Proper knowledge of potential groundwater recharge (PGR) and its spatiotemporal distribution are essential for sustainable groundwater management, especially within the context of climate change. Here, a robust GIS-based water budget framework was developed to estimate PGR at a regional scale and map its spatial distribution. This framework is demonstrated over the Saguenay-Lac-Saint-Jean region (13 200 km2) of Quebec (Canada). The PGR mapping process was based on a model incorporating water budget components. The vertical inflows (VI) include water amounts from rainfall and snowmelt, whereby the latter was assessed using HYDROTEL model. VI were combined with the maximum and minimum temperatures to estimate actual evapotranspiration (AET), while the surface runoff (RuS) was assessed using the curve number method. Field observations of annual variation in temperatures and the water budget components, over a period of 100 years (1910–2009), were used to provide a comprehensive overview of the effects of climate change on PGR. The last 10 years of the observation period (i.e., 2000–2009) indicate that 6% of the study area has PGR rates of 35%–50%. PGR rates of 20%–35% occur in 58% of the study area, while 36% have PGR of 5%–20%. The trend analysis of temperature time series reveals an average of 1.1 ± 0.6°C increase over 100 years. Also, an increase in the water budget components is observed. Despite the increasing trends of RuS and AET, PGR still showed an increasing trend with an average increase of 0.7 ± 0.4 mm/year over the past 100 years. This observation indicates that the increase in VI was enough to compensate for the increases in AET and RuS. This finding of an increasing PGR in the study area provides useful information for future studies focusing on predicting long-term PGR evolution and for the development of efficient long-term groundwater management strategies.

Entendemos que o aparato nuclear norte-coreano tem caráter dissuasório, amparados na assimetria entre os arsenais da Coreia do Norte e dos Estados Unidos, na conduta racional dos líderes da dinastia Kim durante as negociações e na manutenção, por parte de Pyongyang, de uma permanente atmosfera de incerteza. Analisamos também de que forma o domínio bélico nuclear norte-coreano impacta a sensibilidade dos Estados Unidos e se a posse de tal armamento foi o que garantiu a Kim Jong-un a chance de negociar com Donald Trump, entre outros temas, o abrandamento de sanções econômicas. Por fim, avaliamos a possibilidade de desnuclearização da Coreia do Norte, como desejam os Estados Unidos. Nossa hipótese é que a dinastia Kim considera a manutenção do aparato nuclear uma condição sine qua non para a sobrevivência do Estado e instrumento de barganha imprescindível para a suspensão das sanções e a consequente melhoria das condições econômicas e sociais do país. We analyzed the motivation and purposes of the North Korean nuclear program. We believe that this country, whose population undergoes food deprivations, invested more than one-fifth of its GDP on defense for decades due to many factors, like the permanence in a state of formal war with South Korea, a doctrine of aversion to declared enemies, a perception of isolation in the face of a hostile world and an army worship as a state fundamental institution. We understand that the North Korean nuclear apparatus has a deterrent character based on the asymmetry between North Korea’s and United States’ arsenals, on the rational behavior of the Kim’s dynasty leaders during the negotiations and on the maintenance, by Pyongyang, of a permanent atmosphere of uncertainty. We also analyze how the North Korean nuclear realm impacts the United States’ sensitivity and if the possession of such weaponry was what guaranteed Kim Jong-un the chance to negotiate with Donald Trump, among others issues, the slowdown of economic sanctions. At last, we evaluated the possibility of North Korea’s denuclearization as the United States desire. Our hypothesis is that Kim dynasty considers the maintenance of its nuclear apparatus a sine qua non condition to the state’s survival and a crucial bargaining chip to the sanctions suspension and the consequent improvement of the countries’ economic and social conditions. Creemos que este país, cuya población pasa por privaciones alimentarias, invirtió más de un quinto del PIB en defensa, durante décadas, por varios factores, entre ellos la permanencia en estado de guerra formal con Corea del Sur, la doctrina de aversión a enemigos declarados, la percepción de aislamiento frente a un mundo hostil y un culto al ejército como institución fundamental del Estado. Entendemos que el aparato nuclear norcoreano tiene carácter disuasorio, amparado en la asimetría entre los arsenales de Corea del Norte y de los Estados Unidos, en la conducta racional de los líderes de la dinastía Kim durante las negociaciones y en lo mantenimiento, por parte de Pyongyang, de una permanente atmósfera de incertidumbre. Analizamos también de qué forma el dominio bélico nuclear norcoreano impacta la sensibilidad de los Estados Unidos y si la pose de tal armamento fue lo que garantizó a Kim Jong-un la oportunidad de negociar con Donald Trump, entre otros temas, la reducción de las sanciones económicas. Por último, evaluamos la posibilidad de desnuclearización de Corea del Norte, como desean los Estados Unidos. A construção civil é um setor importante na indústria, cooperando para o desenvolvimento socioeconômico a partir da infraestrutura, redução do déficit habitacional e geração de emprego e renda. Porém, a construção civil ainda é um dos maiores responsáveis pela poluição do meio ambiente, gerando profundos impactos. Atento para uma construção enxuta e sustentável, foram criados iniciativas e processos, cujo objetivo é reduzir desperdícios de uma edificação, de maneira a atender os critérios de sustentabilidade, por meio de certificações ambientais. Na presente dissertação é dada ênfase à certificação Alta Qualidade Ambiental - Haute Qualité Environnementale (AQUA-HQE). Outro influenciador para a construção civil é a adoção do Building Information Model (BIM), que consiste em um conjunto de informações gerados e mantidos durante o ciclo de vida do edifício. De acordo com o decreto do Governo Federal em 2018, todas as construções públicas até 2021 deverão ser projetadas usando o BIM. Nesse sentido, o objetivo deste trabalho é avaliar a relação da plataforma BIM para a elaboração de projetos sustentáveis, juntamente com a utilização da certificação AQUA, a fim de analisar projetos no modelo digital com as normativas da certificação com a ótica da sustentabilidade. O tema se justifica pelo mérito dado ao mesmo no âmbito acadêmico, governamental, empresarial e da sociedade, pois é uma mudança de paradigma na elaboração, gerenciamento e troca de informação no ciclo de vida da construção. A pesquisa é de natureza prática e com abordagem qualitativa e quantitativa. A fase teórica baseou-se em uma pesquisa documental. A fase prática, em um estudo associado a plataforma BIM aos 14 critérios da certificação AQUA- HQE, confortou com a ótica da sustentabilidade. Por fim, realizou-se a interpretação dos resultados, construindo um repertório analítico de forma narrativa, identificou e quantificou os aspectos positivos e negativos. A partir dos resultados teóricos e práticos, foi possível aprofundar na discussão sobre o assunto e obteve o entendimento do conceito de sustentabilidade e certificação ambiental; construiu um diálogo teórico-crítico que possibilitou a aplicação do conceito sustentável na construção; e integrou a plataforma BIM e AQUA-HQE à sustentabilidade. Civil construction is an important sector in the industry, cooperating for socioeconomic development through infrastructure, reducing the housing deficit and generating jobs and income. However, civil construction is still one of the most responsible for pollution of the environment, generating profound impacts. Attentive to a lean and sustainable construction, initiatives and processes were created, whose objective is to control and qualify a building, in order to meet the sustainability criteria, through environmental certifications. In this dissertation, emphasis is given to the High Environmental Quality - Haute Qualité Environnementale (AQUA-HQE) certification. Another influencer for civil construction is the adoption of the Building Information Model (BIM), which consists of a set of information generated and maintained during the life cycle of the building. According to the Federal Government decree in 2018, all public buildings by 2021 should be designed using BIM. In this sense, the objective of this work is to evaluate the relationship of BIM technology for the development of sustainable projects, together with the use of AQUA certification, in order to analyze projects in the digital model with the standards of certification with the perspective of sustainability. The theme is justified by the merit given to it in the academic, governmental, business and society spheres, as it is a paradigm shift in the elaboration, management and exchange of information in the construction life cycle. The research is of a practical nature and with a qualitative and quantitative approach. The theoretical phase was based on documentary research. The practical phase, in a study associated with the BIM platform to the 14 AQUA- HQE certification criteria, comforted with the perspective of sustainability. Finally, the results were interpreted, building an analytical repertoire in a narrative way, identifying and quantifying the positive and negative aspects. From the theoretical and practical results, it was possible to deepen the discussion on the subject and obtained an understanding of the concept of sustainability and environmental certification; built a theoretical-critical dialogue that enabled the application of the sustainable concept in construction; and integrated the BIM and AQUA-HQE platform to sustainability.
