Investigates theoretical models and research findings on organization effectiveness derived from research in business and government sector organizations. Proposes a multivariate framework for assessing effectiveness in long-term citizens' participation associations. Assesses the empirical validity of the framework with data from citizens' participation associations in an urban school system. (JS)
