Abstract

This report addresses legislative concerns that Florida's adults with disabilities are appropriately served by postsecondary vocational and adult education programs. Introductory materials include the following: Employment Task Force for Adults with Disabilities; Workforce Development Implementation Act of 1998 Legislative Mandate; task force charge and activities; and acronyms. Section 1 defines adults with disabilities, provides background information on educational programs for this population, reviews related legislation, and provides a summary of task force initiatives. Section 2 displays the Programs and Funding Conceptual Model in narrative and charts. It incorporates definitions, key concepts, outcomes and outputs, and funding recommendations from the subcommittees and is organized around competitive employment, supported employment, transitional work experience, and adult day program. For each area, outcomes, programs, performance criteria, accommodations, and funding recommendations are delineated. Vignettes show how an individual adult with disabilities would benefit from the programs and supports. Section 3 provides the conceptual model terms and concepts the task force adopted. Section 4 addresses current data elements, new data elements needed for reporting, and strategies for collecting and sharing additional information that would facilitate program planning and improvement, and makes recommendations regarding quality assurance. Appendixes include task force member list, agenda, subcommittee reports, survey instruments, additional solutions, and a separate executive summary. (YLB)
