The city of Virginia Beach, Va. completed an interbasin transfer from Lake Gaston on the Roanoke River for municipal water supply in 1998 after years of controversy. Federal regulatory and judicial decision processes provided the primary forums for debating the proposal's merits. A major project opponent was the state of North Carolina in which most of Lake Gaston and the downstream portion of the river are located. Interbasin transfers are always controversial as the direct impacts in the area of origin are compounded by concern over possible disruption in the sense of place and environmental quality that water contributes to an area. The Virginia Beach transfer produces relatively modest impacts as it is small in relation to the size of the source, leading to a consistent regulatory finding of no significant environmental impact. Alternatives were limited as significant demand reduction measures had already been implemented, additional local water sources were limited, desalination would have been more costly, and construction of new reservoirs would have been environmentally damaging. The transfer appears to provide a relatively noninjurious solution to a reasonable need for water supply expansion. Water law typically evolves through several stages in response to changing demands. Changes are likely to result in reallocation among different interests that compete for water resources. Water law at a given time is not value-neutral, but favors certain uses over others based on the prevailing values during its formative period. Because of the diffusion of values throughout a water-allocation system, any change in the system is likely to effect a reallocation of the resource. Significant reallocations have occurred at different times during the history of the eastern states. Most recently, substitution of water-use permitting programs for common-law allocation systems has resulted in reallocation from certain types of landowners (such as riparian proprietors) to a broader cross section of society. These changes have strengthened the concept that water is a public resource while eroding the exclusive rights once associated with the ownership of certain property.

The military is drawing a large share of minority students by offering recruits training, further education, and decent pay. It is less advisable for academia to compete with the military for students than to see military personnel as potential students. (MLW)
