Abstract

Contemporary Russian society is going through complex stages of internal change and integration into the world civilizational process. This process includes profound structural and functional changes in the economic, sociocultural, and intellectual spheres. Under these conditions, Russian society is observing the emergence of a whole complex of urgent theoretical, social, pedagogical, organizational, and administrative problems. To address these issues, the author stresses the necessity of bringing out the creative potential of the key social institutions and legislative administrative links of the state and social hierarchy. In this article, the author emphasizes the need to bring out the essential characteristics of the potential resource of education as a priority accompanying innovative processes of civic orientation in the society by way of the consolidation of the civic positions of active subjects, and their transformation into an integral system of civic values.
