Abstract

The Final Act of the Conference on Security and Cooperation in Europe (CSCE) was signed on August 1, 1975. This agreement, known as the Helsinki Accords, provided the capstone for a series of promising international developments in the early 1970’s and was the formal culmination of the effort to achieve détente between the Soviet Union and its bloc and the West.
