Abstract

This training text is designed to introduce program evaluation concepts and terminology to beginning program evaluators for state-federal vocational rehabilitation programs. Taking a research approach, the text covers the principles underlying program evaluation, and is geared to give the reader a basic understanding of how these principles can be applied to the evaluation of human service programs. Designed as a self instructional guide, the text requires little mathematical sophistication on the part of the learner. It is divided into four units, each subdivided into modules which include review exercises. Unit 1 covers general approaches to, and the various issues concerning, program evaluation. Unite 2 deals with sampling concepts; unit 3 with measurement, reliability, validity, and basic psychometric standards; and unit 4 introduces evaluation designs and data analysis. A 77 item annotated bibliography completes the booklet. (KC)
