Abstract In vulnerability assessments, accurately determining the indicator weights is essential to ensure the results’ precision and reliability. This paper proposes an optimized comprehensive symmetric Kullback–Leibler (K–L) distance weighting method, in which the comprehensive symmetric K–L distance for each indicator is calculated using a grid-based approach, and the normalized distance serves as the weight for each indicator. ArcGIS software was employed to assess the Ili River Basin flood vulnerability as a case study. The results reveal the following: (1) The grid-based optimized symmetric K–L distance method facilitated variable weight processing in the disaster assessments, where it offered a scientific and adaptable approach for indexing and weighting the Ili River Basin flood vulnerability, thus improving both the evaluation accuracy and practicality. (2) The spatial distribution of the Ili River Basin flood vulnerability levels was uneven, with higher vulnerability observed in the northwestern, southwestern, and southeastern regions, and lower vulnerability in the eastern and northeastern areas. Yining County, Yining City, and certain southern regions of Cocodala City were particularly vulnerable due to multiple influencing factors, including the population, economy, and society. These areas require focused attention and preventive measures.

[Objective] This study aimed to accurately identify agricultural land use conflicts and related potential land degradation risks, and provide a scientific reference for the rational allocation of land resources, optimization of agricultural production spatial layout, and protection of healthy and sustainable agricultural development and national food security. [Methods] In this study, a diagnosis and recognition method for agricultural land use conflicts was constructed from the perspective of spatial matching, and the types, intensity, and spatial distribution patterns of agricultural land use conflicts were quantitatively described. Combined with the evaluation results of soil erosion sensitivity, land degradation risk areas were identified based on spatial combination matrix. [Results] (1) Compared with the oversimplified land capacity evaluation method, the agricultural suitability evaluation method was more suitable for the characterization of natural land use in the Ili River Valley; (2) In 2020, the area of agricultural land use conflict zone in the Ili River Valley was 20142.59 km2, accounting for 29.30% of the total study area. The actual land use in this region exceeded the appropriate range of natural land use determined by natural resource endowments, and the spatial mismatch of agricultural resources was obvious. (3) The soil erosion insensitive area in the Ili River Valley was the most widely distributed, covering an area of 44442.46 km2, accounting for 67.14% of the total study area, and widely distributed in the flat and open plain area of the Ili River Valley. The moderately sensitive, highly sensitive, and extremely sensitive areas were 3811.25, 3692.74, and 2683.44 km2, respectively, which are mainly distributed in the northern part of Khorgos City, the southern part of Zhaosu County, and the northern part of Nilek County. (4) The high land degradation risk area covered 4200.92 km2, accounting for 20.95% of the agricultural land use conflict area and 7.63% of the Ili River Valley, mainly distributed in the north, middle, and south Tianshan Mountains with rugged terrain and harsh natural environment making it suitable for woodland or mixed forest and grass. However, it’s current used as artificial pasture coupled with overgrazing has increased the risk of land degradation. [Conclusion] Agricultural land use conflict in the Ili River Valley is not serious, and there are scattered high degradation risk areas. It is necessary to formulate measures for the sustainable use of land resources in view of potential land degradation risks, solve the problems of agricultural spatial mismatch and conflict, coordinate the relationship between food production, livestock development, and ecological protection, and optimize the spatial distribution of agricultural production.

Raindrop size distribution （RSD） is fundamental in understanding the precipitation microphysics and quantitative precipitation estimation， especially in complex terrain with complicated rainfall mechanism and high spatial and temporal variability.In this paper， the RSD characteristics of different rainfall rates and rain types in the mountainous and plain areas of the Ili River Valley during the summer of 2020 -2022 are investigated using Parsivel2 disdrometer.The results show that the precipitation in the mountainous and plain areas is mainly composed of small raindrops， and medium raindrops are the largest contribution to the rainfall rate R.Precipitation in the mountainous and plain areas mainly occurs during the late afternoon and early evening， and the concentration of large and medium-sized raindrops is higher in the mountainous areas in all time periods.The spectral width and the concentration of drops with diameters increase with increasing rainfall rate.The number concentration of medium and large particles in the mountainous areas is obviously higher than that in the plain areas during light rain and heavy rain.For the same rainfall rate and rain type， precipitation in the mountainous areas has higher mass-weighted mean diameter （Dm） and lower normalized intercept parameter （log10Nw）.In addition， the convective rain spectrum in the mountainous and plain areas of the Ili River Valley tend to be “continental-like convective cluster”.It is found that there are also significant differences in the μ-Λ relationship and Z-R relationship of precipitation between the two areas， and the empirical relationship of Z =300R1.40 clearly overestimates precipitation.The results reveal the microphysical characteristics of precipitation under different terrain conditions in the Ili River Valley， and provide a reliable factual basis for the subsequent retrieval of precipitation using radar data.

Dijitalleşme çağında, yerel medya coğrafi sınırları aşarak, belirli bölgelerle sınırlı kalmak yerine küresel bir kitleyi hedeflemektedir. İnternet teknolojileri, yerel medyanın haberlere daha hızlı ulaşmasını sağlamış olsa bile güvenilirlik sorunlarını da beraberinde getirmiştir. Dolayısıyla dijitalleşmenin yerel medya üzerindeki etkilerini anlamak ve küresel düzeyde yerel medya çalışanlarının sorunlarını belirlemek önemlidir. Bu çalışma, yerel medyadaki dijital dönüşümleri inceleyerek değişen gazetecilik pratiklerini ve yerel medya çalışanlarının karşılaştığı sorunları tespit etmeyi amaçlamaktadır. Çalışma kapsamında, yerel medya kuruluşlarında çalışan 24 kişiyle derinlemesine görüşmeler yapılmıştır. Elde edilen veriler, Maxqda 20 programıyla kodlamalar yapılarak analiz edilmiştir. Çalışmada, medya çalışanlarının yerel medyanın önemi ve katkılarına dair düşünceleri, mesleki tutkuları, gelir memnuniyetsizlikleri, çevresel etkenlerden kaynaklı olarak yaşadıkları zorluklar ve karşılaştıkları baskılar incelenmiştir. Bulgular, yerel medya çalışanlarının maddi tatmin eksikliği, feodal yapının etkisi, aşiretlerin baskısı, otosansür, sansür ve şiddet gibi çeşitli engellerle karşılaştıklarını ortaya koymuştur. Ayrıca, dijital medyanın hızlı erişim imkânı ile bilgi kirliliği ve güven kaybı gibi dezavantajları tespit edilmiştir.

Arıcılık kendine has özellikleri ile kırsal nüfus için iyi bir alternatif iş ve gelir kaynağıdır. Türkiye ekolojik olarak arıcılığa çok uygun bir doğaya sahip olmasına rağmen maalesef potansiyelinin çok azını kullanmaktadır. Bu çalışma, ekolojik yapısı bakımından arı yetiştiriciliğine uygun alanların fazlalığı, zengin bitki çeşitliğine sahip olması nedeni ile önemli bir konuma sahip olan Erzincan İli Kemaliye ilçesindeki arıcılık faaliyetlerinin mevcut durumunu değerlendirmek amacıyla yürütülmüştür. Bu kapsamda 2023 yılında Erzincan ili Kemaliye ilçesinde faaliyet gösteren 87 arı yetiştiricisi ile tam sayım yapılarak çalışmanın birincil verileri toplanmıştır. Anket çalışmasında 26 soru ile arıcıların demografik özelliklerinin yanı sıra, arıcılığın ekonomik analizi, arıcılık dışı faaliyetleri, üretilen arı ürünleri, bal verimleri, koloni sayıları, ana arı değişimi ile üretimi, hastalık ile zararlılarla mücadeleleri, gezginci arıcılık durumları, besleme şekil ile zamanları, koloni kayıpları, arıcılıkta karşılaştıkları önemli sorunları, pazarlama ve satış faaliyetleri gibi konular hakkında ayrıntılı veriler elde edilmiştir. Araştırma sonuçlarına göre Erzincan ili Kemaliye ilçesinde 1 kg bal maliyeti sabit arıcılarda 141,89 TL, göçer arıcılarda ise 107,20 TL olarak hesaplanmıştır. Kovan başına toplam maliyet sabit arıcılarda 1409,75 TL, göçer arıcılarda ise 1007,83 TL olduğu tespit edilmiştir.

The Golden Eagle (Aquila chrysaetos) is the largest eagle in Kazakhstan, breeding in almost all mountainous and forested areas of the country. In Karatau and the Chu-Ili Mountains, there are large breeding groups of this species, which have been threatened by the development of a network of wind power plants (WPPs) since 2021 since both of these breeding groups are concentrated in powerful wind corridors that are promising for wind energy generation. During the work, we modelled the distribution of the Golden Eagle in Karatau and the Chu-Ili Mountains using the Random Forest image classification method, calculated its numbers in this area and assessed the threats to its breeding groups from both existing and prospective WPPs. The area of breeding biotopes for the Golden Eagle is 18209.9 km2, and the area of habitats is 67602.43 km2. The Golden Eagle population in Karatau as of 2024 is estimated at 434–645, on average 466 breeding pairs (80 breeding territories are known), and 1126–1674, an average of 1209 ind., taking into account fledglings of the current year and immature eagles, in the Chu-Ili Mountains – at 163–292, on average 222 breeding pairs (40 breeding territories is known), and 422–757, on average 575 ind. The number of Golden Eagles migrating through Karatau is estimated at 7276–11423, with an average of 8386 ind. In the zone of influence of the Zhanatas and Shokpar windfarms, which has a radius of 4.5 km, three pairs of breeding Golden Eagles disappeared over 3 years. Some of the birds from the disbanded pairs died due to collisions with the blades of wind turbines, which is confirmed by the remains of 2 Golden Eagles under the turbines. Based on calculations in the CRM “Band”, a risk map with a cell step of 5 km was created, representing an assessment of the probable mortality of eagles during the construction of wind farms in these cells. The results of this study apply to the conservation planning efforts of the Golden Eagle, analysing the risks of developing not only wind energy but also other land uses, including mining and even recreation, and implementing compensatory measures for human intervention in the Goolden Eagle's habitat.

Abstract Human brucellosis remains a significant public health issue in the Ili Kazak Autonomous Prefecture, Xinjiang, China. To assist local Centers for Disease Control and Prevention (CDC) in promptly formulate effective prevention and control measures, this study leveraged time-series data on brucellosis cases from February 2010 to September 2023 in Ili Kazak Autonomous Prefecture. Three distinct predictive modeling techniques—Seasonal Autoregressive Integrated Moving Average (SARIMA), eXtreme Gradient Boosting (XGBoost), and Long Short-Term Memory (LSTM) networks—were employed for long-term forecasting. Further, the optimal model will be used to explore the impact of COVID-19 on the transmission of Human brucellosis in the region. We constructed a SARIMA(4,1,1)(3,1,2)12 model, an XGBoost model with a time lag of 22, and an LSTM model featuring 3 LSTM layers and 100 neurons in the fully connected layer to predict monthly reported cases from January 2021 to September 2023. The results indicated that the occurrence of brucellosis exhibits pronounced seasonal patterns, with higher incidence during summer and autumn, peaking in June annually. Performance evaluations revealed low Mean Absolute Error (MAE), Root Mean Square Error (RMSE), and Symmetric Mean Absolute Percentage Error (SMAPE) for all three models. Specifically, the coefficient of determination (R2) was 0.6177 for the SARIMA model, 0.8033 for the XGBoost model, and 0.6523 for the LSTM model. The study found that the XGBoost model outperformed the other two in long-term forecasting of brucellosis, demonstrating higher predictive accuracy. This discovery can aid public health departments in advancing the deployment of prevention and control resources, particularly during peak seasons of brucellosis. It was also found that the impact of the COVID-19 pandemic on the transmission of human brucellosis in the region was minimal. This research not only provides a reliable predictive tool but also offers a scientific basis for formulating early prevention and control strategies, potentially reducing the spread of this disease.

Abstract Influenza Like Illness (ILI) and Severe Acute Respiratory Infection (SARI) cases are more prone to Influenza and SARS-CoV-2 infection. Accordingly, we genetically characterized Influenza and SARS-CoV-2 in 633 ILI and SARI cases by rRT-PCR and WGS. ILI and SARI cases showed H1N1pdm09 prevalence of 20.9% and 23.2% respectively. 135 (21.3%) H1N1pdm09 and 23 (3.6%) H3N2 and 5 coinfection (0.78%) of H1N1pdm09 and SARS-CoV-2 were detected. Phylogenetic analysis revealed H1N1pdm09 resemblance to clade 6B.1A.5a.2 and their genetic relatedness to InfA/Perth/34/2020, InfA/Victoria/88/2020 and InfA/Victoria/2570/2019. Pan 24 HA and 26 NA nonsynonymous mutations and novel HA (G6D, Y7F, Y78H, P212L, G339R, T508K and S523T) and NA (S229A) mutations were observed. S74R, N129D, N156K, S162N, K163Q and S164T alter HA Cb and Sa antibody recognizing site. Similarly, M19T, V13T substitution and multiple mutations in transmembrane and NA head domain drive antigenic drift. SARS-CoV-2 strains genetically characterized to Omicron BA.2.75 lineage containing thirty nonsynonymous spike mutations exhibited enhanced virulence and transmission rates. Coinfection although detected very minimal, the mutational changes in H1N1pdm09 and SARS-CoV-2 virus infected individuals could alter antibody receptor binding sites, allowing the viruses to escape immune response resulting in better adaptability and transmission. Thus continuous genomic surveillance is required to tackle any future outbreak.

Drought presents significant challenges in arid regions, influencing local climate and environmental dynamics. While the large-scale climatic phenomena in Xinjiang, northwest China, are well-documented, the finer-scale climatic variability in subregions such as the Ili River Valley (IRV) remains insufficiently studied. This knowledge gap impedes effective regional planning and environmental management in this ecologically sensitive area. In this study, we analyze the spatiotemporal evolution of drought in the IRV from 1961 to 2023, using data from ten meteorological stations. The SPEI drought index, along with Sen’s trend analysis, the Mann–Kendall test, the cumulative departure method, and wavelet analysis, were employed to assess drought patterns. Results show a significant drying trend in the IRV, starting in 1995, with frequent drought events from 2018 onwards, and no notable transition year observed from wet to dry conditions. The overall drought rate was −0.09 per decade, indicating milder drought severity in the IRV compared to broader Xinjiang. Seasonally, the IRV experiences drier summers and wetter winters compared to regional averages, with negligible changes in autumn and milder drought conditions in spring. Abrupt changes in the drying seasons occurred later in the IRV than in Xinjiang, with delays of 21 years for summer, and over 17 and 35 years for spring and autumn, respectively, indicating a lagged response. Spatially, the western plains are more prone to aridification than the central and eastern mountainous regions. The study also reveals significant differences in drought cycles, which are longer than those in Xinjiang, with distinct wet–dry phases observed across multiple time scales and seasons, emphasizing the complexity of drought variability in the IRV. In conclusion, the valley exhibits unique drought characteristics, including milder intensity, pronounced seasonal variation, spatial heterogeneity, and notable resilience to climate change. These findings underscore the need for region-specific drought management strategies, as broader approaches may not be effective at the subregional scale.

Isparta, yağ gülü yetiştiriciliğiyle adını dünyaya duyuran bir ildir. Bu ilin eğitim durumunu ortaya koyan güncel bir araştırma bulunmamaktadır. Bu nedenle bu araştırmada Isparta ilindeki nüfusun 1927-2022 dönemindeki okuryazarlık ve 2022-2023 istatistiki verilerine göre de eğitim durumunun coğrafi bir perspektifle ortaya konması amaçlanmıştır. Araştırma, nicel araştırma yöntemleri kullanılarak hazırlanmıştır. 2022 yılı itibarıyla Isparta ilindeki okuryazar olmayanların %76,73’ünü 65 yaş ve üzerindekiler oluşturmaktadır. İlde on dört yaşında veya daha üzeri yaşta olan nüfusun büyük bir bölümünü (%28,43) lise mezunları oluşturmaktadır. 2022 yılı itibarıyla inceleme alanı ülkede; doktora mezunlarının oranı açısından ikinci, master mezunlarının oranı açısından beşinci ve fakülte/yüksekokul mezunlarının oranı açısından ise on ikinci sırada yer almıştır. Ayrıca 2022-2023 döneminde Isparta ilindeki üniversitelerde örgün eğitim gören; 58.427 ön lisans ve lisans öğrencisi, 4.270 master öğrencisi ve 1.427 doktora öğrencisi bulunmaktaydı. Doktora, master ve fakülte/yüksekokul mezunlarının oranı bakımından Isparta, ülkenin önde gelen illerinden birisidir. Yerinde ve yeterince faydalanıldığı takdirde bu durum, Isparta şehrinin fonksiyonel açıdan hem bir üniversite kenti olmaya doğru evrilmesini ve hem de ilin her açıdan gelişmesini sağlayabilir.

Küresel pazarda yaşanılan gelişmeler, yerel düzeyde rekabet gücü yüksek olan firmaların rekabet avantajı kazanmasını sağlamıştır. Bu durum endüstriyel yığılmalara olan ilgiyi artırmıştır. Yerel ekonomilerin küresel ekonomideki önemine dikkat çeken kümelenme yaklaşımı, birçok ülke tarafından kalkınma stratejisi olarak uygulanmaktadır. Tarihi ticaret yolları üzerinde bulunan Çorum ilinde Cumhuriyetin ilan edildiği yıllarda üretim faaliyetleri evlerde veya küçük işletmeler şeklinde atölyelerde yapılmaktaydı. 1972’de Çorum ilinin Kalkınmada Öncelikli Yöreler arasına girmesiyle ilde sanayileşme faaliyetleri hızlanmıştır. 1980’de ithal ikameci sanayileşme politikasından dışa açık büyüme modeline geçmesiyle Türkiye’de desantralizasyon alanlarının gelişimi teşvik edilmiştir. Çorum sağlanan teşviklerle 1980 sonrası hızlı bir şekilde sanayileşerek Anadolu Kaplanları olarak anılan iller arasında yer almıştır. Çalışma Çorum ilinde Ekonomik Faaliyet İstatistiki Sınıflaması (NACE kodu) kapsamında imalat sınıfında yer alan alt sektörlerin yoğunlaşma düzeyini tespit etmeyi amaçlamaktadır. Bu amaç doğrultusunda çalışmada TOBB Sanayi Veritabanı içerisinde yer alan illere göre üretici dağılımı verilerinden yararlanılmıştır. Elde edilen verilerle üç yıldız analiz yapılmıştır. Üç yıldız analizine göre Çorum ilinde NACE kodu sınıflamasında 4 kod bazda faaliyette bulunan 129 sektörden 13’ü olgun küme olarak sınıflandırılırken, 19’u potansiyel küme, 18’i ise aday küme olarak sınıflandırılmıştır.

IntroductionAlveolar echinococcosis (AE) is a life-threatening disease in humans caused by the larval stage of Echinococcus multilocularis. Domestic animals, dogs, foxes, and small mammals constitute the circular chain of AE. To evaluate the infection, distribution, and genetic polymorphism of AE in the Ili Prefecture (Nilka, Xinyuan and Zhaosu), we conducted this survey.MethodsIn June and July 2018, 267 small mammals were captured using water-infusion and mousetrap methods. Combined pathogenic and molecular biological methods were used to observe the histopathology of Echinococcus carried by rodents, amplify the mitochondrial nad1 gene of the pathogen, and investigate the genotype and haplotype diversity of Echinococcus in rodents in Ili Prefecture.ResultsMorphological identification revealed that these captured small mammals belonged to three species, with Microtus gregalis being the dominant species (183/267). Pathological and molecular biological results confirmed that E. multilocularis was the pathogen of echinococcosis in small mammals, with an infection rate of 15.73% (42/267). Among the three areas sampled, the highest infection rate of rodents was 25.45% (14/55) in Nilka County. However, there was no significant difference in the infection rates between regions (χ2 = 5.119, p > 0.05). Of the three captured rodent species, M. gregalis had the highest infection rate of 17.49% (32/183), but there was no significant difference in infection rates between the rodent species (χ2 = 1.364, p > 0.05). Phylogenetic analyses showed that the nad1 gene sequences obtained in this study clustered in the same clade as isolates from China. These isolates contained 21 haplotypes (Hap_1-21); Hap_2 was the most common haplotype (9/42). Furthermore, haplotype diversity (0.925 ± 0.027) and nucleotide diversity (0.01139 ± 0.00119) were higher in the Ili Prefecture than in other regions, indicating that population differentiation was high. Tajima’s D and Fu’s Fs tests were negative (p > 0.10), indicating that the population had expanded. The low fixation index (Fst) ranged from 0.00000 to 0.16945, indicating that the degree of genetic differentiation was different among different populations.DiscussionIn summary, Ili Prefecture is a high incidence area of AE, and Microtus spp. may play an important role in the transmission of AE in this area. The results of this study provide basic data for further study of the molecular epidemiology, genetic differences, and control of E. multilocularis in the Ili Prefecture, Xinjiang.

Loess is strongly sensitive to water, and its properties are substantially affected by weathering and other factors. Loess landslides, which are widely distributed in Ili, are closely related to seasonal freeze–thaw effects. In this study, multiple freeze–thaw cycle tests were conducted on loess samples with different moisture contents from the Ili region, and triaxial shear tests were conducted to study mechanical characteristics of the loess. Variations in the microstructure of the loess samples were analysed using scanning electron microscopy images to reveal the underlying mechanisms. The results showed that the freeze–thaw cycles significantly influence failure mode of the stress–strain curve of loess samples with a lower moisture content of 10%, which transitioned from strain softening to strain hardening with six cycles as the turning point, whereas the stress–strain curve transitioned from strong to weak hardening for the loess samples with higher moisture content of 18%. As the number of freeze–thaw cycles increased, failure strength and shear strength parameters of loess gradually decreased, and tended to stabilize after the 10th cycle. In addition, strength parameters deterioration is most significant after the first cycle, and the degree of cohesion deterioration was much greater than that of internal friction angle. Cohesion and internal friction angle showed attenuation exponential function and polynomial function relationship, respectively, with the number of freeze–thaw cycles, and their fitting parameters underwent a sudden change with increasing moisture content, with 14% as the turning point. Microscopic SEM revealed that the number of overhead pores increased, and point–to–point contact between particles increased after freeze–thaw, which was consistent with increase in of loess porosity. This revealed the fundamental reason for the significant deterioration in loess strength caused by freeze–thaw cycles.

Smrt i tjelesne ozljede kupača i drugih osoba u moru mogu prouzročiti razne vrste plovnih objekata te naprave sposobne za plovidbu koje nisu plovni objekti u smislu PZ-a (primjerice, daske za jedrenje, daske za veslanje, daske za jahanje na valovima, daske s padobranom (kiteboarding), električne surferske daske, seabobovi (podvodni skuteri), pedaline, kanui, kajaci, sandoline, tube za vuču i razne druge naprave koje se koriste za sport i razonodu), a vrlo rijetko, ali ipak moguće, i drugi pomorski objekti te podrtine i potonule stvari. Primjena materijalnog prava ovisi o tome koji je objekt usmrtio ili ozlijedio kupača ili drugu osobu u moru, a do primjene mogu doći tri sustava pravila o odgovornosti za štetu. Prvi sustav čine odredbe PZ-a o izvanugovornoj odgovornosti vlasnika broda i brodara, odgovornosti za smrt i tjelesne ozljede (čl. 808. – 810. PZ-a). Drugi je sustav propisan odredbama PZ-a o vađenju i uklanjanju podrtina i potonulih stvari (čl. 840.c i čl. 840.g PZ-a). Treći sustav čine odredbe ZOO-a o odgovornosti za štetu (čl. 1045. – 1054. ili čl. 1063. – 1067. ZOO-a). Komentar i kritička analiza pretpostavki za primjenu pojedinih sustava odgovornosti za štetu tema je ovoga rada. Proučavaju se teorijske osnove pretpostavki relevantnih za primjenu pojedinog sustava odgovornosti za štetu te se provodi njihova poredbena analiza kojom se utvrđuju njihove kongruentnosti, sličnosti i razlike. Radi sustavnosti analize razmatraju se i precizno razlučuju mogući scenariji nastanaka štetnih događaja u kojima je uzrokovana smrt ili tjelesna ozljeda kupača i drugih osoba u moru, kako bi se uočile i protumačile pojedine specifične pretpostavke koje su ključne za pitanje koji sustav pravila o odgovornosti za štetu treba primijeniti u konkretnom slučaju odgovornosti za štetu. Izlažu se mogući pravni pristupi u rješavanju pravnih pitanja koja se odnose na tumačenje pretpostavki za primjenu pojedinog sustava odgovornosti za štetu, a u odnosu na njih zauzima se pravni stav o tome kako treba tumačiti pojedina dvojbena pravna pitanja. Istražuje se pravni pojam »kupači« te tko sve ulazi u krug »drugih osoba u moru« na koje se primjenjuju odredbe PZ-a o izvanugovornoj odgovornosti za štetu zbog smrti i tjelesne ozljede. Precizno se opisuju i analiziraju pojmovi »plovni objekti«, »podrtine«, »potonule stvari«, »plutajući objekti«, »nepomični odobalni objekti« i slični relevantni pojmovi. Razmatra se opseg i doseg sintagme »svi plovni objekti, bez obzira na veličinu i namjenu kojoj služe« kojom je definirano polje primjene sustava odgovornosti za štetu predviđenog odredbama PZ-a o izvanugovornoj odgovornosti za smrt i tjelesne ozljede. Proučavaju se pravna pitanja koja se pokazuju kao važna, otvorena i dvojbena u vezi s tumačenjem i primjenom odredbi o ograničenju odgovornosti za tražbine zbog smrti ili tjelesne ozljede kupača. Analiziraju se i aspekti osiguranja u vezi sa štetnim događajima u kojima je prouzročena smrt ili tjelesna ozljeda kupača i drugih osoba u moru. Autorica zaključuje da se zakonska rješenja odlikuju cjelovitošću i sustavnošću, međutim, mogu biti dvojbena mnoga specifična pravna pitanja koja se odnose na razgraničenje pojedinih sustava odgovornosti za štetu, ograničenje odgovornosti i pojedine tipove ugovora o osiguranju jer nisu obrađena u našoj pravnoj teoriji niti protumačena u sudskoj praksi. Tumačenja otvorenih pravnih pitanja i komentar zakonskih odredbi izneseni u ovom radu trebaju doprinijeti unaprjeđenju provedbe propisa u praksi te pružiti smjernice za pravilan odabir materijalnog prava na konkretan izvanugovorni odnos odgovornosti za štetu zbog smrti ili tjelesne ozljede kupača i drugih osoba u moru.

BackgroundOver time, COVID-19 testing has significantly declined across the world. However, it is critical to monitor the virus through surveillance. In late 2020, WHO released interim guidance advising the use of the existing Global Influenza Surveillance and Response System (GISRS) for the integrated surveillance of influenza and SARS-CoV-2.MethodsIn July 2021, we initiated a pan-India integrated surveillance for influenza and SARS-CoV-2 through the geographically representative network of Virus Research and Diagnostic Laboratories (VRDLs) across 26 hospital and laboratory sites and 70 community sites. A total of 34,260 cases of influenza-like illness (ILI) and Severe acute respiratory infection (SARI) were enrolled from 4 July 2021 to 31 October 2022.FindingsInfluenza A(H3) and B/Victoria dominated during 2021 monsoon season while A(H1N1)pdm09 dominated during 2022 monsoon season. The SARS-CoV-2 “variants of concern” (VoC) Delta and Omicron predominated in 2021 and 2022, respectively. Increased proportion of SARI was seen in extremes of age: 90% cases in < 1 year; 68% in 1 to 5 years and 61% in ≥ 8 years age group. Approximately 40.7% of enrolled cases only partially fulfilled WHO ILI and SARI case definitions. Influenza- and SARS-CoV-2-infected comorbid patients had higher risks of hospitalization, ICU admission, and oxygen requirement.InterpretationThe results depicted the varying strains and transmission dynamics of influenza and SARS-CoV-2 viruses over time, thus emphasizing the need to continue and expand surveillance across countries for improved decision making. The study also describes important information related to clinical outcomes of ILI and SARI patients and highlights the need to review existing WHO ILI and SARI case definitions.

Syndromic surveillance was initially developed for early detection compared to traditional methods of an epidemiological event with an impact on public health, but as it was applied by more countries it was observed that it can provide information on the size, dynamics of the spread with an emphasis on the potential for national, regional and global evolution, the severity and the most affected population groups, but also to the development of a quick, specific response. Globalization, which involves the intensification of the movement of people (including sick or incubating infectious diseases), live animals, or products of animal origin in and from any part of the planet, but also climate change and pollution, amplifies the danger of the spread of communicable infectious diseases from areas so-called “specific” diseases in new areas, unknown to populations and healthcare systems. In this context, the One Health initiative needs efficient surveillance methods to help promote the health of people, animals, the environment, and ultimately the planet Earth. Recently, there have been substantial changes in the surveillance and control of infectious diseases with an impact on public health aimed at assessing the risks of the emergence of infectious agents with epidemic and pandemic potential by identifying and analyzing favorable factors related to the infectious agent (virulence, variability, transmissibility, etc.), the host organism (immunity, physiological factors, vaccination status, associated chronic diseases, nutritional status, living conditions, etc.), demographic factors (birth rate, mortality, population agglomerations), climatic factors and insect populations vectors, rodents and wild animals (including birds) and last but not least domestic animal populations (including birds). Among these methods, syndromic surveillance stands out, which in addition has the quality of using automatic data acquisition and generating statistical alerts, monitors disease indicators in real-time or near real-time to detect disease outbreaks earlier than would be possible with conventional methods traditional public health. In this context, we will present the Romanian experience regarding the syndromic surveillance of ILI, ARI and SARI in Romania through the national sentinel system season 2023/2024.

Bu çalışmada Bursa ili Karacabey ilçesinde hastalıklardan ari 550 baş sağmal kapasiteye sahip özel bir işletmede yetiştirilen Almanya ve Avusturya orijinli 494 baş Simmental (SIM) ırkı sığırın dış görünüş özellikleri değerlendirilmiştir. Dış görünüş özelliklerinden beden yapısına ait Sağrı yüksekliği (SY), Sağrı uzunluğu (SU), Sağrı eğimi (SE), Sağrı genişliği (SG), Omuz-bel uzunluğu (OBU), Beden derinliği (BD), Göğüs genişliği (GG) ve Kaslılık (K), meme yapısına ait Ön meme bağlantısı (ÖMB), Ön meme başı uzunluğu (ÖMBU), Ön meme başı kalınlığı (ÖBK), Ön meme başı yerleşimi (ÖMBY), Memenin önden görünümü (MÖG), Memenin baldırdan görünümü (MBG), Meme taban yüksekliği (MTY), Meme merkez bağı (MMB), Meme başı yönü (MBY), Arka meme başı pozisyonu (AMBP), Arka meme başı yerleşimi (AMBY), Arka meme yüksekliği (AMYU), ayak bacak yapısına ait olarak da Arka bacak açısı (ABA), Diz yapısı (DY), Tırnak açısı (TA), Tırnak taban yüksekliği (TTY) ve Bilek açısı (BAç) özelliklerine ait genel ortalama puanlar sırasıyla 142,73±0,207 cm, 43,66±0,164 cm, 5,13±0,039, 20,02±0,114 cm, 85,15±0,384 cm, 75,31±0,194 cm, 5,76±0,033, 5,41±0,038, 5,23±0,055, 5,47±0,060 cm, 3,49±0,025 cm, 4,01±0,043, 5,44±0,043, 5,11±0,041, 3,40±0,059, 4,66±0,066, 4,49±0,045, 4,62±0,048, 4,80±0,057, 5,60±0,049, 4,89±0,041, 4,94±0,050, 4,29±0,033, 4,31±0,32 cm ve 5,57±0,035 olarak belirlenmiştir. Sonuç olarak, SIM ırkı sığırların BD, MTY, ABA, TTY ve TA özelliklerine ait literatürde bildirilen değerler ile bu çalışmada elde edile ortalamalar arasında önemli farklılıklar bulunduğu belirlenmiş, bu farklılıkların süt verimi yükseltilmiş Almanya ve Avusturya orijinli SIM genotipinden ve işletme koşullarından kaynaklandığı düşünülmektedir.

Kentlik adları arasında kabul edilen mahalle cadde, bulvar ve sokak adları bir şehrin kimliğini ve kültürel geleneğini yansıtan önemli ögelerdir. Tarih, coğrafya, sosyoloji gibi toplumsal hafıza hakkında bilgi veren kentlik adlarının doğru ve anlamlı bir şekilde seçilmesi kent kültürü açısından önemlidir. Ayrıca geçmişte verilen bazı kentlik adlarının neden verildiğinin tespiti kentlerin kimliğini ve kültürel mirasını doğru yorumlamada önemli bir rol oynar. Bu çalışmada Diyarbakır ili merkez ilçelerinin mahalle, cadde, bulvar ve sokak adlarının toplumsal, kültürel ve tarihsel bağlamları incelenerek, adlandırma süreçlerinin kent kimliği, toplumsal aidiyet ve mekânsal hafıza üzerindeki etkileri incelenmiştir. Kentlik adlarının sadece birer tanımlayıcı unsurlar olmaktan öte, toplumların hafızasında nasıl anlamlar kazandığına değinilmiştir. Çalışma, adlandırmaların yerel yönetim politikaları, tarihsel miras, ideolojik tercihler ve sosyo-kültürel dinamiklerle nasıl şekillendiğini ele almaktadır. Ayrıca, bu adların kamusal alanın sembolik düzenlenmesindeki rolü ve bireyler arası iletişimdeki işlevine de değinilmiştir.

Çalışma, Hatay ili Reyhanlı ilçesini kapsayacak şekilde belirlenen zeytin bahçelerinin bitki besin elementlerinin durumunu belirlemek amacıyla yapılmıştır. Bu amaç için 15 farklı zeytin bahçesinden 0-30 ve 30-60 cm olmak üzere iki farklı derinlikten 30 adet toprak ve 15 adet yaprak örneği alındı. Toprak ve yaprak örneklerinde bazı makro-mikro besin element analizleri ile topraklarda ek olarak bünye, kireç, pH, tuz, KDK, organik madde analizleri yapılmıştır. Elde edilen bulgulara göre, araştırma alanı topraklarının; tamamı killi tın bünyeli, hafif alkalin reaksiyonlu, genelde organik maddece fakir, tuzsuz, kireçli ve çok kireçli sınıfında yer aldığı belirlenmiştir. Çalışmada, toprakta bulunan K, Mg, Fe ve Cu içerikleri ile ve yaprakta bulunan K, Mg, Fe ve Cu içerikleri uyumlu olarak belirlenmiştir. Fakat, toprak örneklerde yapılan analizlerde N (%26.67) ve P (%6.67) noksan olarak bulunmasına rağmen, yaprak örneklerinin tümünün N ve P içeriklerinin yeterli bulunmuştur. Ayrıca, toprakların Zn ve Mn içeriklerinin büyük bir kısmının yeter sınırın altında olmalarına rağmen, yaprak örneklerinde Zn içeriği tüm örneklerde, Mn içeriklerinin ise büyük çoğunluğunun (%93.33) yeterli olarak bulunmuştur. Araştırma alanından elde edilen verilere göre, Hatay ili Reyhanlı ilçesi zeytin bahçelerinde bazı bitki besin elementlerinin toprak ve bitki analizleri neticesinde belirlenen ve yukarıda belirtilen dengesizlikler, bitkilerin beslenmelerinde bazı sorunların olduğunu, bölgede olan zeytin bahçelerinde analize dayanmayan gübreleme yapıldığı belirlenmiştir. Bu sebep ile zeytin bahçelerinde beslenme sorunları net olarak belirlendikten sonra, yaprak ve toprak analizlerinin ve bu analizlere dayalı gübreleme programları oluşturmanın ne kadar önemli olduğu hakkında çiftçiler bilinçlendirilmelidir.

Sosyal sermaye, ekonomik gelişme ve kalkınmanın ön koşulu olarak kabul edilen ayrıca vergi uyumunun sağlanması için de üretilmesi gereken bir sermaye türüdür. Sosyal sermayenin unsurları arasında yer alan güven, sosyal ağlar ve sosyal normlar toplumsal işbirliğinin oluşturulmasında önemli argümanlardır. Toplumsal işbirliğinin en önemli göstergelerinden biri de vergi uyumudur. Ayrıca vergi uyumu unsurları arasında yer alan vergi adaleti, vergi bilinci ve vergi harcamaları vergi uyumunun sağlanmasında etkin rol üstlenen diğer bileşenlerdir.Çalışma ile amaçlanan sosyal sermaye ve vergi uyumu unsurları arasında yer alan vergi adaleti, vergi bilinci ve vergi harcamalarının vergi uyumu üzerindeki etkilerini ortaya koymaktır. Çalışmada vergi yükünü en fazla hisseden mükellef grubuna ulaşmak amaçlanmış, bu nedenle gelir vergisi kapsamında yer alan ticari kazanç ve serbest meslek kazancı elde eden mükellefler örneklem olarak belirlenmiştir. Çanakkale merkez ilçede ikamet eden 446 mükellef ile anket yapılarak analizler için gereken veriler elde edilmiş, Faktör Analizlerinin ardından Yapısal Eşitlik Modeli kurulmuştur. Veri analizlerinde IBM SPSS 27 ile SmartPLS hazır yazılımları kullanılmıştır. Model sonucunda genelleştirilmiş güvenin vergi uyumu üzerinde etkili olmadığı ancak stratejik güven, kurumsal güven ve sosyal normların vergi uyumunu artırdığı belirlenmiştir. Vergi adaleti ve vergi bilinci, vergi uyumunu artırırken vergi harcamalarının vergi uyumunu olumsuz etkilediği elde edilen diğer bulgulardır.
