Abstract

Sweden is facing a wide range of threats as a risk of various crisis situations, includingnatural disasters and hostile activities like cyber attacks and terrorism. To address thesechallenges, Totalförsvarets forskningsinstitut (FOI) has launched the BULT project, aimedat enhancing understanding of preparedness in transportation systems. Central to this effortis the concept of resilience, which refers to the ability to effectively manage crises. Resilienceis of even greater importance from a societal perspective for critical supply chains, of whichpharmaceutical distribution is an example. Unplanned IT outages and closed borders toforeign countries are particularly relevant disruptions in pharmaceutical distribution. Bystudying how these disruptions impact the resilience of Sweden’s pharmaceutical distribution,strategies with the potential to improve supply chain resilience can be identified. Based onthis background, the work has been conducted on behalf of FOI with the aim:to examine how an unplanned IT outage and closed borders to foreign countries affect the re-silience of the Swedish pharmaceutical distribution, and to identify strategies that can improvethis resilience.The purpose was divided into two research questions. The first one dealt with the impactthat an unplanned IT outage or closed borders can have on the performance of pharmaceu-tical distribution. This analysis was based on a description of the current pharmaceuticaldistribution, a literature review, and interviews with relevant actors in the distribution chainand authorities. Material related to the impact of each respondent was gathered to compareand draw conclusions about the sensitive parts of the distribution during each disruption.These sensitive parts were then linked to elements of Supply Chain Resilience identified inthe literature review.
