Abstract

Progress to date is reported for a project initiated in 1979 to apply a workforce planning methodology to the operations and maintenance sections of the Cuyahoga County Sanitary Engineering Department in an effort to document the human resources utilized by the Department during 1979 and to determine its personnel needs for 1980 and 1981. After introductory material noting the growth in the number and size of wastewater treatment plants and the concomitant need for additional personnel and training, the report outlines the methodology and outcomes for seven project tasks: (1) define the amount of work being performed by both the operations and maintenance sections, (2) develop workforce planning criteria, including coded occupational titles, organizational charts, and training catalogs which match relevant courses at local educational institutions to each position; (3) take a personnel inventory to determine the type of work to which each employee is assigned and the additional jobs s/he is qualified to do; (4) establish staff requirements to determine how many and what types of positions will need to be filled each year; (5) forecast new-hires and transfers; (6) estimate the man-years to be worked through 1981; and (7) develop a training program for new employees and for upgrading or updating job skills.
