Abstract

Identifies factors contributing to urban schools' failure, including bureaucratic decision-making processes; outmoded, poorly maintained, and improperly designed facilities; responsibility overload; a new student population comprising immigrants, African-Americans, and the poor; rising security costs; inadequate staffing; and lack of political courage.
