Discusses recurrent education as an educational objective. Includes functions, models, policy dimensions, and policy dilemmas. Suggests that progress includes extension of conventional adult education programs to a wider clientele, expansion of upper secondary education, increased localization of programs, and an increase in policy relevance in reforming and planning future education.
