Abstract

Pursuant to the Carl D. Perkins Vocational and Technical Education Act of 1998 and in accordance with Program Memorandum 2 issued by Assistant Secretary for Vocational and Adult Education, the State of Hawaii is submitting a transition plan under Option 3 to extend the current Multi-Year Plan. The plan discussed in this report takes into consideration the benchmarks that must be met in order to submit a new multi-year state plan to the Office of Vocational and Adult Education by April 2000. All eligible recipients are aware of the Perkins III requirements. They are prepared to address the compliance issues in their local plans and focus more immediately on meeting the Perkins III programmatic accountability provisions. The State of Hawaii could not meet Transition Options 1 and 2 because a needs assessment, interagency collaboration, intra-agency consultation, committee meetings, public hearings, synthesis of public hearing outcomes, and State Board approval could not be accomplished in a timely manner. This report addresses the following topics: (1) planning, coordination, and collaboration prior to plan submission; (2) program administration; (3) accountability and evaluation; (4) special populations and other groups; (5) tech prep; and (6) financial requirements.
