografías y temporalidades y se enfatiza la relevancia de abordar relaciones entre investigadores urbanos e instituciones así como aspectos políticos y económicos más amplios. This paper analyzes the urban research field in Latin America between 1973 and 1982. It focus on how and why certain cities concentrate a growing number of researchers and institutions. Based on primary and secondary sources analysis, it postulates that from 1973, Mexico city acquires increasing relevance within the urban research networks in Latin America. In order to understand this growing centrality this paper reconstructs a series of processes deployed in various geographies and temporalities and emphasizes the importance of addressing both relationships between researchers and institutions and broader political and economic issues.
