Abstract

A rationale for the social studies k-12 program in Baltimore County is presented in this report designed to help teachers review a philosophy of social studies education. Accompanying the rationale are a series of related position papers which elaborate important aspects of social studies education. Also included is a Board of Education Policy Statement on the handling of controversial issues. The first section, on rationale, identifies theoretical assumptions basic to the guidelines such as commitment to human dignity, conceptual knowledge, skill development and valuing. It reflects upon an interdisciplinary approach emphasizing concept development and generalization. Pupil oriented inductive methods are stressed. In the second section general and specific affective and cognitive objectives are presented which focus on instruction that is logical, stimulating, and relevant. Six additional papers present points of view on the following issues: concept development; values and valuing; teaching controversial issues; skill development; teaching strategies; and current affairs.
